JOB DESCRIPTION The position of Assistant Staff Officer is a support or supervisory position within the Council and is assigned responsibility for the day to day operation of a work area, section or team, depending on the assignment. The Assistant Staff Officer works as part of a team, supporting managers and colleagues to meet work goals and objectives and to deliver quality services to internal and external customers. The post holder will be responsible for the implementation of work programmes to achieve goals and targets set out in Departmental and Team Plans. The Assistant Staff Officer is expected to carry out their duties in a manner that enhances trust and confidence. QUALIFICATIONS FOR THE POST 1. CHARACTER Each candidate shall be of good character. 2. HEALTH Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. CITIZENSHIP Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa 4. EDUCATION, EXPERIENCE, ETC. Each candidate must, on the latest date for receipt of completed application forms: (i) (a) have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects (or four subjects if Irish is included) from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme including Irish and/or English and one of the following: Mathematics, Accounting, Business Organisation or Economics, and (b) have obtained at least Grade C (or Honours) in Higher level (or Honours) papers in three subjects in that examination (or two subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics) or (ii) have obtained a comparable standard in an equivalent examination, or (iii) hold a third level qualification of at least degree standard (Level 7 in National Framework of Qualifications). Confined Competition (iv) be a serving employee in a local authority or regional assembly and have at least two years satisfactory experience in a post of Clerical Officer or analogous post. 5. PARTICULARS OF OFFICE 1. THE POST The post is Assistant Staff Officer (Grade IV). This is a pensionable whole-time position on the basis of a 35 hour 5 day week. The panels formed from this competition will be used to fill positions at this grade (the filling of permanent positions is subject to the agreed sequencing set out in the ‘Guidance for the Procedures for the Recruitment to Clerical Administrative Grades IV to Grade VII in the Local Authority Sector’). 2. DUTIES The duties of the employment are to give to: (a) Sligo County Council under the control of the Chief Executive or his nominee and (b) To any other local authority or body with which an agreement has been made by the local authority, Under the general direction and control of the Chief Executive or of such other employee as the Chief Executive may from time to time determine, such appropriate services of a management, administrative, executive, supervisory, advisory and ancillary nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, and to exercise such powers, functions and duties as may be delegated to him or her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the employment will, if required, act for an employee of a higher level, if qualified to do so. The key duties and responsibilities of the post of Assistant Staff Officer include, but are not limited to: 1. To support the line manager to ensure the section or department work programmes are implemented to deliver on the Council’s Corporate Plan and operational plans. 2. To communicate and liaise effectively with employees, supervisors and line managers in other sections and customers in relation to operational matters for their section or area of work. 3. To prepare reports, correspondence and other documents as necessary. 4. To organise and facilitate internal and external meetings and participate and engage in discussions as appropriate. 5. To provide assistance and support in the delivery of projects as required. 6. To ensure high levels of customer service, respond to queries and requests for information in a professional and courteous and timely manner. 7. To support the line manager to communicate, implement and manage all change management initiatives within the relevant area of responsibility. 8. To supervise employees within their team or programmes of work within their area of responsibility, providing support to team members or colleagues as required. 9. To participate in corporate activities and responsibilities appropriate to the grade. 10. To be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work. 11. To deputise for the line manage or equivalent as required. 12. To undertake any other duties of a similar level and responsibility, as may be required, or assigned, from time to time. 3. SALARY The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary Scale €35,260 – €37,366 – €40,355 – €42,318 – €44,035 – €45,696 – €47,938 – €49,560 – €51,210 – LSI 1 €52,768 – LSI 2 – €54,367 Salary for the post shall be in accordance with existing practice as set out in relevant circulars. New entrants shall be paid at the minimum of the scale. 4. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 5. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. 7. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. METHOD OF SELECTION (a) Selection shall be by means of a competition based on an interview conducted by or on behalf of Sligo County Council. Interviews will be conducted in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panel and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panel, be employed as appropriate vacancies arise. The life of the panel shall be one year from the date it is formed, unless extended by the Chief Executive. (b) Short-Listing: While a candidate may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, Sligo County Council may decide that a smaller number will be called to the next stage of the selection process. In this respect, the Council provides for the employment of a short-listing process to select a group who, based on an examination of the application forms, appear to be the most suitable for the position. This is not to suggest that other candidates are necessarily unsuitable or incapable of undertaking the job, rather that there are some candidates who, based on their application, appear to be better qualified and/or have more relevant experience. The short-listing criteria may include both the essential and desirable criteria specified for the position. Library Caretaker/Attendant
