The Team Leader will provide leadership and supervision to teams while ensuring the development of the service in line with national standards and best practice. Relief School Warden
SECTION 1: THE ROLE Each local authority can arrange with An Garda Síochána for School Traffic Wardens to patrol places where school children cross public roads. The school traffic warden’s role is to ensure that primary-school children cross public roads safely on their way to and from school. The Gardaí and School Traffic Wardens are the only officials in Ireland who have the authority to stop other vehicles on public roads. The law governing the appointment of School Traffic Wardens is the Road Traffic Act, 1961 (Section 96). School Traffic Wardens usually work in the mornings, at lunchtime, and in the evenings, when children are most likely to cross the road to go to or from school. School Traffic Wardens wear a distinctive uniform (a high-visibility coat and hat). They must also carry a distinctive sign (a white disc with a red border and the word “Stop” in the centre). By displaying this sign, the school traffic warden has the power to stop traffic to enable schoolchildren to cross the road in safety. Traffic must remain stopped as long as the warden displays the sign. SECTION 2: DUTIES The duties shall be such as may be assigned to the officer from time to time by the local authority. These duties may include: Reporting for duty promptly at the specified times and locations assigned, under the direction of the Supervisor. The Warden must operate strictly in accordance with the instructions for School Wardens (as per Garda/Cork County Council training) at all times. The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees, and the general public, at all times in compliance with Cork County Council’s Health and Safety Management System. Working in a safe manner, in full compliance with relevant safety legislation and construction regulations, will be the primary responsibility of all School Wardens. The school warden will use the statutory uniform and equipment provided for the safety of yourself, children, and all other members of the public, especially when stopping traffic on the public roadway. This requires carrying the official Stop sign at all times and ensuring that the uniform is kept in a clean, neat condition. Maintain control over children who are awaiting instructions to cross. If the Warden has any trouble in controlling, or encounters disobedience by children, they should inform the Principal of the school concerned. Any disobedience by traffic in general should be reported forthwith to An Garda Síochána. The Warden should never break up organised convoys, weddings, funerals, parades, or hold up fire appliances or ambulances for the purpose of allowing children to cross, but should wait for suitable opportunities when they have passed. Report any problems or difficulties to the Local Municipal District Roads & Engineering Offices. All accidents at the crossing point involving the Warden in the operation of duties must be reported immediately after the duty period by telephone to the Local Municipal District Roads & Engineering Offices. All relevant details must be recorded including car make/model, registration number, name of drivers/pedestrians involved, time and date of accident. The names/addresses of any witnesses must also be recorded and a written report submitted within 3 days. The Warden must not attempt to apportion blame to any person nor admit liability on his/her own part or the Council’s. Any changes made by the school to class times affecting duty periods must be notified to the Local Municipal District Roads & Engineering Offices. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. The Council reserves the right to retire a Warden who, in the opinion of the Council’s medical advisor, is medically unsuitable to discharge duties effectively due to age or infirmity. Education / Experience Each candidate must have a good general education of a sufficient standard to enable that person to understand fully and carry out the duties of the post. An ideal candidate will: A. Operate at all times at the designated crossing point. This crossing point cannot be altered, even temporarily, by any person/body other than Cork County Council (with Garda approval). B. Comply with safety policy and directives in force and must wear the uniform and carry the sign at all times while on duty. C. Ensure compliance with organisational policies, procedures, and legislation. D. Co-operate with the familiarisation/instruction of other employees where appropriate. E. Manage and maintain resources effectively and efficiently. Age Age restrictions shall only apply where the candidate is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. SECTION 4: TENURE The employment is for the duration of the school year. The employment is part-time and pensionable. A panel may be formed to fill these positions. Sick leave does not apply to this part-time employment; however, depending on hours worked, a warden may be entitled to claim Disability Benefit from the Department of Social Welfare. The local authority shall require the person appointed to take up the position within a period of not more than one month. If they fail to take up the appointment within such period, or such longer period as the local authority may determine, the local authority shall not appoint them. SECTION 5: SALARY The wage for the post is: €19.65 basic per hour. Payment will not be made in respect of normal school holiday periods, i.e. summer, Christmas, or Easter. The wage shall be fully inclusive and may be adjusted from time to time. Holders of the office shall pay to the local authority any fees or monies payable or received by virtue of their office or required by law to be performed. The contract may be terminated at any time subject to normal legal requirements. SECTION 6: LOCATION OF POST The person appointed will provide cover, as required, for: The initial Relief School Warden position will be based in Midleton. However, any panel formed may be used to fill future vacancies for Relief School Warden East Cork MD that may arise during the lifetime of the panel, e.g. Aghada, Castlemartyr, Cloyne, Midleton, Youghal. Cork County Council reserves the right to assign you to any department, premises, or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Holders of the office shall reside in the Municipal District in which their duties are to be performed or within a reasonable distance thereof.

