Strategic Asset Manager
Responsible for the implementation and delivery of the Council’s Estates Strategy to ensure the Council’s assets are managed and safeguarded in accordance with legislative requirements, governance arrangements, policies, procedures and best practice. As Council’s Asset Management Champion, develop and lead on an Asset Management Plan, in accordance with the Council’s Estates Strategy, to manage and optimise the value derived from land and property assets. Responsible for the establishment of an Asset forum and the performance of the asset base and associated outcomes. Oversee the management of the Councils Asset Register. Oversee the Council’s land and property portfolio, including management of the Land and Property Team, and servicing the Land & Property Sub-Committee. Finance Officer
** Please read the recruitment pack before completing your application ** Job Summary Reporting to the Finance and Monitoring Officer, the post holder will be responsible for the financial administration and compliance of Programmes, within the Unit for example, but not limited to, Peace, Strategic Investment Fund and Financial Assistance. The postholder will assist in the development, implementation and review of all financial administrative systems, processes and documentation related to the Grants and Funding Unit to ensure full compliance with legal, audit, Council and funder requirements. Recycling Attendant
The post holder will be primarily based at one of the Councils 9 Household Recycling Centres (HRCs) but may be required to work at any of the other HRCs on occasion to meet the needs of the service. The post holder will be responsible to the HRC Supervisor for the day-to-day operation of the Councils HRCs. To undertake all duties associated with the operation of the Household Recycling Centre/Amenity Site to ensure that all domestic and commercial waste is disposed of in accordance with the Council’s policy for recycling whilst providing the highest level of customer care at all times. The Household Recycling Centres are licensed Waste Management facilities and must operate in accordance with licensing conditions stipulated by DAERA (NIEA) including being manned at all times whilst open. Recreation Associate
Committing to the one-team ethos, you will be flexible and collaborative, and you will actively support all colleagues and other activities necessary to deliver the leisure service objectives. QUALIFICATIONS 1. CHARACTER Each candidate shall be of good character. 2. HEALTH Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. CITIZENSHIP Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. 4. EDUCATION Candidates should have a good standard of education to enable them carry out efficiently the duties of School Warden. PARTICULARS 1. THE POST The post is part-time School Warden. This panel will be used to fill positions at schools located in Sligo Town only. This is a pensionable part-time position. The employment may be suspended as follows: (i) During periods of closure of the particular school or schools for holidays or any other reason, and (ii) During other such periods as may be determined by the employer. 2. DUTIES Duties of a School Warden include, but are not limited to, the following: During School Term • To attend for duty at the prescribed times and perform such duty under the direction of the local authority or any member of An Garda Síochána. • To ensure the safe crossing of school children at, or in the vicinity of, schools at schools’ opening and closing times. • To carry the official sign (at the discretion of Wardens when high winds prevail) at all times when on duty. (This will be supplied by the employer). • To notify the employer, where possible, without delay, should a traffic accident/near miss occur at or in the vicinity of the Warden’s duty point, area of concern. • To furnish such records and reports relating to the employment as may be required by the employer. Outside of School Term and on School Closure Days • When schools are closed, School Wardens may be assigned litter picking duties in the vicinity of their assigned location (or at such other location as may be directed by the Line Manager from time to time). The hours of work (10 hours per week) for these duties will be agreed with the Line Manager. • Any other duties assigned from time to time. Health & Safety Duties: • School wardens are to receive training appropriate to their role. • School wardens are to work in a safe manner at all times and safeguard all children using the crossing. • School wardens are to be in attendance at the crossing to which they are assigned at all duty times. • School warden uniform must be worn as indicated by Section 96 (4) of the Road traffic Act 1961. • School wardens are to wear a uniform including a Class 3 high visibility coat, hat and protective footwear. • School wardens are responsible for the custody and maintenance of the statutory sign provided for duty. • Accident/Incidents are to be reported to their Line Manager as soon as possible. Any other duties that may be assigned from time to time. 3. REMUNERATION The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary €39.23 per day 4. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 5. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, that the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. 7. