The person Essential requirements The successful candidate will have at least one year’s experience in a similar role, or a post-leaving certificate qualification in a relevant area. They will demonstrate knowledge of Microsoft Office applications, mainly Outlook, Word and Excel. Experience in the public sector, while not essential, will be an advantage. Annual Leave The annual leave allowance is as applicable to a clerical officer in the civil service, currently 11 days, rising over time to 13 days. This is in addition to statutory public holidays and Good Friday. Superannuation The successful candidate will be a member of the Single Public Service Pension Scheme. The Position Waterford City and County Council is seeking to fill positions at the grade of School Wardens. Please note that successful candidates can be assigned/reassigned to any Appointed Crossing Place as appropriate, on a permanent or temporary basis, if required by business need. Duties The duties of the School Warden will include but will not be limited to: • Responsibility for the safeguarding of any children while using the school crossing/pedestrian Appointed Crossing Place. • Being in attendance at the Appointed Crossing Place to which they are assigned punctually each day during the school term. Location: Waterford City and County Council reserves the right to assign the successful candidate to any department or premises in use by the Council, now or in the future. Hours of Work Hours of work can vary depending on assignment, it is 3.02 hours per day. Residence: The holder of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 9. Safety and Welfare: The holder of the post shall co-operate with the terms of Waterford City and County Council’s Safety Statement and Major Emergency Plan. The successful candidate shall make themselves aware of the safety rules and procedures and make proper use of all safety, clothing and equipment. 10. Training: It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. 11. Taking Up Appointment: The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of four weeks and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 12. Garda Vetting: The National Vetting Bureau (Children and Vulnerable Persons) Act 2012 to 2016 came into effect on 29th April 2016. The Act places a statutory obligation on Waterford City and County Council to ensure that ‘any work or activity which is carried out by a person, a necessary and regular part of which consists mainly of a person having access to or contact with children or vulnerable persons will be subject of Garda Vetting’. 13. Probation: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: (a) There shall be a period after such appointments take effect, during which such person shall hold such post on probation. (b) Such period shall be set by the Chief Executive and this period may be extended at their discretion. (c) Such person shall cease to hold the post at the end of the period of probation, unless during such period, the Manager has certified that the service of such person is satisfactory. 14. References: Applicants are required to advise the names of two responsible persons to whom they are well known but not related (at least one of the referees should be an existing or former employer). In advance of any offer of employment, Waterford City and County Council reserves the right to seek references from current and previous employers, educational institutions or any other organisations with which the candidate has been associated. THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of School Traffic Warden. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. A school traffic warden is responsible for carrying out the Council’s policy regarding the school warden services which includes health and safety procedures. Substitute Positions: The substitute positions are to provide cover on a casual basis when the Part-time School Traffic Wardens are unavailable for duty. (f) To notify the County Council without delay should a traffic accident or incidents at the designated point, or in the vicinity of the warden’s duty point. (g) To notify the County Council of any dangerous occurrences which occur at the designated point. (h) To furnish such records and reports relating to the employment as may be required by the County Council. (i) To notify the County Council without delay should he / she be unable due to illness or other reason to report for duty. (j) Traffic wardens must be flexible and be prepared to perform their duties at any location within reason as directed by the Line Manager. PRINCIPAL CONDITIONS OF EMPLOYMENT Panels may be formed from which future Part-Time and Substitute School Traffic Warden positions may be filled. The position will be part-time and pensionable. The successful candidate(s) may be assigned as required to any of the Municipal Districts / Directorates under the Chief Executive’s control or to any premises / location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 – 2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional / technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply; (a) there shall be a period after such appointments take effect, during which such persons shall hold office on probation; (b) such period shall be nine months, this period may be extended at the Chief Executive discretion; (c) such persons shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such persons in satisfactory. Wages: €53.37 per day in accordance with Circular EL 02/2026 Wages will not be paid for days on which wardens are not on duty. Employment will be suspended without pay: (i) during periods of closure of the particular school(s) for holidays at Christmas, Easter, Summer, and mid-term breaks, and (j) during other such periods as may be determined by Wicklow County Council. The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to and received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New Entrants will be placed on the minimum of salary scale. Hours of Work Hours shall be those prescribed by Wicklow County Council from time to time and it shall be the responsibility of the warden to be and to remain on duty each day for such hours as are necessary to protect children proceeding to and from school via the warden’s duty point. The hours may vary according to the school(s) you are assigned to, the hours will provided accordingly. You shall be responsible for being and remaining on duty each day for the hours allocated to protect children proceeding to and from school via the wardens’ duty point. The employment will be suspended during periods of closure of the particular school for holidays or any other reason and during such other periods as may be determined by the County Council. The Part-time School Traffic Warden appointed will be required to work Monday to Friday. The Council reserves the right to alter working hours from time to time. Garda Vetting Candidates will be subject to Garda Vetting. Appointment will be considered having regard to receipt of satisfactory Garda Vetting, particularly to determine suitability to work with children / vulnerable adults. Citizenship Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). If at any stage during your contract you cease to hold a valid work permit you must immediately advise Wicklow County Council and your employment will cease with immediate effect. Health For the purposes of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Annual Leave Holiday pay will be in accordance with the terms of The Organisation of Working Time Act, 1997, where annual leave and public holiday entitlements will be paid by way of lump sum twice per year (Easter and Summer), and will be based on 8% of the number of hours worked in an academic school year. Retirement Age There is no mandatory retirement age for new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004. Persons who are NOT new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act, 2004 and the Public Service Superannuation (Age of Retirement) Act 2018, are subject to a compulsory retirement age of 70 years.

The panel may be used to fill permanent & fixed term positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. Vacancies may arise on a county-wide basis. Westmeath County Council reserves the right to assign employees to any work location having regard to funding and/or operational circumstances. Wages The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The Supervisory Foreman pay scale is from €1,034.06 to €1,091.02 per week (after 10.5 years satisfactory service) as per Circular Letter EL 02/2026. Please note starting pay for new entrants will be at the minimum of the scale. The rate of remuneration may be adjusted from time to time in line with government pay policy. Increments are payable, subject to satisfactory performance and in accordance with current Government Pay Policy and the provisions of the Public Service Agreements. Superannuation and Retirement Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details of the relevant scheme will be provided to the appointee prior to appointment. A person who becomes a pensionable employee of a local authority who is liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person paying Class A rate of PRSI who becomes a pensionable employee of a local authority will be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person who becomes a pensionable officer of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable Officer of a local authority depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows & Orphans Contributory Pension) Scheme or Local Government (Spouses and Children’s Contributory Pension) Scheme and if a member of either scheme will be required in respect of this to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. Employees are admitted to the Superannuation Scheme in accordance with the terms of the Local Government Superannuation (Consolidation) Act, 1998 and the Superannuation (Miscellaneous Provisions) Act 2004, with effect from date of appointment. This scheme is contributory and provides pension, retirement and death gratuities. In order for a new entrant to the scheme to qualify for a pension, the employee must have served a minimum of two years employment in a local authority. For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pay; pensions will be coordinated with the State Pension Contributory Public Service Pensions (Single Scheme and Other Provisions) Act 2012. The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Public Service Superannuation (Miscellaneous Provisions) Act, 2004: There is no mandatory retirement age for ‘New Entrants’ from 1st April, 2004 to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 65 years is the minimum age at which a person may be paid. As a new entrant to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Anyone who is not a ‘New Entrant’ to the public service, defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is subject to compulsory retirement age of 70 years.
