SECTION 1: THE ROLE Cork County Council is seeking applications from suitably qualified candidates who wish to be considered for inclusion on a panel from which vacancies for Mechanic may be filled. The initial position to be filled will be based at Victoria Cross Machinery Yard, Cork; however any panel formed may be used to fill any vacancies that may arise during the lifetime of the panel at the council’s machinery yards at Skibbereen Machinery Yard and Newberry Machinery Yard, Mallow, Co. Cork. Fleet Overview The Fleet Management Unit, FMU, is tasked with the provision, management and maintenance of the local authority fleet, consisting of circa 700 vehicles, for the service delivery of local authority operations, by its direct labour force, within its various program groups, such as Roads, Environment, Housing & Library services. The FMU section is tasked with ensuring that this fleet is maintained in accordance with Commercial Vehicle Registration Testing (CVRT) legislation and to Road Safety Authority and RSA standards, whilst also ensuring that FMU staff operate in accordance with Safety Management Systems (SMS), so as to comply with Health and Safety Authority (HSA) standards, whilst also operating the fleet service in an efficient and sustainable manner. The fleet comprises of small vans, large vans, 4x4s, pick-ups, velocity patchers, tipper trucks, tar sprayers, mobile library vehicles, suction sweepers, graders, salters, dumpers, loaders, ride-on lawnmowers, EVs and miscellaneous Items. There are three machinery yards in Cork County Council based in Mallow, Victoria Cross and Skibbereen. SECTION 2: DUTIES The person employed will be required to carry out maintenance, repairs, and complete overhaul of all types of existing vehicles, plant and machinery within the fleet. Mechanics currently carry out such work on heavy-duty diesel and petrol vehicles and equipment and will also be required to undertake training/re-skilling as necessary to do so on any electric and/or alternatively fuelled vehicles introduced to the council’s fleet. The appointee will discharge these, and any/all other duties assigned to them by the Garage Foreman Mechanic and/or Plant Store Superintendent. These duties will include, but will not be limited to the following:- 1. Driving, maintenance and due care of all appropriate Council fleet; 2. Keeping records of jobs and materials used as required for costing purposes 3. Completion of Job Cards and sign-off (both hardcopy & electronically); 4. Being responsible for custody and charge out of materials in his/her care from stores, and for the keeping of records necessary in relation to same; 5. Keeping such work records, work schedules and worksheets as required 6. Furnishing all reports and returns as required on plant and transport to his/her immediate Line Manager; 7. Undergoing training at assigned destinations in relation to new systems, processes, devices and equipment and utilise such systems, processes, devices and equipment in the course of work; 8. Complying with all requirements of the Performance Management Development System operated by Cork County Council; 9. Being available for and performing assigned duties on any out-of-hours on-call roster in operation; 10. Providing his/her own comprehensive set of tools/toolbox and ensuring same are maintained and in good order; 11. Completing such risk assessments and risk assessment reports, including daily walk-around checklists, as are required for compliance with the Council’s Occupational Safety, Health, and Welfare Management System and/or designated Safety Management System; 12. Performing all assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the general public, at all times in compliance with Cork County Council’s Health & Safety Management System; 13. Participating in corporate activities and responsibilities appropriate to their grade 14. Undertaking any other duties of a similar level and responsibility as may be required, or assigned, from time to time; 15. Deputising for other employees of a higher grade as required. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS 1. Character Each candidate must be of good character. 2. Health Each Candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Experience Each candidate must, on the latest date for receipt of completed application forms – a) Have a standard of education sufficient to enable him/her to efficiently carry out his/her duties, to complete all job related paperwork (Job cards, service reports etc) in line with organisational policy. b) Proven ability to work independently, accurately and efficiently under challenging time constraints. c) Have good knowledge and experience in repairing, maintaining and roadworthiness test preparation of heavy goods vehicles and plant & machinery. d) Have good knowledge, experience and understanding of HGV and plant & machinery electrics/electronics/diagnostics, pneumatics and hydraulics. e) Adequate experience in the use of diagnostic equipment and a systematic approach, ensure vehicle faults are diagnosed and rectified correctly in accordance with manufacturers specification. f) Possess knowledge of the requirements of the Road Safety Authority (Commercial. Vehicle Roadworthiness) Act 2012. g) Candidate must be available to respond to Emergency call-outs. h) Candidate must be computer literate. i) Achieved a recognised apprenticeship in an appropriate trade. An ideal candidate will: a) Desirably have experience of working with different makes and models of vehicles; b) Have a good general understanding of the workings of pumps, petrol and diesel engines including light duty petrol engines; c) Be capable of reading and translating into effect working drawings for the maintenance and repair to pumps, mechanical parts etc; d) Be conversant with and have some experience of MIG, TIG and arc welding and also have experience in simple gas/acetylene cutting and welding; e) Be capable of carrying out repairs to bodywork and coachwork. 4. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. 5. Licence Candidates shall possess a full current category B Driving Licence without any endorsements. It is highly desirable to hold a current full European Communities Model Licence Category “C”, free from endorsement. The successful candidate, if not a current C licence holder must obtain the C licence within 6 months of commencement. SECTION 4: TENURE The position is permanent and fulltime. The post is pensionable. A panel may be formed to fill vacancies for Mechanic which may arise during the lifetime of the panel. The local authority shall require person to whom an appointment is offered to take up such appointments within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. SECTION 5: REMUNERATION The Wages scale for the post is: €788.63 - €908.30 per week €788.63 – €810.89 – €864.38 – €869.92 – €875.36 – €880.87 – €886.36 – €891.85 – €897.34 – €902.84 – €908.30 (Maximum). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at a minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 6: LOCATION OF POST The initial position to be filled will be based at Victoria Cross Machinery Yard, Cork; however any panel formed may be used to fill any vacancies that may arise during the lifetime of the panel at the council’s machinery yards at Skibbereen Machinery Yard and Newberry Machinery Yard, Mallow, Co. Cork. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. SECTION 7: WORKING HOURS The successful candidate will be required to work 39 hours per week. All hours worked will be subject to the provisions of the organisation of Working Time Act 1997 and Organisation of Working Time Act (Regulations) 2001. You may be required to work overtime outside of normal working hours and may also be requested to respond out of hours to breakdowns as required by his/ her Supervisor. These arrangements may be varied and you will be notified of any variation as required. SECTION 8: ANNUAL LEAVE The current annual leave entitlement is 25 days per annum including Good Friday. Notice of intention to take leave shall be given to the council at least two weeks before proposed leave commences. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997(as amended).

Retained Firefighter

QUALIFICATIONS 1. Character Each candidate must be of good character and the successful applicant may be subject to Garda Vetting prior to any appointment being confirmed. 2. Age Each candidate must be at least 18 years of age on 1st May, 2025. Retirement age for Retained Fire-fighters is 55 years of age (up to 62 years of age subject to conditions). 3. Health Each candidate must be free from any defects which would render that person unsuitable to perform the duties of the post and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. For the purpose of satisfying this requirement, it will be necessary to undergo at the candidate’s own expense an initial medical examination, by a qualified medical practitioner to be nominated by Cork County Council. Note the requirement to complete and pass the Chester Step Test detailed below. On taking up appointment, the expense of the medical examination will be refunded to the candidate. Retained Fire-fighters will be required to undergo regular and ad-hoc medical examinations at any time. Given the strenuous nature of fire-fighting duties the medical examination will be of a very thorough nature. Please note that the following disabilities will render an applicant unsuitable for firefighting duties and will lead to disqualification at the examination. 1. history of epilepsy 2. Alcohol or drug dependency 3. obesity 4. Chronic bronchitis or asthma or other disabling disease of the lungs 5. organic disease of the cardio vascular system 6. diabetes mellitus 7. unaided vision less than 6/12 in either eye 8. inability to hear a forced whisper or conversational voice separately in either ear at 20 feet; 9. evidence of labyrinthine disturbance 10. a history of vertigo or an illness which would affect sense of balance 11. history of mental instability Please note that it is recommended that Retained Fire-fighters be vaccinated against the Hepatitis B Virus and in this connection the vaccine will be made available free of charge to successful candidates. Fitness Test Part of the pre-employment medical examination includes completing the fitness test. Candidates successful at interview must successfully complete the fitness test prior to employment being offered. The fitness test at the recruit medical is the Chester Step Test. The Chester Step Test measures aerobic capacity and fitness and entails a moderately vigorous level of physical activity. The level of fitness needed to pass this test requires regular exercise and the test pass level is difficult to achieve if the candidate does not already have a good level of physical fitness prior to the test. Medical examiners advice is that fitness needed for this test does not come overnight; realistically it takes at least a few weeks and often longer to appreciably improve your fitness level. Candidates who fail the initial Chester Step Test will be offered one further fitness test only. This may be a Chester Step Test or a Shuttle Run test, as determined by Cork County Council. No further retests will be offered. 