Main Purpose of Post / Job Summary The postholder will act as part of a multidisciplinary IT team contributing to the management and delivery of IT services, with a focus on support, maintenance, operation and development of audiovisual solutions. The postholder will support audio-visual and digital technologies by troubleshooting issues and implementing new solutions. The postholder will provide expertise in resolving complex audio-visual faults and maintaining IT / communications and audio-visual systems. The postholder will report to the IT Manager, setting up and configuring IT / AV systems for internal and external events while offering first-line, administrative, and logistical IT support. The postholder will assist with IT and security policy compliance, procurement, and technical aspects of the implementation of audio-visual and digital solutions. Duties and Responsibilities Develop and maintain the key technical products in the audio-visual estate, including all hardware, software, and services, ensuring that the inventory of assets and configuration items is kept up to date and highly available. Support and control the live webcasting of meetings, managing delegate participation, agenda transition, voting etc. Act as producer / editor to enhance the final product, working closely with the Democratic Services and Communications and Marketing teams to ensure content aligns with the Council policy, brand, vision and goals. Develop and maintain relevant content in the Council media library and published repositories, ensuring that content is accurate, accessible and highly available. Undertake regular system patching and upgrades to audio visual equipment to ensure optimal performance, availability and security compliance. Troubleshoot technical issues and diagnose and repair faults, working and liaising with other operational teams and the wider technical community where necessary. Identify and escalate areas of concern and options for improvement, leading on resulting initiatives and providing training where necessary. Participate in Risk Assessment procedures. Design, test, evaluate, implement and support the roll out of new functionality within the audio-visual estate. Contribute to and create written documentation relating to the audio-visual estate. Respond to and deal with service fulfilment requests, in accordance with agreed procedures, including local user, service, equipment and site support. Provide operational and administrative support across the range of Digital and Communications functions. Contribute to the Digital and Communications team, assisting with the building of a robust IT infrastructure and adapting to changing technologies in order to ensure availability, confidentiality and integrity of Council’s data. Assist with the implementation of the Council’s Digital Strategy and have a good understanding of the Council's digital packages so problems can be spotted at an early stage and logged / resolved with suppliers to minimise disruption to service users. Supporting the internal communication mechanisms of the Digital Strategy; including delivering training on Council systems to employees and elected members. Maintain an awareness and knowledge of emerging techniques and technologies in compliance with service requirements and continual professional development (CPD) obligations. Maintain an awareness and knowledge on emerging Cyber Risk’s and Cyber Security and ensure full compliance with IT policies and procedures to protect the network. Consult with service providers on digital services related matters, evaluate and recommend to Line Manager. Governance, Standards and Diversity Authorise the purchase of goods and / or services in accordance with the Council’s procurement policy. Lead by example by behaving at all times in accordance with Council’s values and promote same within the organisation and externally. Ensure functions under the control of the post holder are operated in accordance with the Council’s risk management and governance processes, and that the appropriate documentation is completed and signed off as necessary. Assist the Head of Service in ensuring the Council meets all statutory obligations and ensure that the highest standards of probity and good conduct are maintained at all times. Adhere to and comply with all Council policies and procedures relevant to this role, including arrangements for risk management. Postholder must work with the Head of Service to establish the needs of the customers and strive to ensure that these are met. Postholder must treat all individuals with respect, respond sensitively to differences and encourage others to do likewise, ensuring equality of opportunity for all. Performance Improvement Keep up-to-date with changes and amendments to relevant and allied legislation including areas of best practice relating to the postholders service area. Participate in employee training and development activities to ensure that knowledge, skills and competence required to fulfil the role in full are up to date. Participate in the formulation, implementation and evaluation of the Department Business Plan. Communication and Relationships Contribute to Corporate, Departmental and Regional working groups as required. Actively participate in employee relations matters including undertaking investigations and chairing hearings relating to employment matters as required (e.g. discipline, grievance and harassment) and make decisions regarding appropriate outcomes with support from HR and in compliance with the relevant legislation. Participate in the Council’s Recruitment and Selection processes as a panel member, including assisting the panel with development of person specification, identifying selection methods and adhering to advice given regarding current employment legislation and codes of practice. Have a minimum of a Level 4* qualification, for example HNC in Audio Visual Technology, Computing, Computer Science or Information Technology. Experience A minimum of 1 years’ experience gained in an Audio-Visual support role to include: Live video and audio recording / streaming (multi camera, 25+ microphones) Operation and production of Microsoft Teams, Teams Live Events and Teams Webinars Specification, design, installation and maintenance of audio-visual solutions Projector / LED screen installations, maintenance and troubleshooting Experience of Windows based computer systems
Digital Transformation Manager

In this capacity, the post-holder will provide effective leadership and management to their section (s) ensuring service excellence and value for money. The post-holder will support the Assistant Director to create a high performing culture through their contribution to the development and delivery of the key objectives of the Directorate and Department. They will support transformational change within the Directorate / Section ensuring and implementing integration of new and current functions and responsibilities. They will assist in the delivery of high-quality services across the Department by using performance management to drive continuous improvement and by effectively using the Council’s resources. Reporting to the Assistant Director, this key role will play an important part in delivering our ambitious digital transformation agenda, focusing on driving, and delivering opportunities for significant change. The post holder will work collaboratively across Council teams to lead and coordinate the digital transformation of internal services and functions, helping the organisation become more efficient, data-driven, agile, and better equipped to deliver high-quality services to residents. This includes working with business leads and the IT Section to develop essential line of business applications, redesign workflows, automate processes, and improve system usability. Hours of work 36 hours per week. The post holder must be prepared to work outside normal office hours, including evenings, weekends, and Public and extra Statutory Holidays for which the appropriate payment will be made or time in lieu granted if relevant. Duration of Appointment Permanent. Work Pattern Flexi 36 hours Monday to Friday.
