Driver
This recruitment exercise will be used to fill Driver vacancies that may arise within the Mid Ulster District i.e. including Cookstown, Dungannon and Magherafelt (full-time, part-time, permanent & temporary). The Council may retain a list of reserve candidates arising from this recruitment campaign, for any vacancies which may arise which are the same or similar and are of an equal grade of pay. This list will be valid for 12months. “Another similar vacancy” is defined as a post with a similar job description and person specification and on the same salary scale, which may be in a different department or duration to the vacancy initially advertised. Another similar vacancy does not include posts where the similarity relates solely to the salary scale. Purpose and Function of Post To drive a range of vehicles as required within the Neighbourhood Operations section and to complete a range of vehicle checks as required. To work as team leader ensuring the collection and removal of recyclables, household, industrial and commercial waste, including bulky items from various locations. Carry out street cleaning duties throughout the District. To work on your own as a driver of a side loading “one armed” refuse collection vehicle (OAV). The post holder will also provide flexible and effective cover across a range of Council services delivered by the Neighbourhood Operations Section. Ensure that all responsibilities are carried out in timely effective manner and that general confidentiality is maintained in all issues relating to the work of the Council. Principal Duties and Tasks Performed: 1. Responsible for driving specified Council vehicles in connection with Waste Collection, Recycling and Street Cleansing services within any given area of the District. Also responsible for the daily/weekly completion of specific work schedules in relation to the listed duties. 2. Responsible for general guidance/direction of Operatives as part of a team and for referring queries from members of the public to the duty supervisor. 3. Carrying out daily checks on specified vehicles before leaving the depot, and completing a daily check defect report sheet. Returning the documentation to the duty supervisors in a timely manner. 4. Ensuring that the vehicle has fuel, oil and water as required and that all tyres are at correct pressures, all lights working and the vehicle is safe for the road each day / part day. 5. Completing and maintaining collection schedules or a daily log either written or electronically and returning same to duty supervisor each day, this will detail all non-collections and the reason for the same, any lost or damaged bins and any other problems / incidents encountered on the collection rounds or sweeping schedules. 6. Following the reporting procedure in relation to accidents / breakdowns and reporting same to Supervisor including damage to the vehicle, third party vehicles or property, and completing accident and insurance report forms as necessary. 7. Ensuring the safety of the vehicle, Council employees and the general public during working hours by carrying out dynamic risk assessments to ensure safe methods of working on an on-going basis particularly during periods of severe weather. 8. Inspect, collect, empty and return all containers in a safe and careful manner. Collect and dispose of bulky items as required. Remove debris, illegally dumped items and dead animal carcasses from areas maintained by the Council. 9. Inform the supervisor of any additional collections required and if possible the nature of the premises i.e. private house, business premises etc. Make the supervisor aware of any litter problems, illegal dumping or fly tipping encountered. 10. Ensuring all street sweepings, refuse and recycling is deposited at the Council’s landfill site or waste transfer station, and that the vehicle is empty when returned to the depot each evening. 11. Keeping the assigned vehicle clean both internally and externally. 12. Assist with the promotion of good working relationships between the Council, customers and members of the public and to assist with any promotional activities designed to encourage householders/commercial premises to recycle; including personal contact; leaflet drops; delivery of bins; attachment of bin stickers and survey work etc. and to advise the public on recycling issues. 13. Implementing and complying with the declared policies and procedures of the Council including all guidelines contained within the Waste Collection Service Policy and use of driver identification fob. Duties And Responsibilities – General 1. To operate to the Council’s core values, mission statement and codes of behaviour 2. Act in accordance with the Code of Conduct for Local Government employees. Undertake the foregoing duties in such a way as to enhance and protect the reputation and public profile of the Council. 3. To take reasonable care for your health and safety and have regard to other persons who may be affected by the performance of your duties, in accordance with the provisions of Health & Safety legislation, and Council Codes of Practice and Procedures. 4. To exercise proper care in handling, operating and safeguarding any equipment vehicle or appliance provided, used or issued by the Council or provided or issued by a third party for individual or collective use in the performance of your duties. 5. To adhere to existing work practices, methods, procedures, undertake relevant training and development activities and respond positively to new and alternative systems. 6. Assist the Neighbourhood Operations Supervisor to ensure that performance targets are achieved to agreed quality standards as appropriate. 7. To carry out any other reasonable duties and responsibilities within the overall directorate commensurate with the grading and level of responsibilities of the post. A Driving Assessment will form part of the selection process. Applicants must undertake a minimum of 35 hours driver CPC training during a five-year period to maintain their entitlement to drive. The successful candidate(s) will be required to undertake training on the operation of the Council’s OAV’s and achieve competence in operating this type of vehicle on a typical OAV route within 6 months of commencement. The post holder will only be established in post i.e., made permanent upon completion of a satisfactory 6-month probationary period which will include competence in OAV operation.
