Salary: Scale 5; SCP 14-19; £29,540 - £32,061 per annum. Main Purpose of Job The Procurement Officer will be responsible for supporting the Procurement Manager to ensure that the strategic and operational procurement objectives of the Council are achieved. Principal procurement duties will include (but not be limited to): Main Duties and Responsibilities: Providing procurement support, advice, guidance and training to staff in line with relevant policies and procedures including the eprocurement systems. Assist in the management of the eProcurement systems and databases including (a) reporting of system issues to software providers and liaison to ensure timely resolution and (b) maintaining and updating the system as necessary. Approval of requisitions in line with Council approved procurement limits and raising requisitions for centrally required purchases and for departments as and when required. To provide support to Council staff to seek quotations from the supply base in line with the Council’s Request for Quotation processes including providing advice and guidance, facilitate the issue and receipt of Requests for Quotation via the Council’s eprocurement systems, support the assessment process and liaise with the supply base on behalf of the Council to provide clarifications, award and feedback. Assist with the management of the Council’s Tender processes in line with the Council’s procurement plan to include the review of tender documents, facilitation of the tender process from receipt of tender through to award and liaise with the supply base on behalf of the Council to provide clarifications, award and feedback. Provide support to Council departments to undertake annual tender activity. To deputise for Procurement Manager as and when required. To assist the Procurement Manager to liaise with, and provide reports and analysis to Local Government Audit, European, other Statutory auditors and external funders.
