The postholder may be required to work additional hours and outside normal working hours to meet the needs of the post JOB PURPOSE: The Town Centre Manager will demonstrate an understanding of the current issues relating to the retail sector and will assist in the delivery of the Council’s Recovery and Growth Strategic Framework and Action Plan. As the postholder will be required to work effectively with all stakeholders in the towns, a high level of customer service, and an ability to deal with and resolve complex issues facing the city centre and other towns, using personal and professional judgement. MAIN DUTIES AND RESPONSIBILITIES: 1. Take responsibility for leading, developing, managing, coordinating and delivering Council’s Town Centre work effectively, with all stakeholders in the towns. 2. Commission and carry out research, which will track, monitor, and evaluate the performance of town centres and neighbourhoods to allow for their continued development. 3. Identify suitable and sustainable development opportunities for the borough, make bids for funding and bring forward appropriate town centre and neighbourhood development projects across the Borough, working within relevant strategies and partners. 4. Lead, develop and promote, in association with other organisations, the city, towns and neighbourhoods within the Council Borough. 5. Identify and apply for sources of income to implement initiatives and actions, which will assist with urban regeneration. 6. Work with all stakeholders to develop the evening economy, market and other urban initiatives to enhance footfall and renew neighbourhoods. 7. Liaise regularly and consult with and coordinate the efforts of various representatives of the business communities in each town including City Centre Management companies, Chambers of Commerce, and statutory agencies, whilst maintaining a co-operative working relationship with all involved. 8. Promote all the sectoral interests in the city, towns and neighbourhoods including commercial, retail, tourism, hospitality and community, and liaise with all stakeholders. 9. Organise events, programmes and projects on a regular basis whereby the sectoral interests in the city, towns and neighbourhoods can work together to promote each other and the Council in an integrated manner. 10. Keep up to date with new developments affecting our city, towns and neighbourhoods and provide advice and information services to Council and its committees. 11. Liaise with the Communications and Design Department to promote the city and other towns effectively through social media and other channels. 12. Establish and maintain monthly retail performance monitoring arrangements and provide a written report to Economic Development and Regeneration Committee and Council. 13. Represent the Council at both internal and external meetings and contribute to the preparation of reports, action plans and strategies. 14. Research, contribute and advise on policy development in city, town and neighbourhood management issues, and keep an active interest in new legislation and trends affecting the Borough. 15. Manage and supervise the work of Project Officers and student placements when required. 16. Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post. The council must be indemnified on their insurance. Particulars of Employment The Post The post is wholetime (i.e., 35 hours per week) and appointment may be permanent or temporary. Location This role will be based in the Food, Drink and Agri Innovation Hub in Athy. Kildare County Council reserves the right to assign the successful candidates to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. Commencement Kildare County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such other longer period as the Council in its absolute discretion may determine, Kildare County Council shall not appoint them. Working Hours The current working hours are 35 hours per week, the hours of work are 9.00 a.m. to 5.00 p.m. Mondays to Fridays (rotas operate for lunchtime opening). Kildare County Council also has a flexi time system in operation, details of which are available from the Human Resources Section. The Council reserves the right to alter your hours of work from time to time. You may be required to work overtime on various occasions. Flexible working hours are a requirement for this role. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Kildare County Council requires employees to record their hours using a Clocking system. Reporting Arrangements The Food, Drink and Agri Innovation Hub Manager will report directly to the appropriate supervisor in the Section or to any other employee of Kildare County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. Probationary Period of Employment Where a person is permanently appointed to Kildare County Council, the following provisions shall apply – a) there shall be a period after appointment takes effect, during which such a person shall hold the position on probation; b) such period shall be twelve months, but the Chief Executive may, at their discretion, extend such period; c) such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; d) the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts; e) there will be assessments during the probationary period. Remuneration €59,417 per annum to €72,069 per annum (maximum) €74,649 per annum (LSI 1) (after 3 years satisfactory service at maximum) €77,243trac per annum (LSI 2) (after 6 years satisfactory service at maximum) On appointment successful candidates will be placed on the first point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Relief School Warden
