All employees are expected to model the Customer Care behaviours of “Serve Passionately, Engage Positively and Deliver Consistently.” JOB PURPOSE The Summer Activity Scheme aims to provide inclusive physical activities for young people with disabilities between the ages of 7 - 17 years in the Armagh City, Banbridge and Craigavon Borough Council area. Through this Scheme, the young people will be introduced to different forms of physical activity which will breakdown existing barriers to their participation and enhance their active lifestyles, health and confidence. The post holder will be required to assist with the co-ordination and organisation of the programme of activities, supervise and care for the young people participating in the Scheme and ensure adherence to Council policies and procedures. MAIN DUTIES AND RESPONSIBILITIES Responsible for the safety and wellbeing of the young people participating in the scheme. Assist with the co-ordination and organisation of the programme of activities to ensure the smooth day-to-day running of the scheme. Assume responsibilities of the Leader when the Leader is absent. Keep the Leader informed of medical considerations/difficulties of each young person. Administer medication in accordance with Trust guidelines and the Medication Log. Keep the Leader informed of accidents and other incidents. Assign duties to other employees as required. Supervision and caring duties including toileting and changing. Accompany young people during the scheme on private transport as required. Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post. Qualifications and Training Currently undertaking or have completed: • Teacher training or other relevant 3rd level qualification (i.e. HNC/HND, Level 4, Degree) in line with the Qualifications and Credit Framework (QCF) in a relevant discipline/subject such as third level qualification e.g. sports, leisure, arts, youth work. OR • NVQ Level 2 or equivalent in a relevant subject e.g. Childcare, Teaching/Classroom Assistant. Assistant Parks & Landscape Officer
Galway City is located on the River Corrib between Lough Corrib and Galway Bay. It covers approximately 50 square kilometres of land and has a population of 83,456 (CSO, Census 2022). It is divided by the River Corrib that flows from Lough Corrib, directly north of the city boundary extents. The City is bound by the edge of Galway Bay, a natural harbour. Lough Atalia, a large 50 HA estuarine lagoon, is located on the east side of the city and is a dominant landscape feature. Galway is a diverse, multi-cultural city where almost one third of people are non-Irish. The population of the City is growing and the growth of the City reflects the global trend of urbanisation and the attractiveness of Galway as a place to live, work, study, and visit. Galway has a diverse and unique landscape for people to explore, and the City offers a wealth of high quality recreational spaces and opportunities. The City’s situation on the coast is ingrained within its cultural identity. Galway boasts a wide variety of beaches including Blackrock with its iconic diving board, Salthill and Ballyloughane Beach. The Promenade (also referred to as the ‘The Prom’) is a key connecting active travel route that runs parallel to the coastal edge. The Three City Parks (Barna Woods, Merlin Woods and Terryland Forest Park) are large patches of woodland that support a range of passive and active recreational activities. There are numerous walking trails throughout the City Parks with areas of unprogrammed space that offer a chance to immerse oneself in natural spaces or engage socially. The City Parks promote a strong sense of community and local connection. The Recreation & Amenity Department manages and is responsible for the network of public parks, woodlands, civic spaces, play facilities, skate-parks, all-weather sports facilities, tennis and basketball courts, natural sports pitches, allotments and community gardens, dressing rooms, recreation centres, a boxing club and snooker hall, beaches, bathing areas and changing facilities, diving and swim facilities, life guard facilities and staffing, water safety infrastructure, natural and man-made heritage conservation, cemeteries, housing estate open space management, road side amenities and roundabouts. The above is a non-exhaustive list and as Galway City expands so do our facilities. Our work involves maintenance of existing facilities, development management control and the advancement of new facilities or refurbishments through the Capital Programmes. DUTIES AND RESPONSIBILITIES The Assistant Parks and Landscape Officer’s role & responsibility will be as a key team member in Galway City Council’s Recreation & Amenity Department to manage, conserve and develop its large asset base portfolio of Parks, Woodlands, Sports fields, All Weather Facilities, Residential Open Spaces, Civic Spaces, River Walks, Leisure Trails, Beaches, Promenades, Cemeteries, Marine, Coastal Wetland & Karst Limestone Habitats (EU Habitat Directive sites) and more. This is a collaborative role working in a dynamic environment with competing deadlines supporting a highly skilled team. Daily duties of the role include assisting senior landscape architects, supporting senior engineers and ecologists, liaising with community groups and elected representatives, preparing project documentation, developing planting plans, onsite visits with outdoor staff and contributing to the creation of sustainable and innovative landscape solutions. The candidate will be proactive and is willing to work on multi-site-based projects as well as being office based. SUPERANNUATION CONTRIBUTION: Persons who become pensionable officers of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5 percent of their pensionable remuneration plus 3.5 percent of net pensionable remuneration. Persons who become pensionable officers of a Local Authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 5 percent of their pensionable remuneration. All persons who become pensionable officers of a Local Authority will be required in respect of the Spouses and Children’s Contributory Pension Scheme to contribute to the Local Authority at the rate of 1.5 percent of their pensionable remuneration in accordance with the terms of the scheme. RETIREMENT: New Entrants recruited to the Public Service on or after 1 January 2013 Pensionable public servants (new joiners) recruited to the Public Service for the first time on or after 1 January 2013 (the commencement date of the Single Scheme) will be members of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Pension age Minimum pension age is linked to the State Pension age which is currently 66 but may be subject to change. Compulsory retirement age Scheme members must retire at the age of 70. In all other cases, staff recruited on or after 1 January 2013 who were employed in the Public Service on 31 December 2012 or within a period prior to 31 December 2012 not exceeding 26 weeks will retain their existing pension scheme terms and conditions. In certain circumstances, for example where the public servant was on secondment or approved leave or remains on the same contract of employment, the 26 week rule does not apply. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement as set out in Department Finance Circular 12/09 that retirees under that Scheme are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. 5. HOURS OF WORK The Park Ranger Operation is based on a roster system where the Ranger works 156 hours over a 4 week period, averaging 39 hours per week. The roster start time varies through the year based on Park closing times which vary from 5 pm in winter and 10 pm in summer. There is a combination of weekday and weekend day or days worked depending on the roster. The Council reserves the right to alter the number of hours worked each day or each week and or the times at or the days on which the hours are to be worked. The post holder will be given as much notice as is reasonably practicable of any change in the schedule of hours worked. The post holder may be required to work overtime depending on work requirements and be available to respond to call outs outside of normal working hours at the request of the area Supervisor or persons appointed to positions of authority. Where possible the post holder will be notified in advance. Overtime will be paid at approved rates. 6. PROBATION: When a person is not already a permanent officer of a Local Authority within the public service Ireland and is appointed to a permanent office the following provisions shall apply: a. There shall be a period after such appointment takes effect during which such person shall hold office on probation b. Such period shall be one year c. Such person shall cease to hold such office at the end of the period of probation unless, during such period, the Chief Executive has certified that the service of such person in such office is satisfactory 7. ANNUAL LEAVE Annual leave entitlement for the position of Park Ranger is 24 days per annum in accordance with Department of Environment, Community and Local Government Circular LG(P) 07/2011. Prior authorisation is essential before annual leave is taken. The granting of annual leave at any particular time is always subject to the requirements of the council and all annual leave is liable to suspension during periods of exceptional pressure. The final decision in allocating leave rests with Management. 8. CITIZENSHIP Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). DUTIES: The post holder will be required to carry out all the duties allocated to them by the Council under the direction and supervision of the relevant Supervisor, which will include but are not limited to: They will carry out all his or her duties under the immediate direction of the Parks Supervisory staff which will include, but are not limited to the following: a) Park Rangers will be required to carry out inspections of playgrounds, play spaces, playing pitches, teen spaces, workout areas and all other play equipment on a daily and weekly basis, including the completion of written inspection reports b) Complete and store records of inspections and reports in paper and or digital formats, as required c) To assist the management with the development of the park in accordance with agreed objectives d) To ensure the highest standards of customer service; manage visitor pressure; resolve conflicts and compliance with the bye laws for regulations, use and enjoyment of such places; the prevention of injury or damage to persons and property e) Uniform supplied must be worn at all times while on duty. It will be the responsibility of the Park Ranger to maintain the uniform in a neat and clean condition f) Opening and closing parks where necessary g) Regulating the use of shelters, pavilions, dressing rooms, public toilets or other buildings and playing facilities as required h) Organising of games and other beneficial activities as required for children, youth and adults using the Parks, playgrounds, teen spaces, outdoor workout areas and open spaces i) Keeping Parks, including buildings, playgrounds and open spaces clear of all litter, ensuring that full litter bins are promptly emptied, and debris removed by cleaning and carrying out litter picking duties j) Park Rangers will visit a number of parks daily as assigned by line manager. Graduate Engineer
The Position The Council now invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which fixed term contract posts for the position of Graduate Engineer be drawn. The Role of the Local Authority Engineer: Since the foundation of the State, Local Authority Engineers have played a key role in the delivery and maintenance of public infrastructure necessary for the day-to-day life of all citizens, residents, visitors, and business. Remuneration is paid fortnightly directly to the employee’s nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. To qualify for a pension the successful candidate must have served a minimum of two years employment in a Local Authority. Retirement Age There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 70 years or as determined in accordance with Department Circulars and in line with Government Policy. Senior Staff Officer
The Role The Senior Staff Officer is a middle management position within the Local Authority and is assigned responsibility for the day to day administration and management of a section or department handling an area of the local authority’s activities, including management and supervision of staff. The Senior Staff Officer is responsible for ensuring that goals set out in Departmental and Team Plans become operational actions through the planning, allocation and prioritisation of work. The Senior Staff Officer is a key point of contact and liaison with other sections or departments in relation to all operational matters for the service delivery section or sections for which they are responsible. THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Library Assistant, based at Blessington Library. It is proposed to form a panel of qualified candidates from which vacancies in West Wicklow will be filled during the lifetime of the panel. QUALIFICATIONS Character Candidates shall be of good character. Events and Projects: • Storytimes for babies and children are a key part of the Library Assistant role, you will be required to plan, promote and deliver a Storytime session. • Ensure accessibility and inclusivity in services. • Assist with special projects or initiatives as assigned by librarian in charge to include book clubs, class visits, lectures and other community events. • Be proactive in setting up displays and marketing promotional material. • Assist in the implementation of local and national library programmes. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Library Assistant positions in West Wicklow may be filled. The position will be full-time and pensionable. The successful candidate(s) may be assigned as required to any of the Branch Libraries/Library HQ under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001–2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph.