JOB DESCRIPTION Library Caretaker/Attendant is one of the key frontline roles in the library service, working as a member of the library team in a library service point to deliver a safe, friendly, efficient library service to the public. Key responsibilities include securing and opening the library building, ensuring the library can be enjoyed both by customers and staff, and ensuring that facilities and outside areas are well presented. The duties of the Library Caretaker/Attendant shall be consistent with the provision of a modern public library service that includes a My Open Library facility, that is responsive to the changing requirements of customers of all ages and abilities. Library services are provided over a six-day week and shift work is required in line with public opening hours, including a minimum of two late evenings, every Saturday and weekends. The duties of a library caretaker/attendant are varied and can involve assignment to different libraries as well as relief duties across the library network. As the Library Service is a county-wide service, staff may be required to provide cover at, and may be reassigned to, any service point within County Offaly as required by the County Librarian. Duties & Responsibilities The duties of the post of Library Caretaker/Attendant include but are not limited to the following: · Work as a member of the library team to deliver a safe, efficient and friendly service by assisting the public to access the full range of library services. · Maintain library areas (internally and externally) in good and secure order, to include but not limited to securing and opening the building, handling of alarm and security systems, alarm call-out duties, My Open Library support and the routine operation of heating, lighting, ventilation and CCTV systems as required. · Assist with event and activity programming by maintaining activity areas, e.g. movement of seating, desking, furniture, shelving, exhibition boards, equipment. Setting up and dismantling exhibitions and materials for lectures, classes, workshops etc., including setting up catering and refreshments; and post event re-organising and clean up. · Patrol the library premises, control queues and be present in public areas of the building. · Support the team in dealing with instances of anti-social behaviour, unaccompanied children, group visits and general library user management in line with Offaly County Council’s Health and Safety Policy and Child Safeguarding Policy. · Support the team to prevent the misuse of library equipment and ensure that library facilities are well presented, not interfered with or damaged, and that library property is not removed without authorisation. · Support building maintenance by carrying out basic repairs, check the building, equipment and make safe any damaged fixtures or fittings, as may be required from time to time. Report maintenance issues to supervising library manager. · Perform cleaning duties inside and outside the library building, to include tidying library grounds, recycling & refuse co-ordination, library toilet checklists as required. · Maintain standards of cleanliness and tidiness in all library and events spaces; keep entrances and exits clear. · Operate within the terms of Offaly County Council’s Safety Statement and assist with monthly Health & Safety inspections of libraries. Assist with administrative work associated with Health and Safety. · Be responsible for dealing with and signing-in and out contractors and liaise with the nominated library manager and/or OCC staff on matters of building maintenance. · Assist with maintaining the Fire Register (in conjunction with the supervising library manager), including Fire drills and other duties assigned to the role. Report health and safety hazards, assist with clean ups and respond to incidents. · Carry out basic I.T. troubleshooting and maintenance under direction as required. · Assist in the management of library collections by shelving and re-organising stock and maintaining storage areas. · Assist with deliveries including National Book Delivery services. Undertake messenger work of a local nature and make collections and deliveries between library headquarters, library branches and/or other designated offices as required. · Support staff with day-to-day delivery of My Open Library and self-service technologies. · Attend training courses as required · Any other duties that may be assigned by the nominated library manager or County Librarian. A panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Chief Executive. The panel will be used to fill appropriate vacancies that may arise for its duration. Vacancies will be offered in order of merit as per the panel. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The rate of remuneration may be adjusted from time to time in line with Government pay. The current salary scale applicable to the post is €776.71 - €798.06 per week. Duties: You shall perform such duties, including duties and responsibilities as outlined in the Job Description, as may from time to time be assigned to you in relation to your employment and as may be appropriate to any particular function for which the Chief Executive is responsible. You shall, if required, act for an employee of a higher level. Offaly County Council may require you at its discretion to undertake other duties from time to time in addition to or as a variation of the duties of the position. It is understood that you will perform to the best of your ability all the duties of this position and any other additional or substitute duties which may reasonably be required of you and you will at all times comply with all reasonable instructions and use your best endeavours to promote the interests of Offaly County Council. Work Base: Initial assignment will be to Tullamore Central Library, Tullamore, Co.Offaly. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Reporting Arrangements: You will report directly to the County Librarian, Offaly County Council or to other such person as may be determined from time to time. Working Hours : Working hours will be based on a 39-hour week to suit library service delivery requirements. Within the 39-hour week every Saturday and evening work is scheduled as part of normal working rotas. Rotas may be amended periodically in response to service needs. The working hours may be reviewed at any time by the Council. No additional remuneration will be paid in respect of such activities. The provisions of Offaly County Council’s Time and Attendance Policy is applicable to this grade at the current time. Annual Leave: The current annual leave 25 days per annum inclusive of Good Friday. Granting of annual leave, payment for annual leave and arrangement for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended) Sick Leave: The terms of the Public Service Management (Sick Leave) Regulations 2014 as amended will prevail. Probation: Appointees will be on probation for the first year of employment. The terms of the Offaly County Council Probation Policy will apply. Superannuation: Public Service Pensions (Single Scheme and Other Provisions) Act 2012 : New members joining the Public Sector on or after 1st January, 2013 will be required to join the Single Public Service Pension Scheme. The Single Scheme applies to all pensionable first-time entrants to the Public Service as well as to former public servants returning to the public service after a break of more than 26 weeks. A rate of PRSI contribution will be required of their superannuation to contribute to the local authority at the rate of 3% of their pensionable remuneration plus 3.5%, of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). This includes a contribution to a Spouse’s and Children’s Scheme. Pension and retirement lump sum based on career-average pay pensions will be co-ordinated with the State Pension Contributory (SPC). For persons who commenced public sector employment prior to 1st January 2013: Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (ie. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. Retirement: Public Service Pensions (Single Scheme and Other Provisions) Act 2012: The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Minimum pension age of 66 years, rising to 67 years and 68 years in line with State Pension age changes, is applicable. Public Service Superannuation (Miscellaneous Provisions) Act, 2004: There is no mandatory retirement age for ‘New Entrants’ from 1st April, 2004 to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 65 years is the minimum age at which a person may be paid. As a new entrant to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Anyone who is not a ‘New Entrant’ to the public service, defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is subject to compulsory retirement age of 65 years. Travel: When required to do so, holders of the post shall hold a full driving licence for class B vehicles and shall drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. If you are required to travel as part of your official duties, Offaly County Council as your employer must be indemnified on your insurance policy. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Offaly County Council’s Travel and Subsistence Policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately.
Heritage Officer
DUTIES AND RESPONSIBILITIES The Heritage Officer shall perform such duties as may from time to time be assigned in relation to employment and as may be appropriate to any function of the council and shall carry out such instructions as may be given in relation to the performance of their duties. The duties of the post include, but are not limited to, the following: - PRINCIPAL TERMS AND CONDITIONS The Competition Monaghan County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which permanent and temporary vacancies for the post of Heritage Officer shall be filled. The post(s) shall be wholetime, permanent/temporary and pensionable The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his/her duties as a local authority employee. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Starting pay for new entrants will be at the minimum of the scale. Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. An allowance may also be payable in respect of travel expenses and subsistence. The salary scale for the post is: - €59,067, - €61,217, - €63,366, - €65,520, - €67,672, - €69,823, - €71,956, - €74,116 - €76,280, €78,425, 1st LSI €80,897, 2nd LSI €82,108 Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government, and Heritage. Appointees who are not existing public servants will enter at the minimum point of the scale. Probation: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: - (a) there shall be a period after such appointment takes effect, during which such person shall hold such position on probation. (b) such period shall be twelve months, but the Chief Executive may, at his discretion, extend such period. (c) such person shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such person is satisfactory. Hours of Duty: The successful candidate’s normal hours of work will be 35 hours per week. Flexible working arrangements apply. The Council reserves the right to alter the hours of work from time to time. The role requires flexibility in terms of working hours as the duties may involve working outside of normal office hours. Annual Leave The annual leave entitlement will be 30 days per annum. Health For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Superannuation: Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details will be provided to the appointee prior to appointment. Craftworker Foreman
Essential Criteria 1. CHARACTER Each candidate must be of good character. 2. The Post of Craftworker Foreman The Craftworker Foreman shall arrange under the direction of the relevant supervisor, or his/her appointed representative, the efficient execution of all works in his/her area of charge and discharge all other duties related to his/her work. To ensure that the operatives under his/her direct control are following safe work practices and that personal protective equipment is being worn. 3. Tenancy Sustainment Officer