4. Residence/Availability Only applicants from competent persons who reside and work within 2 miles of the fire station of the relevant unit and whose ordinary activity does not take them away from the town, in which a brigade is located, will be considered. On receipt of a fire or other emergency call you should be in attendance at the station within five minutes. Unemployed persons are not precluded from applying, provided that they satisfy the residence and availability requirements. 5. Licence: Each applicant must hold a full current Category “B” European Community Model Driving Licence free from endorsement. 6. Garda Vetting: Candidates successful at Interview will be required to undergo Garda Vetting, which will be directly arranged by Cork County Council. PARTICULARS OF EMPLOYMENT 1. The employment is part-time. Panels may be used to fill permanent and temporary vacancies. 2. New entrant retained fire fighters who commence on or after 1 January 2013 will be members of the Single Public Service Pension Scheme (SPSPS), as established by the Public Service Pensions (Single Scheme and other Provisions) Act 2012. The Single Scheme does not provide for a Retained Fire fighters Gratuity. New Entrants will pay superannuation contributions each quarter, with SPSPS pension lump sum and pension payable on retirement, subject to certain conditions. 3. Retained Fire-fighters must retire (on their birthday) upon reaching the age-limit for the employment. (Currently 55 years of age and up to 62 subject to conditions). 4. A successful candidate will only be offered employment on a probationary basis as a Retained Fire-fighter subject to satisfactory completion of the following courses:- (a) Firefighting Skills Course This course is a full-time, three-week course, which will be held in Ireland and will involve staying away from home on a Monday to Friday basis for the three weeks. (b) Breathing Apparatus Course This course is of a full-time nature, of two weeks duration and is held outside the county. (c) Compartment Fire Behaviour Training Course This course is of one week duration, normally held outside of the County. (d) Occupational First Aid Course This course is of a full-time nature, normally three days duration and is held within the County. (e) Class C HGV driving licence. N.B. The above does not preclude the Council from offering temporary employment but failure to complete either of the above courses satisfactorily will result in termination of employment. 5. Subject to compliance with the Conditions of item 4 (immediate preceding), the employment is subject to a probationary period of one year and will be terminable by the giving of one weeks notice by either side during that period. After the employment has been confirmed, it will be terminable at any stage on the giving of the required notice by either side under the Minimum Notice and Terms of Employment Act, 1973. or without notice in circumstances justifying immediate dismissal. 6. Please note that due to the requirement for firefighters to wear Breathing Apparatus all facial growth below the line of the upper lip must be removed, i.e. beards. etc. 7. Retained Fire-fighters must be prepared to attend other courses which may be held in Ireland or the UK. 8. AVAILABILITY: Based on an annual 52 weeks, excluding 4 weeks annual leave, Retained Firefighters will be required to be available and attend alerts 24 weeks in the year on a week on/week off basis. Across the 24 weeks where a Retained Firefighter is rostered-off they can, if they so wish, attend incidents. In the event of occasional unavoidable absence of one rostered member for part of his /her week, it is the responsibility of the rostered member to arrange cover for the period of his/her absence with an available (off duty) member. This agreement has to be notified and agreed with by the Station Officer of Sub-Station Officer in advance. This is to guarantee that the Station Officer is in a position to ensure that the minimum manning levels for each station are met before any cover arrangement can be approved. Retained Firefighters must normally reside and work in the town where the Brigade is located and in such a proximity to the Fire Station which will allow him/her to respond within the turnout time set by the Chief Fire Officer (current requirement is a target timeframe of five minutes for the first appliance to leave the station). It is necessary that he/she be released from his/her normal employment on the occasions that attendance at incidents demands such release. Changes of residence or workplace must be notified in writing to the Chief Fire Officer. Failure to do so may result in termination of employment as a Firefighter. Any change of residence or place of work that puts the Firefighter at a distance or turnout times more than that permitted by the Chief Fire Officer from the Fire Station or to a location unacceptable to the Chief Fire Officer will result in termination of employment as a Firefighter. The Council may at its discretion, prior to employing any qualified candidate, seek appropriate evidence as to the availability of such person to fulfil the duties of this position. 