SECTION 1: THE ROLE The Assistant Arts Officer will have a key role in Cork County Council’s Arts Office. The Arts Office is a unit of the County Library and Arts Service within the Directorate of Climate Action and Emergency Services. The Assistant Arts Officer will report to the Council’s Arts Officer and County Librarian. The role will support strategic planning for the development and delivery of arts services, delivery of socially engaged, community focused arts programmes at a divisional and municipal level. The Arts Office team is responsible for the delivery of arts services and development of arts initiatives that contribute to the quality of life and environment for the citizens of the county. We work to make the county a culturally and artistically vibrant place where the arts are valued, supported and integrated. SECTION 2: DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office: To support Cork County Council in the ongoing development and delivery of arts services provided by the local authority; To have responsibility for the delivery of arts projects, programmes and tasks that will be assigned from time to time at the discretion of the local authority; To manage the delivery of projects to a high artistic standard within budget and within prescribed timeframes as determined by the local authority; To provide technical and administrative reports relating to the arts as may be required by Council Management or designated committees of the local authority; Work with the Library and Culture and Creativity teams to support the integrated design and delivery of shared programmes and other initiatives arising from the County Creative Ireland Programme; Carry out all duties in compliance with appropriate procedures including procurement of services, management of budgets, health and safety and the maintenance of records and information; Represent the Arts Office and Cork County Council at public functions, meetings, internally across the organisation and with external agencies, where required; To engage with the public, artists and members of the community in a professional manner at all times; To support engagement between the local authority and other national and local agencies in the development of arts provision for the county; To assist in the preparation of plans for the development of the arts as may be required by the local authority; Any other duties that may be required by the local authority in the delivery of its arts service remit; Organising and managing events held by the Arts Office in accordance with appropriate Health & Safety guidelines and event plan management; Work with the Arts Office team to compliment and support the design and delivery of a new Arts Office led programmes and policy initiatives; To carry out any other duties as may be assigned from time to time. Required Skillset In the context of the key duties and responsibilities for the post of Assistant Arts Officer listed above, the ideal candidate should demonstrate through their application form and at the interview that they have the following knowledge, experience, skills and competencies: • Have an understanding of the structures and functions of local government, in general, and the strategic policies and objectives supporting the development and delivery of local arts services in particular, and the role which the Asst. Cork City Council operates a ‘Place Finder’ service to identify and source private rented accommodation, with the aim of transitioning individuals and families directly from homeless services into the private rented sector under the Housing Assistance Payment (HAP) Scheme. The HAP Place Finder Administrator (Grade V) will engage directly with letting agencies, private landlords, service providers, An Garda Síochána, support agencies, and individuals and families in homeless services. In addition, the role involves producing statistical analyses and reports to meet the requirements of both the Council and the Department of Housing, Local Government and Heritage. DUTIES AND RESPONSIBILITIES The key duties and responsibilities of the HAP Place Finder Administrator (Grade V) include: • Identify and source private rental properties and engage with prospective landlords. • Negotiate rent in line with Housing Assistance Payment (HAP) rent limits for Cork City (effective from 1st July 2025) and ensure rates comply with Rent Pressure Zone regulations. • Meet with homeless clients and match their needs, including affordability, to suitable vacant properties. • Ensure all forms are correctly completed and track accompanying documentation. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. SECTION 8: WORKING HOURS The successful candidate will be required to work 39 hours per week, Monday to Friday: • Monday – Thursday: 8.30 a.m. to 5.00 p.m. • Friday: 8.30 a.m. to 4.00 p.m. You may be required to work overtime outside of normal working hours as required by his/her Supervisor. These arrangements may be varied and you will be notified of any variation as required. SECTION 9: ANNUAL LEAVE The current annual leave entitlement is 25 days per annum inclusive of Good Friday. Title of Post: Psychologist, Senior, (Adult – Long Covid & Infectious Diseases), Cork University Hospital This is a temporary 1 xWTE vacancy to cover a career break and will be based in the Long Covid Service, led by the LiaisonPsychiatry Service at Cork University Hospital. A panel may be formed as a result of this campaign for Cork University Hospital from which current and future, permanent and specified purpose vacancies of full or part-time duration may be filled. Details of Service: A dedicated Senior Psychologist role will be split between the Long Covid Service and Infectious Diseases. They will provide clinical assessment and intervention to patients referred to these services. They may also be able to provide outreach and support clinical care pathways to patients from other hospitals in the Region The Senior Psychologist will work with the Liaison Psychiatry team whom operationally lead the Long Covid service. The psychologist will report professionally to the Principal Psychology Manager, Hospital Psychology Department at Cork University Hospital. The Liaison team itself provides an important role in triaging referrals and determining which patients would benefit most from psychological input. Liaison Psychiatry services at Cork University Hospital already provide assessment and treatment of individuals with mental health need referred from the hospital wards (including ICU), the Emergency Department and OPD (weekly neuropsychiatry, psych-oncology & general liaison clinics, monthly functional GI clinic). Purpose of Post: The purpose of this post is to support a psychological recovery service for patient presenting with Long Covid. This service is led by the Liaison Psychiatry Service at CUH. The Senior Psychologist will: · Work primarily with identified patients who have had psychological complications following COVID19 infection. · Will contribute to and support the psychological and cognitive assessment of all patients, both transferred to other wards and post discharge as required. · Will play a key role in the multidisciplinary team (MDT) and will offer consultation on matters such as communication, sleep, effects of sedation, anxiety, stress, mood, delirium, and family issues. · Will work with colleagues in physiotherapy, occupational therapy to enable functional rehabilitation will offer consultation and clinical follow up where appropriate to patients attending post COVID-19 clinics in CUH. Additionally, the post holder will provide a psychological service to patients under the care of the Infectious Diseases department (with an interest in HIV). Six Health Regions have been established within the HSE, on the basis of the geographical boundaries agreed by the Government in July 2019 and they will be operational from 2024. Each Health Region will be tasked with population specific planning resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision-making closer to the frontline. Health Regions will enable and empower staff to provide services that are: · Integrated, locally planned and delivered · Easier to access and navigate Available closer to home Health Regions are geographically based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation, with more service provision developed at a local level. The HSE South West health region will manage and deliver all public health and social care services in Cork and Kerry . HSE South West includes all hospital and community healthcare services in the region. This includes: · South / South West Hospital Group S/SWHG · Cork Kerry Community Healthcare CKCH The Department of Population and Public Health is also now aligned with this health region. CUH is the tertiary referral centre for the HSE Southern area, and the supra-regional area of Limerick, Clare, Tipperary, Waterford and Kilkenny.
