Executive Officers
1. Purpose of the Role The duties of an Executive Officer in An Coimisiún Pleanála are varied and can involve assignment to different parts of the organisation including the Planning Operations Division or the Corporate Affairs Division (see organogram at end of booklet). An Executive Officer (EO) reports to and supports the Senior Executive Officer (SEO) / Senior Administrative Officer (SAO) in pursuit of achieving the overall objectives of An Coimisiún Pleanála and its stated annual objectives set out in the annual delivery plan. The EO’s primary role is to contribute to the delivery of an efficient and effective planning service to the public and to provide an efficient and effective service in the area in which they are assigned. An EO critically analyses and uses good judgment and decision-making on a daily basis. The EO is an important part of a team with supervisory duties and acts as a link between their area of responsibility and their SEO/SAO. The EO is expected to be responsible and take ownership of tasks and to bring them to a satisfactory conclusion through the effective organisation, allocation and supervision of work. This junior management role is varied and requires the role holder to be flexible, capable of working to and meeting tight deadlines whilst also being committed to delivering quality results. Qualifications and Experience Essential Requirements Candidates must, on or before 15 August 2025, have: (a) Obtained a recognised degree or hold a qualification that in the opinion of An Coimisiún Pleanála is of at least an equivalent or higher standard OR (b) Obtained at least five subjects in the Leaving Certificate Examination (including Mathematics and Irish or English), three of which should be minimum Grade C at higher level, the others should be a minimum Grade D at ordinary level. Or have passed an examination(s) which would be acceptable to An Coimisiún Pleanála, as being of at least an equivalent standard of the Leaving Certificate and have a minimum of at least one year’s customer-based experience and/or 6 months supervisory management experience within a busy office environment OR (c) Be serving as a Public/Civil Servant with a minimum of two years’ service AND (d) All applicants must also demonstrate the competencies as outlined in the application form. Selection Process Normally, the number of applications received for a position exceeds that required to fill existing and future posts. While candidates may meet the eligibility criteria of the competition, if the numbers applying for a post are such that it would not be practical to progress all candidates to the next stage of the selection process, An Coimisiún Pleanála may decide that only a certain number may be called for interview. In this respect, a short-listing process will be employed to select a group for interview who, based on an examination of the application forms and the essential and desirable requirements for the posts, appear to be the most suitable for the position. It is therefore in your own interest to provide a detailed and accurate account of how your skills, personal qualities, qualifications and experience meet the essential and desirable requirements of the post. General The appointment is to an established position in the Public Service. A probationary period of one year from the date of appointment will apply. Notwithstanding this paragraph and the paragraph immediately following below, this will not preclude an extension of the probationary period in appropriate circumstances. During the period of probation, the appointee’s performance will be subject to review by a Senior Executive Officer/Line Manager to determine whether the appointee: (i) Has performed in a satisfactory manner; (ii) Has been satisfactory in general conduct; and (iii) Is suitable from the point of view of health with particular regard to sick leave. Prior to completion of probation, a decision will be made as to whether or not the appointee will be retained. This decision will be based on the appointee’s performance being assessed against the criteria set out in (i) to (iii) above. The detail of the probationary process will be explained to the appointee and the appointee will be given a copy of An Coimisiún Pleanála’s guidelines on probation. 2. Salary All new entrants to the public service will be required to commence employment at the minimum point of the scale. Personal Pension Contribution (PPC) salary for this position, with effect from 1 March 2025, is as follows: €37,544.00 - €60,610.00 This rate will also apply where the appointee is an existing civil or public servant appointed on or after 6 April 1995 and is required to make a personal pension contribution. A different rate will apply where the appointee is a civil or public servant recruited before 6 April 1995 who is not required to make a Personal Pension Contribution. Long service increments may be payable after 3 (LSI1) and 6 (LSI2) years satisfactory service at the maximum of the scale. Candidates should note that the rate of remuneration may be adjusted from time to time in line with Government pay policy. Increments may be awarded annually subject to satisfactory performance. Important Note: Different pay and conditions may apply if, immediately prior to appointment, the appointee is already a serving Civil Servant or Public Servant. Payment will be made fortnightly in arrears by Electronic Fund Transfer (EFT) into a bank account of an officer’s choice. Payment cannot be made until bank details have been supplied. 3. Tenure This position is permanent and pensionable. The employment may be terminated at any time by whichever is the greater of three months’ notice in writing on either side, or as set out in the Minimum Notice and Terms of Employment Acts, 1973 to 2005. In the event of misconduct, employment may be terminated at any time without notice or payment in lieu of notice. In any other case, any termination of employment by the Commission must be for stated reasons. 4. Duties The officer will be required to perform any duties appropriate to the position which may be assigned from time to time. 5. Organisation of the Working Time Act, 1997 The terms of the Organisation of Working Time Act, 1997 will apply, where appropriate, to this appointment. 6. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours 15 minutes gross per week – 35 hours net of lunch breaks. The hours of attendance are normally Monday to Friday, 9.15 am to 5.30 pm. Flexitime and blended working are available to staff subject to the requirements of the role and section you are assigned to.

