Adult Education Officer
NATURE OF POST As specified on the advertisement. SALARY SCALE €62,952 – €98,008. As per Department of Education and Skills guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale, however incremental credit may apply if, immediately prior to appointment, the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy. POST SUMMARY / PURPOSE This is a senior management position within the Further Education and Training department. LOCATION Appointment is to Louth and Meath Education and Training Board Scheme. The successful applicant will be based initially in Dundalk, County Louth. FUNCTION OF ROLE The successful candidate will lead, manage and report on specific aspects of Further Education and Training provision as defined by the Director of Further Education and Training, working as part of an integrated management team in Further Education and Training and Louth and Meath Education and Training Board. ELIGIBILITY CRITERIA Citizenship Requirement Citizenship requirement: Candidates should note that eligibility to compete for posts is open to citizens of the European Economic Area (EEA) or to non-EEA nationals with a valid work permit. DUTIES AND RESPONSIBILITIES The duties and responsibilities of the post are continually evolving as the exigencies of the role require. The Adult Education Officer will: • Be responsible, under the direction and guidance of the Director of Further Education and Training and or the Chief Executive, and in co-operation with other Meath Education and Training Board • Oversee the Quality Assurance Support Service in the enhancement of quality assurance practices across all Louth and Meath Education and Training Board provision • Lead the Quality Assurance unit in providing organisation-wide quality assurance support to Further Education and Training centres and colleges and support implementation of the overarching Education and Training Board Quality Assurance system as part of statutory obligations with Quality and Qualifications Ireland and other quality assurance systems • Assist and support Further Education and Training provision on all local and national quality assurance matters and awarding body requirements including procedure implementation and review, learner qualifications, registration, assessment and certification, self-evaluation, monitoring of quality assurance systems, stakeholder engagement and continuous improvement initiatives • Manage quality assurance enhancement processes including Adult Literacy Organiser
Job Purpose: Under the responsibility of the FET Director and reporting directly to the Adult Education Officer (AEO), the Adult Literacy Organiser (ALO) will have responsibility leading and managing specific Adult Education (part-time) programmes and services within designated area of MSLETB. S/he will be responsible for developing, communicating and implementing actions in order to achieve MSLETB’s FET Strategic targets under the National FET Strategy (2026-2030). Key Duties / Areas of Responsibility of ALO Leader of teaching and learning: • Develop and maintain an ethos appropriate to adult learning. • Promote effective teaching, learning and assessment strategies across the service. • Recruit, assess and place learners to appropriate learning groups or one-to-one situations. • Organise and/or support the delivery of initial and ongoing training and development for staff including volunteers. Leader of People and Teams • Plan, develop and manage the provision of basic adult education in consultation with the AEO/Director of FET. • Support, motivate and manage tutors and learners. Performance manage staff, set clear expectations, provide regular feedback and monitor and control activity. • Assist the AEO in the promotion of ongoing staff development and in the identification of the staffing needs of the service. Communications • Promote basic adult education through networking, awareness raising and publicity. • Liaise with relevant voluntary, statutory and community bodies. • Maintain effective relationships with internal and external stakeholders. • Have the capacity to communicate clear messages to a wide variety of audiences both orally and in writing. The holder of the office shall not engage in any gainful occupation, other than as an officer of MSLETB, to such an extent as to impair the performance of his or her duties or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an MSLETB Officer. Probation The successful candidate shall serve a probationary period in accordance with the terms set out in MSLETB’s Probationary Policy. Pay The Senior Executive Officer standard salary scale for this position is as follows (rates effective from 1 February 2026): Personal Pension Contribution scale: €59,435, €61,173, €62,908, €64,640, €66,380, €68,111, €69,849, €72,353, €75,788. This scale applies to officers who are existing civil or public servants appointed on or after 6 April 1995, or who are new entrants to the civil or public service and are making a compulsory personal pension contribution. Different pay and conditions may apply if, prior to appointment, the appointee is an existing civil or public servant appointed before 6 April 1995. Increments may be awarded subject to satisfactory service and to changes in the terms and conditions relating to salary increments in the Civil or Public Service generally. The rate of remuneration may be adjusted from time to time in line with Government pay policy. The appointment will be made on the salary scale at a point in line with current Government pay policy. New entrants to the Civil or Public Sector, as defined in Circular 18/2010, will commence on the first point of the salary scale. Annual Leave Annual leave will be 29 working days, rising to 30 working days after five years. This leave is exclusive of public holidays. 3. Hours of Attendance Working hours will be in accordance with standard arrangements for the Higher Education Authority and will equate to 35 hours, net of rest breaks, per week. No additional payment will be made for extra attendance, as the rate of remuneration covers any exceptional additional attendance that may arise. The Higher Education Authority offers flexible working arrangements and a flexi leave scheme. Staff may work additional time which can be taken as time off. 4. Location This position is currently based at 3 Shelbourne Buildings, Shelbourne Road, Dublin. A hybrid policy is in place to facilitate blended working. 5. Tenure The appointment to the post is subject to a probationary period of up to 11 months. 6. Duties The appointee will be expected to perform all duties and obligations appropriate to this position, which may be revised from time to time. 7. Outside Employment The position is whole-time, and the appointee must avoid involvement in outside employment or business interests that conflict, or may potentially conflict, with the business of the Higher Education Authority. Clarification must be sought from management where any doubt arises. 8. Sick Leave Sick leave with full pay may be granted at the discretion of the Higher Education Authority in accordance with established public service procedures and conditions. 9. Retirement and Superannuation The appointee will be offered public service pension terms and retirement age conditions in accordance with pension arrangements in the Higher Education Authority, depending on status: a) In general, an individual with no prior pensionable public service history in the 26 weeks prior to appointment will be a member of the Single Public Service Pension Scheme, which commenced on 1 January 2013 under the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. b) An individual on secondment will remain a member of the pension scheme of their original employer, with pensionable remuneration based on their substantive grade. c) An individual who was a member of a pre-existing public service pension scheme and does not qualify for membership of the Single Scheme will be a member of the Higher Education Authority Staff Superannuation Scheme and associated Spouses and Children’s Scheme.
