Informal Enquiries Edel Quinn Head of Service Sligo, Leitrim Disability Services Edel.quinn@hse.ie 0749189032 Details of Service The HSE in Sligo/Leitrim provides a wide range of specialist services for children and adults with an Intellectual Disability directly and in partnership with persons with disabilities, their families, carers, locally based organisations, statutory and non-statutory organisations. Services range from Specialist Preschool Services to Care of the Older Person with Intellectual Disability. Sligo/Leitrim Intellectual Disability Services seek to enable each individual with an intellectual disability to achieve his/her full potential, in accordance with their wishes. The services are progressive, needs-led, person centred and underpinned by the principle of equity. A key element of these services is the promotion of citizenship and inclusion for people with disabilities. Services are needs-led, and delivered using a person-centred approach. Services are staffed by qualified nursing and health care assistants and are supported by General Practitioners, Consultant Psychiatrist, Psychologist, Occupational Therapist, Physiotherapist, Speech & Language Therapist and Community Dietician. Reporting Relationship The post holder will report directly to the Disability Service Manager, Sligo/Leitrim Disability Services. The post holder will report clinically to the Regional Director of Nursing. Purpose of the Post The Director of Nursing (Intellectual Disabilities) will be responsible for providing expert support and advice across the service. The post holder will have overall responsibility for development and implementation of governance systems across the service. The post holder will have responsibility for the overall management of the service in ensuring that compliance is achieved with National Regulations/Standards as set out by the Health Information Quality Authority for Residential and Community Services and New Directions for Day Services. The focus of the role is on improving the service users experience and quality of service, while delivery agreed Key Performance Indicators and establishing a performance culture and planning and implementing recommendations of National Policies. The post holder will be a member of the Disability Services Management Team and will hold a key role in creating an atmosphere and culture where excellence can flourish with strong multidisciplinary collaboration across the service. The post holder is expected to lead on all relevant agreed strategic planning for the service in line with HSE Policy.

This role involves the management of HSE provided residential services and the management of the SLA and Grant Aid processes through which voluntary and section 38 providers are funded, and may also include participating in the management of regulated services. The post holder will also have management responsibility for Assistive Technology, Sligo Leitrim West Cavan, and the National Ability Support Services (NASS). The role of the Social Care Division is to support the ongoing service requirements of older people and people with disabilities. It is an important step in moving forward with the design and implementation of models of care which will support and maintain patients and clients to live at home and/or in their own community. The objective is to promote independence and lifestyle choice in as far as possible: · People with disabilities with care needs must be provided with a continuum of services such as home care, day care and intermediate residential care to avoid unnecessary acute hospital admissions and have their required treatments & supports delivered within their local community at primary care level in as far as possible. · These types of services must be responsive to service user needs and be provided flexibly at the least possible unit cost to build a sustainable system into to the future. A key function of the social care division is to : · Organise and deliver the required services safely and to a set of standards · Reconfigure the available resource through a comprehensive reform process, increasing productivity and changing traditional cost structures in the process. In line with the Department of Health Statement of Strategy 2011-2014, the Social Care division will: · Implement the recommendations of the Value for Money and Policy Review of Disability Service so as to implement reforms to the system of financing and delivery of services including the introduction of individualised budgets. · Enhance the cost effectiveness of services by introduction standardised funding bands for specific types of services for people with disabilities and developing a standardised needs assessment framework to ensure that levels/types of services provided are appropriate to people’s needs. In addition, the Social Care Division will progress the implementation of key programmes including: · The programme for Progressing Disability Services for Children and Young People. · National Neuro Rehabilitation Strategy and development of Neuro Rehabilitation services · Reconfiguring adult day services as outlined in New Directions – Report on the National Working Group for the Review of HSE funded Adult Day Services. · Reconfiguring residential services as recommended in Time to Move from Congregated Settings and the National Neuro-Rehabilitation Strategy.

Details of Service HSE Dental Service provides oral healthcare, emergency and routine dental services to the eligible population of children under 16 years and adults with special needs. These services include emergency and routine dental care, oral health promotion, dental care to special needs groups, and public dental health services. The post holder will work as a part of a team of dentists, dental nurses, dental hygienists and administration staff and will liaise closely with medical, nursing and support staff in the organisation and delivery of primary dental care services. Reporting Relationship The post holder will report to the Senior Dental Surgeon Admin and to the Principal Dental Surgeon Key Working Relationships S/he will work closely with other Senior Dental Surgeons and will direct the work of General Dental Surgeon and Dental Hygienists in relation to the care of special needs patients. The post holder will also develop working relationships with other Health Care professionals in both community and hospital settings. Purpose of the Post The purpose of the post is to provide clinical dental services to eligible patients.
