At the end of the apprenticeship, the craftsperson will be able to demonstrate competence in the following skills: Servicing Read, interpret and carry out manufacturers’ instructions for all vehicle service, maintenance and repair procedures. Fgas Describe the overall aim of Regulation No. 842/2006 of the European Parliament and of the Council of 17 May 2006 in relation to the air conditioning systems of automotive vehicles (MACs). List the dangers to personal health and related safety regulations related to the refrigerant gas contained in mobile air conditioning (MAC) systems. Describe the location of possible leaks of refrigerant gas from an automotive air conditioning unit. Engine Diagnose faults, dismantle and reassemble the engine and its ancillary components. Replace timing belts and chains. Use all recommended bolt tightening procedures. Electrical Read and interpret relevant electrical wiring diagrams. Use fault-code reader to interrogate ECU memory and OBD system. Employ a logical and structured fault diagnosis methodology (use of diagnostic flow charts). SECTION 1: INTRODUCTION This position offers an Electrical Projects Manager the opportunity to work as an Electrical Projects Manager in the Road Management Office (RMO) – Public Lighting Unit. The RMO national shared service – Public Lighting Unit provides supports to all 31 Local Authorities in public lighting. Ireland has over 500,000 public lights managed by local authorities, with in excess of 10,000km of cable and ancillary electrical infrastructure, which costs more than €92m to operate each year. The Electrical Projects Manager will play a key role within the Public Lighting Unit focused on asset management of public lighting, the development of standards for lighting and supporting all local authorities in Ireland implementing best practice in the asset management of our Public Lighting Asset. SECTION 2: THE ROLE The Road Management Office, (Cork County Council) is seeking applications from suitably qualified candidates with relevant experience for the position of Electrical Projects Manager (analogous to Executive Engineer). The successful candidate(s) will be assigned to the Road Management Office, RMO a national shared service as an Electrical Projects Manager. It is proposed to form a panel of qualified candidates from which any vacancies permanent or temporary which arise will be filled during the lifetime of the panel. The Electrical Projects Manager will report directly to the Lead Engineer Systems and Development, RMO or such person as may be assigned from time to time by Cork County Council. The Electrical Projects Manager will be responsible for the management and delivery of annual work programmes in the assigned role. Road Management Office (RMO) The Road Management Office (RMO) is a Local Government shared service established in 2014 by the County and City Management Association (CCMA) under the aegis of the Department of Transport (DoT). It is operated by Donegal and Cork County Councils, with Donegal as the “nominated local authority” under the 2001 Local Government Act. Vision and Mission Statement for the RMO in its statement of strategy 2025–2030 is: Empowering local government with data driven evidence-based solutions for efficient and sustainable road asset management, while promoting consistency and collaboration with national stakeholders. Through mandated development and implementation of knowledge based systems and procedures, we provide road authorities and sectoral stakeholders with cost effective, high quality services that support implementation of government strategy, their obligations, goals and objectives. The RMO delivers consistent, data-driven and policy-aligned essential services in the areas of road asset management, roadworks licensing and public lighting to a wide range of stakeholders, including all Local Authorities, the Department of Transport (DoT), Transport Infrastructure Ireland (TII), the National Transport Authority (NTA) and all major utilities. SECTION 3: DUTIES The persons appointed will work as part of a team under the direction and control of the Lead Engineer Systems and Development, RMO or other officer designated by the Director of Roads or the Chief Executive. The duties for the post of Electrical Projects Manager may include but are not limited to the following: Developing an understanding of current Local Authority public lighting practice and developing best practice in public lighting; Developing and implementing solutions for legacy public lighting issues, for example earthing, cabling, unbundling of public lighting and distribution circuits; Providing support to local authorities and other RMO staff in implementing relevant national, international and industry standards for public lighting and associated infrastructure; Development and implementation of documented national processes to support: I. Asset Management Principles for Public Lighting; II. Energy Efficiency of Public Lighting; III. Rationalisation of the Public Lighting network in conjunction with authorities; IV. Implementation of national processes and solutions for works involving ESB; V. Consistency between government policy and public lighting standards and processes; VI. Carbon reduction and cost savings for authorities; VII. Local authority communication with the public and elected members; Systemising processes through the development of software requirements and assisting in the project management of software vendors; Providing support to Responsible Managers and Live Working Managers working with Public Lighting on ESBN assets; Development of template maintenance contracts and capital projects for lighting; Development of consistent processes for taking in charge of public lighting assets not installed by local authorities including specifications for public lighting installed by developers and others; Providing support to authorities in collating and gathering data and analysis of it; Necessary travelling within Ireland to local authority and stakeholder meetings, site visits, training sessions, conferences, regional workshops etc. as required to deliver the service. The above specification is not intended to be a comprehensive list of all duties involved and consequently, the post holder may be required to perform other duties as appropriate to the post which may be assigned from time to time and to contribute to the development of the post while in office. SECTION 4: ELIGIBILITY CRITERIA / QUALIFICATIONS Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms: (a) hold an honours degree (Level 8 in the National Framework of Qualifications) in Engineering; (b) have at least five years satisfactory relevant engineering experience; (c) possess a high standard of technical training and experience; and (d) possess a high standard of administrative experience. Required Skillset In the context of the key duties and responsibilities for the post of Electrical Projects Manager listed above, the ideal candidate will demonstrate the following knowledge, experience, skills and competencies: Hold a recognised graduate or post graduate qualification in Electrical Engineering accredited for membership of a professional body in the electrical industry at chartered level. Be able to demonstrate knowledge and/or post graduate experience in some of the following areas: • Electrical Systems Maintenance and Management • Electrical circuit design • Ensuring compliance with standards (e.g. IS 10101) • Public Procurement • Project and programme management processes including management of consultancy or other service contracts to ensure timely completion of required project deliverables • Development of business processes and procedures • Training of technical and non-technical staff in person and remotely Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. Transport When required to do so, holders of the office shall hold a full driving licence for Class B vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. SECTION 5: COMPETENCIES A competency-based application form requires you to describe some of your personal achievements to date that demonstrate certain competencies required for the position for which you are applying. For each competency you are given a description of a skill or quality and asked to describe a situation from your own experience. It is essential that you describe how you demonstrated the skill or quality in question. For each example include: (a) the nature of the task, problem or objective; (b) what you actually did and how you demonstrated the skill or quality; (c) the outcome or result of the situation and your estimate of the proportion of credit you can claim for the outcome. SECTION 6: TENURE The position is full-time. The post is pensionable. A panel may be formed to fill permanent and temporary vacancies for Electrical Projects Manager which may arise during the lifetime of the panel. SECTION 7: SALARY The salary scale for the post is €60,858 – €84,596 per annum. €60,858 – €63,071 – €65,286 – €67,505 – €69,722 – €71,938 – €74,157 – €76,362 – €78,591 – €80,801 (Maximum) – €83,348 LSI1 (after 3 years satisfactory service on the Maximum) – €84,596 LSI2 (after 3 years satisfactory service on the 1st LSI). Applicants should note that entry point to the salary scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government & Heritage. The rate of remuneration may be adjusted from time to time in line with Government pay policy. The salary shall be fully inclusive and shall be as determined from time to time. SECTION 8: LOCATION OF POST The base for working purposes shall be the location as determined by Cork County Council. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. SECTION 9: WORKING HOURS The working hours at present provide for a five-day, thirty-five hour working week. A flexible working hours’ system is in operation and may be availed of subject to the FlexiTime Policy. All hours worked will be subject to the Organisation of Working Time Act, 1997 and related regulations. The successful candidate may be required to work outside normal working hours as required by their supervisor.
