BROTHERS OF CHARITY SERVICES IRELAND LIMERICK REGION Applications are invited for the following positions: Principal Social Worker Permanent Full Time Contract Limerick Services The Role: The Brothers of Charity Services Ireland Limerick Region provide a wide range of services to people with an intellectual disability and their families in Limerick city and county. The services range from Progressing Disabilities Services for children and a variety of programmes for adults devised according to the level of support that individuals require and priorities that they identify. Services for adults include day, residential, respite, a range of multidisciplinary supports and supports to people who live independently. Reporting/Responsible To: Director of Services Limerick Region Qualifications: Candidates must have a MSW or CQSW or a Letter of Accreditation issued by the National Social Work Qualifications Board (NSWQB). Candidates must be registered with CORU. Experience: Candidates must have at least 3 years work experience as a Senior Social Worker or Social Work Team Leader preferably in services for people with intellectual disabilities. Demonstrated experience in managing a team is essential. Skills: Candidates must demonstrate clear leadership and management abilities, be able to communicate effectively and to both lead, manage and work as part of a team. Candidates should demonstrate organisational skills together with up-to-date knowledge of current thinking and practice in services for people with learning disabilities, be highly motivated, flexible and committed to working as part of a team. Candidates must demonstrate a knowledge and understanding of the regulatory environment as it relates to the provision of Services to people who have intellectual disability. Working Hours: 35 hours per week Mon-Fri. Flexibility will be required and in order to meet service demands the Head of Social Work may be contacted outside of these hours in the event of an emergency. Annual Leave: 30 days per annum Remuneration: Department of Health Principal Social Worker salary scale - €80,299, €82,625, €86,255, €89,884, €93,512, €98,506 Tenure: This post is permanent, full-time and pensionable. Probation: A probationary period of nine months from the date of appointment applies to the post. JOB DESCRIPTION The Brothers of Charity Services Ireland model of service is based on Personal Outcome Measures requiring employees to be flexible both in their approach and their working hours to provide a quality service delivery for each individual. Specific Conditions: · Staff must have a positive attitude towards working with persons with an intellectual disability and help to ensure that they lead as normal and enjoyable a life as possible. · Staff must treat each person with an intellectual disability as an individual and at all times acknowledge and respect the rights and personal dignity of the person. · Staff are required to establish and maintain relationships with adults with disabilities that are based on respect and equality and that promote their independence. · Main duties and functions: · To manage and lead the Limerick Region Social Work team in fulfilling its agreed functions and its ongoing development. · To promote and support team development. · To liaise with Heads of Social Work colleagues in other regions of the Brothers of Charity Services and co-operate with the Brothers of Charity Services National Office as required. · To support the Designated Officer and the Senior Management team in developing a culture of safeguarding with the BOCSILR. · To keep up to date with developments in respect to safeguarding matters, findings of regulatory inspections and to ensure consistent approaches to safeguarding across the organisation. · To liaise with other senior personnel of other disciplines in ensuring the effectiveness of the multidisciplinary team. · To provide a leadership role in the role out of ADMA within BOCSILR. · To plan, organise, direct and co-ordinate the development, evaluation and management of the Social Work Service subject to the general direction of the Director of Services · To maintain up-to-date records and reports in accordance with the principles of the social work profession and provide relevant information and reports when required. · To manage the Social Work departmental budget · To carry a social work caseload in the Adult Services as required. · To organise the provision if required of social work services to any area of the Brothers of Charity Services Ireland Limerick Region · To promote appropriate service innovations · To ensure and plan for the provision of efficient and effective social work service to people supported and their families through the establishment of clear team goals within the social work team and the appropriate organisation of day-to-day operations carried out by social workers · To co-ordinate social work team activities, organise and chair team meetings. · To co-ordinate following through on matters arising and decisions taken at team meetings · To promote adherence to the Brothers of Charity Services Ireland Policies and Procedures · To document emerging trends and service needs and keep management informed of these trends. · To co-ordinate ongoing development plans for the service and advocate for resources and identify unmet needs. · To promote the Brothers of Charity Services Ireland commitment to community services and to support a network of community partnerships. · To ensure the rights of people supported and their families are respected · To provide supervision to the Social Work Team in the Brothers of Charity Services Ireland Limerick Region. · Chair the Assisted Decision Making (Capacity) Act Regional Committee and issue a plan of work on an annual basis. · Member of the Admissions Management Team. · To support and play a leadership role in the co-ordination and development of the Human Rights Committee (HRC) · Deputise for the Designated Officers as required. · To attend regular supervision meetings with the Director of Services. · To set clear goals for the team and review individual performance regularly, give constructive and specific performance feedback, and coach and develop individual staff. · To ensure that issues that arise under the grievance and disciplinary procedure are dealt with appropriately, promptly and reported promptly to Human Resources and senior management. · To participate as required in selection and recruitment of social work staff · To initiate, participate and co-operate in relevant research. · To facilitate and encourage opportunities on the data collection and training. · To liaise with the HSE and other relevant statutory and voluntary organizations · To contribute to the development of policies and procedures in line with good practice within the department. · To be conscious of health and safety matters in the workplace and, in particular, to