Management Support Assistant
Main purpose of job To be responsible to the appropriate senior officer for the provision of business and administrative support including word processing, typing, filing and arranging appointments within the unit. The postholder will also assist in providing support and operational cover for other functions. To carry out all tasks within agreed time and quality targets. Summary of responsibilities and personal duties 1 To provide administrative and secretarial support for the Chief Executive and Office of the Chief Executive as required.2 To supervise the performance of any assigned staff to actively ensure their development in line with corporate procedures.3 To deal with incoming and outgoing calls for the Chief Executive and the Office of the Chief Executive. 4 To process confidential incoming mail, internal and external, and distribute and copy on a daily basis. 5 To prepare minutes and agendas for meetings and service them as required.6 To type confidential letters and reports (including committee reports) as directed from handwritten notes.7 To organise meetings as required including hospitality for meetings, room bookings, lunches and refreshments as required. 8 To maintain and develop any filing systems in operation as directed. 9 To requisition and receive goods, supplies and equipment as directed in line with council procedures. 10 To assist the senior officers with the production of budgetary information including maintenance of petty cash float. 11 To arrange the booking of conference, travel and accommodation requirements for the Chief Executive as directed. 12 To participate in the review and development of unit procedures as required. 13 To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, safeguarding, health and safety and any pertinent legislation. 14 To participate in all induction and in-service training provided by Belfast City Council. 15 To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council. 16 To undertake such other relevant duties as may, from time to time, be required. Staff Officer
The Staff Officer is the first level of line management within the local authority administrative grades. A Staff Officer has a supervisory role in the day to day operations and management of a work area, section or team. The Staff Officer also works as part of a wider multi-disciplinary team within one of the local authority Directorates, to provide administrative support and quality customer service across the broad range of local authority front line and internal services. Front line services include social housing; transportation infrastructure; environmental protection; water, wastewater, recreation, amenity and cultural services such as the arts and public library service. Internal services include corporate, finance, IT and human resource functions. Local Authorities also play a key role in supporting economic development and enterprise promotion at local level. The Staff Officer is also charged with implementing work programmes to achieve goals, targets and standards as set out in the Departmental and Team Development Plans, Corporate Plan and Annual Service Delivery Plan. The Staff Officer will generally work under the direction and management of an Administrative Officer or Senior Executive Officer and may from time to time, be required to deputise for a more senior grade. The successful candidate will therefore require excellent administrative, communications and people management skills as the role entails assuming supervisory and budgetary responsibility for a particular division or function of the local authority. The ideal candidate will therefore be a highly motivated person, with a strong sense of commitment to delivering quality public services willing to take on a challenge. The Staff Officer is expected to carry out their duties in a manner that enhances public trust and confidence and ensures impartial decision making at all time. ESSENTIAL REQUIREMENTS FOR THE POST Candidates are required to demonstrate the following knowledge, understanding & experience relevant to the post: 4. Work Base: Offaly County Council reserves the right to assign you to any department or premises in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. 5. Working Hours: The working hours at present provide for a five day, thirty-five hours working week, hours may vary from time to time. The working hours may be reviewed at any time by the Council. The post may require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remunertation will be paid in respect of such activities. The provisions of Offaly County Council’s Time and Attendance Policy is applicable to this grade at the current time. A flexible working hours system is in operation subject to the terms and conditions of the Time and Attendance Policy. 6. Annual Leave: The current annual leave entitlement is 30 days. Granting of annual leave, payment for annual leave and arrangement for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended) 7. Sick Leave: The terms of the Public Service Sick Pay Scheme will prevail. 8. Probation: Appointees will be on probation for the first year of employment. The terms of the Offaly County Council Probation Policy will apply. 9. Superannuation: Public Service Pensions (Single Scheme and Other Provisions) Act 2012 : New members joining the Public Sector on or after 1st January, 2013 will be required to join the Single Public Service Pension Scheme. The Single Scheme applies to all pensionable first-time entrants to the Public Service as well as to former public servants returning to the public service after a break of more than 26 weeks. A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 3% of their pensionable remuneration plus 3.5%, of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). This includes a contribution to a Spouse’s and Children’s Scheme. Pension and retirement lump sum based on career-average pay, pensions will be co-ordinated with the State Pension Contributory (SPC). For persons who commenced public sector employment prior to 1st January 2013: Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (ie. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. 10. Retirement: Public Service Pensions (Single Scheme and Other Provisions) Act 2012: The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Minimum pension age of 66 years, rising to 67 years and 68 years in line with State Pension age changes, is applicable. Public Service Superannuation (Miscellaneous Provisions) Act, 2004: There is no mandatory retirement age for ‘New Entrants’ from 1st April, 2004 to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 65 years is the minimum age at which a person may be paid. As a new entrant to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Anyone who is not a ‘New Entrant’ to the public service, defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is subject to compulsory retirement age of 65 years. 11. Travel: Holders of the post shall hold a full driving licence for class B vehicles and shall drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department circulars and Local Authority Travel and Subsistence Policy. Offaly County Council, as employer, must be indemnified on your insurance policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately.