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. METHOD OF SELECTION Selection shall be by means of a competition based on an interview conducted by, or on behalf of, Sligo County Council. Interviews will be held in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panel, and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panel, be employed as appropriate vacancies arise. The life of the panel shall be one year from the date it is formed, unless extended by the Chief Executive. 9. NORMAL WORKING HOURS Normal working hours are 8.30 a.m. to 9.30 a.m. and 2.15 p.m. to 3.15 p.m. Monday to Friday during school term, or as otherwise may be agreed between the employer and the relevant school Principal. The successful candidate may, from time to time, be required to work outside normal office hours, including at weekends as necessary. During periods of school closures, working hours will be as agreed with the Line Manager. The School Warden is obliged to notify the employer without delay should they be unable to attend work due to illness or for any other reason. 10. MEDICAL EXAMINATION For the purpose of satisfying the requirements as to health, it will be necessary for the successful candidate, before they are appointed to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. 11. PERIOD OF ACCEPTANCE OF OFFER The local authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and, if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 12. ANNUAL LEAVE Annual leave and public holidays shall be given in accordance with the provisions of the Organisation of Working Time Act, 1997. 13. SICK LEAVE As per Sligo County Council’s current Sick Leave Scheme and Attendance Management Policy & Procedure, as amended by the Public Service Management (Sick Leave) Regulations, 2014, and any subsequent Regulations made from time to time. 14. GARDA VETTING & REFERENCES The successful candidate will be subject to the Garda Vetting Procedures in line with the provisions of the National Vetting Bureau (Children & Vulnerable Persons) Act 2012 to 2016 as appropriate in advance of appointment. The appointment of any successful candidate will be subject to receipt of references which are satisfactory to the employer. 15. TRAINING Successful candidates will be required to undertake any course of training which is determined relevant by Sligo County Council. 16. Retained Fire Fighter
Condition of Employment Character: Each candidate must be of good character. The County Council may make whatever enquiries it considers necessary to satisfy this condition. Age: A Retained Fire-fighter must be not less than 18 and must be under 55 years on the first day of the month in which the latest date for receiving application forms occurs. A birth certificate must be submitted to Laois County Council as proof of age. Retirement: On reaching 55 years of age, or sooner if found medically or physically unfit to continue, a part-time Fire-fighter shall be required to retire. However, such Fire-fighter have the option to continue working up to age 60 subject to compulsory annual medical assessment measured against agreed standards. PROBATION: From the date of commencement as part-time Fire-fighter there shall be a period of ten months during which he/she shall be on probation. During this period he/she shall be required, when requested by the Chief Fire Officer, to undergo and successfully complete a Recruits Induction Course and a Breathing apparatus Wearers Course. Such period of ten months may be extended at the absolute discretion of the County Council. The part-time Fire-fighter shall cease to be employed at the end of the period of probation unless the County Council is satisfied that he/she has been satisfactory in all respects. You will also be required to undergo Heavy Goods Vehicle driver training (Class C licence) & successfully pass the appropriate driving test. Health: Candidates shall be in a state of health such as would indicate reasonable prospect of ability to render regular and efficient service. Eyesight levels should be uncorrected visual acuity of 6/9, 6/12 or better. (Candidates should check with an optician to ascertain if eligible to avoid unnecessary interviews and expense prior to applying for the position). Medical Examination: Before recruitment a candidate must undergo and pass health and fitness tests in accordance with “An Occupational Health System for members of the retained Fire Service as issued by the Local Government Management Services Board July 2005, in order to qualify for the post. (Refer to enclosed Firefighter Selection Tests). During the period of employment the person appointed must participate in the Occupational Health Systems as laid down in “An Occupation Health system for members of the Retained Fire Service” as issued by the Local Government Management Services Board July 2005. He/she will co-operate with Laois County Council in arrangements to this end. A Firefighter who, in the opinion of the Medical Advisor conducting the Occupational Health system, is unsuitable for operational duties as a Firefighter will be required to resign. Education and sustainibility: A candidate must have attained a suitable level of education to enable him/her to undergo successfully the appropriate training and to perform satisfactorily as a part-time Firefighter. Driving License: On date of appointment the successful candidate must hold a full clean driving licence in respect of Category B Vehicles or equivalent in the EU Model Driving Licence on the latest date for the receipt of completed applications. Candidates are also required prior to appointment to procure and maintain a Class C learner permit. In addition, the successful candidate must have access to a car as he/she may be required to travel to training courses in the course of