comply with employees’ obligations as set out under the Safety, Health & Welfare at Work Act, 2005. To ensure, as far as possible, the safety of people supported and to report any potential hazards. · To ensure that all accidents/incidents to people supported, staff and visitors are reported promptly to the person in charge/deputy. · To operate within the policies and procedures of the Service at all times. · To promote dignity at work and show respect to people supported, colleagues and stakeholders in the course of duty. · To personally co-operate and engage with all mandatory training and ensure the participation of the social work staff in mandatory training. · To perform such other duties assigned from time to time by the Director of Services. The Role: The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered. The O&M team is responsible for the national delivery of water and wastewater operational services through the operation, inspection, maintenance & repair of the water and wastewater treatment and network assets. The Regional O&M Team has a regional remit and is responsible for the regional operational management of water or wastewater treatment and network assets and the associated delivery of water/wastewater services through operational, maintenance and repair activities, while managing health and safety. The team is also responsible for the implementation of the regional operations, maintenance and repair plan that forms part of the national operations, maintenance and repair plan, contributing to the development, management, implementation and approval of same. Managing change and transformation activities is a key aspect of this team's responsibility particularly in the initial phases as the regional operations team splits into separate water and wastewater teams and ways of working are standardised. Reporting to the Water Conservation Lead the Water Network Maintenance and Repair Team Lead has a remit over a geographical area and is responsible for overseeing planned and reactive maintenance and repair activities across the network infrastructure in a safe manner. The Water Network M&R Team Lead will be responsible for leading, supporting and developing a team of Network M&R Operatives and provide them with the necessary direction and skills in order to ensure the provision of maintenance and repair services across the water network. Out of hours working will be required and appropriate overtime rates will apply. Main Duties and Responsibilities: Operational Responsibilities: • Responsible for leading and managing the performance of a team of network operatives across the across the water infrastructure and to provide them with the necessary direction and skills in order to ensure the provision of services in a geographical area. • Ensure data capture on issues that are relevant to contribute to the development of operational, maintenance and repair plans. • Responsible for the management and replacement of failed or failing assets e.g. repairs of bursts and leaks, water mains replacements, customer boundary box, valves, hydrants, meters, short pipe lengths, booster pumps and all ancillary equipment, in order to deliver consistent customer service. This will include the management of any contractors employed to assist in such works. • Manage and organise the maintenance and repair of newly commissioned / upgraded assets as required by undertaking appropriate site training and supporting adequate resourcing. • Develop the skills of team members through provision of coaching and training in all aspects of the operation of relevant works. • Safeguard the team works in accordance with defined levels of operational competence, hygiene code of practice, health and safety requirements and legislation, QA systems and standard operating procedures using the technology systems provided while ensuring all information is accurately reported and promptly recorded for audit purposes. • Responsible for undertaking and reviewing administrative tasks, including the review of timesheets, work orders, H&S records and inventory management using the technology systems provided. • Participate where required in the application of Road Opening Licences and liaising with Operation Support Team of provision of information necessary. This will include any follow ups measures as required including the management of temporary & permanent reinstatement. • Contribute to the development of task schedules and standard operating procedures for the provision of network services that maximise quality of output, efficiency and support the adoption of processes. • Responsible for monitoring and reporting KPIs for processes over which they have ownership. • Participate in out of hours working as required. Budget Management: • Responsible for the management of costs associated with the Network Maintenance & Repair team. • Co-ordinate the effective and efficient use of budgetary resources including inventory management, through team meetings, productivity management, utilisation of vehicles and euipment (both fleet or hired), implementation of work tasks and monitoring of water network operations. Customer and Incident Management: • Manage proactive and reactive activities to deliver consistent customer service. • Responsible for the investigation of complaints regarding water services including various internal and external stakeholder engagement. • Responsible for inputting updates into the Uisce Éireann outage management system including various internal and external stakeholder engagement as required. • Support in the coordination of incident and emergency response, ensuring all health and safety standards are met and pollution classifications are consistent, in conjunction with the Pollution Control Coordinator. Health and Safety: • Ensure all health and safety inductions are completed and that all equipment is provided, appropriate to the job and necessary calibrations periodically. • Responsible for the implementation of the Construction Regulations including undertaking of duties assigned under the Regulations, as per Uisce Éireann policies, safety statements and plans. Oversee policy implementation and best practice standards including safe working practices. • Ensure all health and safety and procedures are adhered to including traffic management plans, risk assessments (Safe System of Work Plan), use of PPE etc. • Responsible for ensuring personnel have relevant safety skills, training and associated documentation, including Safe Pass cards and, where relevant, Construction Skills Certificate cards • Identify hazards and assess risks for Operational areas of responsibility. • Carry out any other duties deemed necessary and / or required which your line manager may reasonably request. General Duties and Responsibilities: • Collaboration with key internal stakeholders across the UÉ business • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives. • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team. • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation. • Other duties as required. St. Columcille’s Hospital has a National Speciality in Obesity and Gender management and is a referral centre for bariatric surgery. Specific to the Diabetic Services The Diabetes Service in St Columcille’s Hospital (SCH) is a tertiary referral service for Type 1 (T1DM) and complicated Type 2 diabetes (T2DM) that cannot be managed in the community. The service has 4963 registered patients - 672 of which have T1DM with 371 of those using intensive insulin approaches. We provide advanced diabetes interventions in keeping with those seen in many but not all Level IV hospital units. Patient empowerment through education, active questioning and enhanced support is central to our approach. The team at SCH has a very close working relationship with community and primary care colleagues. The diabetes service is delivered principally via outpatient clinics but also provides inpatient monitoring for all patients admitted with diabetes. The service is delivered using an MDT approach composed of many disciplines which include, nursing, medical, clinical nutrition, and podiatry. Nurse led clinics take place daily for follow up of acute problems and assisting with behavioural changes in clients struggling with their diabetes. Remuneration The Salary Scale for cANP (as at 01/08/2025) is: €70,725 72,124 75,662 77,054 78,454 79,872 The salary scale for RANP (as at 01/08/2025) is: € 71,408 72,792 74,125 78,221 79,511 81,009 82,410 83,801 88,12 Candidates who are successful at interview and subsequently meet the necessary registration requirements with NMBI will automatically be appointed into the approved post of RANP. New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, Local Authorities, Health Service and other Public Service Bodies and Statutory Agencies. Working Week The standard working week applying to the post is to be confirmed at Job Offer stage. Annual Leave The annual leave associated with the post will be confirmed at Contracting stage. Superannuation This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st of January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004 Age The Public Service Superannuation (Age of Retirement) Act, 2018* set 70 years as the compulsory retirement age for public servants. * Public Servants not affected by this legislation: Public servants joining the public service or re-joining the public service with a 26 week break in service, between 1 April 2004 and 31 December 2012 (new entrants) have no compulsory retirement age. Public servants, joining the public service or re-joining the public service after a 26-week break, after 1 January 2013 are members of the Single Pension Scheme and have a compulsory retirement age of 70. Probation Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71. Protection for Persons Reporting Child Abuse Act 1998 As this post is one of those designated under the Protection for Persons Reporting Child Abuse Act 1998, appointment to this post appoints one as a designated officer in accordance with Section 2 of the Act. You will remain a designated officer for the duration of your appointment to your current post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. Mandated Person Children First Act 2015 As a mandated person under the Children First Act 2015 you will have a legal obligation: • To report child protection concerns at or above a defined threshold to TUSLA. • To assist Tusla, if requested, in assessing a concern which has been the subject of a mandated report. You will remain a mandated person for the duration of your appointment to your current post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. Infection Control Have a working knowledge of Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role. Health & Safety It is the responsibility of line managers to ensure that the management of safety, health and welfare is successfully integrated into all activities undertaken within their area of responsibility, so far as is reasonably practicable. Line managers are named, and roles and responsibilities detailed in the relevant Site-Specific Safety Statement (SSSS). Key responsibilities include: • Developing a SSSS for the department/service[1], as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work. • Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems of Work (SOW) that are planned, organised, performed, maintained, and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection. • Consulting and communicating with staff and safety representatives on OSH matters. • Ensuring a training needs assessment (TNA) is undertaken for employees, facilitating their attendance at statutory OSH training, and ensuring records are maintained for each employee. • Ensuring that all incidents occurring within the relevant department/service are appropriately managed and investigated in accordance with HSE procedures[2]. • Seeking advice from health and safety professionals through the National Health and Safety Function Helpdesk as appropriate. • Reviewing the health and safety performance of the ward/department/service and staff through, respectively, local audit and performance achievement meetings for example. Ethics in Public Office 1995 and 2001 Positions remunerated at or above the minimum point of the Grade VIII salary scale (€69,676 as at 01.10.2020) are designated positions under Section 18 of the Ethics in Public Office Act 1995. Any person appointed to a designated position must comply with the requirements of the Ethics in Public Office Acts 1995 and 2001 as outlined below: A) In accordance with Section 18 of the Ethics in Public Office Act 1995, a person holding such a post is required to prepare and furnish an annual statement of any interests which could materially influence the performance of the official functions of the post. This annual statement of interest should be submitted to the Chief Executive Officer not later than 31st January in the following year. B) In addition to the annual statement, a person holding such a post is required, whenever they are performing a function as an employee of the HSE and have actual knowledge, or a connected person, has a material interest in a matter to which the function relates, provide at the time a statement of the facts of that interest. A person holding such a post should provide such statement to the Chief Executive Officer. The function in question cannot be performed unless there are compelling reasons to do so and, if this is the case, those compelling reasons must be stated in writing and must be provided to the Chief Executive Officer. C) A person holding such a post is required under the Ethics in Public Office Acts 1995 and 2001 to act in accordance with any guidelines or advice published or given by the Standards in Public Office Commission.