Digital Innovation And Regeneration Officer

The Role: Applications are invited from suitably qualified persons who wish to be considered for inclusion on a panel for the position of Archivist. The position is full-time and temporary and will be on the basis of a 3 Year Fixed Term Contract. The Archivist appointed to Leitrim County Council will be responsible for the proper management, custody, care and conservation of local records and local archives and will put in place structures which will provide for the proper management of Leitrim County Council’s archives as per the Local Government Acts of 1994, 2001 and 2011. The Archivist will oversee the drafting of and implementation of an Archives Plan for the Council. The Archivist will ensure that invaluable resources of archival materials of historical significance are preserved for public access and future generations. In addition, the successful candidate will actively promote best practice in terms of the storage of physical archives and by default, streamline storage requirements through a programme of digitisation. The Archivist will play a cross-departmental role, offering advice and information on archives and documentary heritage to staff across the local authority. They will work closely with the Heritage Officer, County Librarian and all departments to meet the wide-ranging information, education, research and cultural needs of the citizens of Leitrim. They will provide expert advice to Leitrim County Council on archive-related matters, including the Authority’s legal obligations concerning archives. The Archivist will be an active member of the County Heritage Forum. The Archivist has responsibility for managing resources, staff and services to the public and will work under the direction and management of the Director of Services, Housing, Planning, Corporate Services and Transformation or any other officer designated by the Chief Executive. The Qualifications: Character Each candidate shall be of good character. The Principal Terms and Conditions: The Office is wholetime, temporary and pensionable. The appointment will be on the basis of a 3 Year Fixed Term Contract, subject to a probationary period of 6 months. A panel will be formed from which temporary Archivist vacancies arising during the lifetime of the panel (12 months) may be filled. Duties The duties of the office are to give to the local authority and (a) Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph, Under the general direction and control of the Chief Executive or of such other officers as the Chief Executive may from time to time determine, such appropriate services of a technical, administrative, executive, supervisory, advisory and ancillary nature as are required for the exercise and performance of any of its powers, duties and functions as may be delegated to him or her by the Chief Executive from time to time and shall include the duty of deputising for other officers of the local authority. The Archivist will report to the Director of Services, Housing, Planning, Corporate Services and Transformation and Carrick-on-Shannon Municipal District, or such other officer designated by Chief Executive. The key duties and responsibilities of the post of Archivist may include but are not limited to the following: County Archives Development Plan • To prepare, manage and implement a County Archives Development Plan which includes: • an audit of current Local Authority archival material • Identification of other relevant collections • Assessment of existing archival service provision Collaboration and Partnership Building • To work with relevant Local Authority departments and advisory teams to develop and deliver the archives service. • To be an active member of the Local Authority Heritage Team working to enhance the management, conservation and promotion of built, natural and cultural heritage and integration of heritage functions across the County. • To establish and maintain partnerships and professional networks. Standards and Compliance • To ensure that archive services adhere to professional standards for curation, security and data protection • To develop and maintain relevant policies and documentation to meet these standards. Metrics and Legal Compliance • To maintain accurate service metrics and ensure compliance with all relevant legal requirements. • To provide service analysis and compile reports as required. Reporting and Stakeholder Engagement • To submit quarterly reports to the Local Authority and the Heritage Council. • To produce an annual report for publication. • To liaise regularly with foundational stakeholders to ensure alignment and progress. Advisory Role • To provide expert advice to the Local Authority on archive-related matters, including the Authority’s legal obligations concerning archives. Project Funding • To apply for and deliver projects funded by the Heritage Council and other available sources. Heritage Forum Participation • To actively participate as a member of the County Heritage