The vison of the ‘Progressing Disability Services for Children and Young People’ Programme is that each child or young person with a disability is supported to achieve their full potential. In line with the National Policy on Access to Services for Children and Young People with Complex Needs: · Children with non-complex needs will receive their services at Primary Care services level. · Children with complex needs will receive their services at Children’s Disability Network Team level Specialist supports will be developed in each CHO area to provide · Training and consultation for Primary Care services and Children’s Disability Network Teams and/or · Direct intervention for children where and when necessary to respond to the exceptional complexity or specialist nature of their needs. The Children's Disability Network Team or Primary Care services will remain the service provider for these children with a disability and their families. Disability Network teams can and should as specialist services provide for children with complex needs. These teams will be appropriately resourced in numbers and competencies over time. Clinical Governance and Assurance will be overseen by the CHW Disability Governance Group, the Children’s Disability Clinical Advisory group and the CDNT Training & Supervision working group. Key Working Relationships The SLT Clinical Specialist will work closely with members of the multi-disciplinary teams working with children with complex FEDS needs. She/he will also liaise with colleagues in the acute hospital services. Purpose of the Post The t Speech and Language Therapist, Clincial Specialist will work with children aged 0-18 years with complex FEDS needs. The post is pensionable. A supplementary panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. Probation Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71. Key responsibilities include: · Developing a SSSS for the department/service[1], as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work. · Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems Of Work (SOW) that are planned, organised, performed, maintained and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection. · Consulting and communicating with staff and safety representatives on OSH matters. · Ensuring a training needs assessment (TNA) is undertaken for employees, facilitating their attendance at statutory OSH training, and ensuring records are maintained for each employee. · Ensuring that all incidents occurring within the relevant department/service are appropriately managed and investigated in accordance with HSE procedures[2]. · Seeking advice from health and safety professionals through the National Health and Safety Function Helpdesk as appropriate. · Reviewing the health and safety performance of the ward/department/service and staff through, respectively, local audit and performance achievement meetings for example.