his/her duties. Drills And Further Traning : A part-time Firefighter shall attend and participate in drills and shall undergo from time to time courses and further training, including Breathing Apparatus Training, minimum of 2 weeks, as required or deemed appropriate by the County Council. The location(s) of the training shall be decided by the County Council. Drills shall be held at such frequency as decided by the County Council in its absolute discretion. Adequate advance notice shall be given to Firefighters. Residence: (a) The residence and place of normal work of each part-time Firefighter shall be within a distance from the Fire Station, acceptable to the Fire Authority. (As a rough guide a maximum distance of 1½ miles from the Fire Station). If at any time his/her availability is affected by change of work or any other reasons, he/she will be required to resign. • A part-time Firefighter shall be required to report for duty to the fire station in its present location or in the event of change of location, to such new locations that may be decided by the Fire Authority. Changes in the location of a fire station will not result in payment of disturbance money or other compensation. Availibility: Written evidence from the employer as to availability must be provided and the County Council, in its sole discretion, shall decide as to whether the availability as so evidenced is acceptable. Self-employed must also provide written evidence as to availability. Such written evidence must cover a candidate’s availability on recruitment for fire and other calls, drills, training and such other duties which the part-time Firefighter may be required by the County Council to perform. If the County Council deems a part-time Firefighter’s attendance to be unsatisfactory, it may terminate his/her service. Recruitment: • Applicants will be required to attend for interview at their own expense. • Candidates will be required to complete a literacy and numeracy test as part of the recruitment process. • The interview board will recommend a panel of suitable applicants and further vacancies may be filled from the panel. • Applicants will be required to undergo Garda Vetting procedure Duties: (a) Each part-time Firefighter shall be required to attend at fires and other emergencies, drills, displays etc, at such times and for such periods as required by the Authority. • Each part-time Firefighter shall operate in accordance with such rostering arrangements as exist, or as may be arranged by the Fire Authority, from time to time, and shall attend with due promptness fire and other calls, emergencies and duties in any part of County Laois and in the area of any other Fire Authority as required by the County Council. Firefighters may be contacted via smart phone and shall participate in any online crew availability systems adopted by the Fire Authority. • A part-time Firefighter, as and when required, shall perform such duties as are assigned to him/her from time to time. Failure to respond promptly to fire or other calls shall at the discretion of the County Council, result in termination of service. Clothing Etc While on duty, part-time Firefighter shall use the clothing and personal equipment provided by the Council and such clothing and equipment shall be left in the Station immediately after the cessation of duty. Part-time Firefighter may not use such clothing and equipment save while on duty. Grievence and Diciplinary Procedures: The terms of the County Council’s Grievance and Disciplinary procedure shall apply to part-time Fire-fighters. Retained Fire Fighter
The Position Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent and fixed-term contract vacancies for the position of Retained Fire Fighter in Nobber Fire Station shall be drawn. Fire Service – Duties and Responsibilities Meath County Council is responsible for the provision of a wide range of services for the people of County Meath, including the provision of fire-fighting and fire prevention services. The Council now requires additional members for the retained Fire Service (retained being part-time and on-call personnel). The Fire Service responds to all emergency calls from the public for assistance, primarily to protect life and save injury to individuals, but also to prevent and restrict damage to property. Many emergency calls are not just in relation to fires, but can be to incidents involving road traffic collisions, incidents involving chemical spillages or toxic emissions, and river rescues, etc. To deliver this service to the public the Fire Service develops operational plans, including the provision of adequate water supplies for fire-fighting; ensures that effective arrangements exist to receive emergency ‘999’ calls and mobilise resources; implements effective operational communication systems throughout the Fire Service; enforces, promotes and encourages fire safety within the county by programmes of inspection and publicity; conducts effective training to develop the skills and abilities of personnel; and provides, maintains and repairs its premises, vehicles, plant and equipment. Fully qualified fire-fighters are skilled personnel capable of using the most modern equipment, methods and techniques to undertake the full range of duties such as fire-fighting, rescue, road traffic collision extrications and other emergencies. A fire-fighter’s work and training is geared towards responding safely and effectively to emergency calls, regardless of weather conditions or the time of day or night. Every time fire-fighters are called to the scene of an emergency, they