The Position Longford County Council is currently seeking applications from suitably qualified candidates with relevant experience for the position of Traffic Warden. A Traffic Warden is a member of a multidisciplinary team of front-line services based in the Municipal Districts which deliver a wide variety of key local authority services in the heart of communities. Services include transportation and traffic management, delivery of social housing and other key infrastructure, environmental works, recreation and amenity facilities and general community development. (c) Possess adequate experience which would demonstrate the capacity to carry out the role and function of Traffic Warden. (d) Be capable of writing clear and concise reports and keeping work records, etc. (e) Hold a full clean current driving licence in respect of Category B Vehicles or equivalent in the EU Model Driving Licence on the latest date for the receipt of completed applications. Particulars of Employment 1. The Post The post is wholetime (i.e. 39 hours per week) and appointment may be permanent or temporary. 2. Location Longford County Council reserves the right to assign the successful candidate to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. 3. Commencement Longford County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month. If they fail to take up the appointment within such period or such other longer period as the Council in its absolute discretion may determine, Longford County Council shall not appoint them. 4. Working Hours The person appointed will be required to work a 39-hour week which will include Saturdays. Times to be agreed with the Line Manager. The Council reserves the right to alter the number of hours worked each day/each week and/or the times at or the days on which the hours are to be worked. The post-holder will be given as much notice as is reasonably practicable of any change in the schedule of hours worked. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Longford County Council requires employees to record their hours using a Clocking system. 5. Reporting Arrangements Traffic Wardens report directly to the appropriate supervisor in the Section or to any other employee of Longford County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, involving discussions between the employee and the line manager regarding performance and conduct. 6. Probationary Period of Employment There shall be a period after appointment during which the appointee will hold the position on probation. The period of probation will be prescribed by the Chief Executive. Employment may be terminated during the probationary period should service be deemed by the Chief Executive to be unsatisfactory. Employment may be terminated at the end of the probationary period unless the Chief Executive has certified that the employee had satisfactory service. Tenure of employment following probation will be subject to satisfactory service. 7. Remuneration The current salary scale for the post of Traffic Warden is €826.63 - €892.88 gross per week (Circular EL 03/2025). The rate of remuneration may be adjusted from time to time in line with Government Circulars. On appointment, successful candidates will be placed on the first point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by Pay-Path directly to the employee's nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g., P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct, performance, and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. 8. Superannuation & Retirement A person who becomes a pensionable employee of the County Council will be required in respect of their Superannuation to contribute to the Local Authority at the appropriate rate. The terms of the Local Government Superannuation (Consolidation) Scheme 1998 as amended, or the Public Services Superannuation (Miscellaneous Provisions) Act 2004, or the Public Service Pensions (Single Scheme & Other Provisions) Act 2012 will apply as appropriate on appointment. Retirement age for employees is dependent on their relevant contract of employment, with due consideration being given to the rules of the Superannuation Scheme to which they belong: • For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, retirement is compulsory on reaching 65 years of age. • The minimum retirement age for “new entrants” to the public service is 65. There is no mandatory retirement age. • Effective from 1st January 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks: – Retirement age is set, initially, at 66 years; this will rise in step with statutory changes in the State Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028. – Compulsory retirement age will be 70. 9. Annual Leave The current annual leave entitlement for Traffic Warden is 25 days per annum. The Chief Executive retains autonomy with regard to office closures (e.g., Christmas Office Closure). Any days arising from such closure will be reserved from the employee’s annual leave entitlement. 10. Driver’s Licence & Insurance Longford County Council employees may on occasion be required to use their car on official business. In such situations, the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange appropriate car insurance cover for business use and to indemnify Longford County Council. Documentation to confirm the appropriate insurance cover will be required annually. 11. Code of Conduct/Organisation Policies Employees are required to adhere to all current and future Longford County Council codes of practice, including the Code of Conduct of Employees, and all organisational policies including but not limited to: • Health and Safety • Communications • Data Protection • Equality • Staff Mobility • Attendance Management • Use of Electronic Equipment 12. All employees must cooperate with management, not engage in improper conduct or behaviour, and must not be under the influence of an intoxicant at work. Compliance with all Safety and Health rules and regulations, including attending required training, is mandatory. 14. Outside Employment The position is whole-time. The employee may not engage in private practice or be connected with any outside business that would interfere with the performance of official duties.

The Role: We are seeking a motivated and results-driven Business Development Representative to play a key role in fuelling our company’s growth. As part of the Vitalograph Clinical Trials (CT) Business Development team, you will be the first point of contact for prospective clients, helping to shape the future of our sales pipeline and build strong foundations for long-term partnerships, through proactive outreach. Responsibilities: Drive lead qualification activity for the Clinical Trials division. Employ lead generation strategies such as cold calling and email. Qualify prospects and route them to the business development team. Maintain and update the CRM with accurate data. Be creative. Collaborate closely with the wider commercial team to generate opportunities to contact accounts and potential leads. Contribute ideas for improving internal processes. Participate in reports, forecasts, and team meetings. Cultivate a deep knowledge of Vitalograph’s Clinical Trial offering. What we are looking for: Previous inside sales, cold calling or related experience. Proficient in MS Office. High attention to detail and organization.