Forum. Frontline Archive Services • To oversee the day-to-day operations of public-facing archive services including: • Professional archivist duties such as surveying, processing and listing official and private collections • Premises maintenance and storage environment management • Disaster preparedness planning for all stakeholders • Co-ordination of collection transfers with Local Authority colleagues Conservation and Digitisation • To assess and select archives for priority conservation and digitisation. Community Engagement and Promotion • To plan, organise and participate in programmes, exhibitions, events and activities. • To promote public engagement with archival holdings, local history and heritage. • To co-ordinate with communities to curate events as part of the annual National Heritage Week. Other Duties • To undertake additional duties of a similar nature and responsibility as required or assigned. Salary The salary scale for the post of Archivist (Analogous to Executive Librarian Grade VI), applicable from 1st August 2025, is within the range: €57,322, €58,689, €60,356, €63,491, €65,363, €67,690 (LSI1), €70,030 (LSI2) Entry point to this scale will be determined in accordance with relevant Departmental Circulars. Offers of appointment to persons who are not serving local authority employees will be based on the minimum of this scale. The rate of remuneration may be adjusted from time to time in line with Government Policy. The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Residence The holder of the post shall reside in the district in which his or her duties are to be performed or within a reasonable distance thereof and will be required to serve in the Local Authority’s Offices or wherever assigned by the Local Authority. Leitrim County Council reserves the right to, at any time, re-assign an employee to any Department now or in the future. Leitrim County Council reserves the right to, at any time, assign an employee to any premises in use by the Council now or in the future. Probation All contracts will be subject to a probationary period of 6 months, during which the performance of the successful applicant will be regularly evaluated. If during that period, the Local Authority is satisfied that the appointee is unlikely to prove suitable for final appointment, the appointment may be terminated by the giving of one month’s notice on either side, or, in the event of misconduct or negligence, without notice. The probationary period may be extended at the discretion of the Chief Executive of Leitrim County Council. Employment may be terminated by either party during probation or at the end of the probationary period on one week’s notice. Annual Leave The annual leave entitlement for this post will be 30 days per annum. Annual leave year is aligned to the calendar year. Working Hours The standard working week will be 35 hours, Monday to Friday. The role may require flexibility around working hours and evening and weekend work may arise. The Council reserves the right to alter hours of work from time to time. All hours worked will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. Leitrim County Council requires employees to record their hours worked using a clocking system. Superannuation All new entrants to pensionable public service employment on or after 1 January 2013 will be members of the Single Public Service Pension Scheme. All members of the Single Public Service Pension Scheme will be required to contribute 3.5% of net pensionable remuneration plus 3% of pensionable remuneration. THE ROLE / DUTIES Senior Executive Officer (Operations Support Team Manager – LAWPRO) Reporting to the Director of Services, the Operations Support Team Manager (Senior Executive Officer) will be responsible for managing the corporate services necessary for the Programme, to enable efficient and effective support to the wider Programme so that the strategic objectives and annual work programme can be achieved. She/he will also coordinate the supporting functions of the Senior Management Team (SMT) and be an active member of the Senior Management Team. The SEO will also provide support to the Farming for Water EIP Administration Team. The role will include: • To determine the nature, level and pattern of demand for the services in the Programme and to recommend both service level and strategic policy priorities to the Director of Service (DoS). • To implement the agreed strategies to meet and to expand or improve the range, quantity or quality of existing services and to recommend changes in the strategies as required. • To manage and supervise staff up to the position/grade of Administrative Officer or analogous grades and to ensure the training and development of LAWPRO staff. • Supervise and participate in the Performance Management Development System (PMDS). • To identify and agree work programmes, targets and deadlines and ensure their subsequent implementation. • To build effective teams, develop motivation and commitment and maintain