Cemetery Operative
Post Status: This is a permanent post. Employment will be subject to Mid and East Antrim Borough Council being satisfied with the successful completion of a probationary period of six months. Location: The location of this post is within the Ballymena, Larne and Carrickfergus area but may be required to report and work in any area of the Borough. All premises are wheelchair accessible and there are accessible toilets. Salary: Scale 4 and in the range SCP 9–13. Currently £26,409 to £28,163 per annum. The starting salary is normally at the base of the salary scale. A higher starting salary may be awarded in exceptional circumstances where the decision to do so can be justified. Main Purpose of the Job The Cemetery Operative will assist the Cemetery Team Leader to ensure the implementation of safe and efficient procedures and to maintain a high standard of service and successful operational delivery. Responsible for ensuring a dignified and sensitive customer-focused approach with funeral directors, clergy, the bereaved, and all other stakeholders to the cemeteries at all times. Ensure effective communication with cemetery users, other members of the team, and line management. Main Duties and Responsibilities 1. Service Delivery 1.1. Assist with the general upkeep and maintenance of all cemetery sites and facilities across the Borough in accordance with service requirements and in line with good horticultural practice. This includes the removal of litter, rubbish, and dog fouling; the emptying of all litterbins; tidying and cleaning stores and toilets within buildings; and undertaking memorial safety inspections. 1.2. Liaise with all relevant parties pertaining to all burials and masonry work within cemeteries (Cemetery Administration Office, Undertakers, Clergy, Stonemasons, etc.). 1.3. Responsible for the interpretation of maps and registration books, and for marking out graves prior to starting excavation works; report any irregularities (including damage or vandalism of headstones or surrounds). 1.4. Dig graves, both mechanically and by hand, to the required depth; prepare and present the grave before committal; assist in the transfer of remains for committal. Carry out exhumation as and when required. 1.5. Backfill graves immediately after committal, removing all excess spoil and leaving the site in a clean and safe manner. Place floral tributes in a presentable manner on or around the backfilled area. 1.6. Maintain and keep safe all cemetery maps, detailed records of grave plots (including depths), and other records appropriate for the upkeep of the cemetery. This includes uploading information onto the Council’s Cemetery Management software. 1.7. Provide help and assistance to members of the public in a sympathetic and courteous manner. 1.8. Operate all machinery, tools, and equipment in a safe and appropriate manner, in accordance with the manufacturer’s recommendations and with due regard for health and safety. 1.9. Maintain various types of plant and equipment in satisfactory condition: conduct daily vehicle checks; report all known defects to the Cemetery Team Leader; change blades and spark plugs on pedestrian lawn mowers; oil and grease tools and machinery; clean and store all vehicles, machinery, and equipment after use. 1.10. Carry out general horticultural duties such as grass cutting, hedge cutting, pruning, weeding, and planting flowers, trees, and shrubs. Maintain all seasonal bedding and shrub beds and dispose of all waste plant and shrub material at a designated site location. 1.11. Work as part of a mobile team at any cemetery within the Borough, including the transportation of plant and vehicles to and from cemeteries and inspection/repair centres. 1.12. Work outside normal working hours, including weekends when required (this will involve grave digging at weekends, on public holidays, and for late burials). 1.13. Use a wide range of pesticides in the control of weeds throughout cemeteries using knapsack sprayers, CDA & granular applicators. Ensure compliance in the recording of chemical usage in accordance with relevant legislation, and carry out environmental risk assessments as part of these duties. 1.14. Assist in the direction of staff placements/agency workers in line with relevant Health & Safety policies and procedures. 1.15. Assist the Grounds Maintenance Parks Team as and when required. 2. Quality 2.1. Adhere to and comply with all Council policies and procedures relevant to this role, including arrangements for health and safety and risk management. 3. Performance Improvement 3.1. Participate in the formulation, implementation, and evaluation of the Department Business Plan and relevant Service Plans, responding to changing trends and citizen needs. 3.2. Achieve high standards of personal performance through meeting agreed personal targets and undertaking planned programmes of professional development. 3.3. Examine opportunities to gain efficiencies and improve effectiveness including collaborative partnerships, joint working, and other innovative approaches to achieve best value in the use of public money. 4.