The Role: The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered. The Operational Leakage function monitor the performance of the network in relation to water conservation and leakage, ensuring risks to service continuity are identified and managed and that the Customer first approach is at the forefront of Asset Operations activities. This will include the performance of the asset base, optimising production and managing network integrity during interventions. The Operational Leakage team play a key part in ensuring the operation of UÉ’s asset base and the quality of the data that is utilised by the Asset Operations, Asset Planning, IDD, telemetry and NOMC teams. Reporting to the Leakage Maintenance and Repair Team Lead, the Leakage Maintenance and Repair Senior Operative role provides day to day leadership and direction on the ground to ensure consistent delivery of water services. Out of hours working will be required and appropriate overtime and standby rates will apply. Main Duties and Responsibilities: • Supervise the planned and reactive maintenance and leakage repair activities across the water network infrastructure in a safe and hygienic manner including repairs of bursts and leaks, water mains and services and associated fittings replacements, water meters and customer boundary box, cleaning of service reservoirs, replacing valves and hydrants, and undertake tests following repairs to pipes and pumps, in order to deliver consistent customer service. • Ensure the prompt response to alarms, the provision of emergency cover and resolution of issues and incidents on water network infrastructure assets. • Direct the maintenance and repair of non-domestic water meters, including undertaking site investigations and removing and replacing meters, liaising with the Metering Services team as appropriate. • Supervise the teams to inform the customer about issues and resolutions, investigate and follow up on escalated customer complaints/local representative in order to support the delivery of a consistent customer service and manage the risk associated with public health and compliance. • Support Customer teams including Key Account Managers and Customer Service with any customer issues/queries or where works impact customer service delivery in the area. • Oversee teams to promptly record and accurately report relevant information in relation to the operation of the water network using the technology systems provided including logging investigations and raising requests for follow on work orders and updating H&S records and inventory management where required. • Monitor all works undertaken, manage the requisitions for materials in your teams and ensure details are accurately recorded on or off system as required ensuring all incidents are recorded in detail with the circumstances of same. • Ensure adherence and compliance with all health and safety procedures and perform risk assessments (Safe System of Work Plan), use of PPE, and required duties under the Construction Regulations • Ensure the operations of Uisce Éireann vehicles and machinery in a responsible manner in line with all relevant Uisce Éireann vehicle, health, safety and security policies, ensuring stock levels in vehicles are sufficient to perform work where required. • Ensure adherence of teams to allocated task schedule, standard operating procedures and close out of work orders on completion of task, supporting the roll out and development of standard operating procedures when required. • Work with third parties/contractors to support undertaking activity on the network. • Issue permits to work to all relevant contractors and ensure they follow health and safety procedures. • Engage with internal and external stakeholders as required. For example, Landowners, relevant Uisce Éireann personnel, third parties/contractors. • Ensure the tracking and monitoring of team activities, update timesheets, sign off on time and attendance and performance evaluation and support your line manager with the generation of any ad hoc reporting and/or performance management as required • Drive the efficiency of all the works carried out by teams under your leadership, regularly inspecting works carried out and tracking the training required to be delivered to your teams. • Provide cover and support to other water operations teams as required which may involve taking additional duties to cover annual leave or sickness etc. General Duties and Responsibilities • Collaboration with key internal stakeholders across the UÉ business. • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team. • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives. • Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation. • Other duties as required. Knowledge, Skills and Experience: • Secondary level education or equivalent work experience • Minimum two years relevant experience working in a similar role • Full, clean and valid Irish category B driving licence is minimum requirement.