must be prepared to deploy the skills in which they have been trained and respond to the instructions and commands of their Incident Commander. In order to function effectively in emergencies fire-fighter’s must demonstrate the following characteristics: • Courage and physical strength; • A capacity for rapid, intense and sustained effort; • An unquestioning acceptance of orders in emergency situations; • A capacity to use their own initiative when alone; • Complete and automatic familiarity with the equipment and tools of the profession (which may range up to major items of plant such as fire-fighting appliance vehicles); • A practical understanding of the basis of a wide range of subjects necessary to anticipate and overcome hazards; • Empathy with victims of emergency situations; • An ability to carry out their function in what may occasionally be emotionally difficult and harrowing circumstances. Some of the key duties of a retained fire-fighter are: • To be available to respond to and deal with emergency calls immediately and safely within the station fireground area; • To work effectively and efficiently as a member of a team; • To be available and undertake all training as required; • To acquire and maintain knowledge to enhance professional skills in all areas relevant to the position including: Topography; Hazards and special risks; Water supplies and fixed fire-fighting systems, etc. • To maintain, clean, repair and test fire-fighting and emergency equipment as required; • To uphold the Fire Service’s high standards and reputation with particular regard to appearance, dress, conduct, behaviour and demeanour; • To maintain a level of health and fitness commensurate with your duties as a Fire-fighter; • To understand, comply with and implement all relevant policies of Meath County Council and the Meath County Council Fire and Rescue Service, including Health and safety policies and procedures and Grievance and Disciplinary, Dignity at Work, etc. • To undertake routine administrative duties, including the use of information technology, as required; • To carry out any other duties as reasonably required by the Chief Fire Officer Qualifications for the Post Character A candidate must be of good character and, if being considered for a post after interview will be required to provide a reference from two responsible citizens who are not related to them. Age Candidates shall be over the age of 18 years at the date of appointment. Any candidate who reaches the age of 55 years prior to appointment will cease to be eligible for appointment on the result of the competition. Retirement The normal retirement age is 55. The retirement age for a fire-fighter may be extended up to 62 years at the discretion of Meath County Council as their employer and subject to the fire-fighter successfully completing a medical examination by the Council’s Medical Adviser for each of the last 7 years of service. Health Candidates must: a) Be free from any illness or disease which would render them unsuitable for duty with the service and be in a state of health that meets the required standards as determined by the Council’s Medical Adviser, such as would indicate a reasonable prospect of ability to render regular and efficient service. b) Before being accepted for appointment a candidate will be required to pass a medical examination by a qualified medical practitioner nominated by Meath County Council; and as a condition of retention of the appointment, to pass further such medical examinations at specified intervals. c) Successful candidates to the positions will be required to co-operate with the National Occupational Health System for Retained Fire-fighters, and to undergo periodical medical examinations. Medical Examination Before recruitment, a candidate must undergo such medical examination (which may include X-ray and/or other special tests) as the Council consider necessary and in line with national guidance and requirements for retained fire-fighters/National Occupational Health System for Retained Firefighters. The medical examiners will be nominated by the Council. A candidate must comply, at their own expense, with such remedial requirements as the Council may consider necessary. Fire-fighters employed by the Council will be required to undergo regular compulsory medical examinations as set out in the National Occupational Health System for Retained Fire-fighters, up to age 55 and then annually up to age 62. A Fire-fighter who is unable to satisfy the Council as to their ability to perform their duties to the necessary standard will be required to retire. Education and Experience A candidate must have attained a suitable level of education to enable them to undergo successfully, the appropriate training, and to perform satisfactorily as a Fire-fighter. Each candidate must be able to demonstrate a proficient level of literacy and numeracy skills to allow them to fulfil the duties of the role. Candidates will be required to undertake a Literacy and Numeracy Competency Test as part of the recruitment process. Driving Licence A candidate must, at the date of application, be the holder of a full unendorsed Class ‘B’ Driving Licence. On appointment and after an interval decided by the Chief Fire Officer, fire-fighters may be required to obtain a HGV licence and undertake further driving training and instruction to enable them to drive fire appliances and other Fire Service fleet. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately. Miscellaneous Provisions Salary The employment is part-time. A Fire-fighter shall be paid at the appropriate approved national rates of Fire and Retainer Fees. The current rates of remuneration are: - Retaining Fee (Annual): €14,523 – €17,854 (please note starting pay for new entrants will be at the minimum of the scale. The rate of remuneration may be adjusted from time to time in line with Government pay policy) A firefighter starting in the service will receive a fixed payment of €21,478 per year. This includes the annual retainer fee as outlined above and additional nationally agreed allowances. This fixed payment increases with the length of service. Rates of pay in addition to the fixed payment. Attendance at Fires/Incidents (day-time): • 1st Hour: €50.54 • Subsequent Hours: €25.27 Attendance at Fires/Incidents (nights/weekends): • 1st Hour: €101.08 • Subsequent Hours: €50.54 Probation Initial appointment will be for a probationary period of 12 months from the date of commencement as an operational retained Fire-fighter. The person appointed will cease to hold the appointment at the end of the probationary period unless the Chief Fire Officer or another appointed officer of Meath County Council certifies that they have complied with the requirements for appointment and are otherwise performing satisfactorily in the post and carrying out all duties to the required standard. Health & Safety 1. It shall be the duty of every fire-fighter while at work: a) To take reasonable care for their own safety, health and welfare and that of any other person who may be affected by their acts or omissions while at work; b) To co-operate with their employer and any other person to such extent as will enable their employer or the other person to comply with any of the relevant statutory provisions; c) To use in such manner so as to provide the protection intended, any suitable appliance, protective clothing, convenience, equipment or other means or thing provided (whether for their use alone or for use by them in common with others) for securing their safety, health or welfare while at work; and d) To report to their employer or immediate superior, without unreasonable delay, any defects in plant, equipment, place of work or system of work, which might endanger safety, health or welfare, of which they become aware. 2. No person shall intentionally or recklessly interfere with or misuse any appliance, protective clothing, convenience, equipment, or other means or thing provided in pursuance of any of the relevant statutory provisions or otherwise, for securing the safety, health or welfare of persons arising out of work activities.
Swimming Instructor
Main Purpose of Post/Job Summary Post-holder will deliver customer support services and swimming tuition at various levels to individuals of all abilities, groups and schools and will assist in the management of the “Learn to Swim” and School Swimming Programmes. The post-holder will provide relief cover for other positions within the Centre such as Lifeguard, Supervisor, Cashier / Receptionist. Duties and Responsibilities Swimming Instructor Duties & Responsibilities 1. Planning, delivery and evaluation of swimming lessons to accredited standards, for the following clients / groups: i) Primary / Secondary school children. ii) Public swimming lessons to children and adults, including lesson programmes leading to swimming awards. iii) Children and adults with physical, learning, mobility and other disabilities. iv) Public water proficiency and water skills courses, where qualified. v) Public Lifeguarding and Lifesaving Courses, including Rookie or similar youth programmes, where qualified. vi) Competitive Swimmers, where qualified. 2. Assisting Centre Management with: i) Planning the programme of lessons, to include the promotion and marketing of swimming lessons and the Centre generally. ii) Liaison with schools, pre-schools, community organisations, sports clubs, disabled and special interest groups. iii) Development and continuous improvement of the Swimming Tuition Programme iv) Public Relations, e.g. photo-calls, drafting of press releases 3. Maintain currency in Swimming Teacher and Special Needs qualifications by completing updates in accordance with requirements of the awarding body, incorporating changes in a timely way into lesson programmes. 4. Responsible for appraising centre management on all matters relating to technical aspects of Swimming Instruction and lesson programming, and for developing activities suitable for Special Needs in Aquatic environment. 5. Responsible for ensuring that all equipment used to support the swimming lesson is checked before commencement of the lesson and is in good working order. 6. Responsible for the welfare and safety of children and vulnerable adults in the Pool Hall while participating in public lessons. 7. Preparation of reports on Swimming Lesson Programme, and recommending improvements in course delivery and provision. 8. Liaison with parents, teachers, club/ group leaders and members of the public regarding lessons, providing advice and progress reports, customer satisfaction etc. 9. Supervising the activities of Assistant Teachers, pool-side helpers and others, in accordance with Swimming Teaching qualifications. 10. Administering Award Schemes, including assessing and examining pupils, issuingcertificates and/ or badges etc. controlling stock levels, re-ordering awards & stationery. 11. Responsible for implementing rules of personal pupil hygiene in the pool environment. 