Health and Safety Manager
Overall Role Objective The role is primarily responsible for the leadership and management of the Health and Safety (H&S) function, including the development and oversight of the H&S team and associated management systems. The position requires a strong working knowledge of chemical hazards and chemical manufacturing environments, providing expert advice across the lifecycle of hazardous substances. The role delivers monitoring, assurance and audit oversight to ensure ongoing and future compliance requirements are met, while actively identifying and driving continuous improvement opportunities in chemical safety and process safety across Athlone operations, including interfaces with multiple sites where applicable. It encompasses the prevention, investigation and reporting of accidents and incidents, while proactively promoting a strong and mature safety culture. The role further involves developing, implementing and maintaining H&S and process safety arrangements aligned to COMAH-equivalent standards, applicable legislation and recognised industry best practice, ensuring robust and sustainable regulatory compliance for the Arran site(s). Job Specific Responsibilities Manage Health and Safety activities for the Arran site, including promotion of the safety culture through professional advice, staff development and communication, ensuring compliance with regulatory requirements and keeping Senior Management informed as necessary. Lead, manage and develop the H&S team, ensuring individual and team performance is managed in line with Arran appraisal systems, while driving continuous professional development and sustained improvement in Health and Safety capability. Provide authoritative advice and support to direct reports and key stakeholders on Health and Safety and occupational health matters, ensuring consistent application of legislation, company standards and best practice across the organisation. Maintain up-to-date knowledge of Health and Safety legislation, standards and recognised good practice through professional and academic engagement, membership of relevant professional bodies and ongoing personal development, and proactively translate this knowledge into continuous improvement initiatives. Effectively support Process Safety requirements for the Arran site, encompassing manufacturing, quality, maintenance and project engineering activities, ensuring full compliance with applicable legislative, regulatory and company requirements. In conjunction with engineering and technical teams, develop, implement and manage safe systems of work and control measures for processes and equipment, including: Manage Health and Safety requirements associated with the transition to, and ongoing compliance with, Lower Tier COMAH/Seveso regulations, ensuring appropriate governance, controls, assurance and continuous compliance are maintained. Work with local authorities and other governmental bodies to develop area evacuation and emergency procedures. Act as a point of contact for regulatory bodies. Develop and coordinate the Process Safety Management of Change process for all relevant Arran business units and sites. Assess, manage and support a programme of site-wide Occupational and Process Safety training for Athlone sites. Review and update standards for purchasing equipment in relation to the Machinery Safety Directive. Maintain and apply knowledge of current policies, regulations and industrial processes. Manage, support or conduct all accident and incident investigations. Actively participate in relevant safety committees. Perform regular safety inspections and audits. Ensure compliance with occupational hygiene requirements by liaising with relevant Group departments. Lead and, where required, develop continuous reviews of site-based risk assessments and their management. Effectively manage and further develop departmental leading and lagging Key Performance Indicators. Act as the competent person for management of Fire Risk Assessments. Ensure compliance with Chemical Agents legislation. Understand and follow the Company's Health and Safety Policy. Ensure Health and Safety arrangements are effectively implemented, maintained and continuously improved within their area of control in accordance with the Occupational Health and Safety Management System (ISO 45001).