1. The Position The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Tenancy Sustainment Officer (Grade V, analogous). It is proposed to form a panel of qualified candidates from which vacancies both permanent and temporary will be filled during the lifetime of the panel. The Tenancy Sustainment Officer is based within the Housing Section of Donegal County Council and is responsible in providing support to individuals and families to sustain their tenancies and develop independent living and tenancy skills. The Tenancy Sustainment Officer will work with a focus on homeless prevention and will have intensive and direct interaction with people providing clear advice and support to enable them to sustain their tenancies. 2. Roles Duties & Responsibilities A non-exhaustive list of the duties and responsibilities of the Tenancy Sustainment Officer are set out below: • Identify and respond to early warning signs of tenancy risk when identified by Area Housing staff, including neighbour complaints, rent arrears, or property condition concerns, by proactively engaging with tenants to provide support and prevent escalation; • Provide practical support and advocacy during tenancy related disputes or crises, including liaison with local Area Housing staff and external agencies; • Have demonstratable experience of working with social housing applicants and/or the provision of tenant focused services including dispute resolution. • Promote tenant participation by providing information and practical services to the tenants, including welfare, benefits and housing advice, budget and debt management and general life skills to enable individuals to participate fully in their daily decision making; • Assist tenants in gaining access to a range of community resources, specialist services where issues relate to disability, mental health, substance misuse, and primary health care are evident in response to tenants needs and wishes to maximise their tenancy sustainment skills through specialist programmes. • Work closely with the HAP Placefinder Service achieving exit goals for homeless clients in emergency accommodation; • Provide support to persons moving out of emergency accommodation to enable them to sustain their tenancies; • Maintain a caseload of clients and develop, implement and regularly review individual housing care/support plans in conjunction with other voluntary and statutory service; • Work as part of the Homeless Action Team (HAT) to meet the needs of the homeless clients, or those at risk of homelessness; attend monthly meetings and provide information as required; • To be responsible for keeping up to date casework records and written assessments, and ensure all necessary information is recorded on the Pathway Accommodation & Support System (PASS), iHouse and other systems as required; • Provide progress report and presentations as required in relation to caseload; • Liaise with other agencies, voluntary and statutory as appropriate, making referrals and attend inter-agency meetings and reviews of clients as and when required; • Designated responsibility for Child Protection/Safeguarding Council in accordance with the Children First National Guidelines 2011; aware of child protection issues and reporting procedures • Designated Sex Offenders Liaison Officer (SOLO), as required; • Travel to homes of tenants, families and individuals where necessary; • To approach tenants at all times with dignity and respect and ensure they are provided with choices around the services they receive; • Participate in relevant training and development courses as agreed with your supervisor; • To adhere to all policies and procedures, particularly in relation to child protection, confidentiality, finance, personal safety and customer care; • To undertake any other duties of a similar level and responsibility as may be required from time to time. 3. Qualifications & Requirement of the Post The post of Tenancy Sustainment Officer is analogous to that of Staff Officer and the Department of Housing, Local Government and Heritage has declared that the qualifications for the post of Staff Officer will be as set out below: (a) Character: Candidates shall be of good character. (b) Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Successful candidates will be required to undergo a medical examination carried out by the Council’s Occupational Medical advisor prior to appointment. Particulars of the Post (a) General Donegal County Council proposes to create a panel of qualified candidates for the position of Tenancy Sustainment Officer from which it will fill any vacancy that may arise. (b) Probation The successful candidate shall be required to be on probation for an initial period, as determined by the Council. This period may be extended at the discretion of the Council. (c) Remuneration The current annual pay-scale is €51,210 minimum to max LSI2 €61,252 (as per Circular EL 03/2025). Managing the flow of information between the workshop, the rest of the dealership and the customer, delivering excellent customer service at all times. To manage all service telephone and walk-in enquiries on behalf of the dealership. Qualify service needs and diagnose vehicle running problems where appropriate. Establish understanding and an agreement with the customer of the work to be carried out. Calculate workshop capacity insuring that all details are entered onto the service workshop loading system. Manage the handover and administration of Customer Service Vehicles. Explain the work carried out on vehicle ensuring customers full understanding and authorisation. Manage any necessary liaison with department manager regarding customer dissatisfaction. Follow up in line with dealership procedures. Understand and adhere to manufacturer brand service requirements. Maintain safe working practices and abide by the working rules and standards of the dealership. Maintain product knowledge on the full Athlone dealership range. Maintain relevant systems ensuring accuracy at all times. Likely to be/have: Impeccable appearance and well presented to work in a corporate environment. Good oral & written communication skills. Excellent organisational skills. Able to record accurately all relevant details. Ability to 'up sell' additional work / accessories. An ability to absorb and understand technical data and explain it to our customers as required.