12. Assisting Centre Management with the arrangement, planning and co-ordination of special events, coaching courses, shows, and swimming galas etc. Pool Lifeguard Duties and Responsibilities 13. Responsible for undertaking lifeguarding duties, as determined by rota, to professionally recognised standards: (i) Keeping a close watch over the pool and the pool users, exercising the appropriate level of control (ii) Communicating effectively with pool users and colleagues (iii) Anticipating problems and preventing accidents (iv) Intervention to prevent unsafe behaviour (v) Identifying emergencies quickly and taking appropriate action (vi) Carrying out rescues from the water (vii) Giving immediate First Aid to any casualty (viii) Supervising a variety of water based activities; swimming tuition, fitness training, diving, school activities, aqua aerobics, canoeing, water polo, sub-aqua etc. (ix) Assisting with crowd control, including the evacuation of the building in an emergency. 14. Responsible for maintaining a strong personal swimming ability, and an appropriate level of physical fitness, to facilitate safe and effective water rescues. 15. Ensure safe management of spinal injuries by team deployment of spinal injury board in accordance with specialised training moderated by the Institute of Qualified Lifeguards. Leisure Attendant Duties and Responsibilities 16. Undertake a range of duties at Newry Leisure Centre, Kilkeel Leisure Centre and other recreational facilities, to include: (i) Patrolling, supervision and security of assigned facilities (ii) Emergency Response (iii) Assembling and dismantling all equipment to be deployed at the facility (iv) Cleaning and Housekeeping (v) Customer Service & Hospitality (vi) Promotional & Public Relations Activities (vii) Access Control (viii) Traffic Control 17. Responsible for applying Pool / Centre Safety Operating Procedures, Normal Operating Procedure and Emergency Action Plan to direct the behaviour and oversee the general safety of the public. 18. Responsible for undertaking the duties of First Aider, with due care to the needs of the recipient, to standards recognised by Council as compliant with relevant legislation and / or Approved Codes of Practice. 19. Perform emergency Basic, Advanced and Extended Life Support duties, and provide appropriate aftercare, by the application of Cardio-pulmonary Resuscitation techniques in accordance with European Resuscitation Council, and / or by the competent use of Oxygen Insufflation Devices and Automated External Defibrillators. 20. Perform housekeeping, cleaning and customer service duties as required to standards prescribed in the facility’s I.S.O. 9000 Procedure Manuals and other Quality System Documents. 21. Enforce rules and regulations appropriately for the safety and enjoyment of all patrons. 22. Monitor and assess the conduct of patrons throughout the facility with special regard to the need to protect children and vulnerable adults from danger or inappropriate behaviour, applying Child Protection and Vulnerable Adults Policy and Procedures, as required. 23. Provide support and advice to customers and members of the public, dealing withservice requests and / or complaints appropriately and sensitively. 24. Assist in the administration of the facilities by preparing a variety of written records including Incident Reports, Accident Reports, Witness Statements, Accident Book Entries, Casualty Observation Charts, Quality System and General Housekeeping Records, as required. 25. Provide relief cover for Receptionist / Cashier at meal and tea-breaks, including basic operation of computerised till and booking system, cash-handling, income management and use of telephone switchboard / public address systems etc. 26. Assist in the control of facilities by denying entry to unauthorised persons and by the appropriate application of access control procedures, e.g. inspecting, controlling and collecting user tickets, tokens and session wristbands etc. 27. Participate in the full interchange of duties, hours of work, etc, to cover for staff shortages at all leisure facilities, brought about by sick leave, holiday leave, staff vacancies or any other reason. 28. Participate fully in an annual training needs assessment and thereafter attend regular weekly and other training sessions to ensure Council’s statutory obligations with regard to competency of staff are adhered to at all times. This will include the acquisition and maintenance of qualifications such as National Pool Lifeguard Qualification, Statutory First Aid at Work Certificate, A.E.D. Competency and others, as deemed appropriate. 29. Responsible for safekeeping of assigned equipment, uniforms, lifeguarding aids etc. General 1. C Carry out duties in compliance with the Health and Safety at Work Order 1978 (as amended); Acts of Parliament; Statutory Instruments and Regulations and other legal requirements; and all Council Policies and Procedures including Dignity at Work, Health and Safety, Attendance and all relevant Codes of Conduct. 2. Main Purpose of Post/Job Summary: To initiate, manage, co-ordinate, develop, and monitor the effective provision of Newry, Mourne and Down District Council’s - Exercise Physical Activity Referral Programme. This will include the planning and instruction of programmes of physical activity for referred clients with relevant health needs, such as, but not exclusively those people with Coronary Heart Disease / Phase IV provision and obesity problems. Hours of Work: 36 Hours per week The post holder must be prepared to work outside normal office hours, including evenings, weekends, and Public and extra Statutory Holidays for which the appropriate payment will be made or time in lieu granted if relevant.