sound employee relations and morale as relevant, in accordance with good employment practice and relevant legislation. • To develop and maintain relationships with DHLGH and other departments and external agencies, e.g. CCMA, LGMA, and to ensure the agreements to coordinate work programmes are implemented. • To coordinate national reporting on the service deliverables of LAWPRO. • To prepare a draft Service Level Agreement in conjunction with the SMT for signoff by Tipperary and Kilkenny County Councils and the DHLGH. • To coordinate and manage the LAWPRO human resources functions with the two lead authorities and the DHLGH HR Section. • To implement the systems necessary and coordinate the resources to support the service. The employee shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to or received by him/her by virtue of his/her employment or in respect of services which he/she is required by or under any enactment to perform. Entry point of this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government & Heritage. In accordance with Departmental Circular EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale at the minimum point (€80,967). Remuneration is paid fortnightly by PayPath directly to the employee’s nominated bank account. The wage cycle may be revised during employment. Remuneration is subject to all statutory deductions. Increments are paid annually subject to satisfactory attendance, conduct and performance. Normal working hours: 35 hours per week. Probation The standard provisions apply: • A probationary period applies (typically one year). • The employee must be certified as satisfactory to complete probation. Superannuation The relevant Superannuation Scheme applies. Contributions vary depending on PRSI class. New entrants join the Single Public Service Pension Scheme. Environmental Technician Grade 2 (Agriculture)
SECTION 1: THE ROLE Cork County Council has a long established and experienced Agriculture Section most of which is located on Cork County Council’s Planning & Environment Directorate’s campus at Inniscarra, Co Cork. An ideal candidate will have experience of agriculture and/or come from a farming background & will have experience/knowledge of septic tank systems. The successful candidate will report to the Executive Engineer/Scientist. SECTION 2: DUTIES The candidate will work in the Agriculture Section of the Planning & Environment Directorate, Cork County Council. The candidate will be based at the Environment Offices, Cork County Council, Inniscarra, Co. Cork. The role of the agriculture team within the Council is to implement the relevant measures outlined in the River Basin Management Plan to protect/improve water quality. This includes carrying out local catchment assessments, inspections of farms & domestic wastewater treatment systems, dealing with complaints regarding water pollution, assessment of agricultural planning applications. Agricultural staff are also involved in the assessment of Nutrient Management Plans, and enforcement of relevant National & European Communities legislation, with particular emphasis on water quality & agricultural practice. Role Description and Responsibilities: This is a technical position within the agriculture/septic tanks team in Cork County Council’s Environment Directorate. It represents a great opportunity to take on a demanding role in one of the largest local authorities in the country at a time when maintaining & improving water quality was never so important. Specific duties will be as assigned by relevant line manager and will typically include (but not be limited to): • Local catchment assessment in identified waterbodies in line with EPA guidance; • Farm inspections under the proposed National Agricultural Inspection Programme; • Septic tank inspections under the Domestic Wastewater Treatment Systems National Inspection Programme; • Investigation & resolution of complaints from the public regarding agriculture & water quality issues; • Taking any necessary enforcement actions, including prosecution, to resolve issues identified during inspections/complaint investigations; • Assessment of planning applications for agricultural developments; • Assessment of nutrient management plans; • Co-operation with colleagues in LAWPro & ASSAP to achieve water quality objectives in Priority Areas for Action; • Promoting public awareness & education regarding good agricultural practices & good management of septic tanks. The role will include carrying out inspection throughout the county in accordance with inspection procedures and scheduled programmes. Cork County Council operates a safety management system that has been accredited to OHSAS 18001 standard. Full compliance with this safety management system is an absolute requirement for all Council staff. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS Character Each candidate must be of good character. SECTION 8: WORKING HOURS The working hours at present provide for a five day, thirty five hour working week.
