About the Role We are seeking an organised, proactive and detail-focused Accounts Assistant to join our Finance Team. Senior Executive Technician
QUALIFICATIONS Character: Candidates shall be of good character. Health: Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Training, Experience, Etc. Each candidate must, on the latest date for receipt of completed application forms: A. Have satisfactory experience in a technician post at Grade I, or higher level, or in an analogous post under a Local Authority or Health Board in the State, B. Have at least seven years’ satisfactory relevant experience in a technician post at Grade II, or higher level or an analogous post, C. Have a thorough knowledge of all the technical aspects of local authority work and also a deeper knowledge of at least one relevant section of the work and possess such training or experience as would enable them to take charge of such a section of the work, D. Have adequate experience in dealing with other departments within their own organisations and with other bodies, E. Have adequate experience in the direction, supervision and control of staff, and F. Possess technical training and experience of a high standard and adequate administrative ability. Citizenship: Candidates must, by the date of any job offer, be: • A citizen of the European Economic Area (EEA). Desirable Experience/Qualifications: • Have excellent computer skills, including proficiency in AutoCAD Civil 3D and BIM software including Autodesk Revit and the ability to produce technical and working drawings, prepare technical and statistical reports, and manage information and data effectively. • Must have proficiency in land and engineering surveying, including the use of Trimble and KOREC GNSS, GPS and total station equipment and associated software. Experience in topographical surveys, setting out, as-built surveys, survey data processing, coordinate systems, and the integration of survey data into CAD and BIM environments is essential. • Must possess a working knowledge of BIM methodologies and ISO 19650 standards, with experience in the development, coordination and management of BIM models using Revit, Navisworks, Procore, Autodesk 365 or similar for Common Data Entry systems. Experience in multidisciplinary model coordination, clash detection, BIM Execution Plans and information management on infrastructure projects is desirable. • Have knowledge of the Part 8 Process for local authority own developments (planning), CPO Process, OS Mapping, ArcGIS, Land Registry online system. • Be motivated, precise and diligent in the execution of work. • Have the ability to work on their own initiative, in an independent environment without continuous supervision. • Possess a high standard of technical training and strong experience of design, tender preparation including specifications and the procurement of projects. • Have good knowledge and experience of civil engineering work activities. • Possess excellent interpersonal and communication skills and have the ability to engage and work in partnership with staff at all levels, contractors, professional consultants, members of the public etc. • Have excellent knowledge and awareness of current Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace. • Have the ability to interpret and critically analyse scientific data. • Have experience in the supervision, management and development of staff in both office and site environments. • Represent Roscommon County Council at meetings when required. • Hold a full driving licence, Category “B”, free from endorsement and have access to a motor vehicle for use in carrying out their duties and their motor insurance must indemnify the Council. The Role The Senior Executive Technician is a key support position within the Council and may be assigned to a service delivery or functional area as required. The post holder will be responsible for leading one or more teams and providing technical and management support across a range of local authority service areas. They will work as part of a multidisciplinary team, contributing to the implementation of work programmes and the achievement of goals, targets and standards set out in departmental and unit operational plans. The role will involve liaising with external agencies, stakeholders and elected members, supporting the democratic functions of the Council, and contributing to the effective delivery of services and projects. The Senior Executive Technician will be expected to demonstrate initiative, work to a high professional standard, and possess excellent interpersonal, communication and organisational skills. The responsibilities for this role will include providing technical expertise and management support in the planning, design and delivery of civil engineering and infrastructure projects. Positions may arise in any area of the Council's functions, including Planning, Environment, Roads and Housing. The successful candidate will work under the direction and control of a Line Manager designated by the Director of Services or the Chief Executive. The following is a non-exhaustive list of duties which may be assigned to a Senior Executive Technician: • Providing necessary information to Senior Management relevant to their area of responsibility. • Management and supervision of staff and the co-ordination of duties of staff under their control. • Ensuring the efficient delivery of services in their area of responsibility. • Creation and monitoring of work procedures and document management. • Co-ordinating the maintenance and management of I.T. systems in their area of responsibility. • Providing technical services relevant to the area of responsibility to which they have been assigned, e.g. site inspection, site surveying, creation of drawings and graphics, report writing and such other duties. • Operating the appropriate technology as required to carry out the work to which they have been assigned, e.g. CAD, Autodesk Revit, Graphics, GIS Software such as ArcGIS, Autodesk’s AutoCAD and/or MicroStation CAD software, Microsoft Office Suite of Applications, especially Access, Excel and PowerPoint. • Operating the appropriate technology as required to carry out land and engineering surveying including KOREC software and Trimble Business Centre. • Legislation and compliance with all other statutory technical standards. • Adherence to the Council's corporate health and safety systems and implementation of department and section health and safety controls, including those relating to risk assessments. • A good knowledge and awareness of Health and Safety Legislation Regulations and their implications for the organisation and employees and their implication in the workplace. • Liaising with other Departments, members of the public and external agencies in relation to operational aspects of assigned work. • Functioning as a Team Leader, this includes prioritising work as determined by the Head of Department/Service, functioning as a facilitator and co-ordinator between team members and other departments and external agencies and being responsible for the allocation of work and ensuring task completion. • Preparation of estimates. • Preparation of public consultation display material and assistance at public consultations. • Coaching and mentoring to Technicians Grade I, Grade II, Executive Technicians. • Tendering, appointment and contract management, plus administration. • Cost management and financial reporting of accounts. • Preparation of Feasibility Studies and Scheme design. • Inter-departmental liaising and seeking advice where necessary from correct individuals/departments. The above specification is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office. PARTICULARS OF EMPLOYMENT The post is wholetime and pensionable. The minimum age at which pension is payable is currently 66 years of age for new entrants to the Public Service on or after 1st January 2013. This panel will be used to fill both Permanent and Temporary posts as they arise. PROBATION: Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect during which such persons shall hold such position on probation; (b) such period shall be one year but the Chief Senior Executive may at his or her discretion extend such period; (c) such persons shall cease to hold such position at the end of the period of probation unless during such period the Chief Senior Executive has certified that the service of such persons is satisfactory. SALARY: €56,178 - €67,663 per annum Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The salary shall be fully inclusive and shall be as determined from time to time. The holder of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to and received by them by virtue of their post or in respect of services which they are required by or under any enactment to perform. In accordance with EL02/2011 persons who are not serving Local Authority employees must be placed on the minimum of the scale. The rate of remuneration may be adjusted from time to time in line with government policy. GARDA VETTING/CHILD SAFEGUARDING Successful candidates will be subject to the Garda Vetting and Child Safeguarding Procedures. HEALTH For the purpose of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates.