SECTION 1: THE ROLE Each local authority can arrange with An Garda Sióchána for school traffic wardens to patrol places where schoolchildren cross public roads. The School Traffic Warden’s role is to ensure that primary-school children cross public roads safely on their way to and from school. The Gardaí and School Traffic Wardens are the only officials in Ireland who have the authority to stop other vehicles on public roads. The law governing the appointment of School Traffic Wardens is the Road Traffic Act, 1961 (Section 96). School Traffic Wardens usually work in the mornings, at lunchtime and in the evenings, when children are most likely to cross the road to go to or from school. School Traffic Wardens wear a distinctive uniform (a high-visibility coat and hat). They must also carry a distinctive sign (a white disc with a red border and the word ‘Stop’ in the centre). By displaying this sign, the School Traffic Warden has the power to stop the traffic to enable schoolchildren to cross the road in safety. Traffic must remain stopped as long as the warden displays the sign. SECTION 2: DUTIES The duties shall be such as may be assigned to the officer from time to time by the local authority. These duties may include: - 1. Reporting for duty promptly at the specified times and locations assigned, under the direction of the Supervisor. 2. The Warden must operate strictly in accordance with the instructions for School Wardens (as per Garda/Cork County Council training) at all times. 3. The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the general public, at all times in compliance with Cork County Council’s Health and Safety Management System. Working in a safe manner, in full compliance with the relevant safety legislation and construction regulations, will be the primary responsibility of all School Wardens. 4. The School Warden will use the statutory uniform and equipment provided for the safety of yourself, children and all other members of the public, especially when stopping traffic on the public roadway. This requires carrying of the official Stop sign at all times and to ensure that the uniform is kept in a clean neat condition. 5. Maintain control over children who are awaiting your instructions to cross. 6. If the Warden has any trouble in controlling, or encounter disobedience by the children, they should inform the Principal of the school concerned. Any disobedience by traffic in general should be reported forthwith to the Gardai. 7. The Warden should never break up organised convoys, wedding, funerals, parades, or hold up fire appliances or ambulances for the purpose of allowing children to cross but wait for suitable opportunities when they have passed. 8. Report any problems or difficulties to the Local Municipal District Roads & Engineering Offices. 9. All accidents at the crossing point involving the Warden in the operation of his/her duties must be reported immediately after the duty period by telephone, to the Local Municipal District Roads & Engineering Offices. All relevant details must be recorded including car make/model, registration number, name of drivers/pedestrians involved, time and date of accident. The names/addresses of any witnesses must be recorded also and a written report is to be submitted to the Local Municipal District Roads & Engineering Offices within the following 3 days. 10. The Warden must not attempt to apportion blame to any person nor admit liability on his/her (or the Council’s) own part. 11. In connection with the hours of duty any changes made by the school to their class times, which affect your duty periods, must be notified to the Local Municipal District Roads & Engineering Offices. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS 1. Character Each candidate must be of good character. 2. Health Each Candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. The Council reserves the right to retire a Warden who in the opinion of the Council’s medical advisor is medically unsuitable to discharge his/her duties effectively due to age or infirmity. 3. Education, Experience Each candidate must have a good general education of a sufficient standard to enable that person to understand fully and carry out the duties of the post. An ideal candidate will; A. Operate at all times at the designated crossing point. This crossing point cannot be altered however temporarily by any person/body other than Cork County Council (with Garda Approval). B. Comply with safety policy and directive in force from time to time and must wear the uniform and carry the sign at all times while on duty. C. Ensure compliance with organisational policies, procedures and legislation. D. Co-operate with the familiarisation/instruction of other employees where appropriate. E. Manage and maintain resources effectively and efficiently. 4. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. SECTION 4: TENURE The employment is for the duration of the school Year. The employment is part-time and pensionable. A panel may be formed to fill these positions. Sick leave does not apply to this part-time employment, however, depending on the number of hours worked a warden may be entitled to claim Disability Benefit from the Department of Social Welfare. The local authority shall require person to whom an appointment is offered to take up such appointments within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. SECTION 5: SALARY The wage for the post is: €19.02 basic per hour. Payment will not be made in respect of normal school holiday periods, i.e., summer, Christmas, or Easter or other. The wage shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The contract may be terminated at any time subject to normal legal requirements. SECTION 6: LOCATION OF POST The positions will be at any of the Primary Schools in the Municipal Roads & Engineering Districts where a School Warden operates. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Holders of the office shall reside in the Municipal District in which their duties are to be performed or within a reasonable distance thereof. SECTION 7: WORKING HOURS The Warden will be required to operate punctually at all times when children are crossing. The hours of work will be determined by the Principal of the school concerned. Please note that times are subject to change at the Council’s discretion. Hours of Duty: As per the relevant school or as required. N.B. The Times are subject to review, having regard to changes in class starting/finishing times and/or changing crossing patterns. SECTION 8: ANNUAL LEAVE Annual leave will, if applicable be in accordance with the terms of the Holidays Employees Act, 1973 as amended by the workers Protection (Regular Part-Time Employees) Act, 1991. Please note particularly the Council will determine the times at which annual leave may be taken having regard to the absolute priority of having the school crossing operated while children are attending school. For those who are not entitled to annual leave, the same criteria will apply to unpaid leave of absence. SECTION 9: GARDA VETTING Successful candidates will be subject to Garda Vetting in advance of appointment to the post.
Executive Architectural Conservation Officer
JOB DESCRIPTION The Executive Architectural Conservation Officer is responsible for managing elements of the Planning Department and providing a range of services to Local Authorities. The Architectural Conservation Officer is required to play a central role in protecting, promoting, and harnessing the potential of the architectural heritage and archaeology of the County, implementing Part IV of the Planning and Development Act 2000 (as amended) through providing advice on architectural and archaeological heritage matters relating to planning applications and plans and strategies. Reporting to the assigned line manager, the Executive Architectural Conservation Officer will be responsible for the efficient management of their prescribed work area within the conservation or related function. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority’s vision and objectives. The Executive Architectural Conservation Officer will be required to work closely with elected Councillors to deliver the full range of services and implement local policy decisions. Delivery of efficient services and value for money is crucial. The duties will include but will not be limited to the following: • To advise Clare County Council in relation to the architectural heritage and conservation provisions and requirements of the Planning and Development Act 2000 (as amended), the Planning and Development Regulations and any subsequent National and European legislation. • To contribute to the development of a conservation policy for inclusion in the Councils’ Plans and to promote and implement such policies. • To identify, evaluate and provide advice on structures, groups of structures, areas and other features of architectural heritage of historical, artistic, cultural, scientific, social or technical significance, with a view to making recommendations regarding their inclusion in/exclusion from a Record of Protected Structures and on development objectives. • To provide advice to owners and occupiers of structures included in a Record of Protected Structures on good practice in the conservation of such structures, on the availability of assistance, including financial assistance, for such conservation. • To assess and make recommendations on Section 57 Declarations and Section 59 Notices in accordance with statutory requirements – including the recording on the GIS and RPS filing system. • To monitor the state of repair of structures included in a Record of Protected Structures, and if necessary, make recommendations on the need if any, for the planning authority to take enforcement action in such cases. • To report and advise on planning applications where conservation and/or architectural issues arise. • To assist with and provide advice concerning the scheme of grants for the conservation of protected structures, including assessing the condition of buildings and the suitability of works, prioritising applications, recommending appropriate conditions, and inspecting works in progress and on completion. • To consult with the Department of Culture, Heritage and the Gaeltacht, State Agencies, Voluntary Bodies and European Organisations on matters of architectural conservation. • To maintain a database of drawings and photographs relating to protected structures, groups of structures and areas, and other features of architectural heritage significance. • To advise on Local Authority Developments where conservation issues arise. • To prepare and give evidence in court and at oral hearings where issues of conservation are involved. • To advise on the sources of funds for conservation and related works and to oversee and manage heritage grant applications. • To lead, motivate and engage staff to achieve quality results and to deliver on operational plans. • To effectively manage performance of staff under their remit. • To comply with all requirements of PMDS operated in Clare County Council. • To ensure staff are trained and operate within the relevant skill sets. • To communicate effectively whether verbally or in written communications with all stakeholders. • To effectively and efficiently manage budgets and ensure value for money at all times. • To be familiar with Clare County Council’s Occupational Health and Safety Management Systems, to promote a positive safety culture to include carrying out risk assessments, safety inspections, and investigation of any accidents, dangerous occurrences and near misses. • Any other associated duties as may be assigned from time to time. JOB DESCRIPTION Clare County Council is seeking a Communications Graduate on a temporary two-year contract for its Communications Unit. We are looking for an enthusiastic, self-motivated and highly skilled person with a good knowledge of all aspects of communications to work with our award-winning team and gain valuable work experience. The Communications Graduate will be required to work as part of a multi-disciplinary team in the Council’s Corporate Services Department, under the supervision and direction of the Head of Communications or such person as may be assigned from time to time by Clare County Council. They will be required at times to work on their own initiative, as circumstances demand, on a broad range of projects. The Communications Unit is responsible for Corporate Communications and provides a full communications service to all departments across the Council.