9. Annual leave - Four weeks annual leave per annum in addition to the annual payment of the retainer. Furthermore, payment for annual leave is confirmed as being 8% of earnings. These earnings will be calculated on the basis of the previous year’s earnings excluding the retainer, clothing allowance and payment for annual leave and public holiday leave in the previous year. The payment for annual leave will be made when employees take annual leave as part of the fortnightly pay cycle. 10. Members of brigades shall be subject to such rules and regulations as may be issued from time to time. It should be particularly noted that Retained Fire-fighters must, in the matter of drills, attendance at fires or in other emergencies, comply strictly with the orders and discretion of the Station Officer, or in his absence, such other Brigade Member as maybe in charge. Any Retained Fire-fighter guilty of infringement of this regulation will be dismissed. Generally, members of all brigades will be under the general control and supervision of the Chief Fire Officer, Senior Assistant Chief Fire Officer, Senior Executive Fire Officer, Assistant Chief Fire Officer, Assistant Fire Officer or other appropriate officer as the case may be. While on duty, Retained Fire-fighters shall use the clothing and personal equipment provided by the Council and same shall be left in the Station immediately after the cessation of duty. Retained Fire-fighters may not use such clothing and equipment save while on duty. Retained Fire-fighters must comply fully with safety policy and directives in force from time to time. 11. Rostering of Retained Fire-fighters will take place at the Council’s discretion. 12. RATE OF PAY: Retainer (Annual Amounts) 01/03/2025 Retained Fire Fighter On recruitment €14,523 2-4 Years €15,515 5-7 Years €16,739 8+ €17,854 Increments are payable subject to satisfactory overall performance, attendance, etc. In addition to the above, guaranteed pay will be provided based on drill attendance (85%), attendance at incidents (payment for minimum 75 hours attendance) and community fire safety pay (a) Payments will be made fortnightly on the certificates of the Council’s Authorised Fire Officer (b) The clothing allowance will be paid at the 31st October. 13. Attendance at Incidents An Annual review will be undertaken in December each year to identify stations with low incident mobilisation. Where such levels fall below 75 hours in a calendar year, an adjustment payment will be made to each firefighter to provide for a minimum annual payment of 75 hours. This payment will be calculated on a pro rata basis for any new entrants in a calendar year. 14. Attendance at Drills Drills take place on-station 3 times a month at regular intervals (36 drills annually) and are of two and a half hours duration. There is an obligation on firefighters to attend 85% of drills annually. The Retaining Fee will not normally be paid to any member who has failed to attend at least 85% of drills during the quarter, the decision on which if appropriate is at the discretion of the Chief Fire Officer. N.B. The Council reserves the right to alter the frequency duration of drills at its discretion. 15. School Warden

SECTION 1: THE ROLE Each local authority can arrange with An Garda Sióchána for school traffic wardens to patrol places where schoolchildren cross public roads. The school traffic warden’s role is to ensure that primary-school children cross public roads safely on their way to and from school. The Gardaí and school traffic wardens are the only officials in Ireland who have the authority to stop other vehicles on public roads. The law governing the appointment of school traffic wardens is the Road Traffic Act, 1961 (Section 96). School traffic wardens usually work in the mornings, at lunchtime and in the evenings, when children are most likely to cross the road to go to or from school. School traffic wardens wear a distinctive uniform (a high-visibility coat and hat). They must also carry a distinctive sign (a white disc with a red border and the word ‘Stop’ in the centre). By displaying this sign, the school traffic warden has the power to stop the traffic to enable schoolchildren to cross the road in safety. Traffic must remain stopped as long as the warden displays the sign. SECTION 2: DUTIES The duties shall be such as may be assigned to the officer from time to time by the local authority. These duties may include:- 1. Reporting for duty promptly at the specified times and locations assigned, under the direction of the Supervisor. 2. The Warden must operate strictly in accordance with the instructions for School Wardens (as per Garda/Cork County Council training) at all times. 3. The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the general public, at all times in compliance with Cork County Council’s Health and Safety Management System. Working in a safe manner, in full compliance with the relevant safety legislation and construction regulations, will be the primary responsibility of all School Wardens. 4. The school warden will use the statutory uniform and equipment provided for the safety of yourself, children and all other members of the public, especially when stopping traffic on the public roadway. This requires carrying of the official Stop sign at all times and to ensure that the uniform is kept in a clean neat condition. 5. Maintain control over children who are awaiting your instructions to cross. 6. If the Warden has any trouble in controlling, or encounter disobedience by the children, they should inform the Principal of the school concerned. Any disobedience by traffic in general should be reported forthwith to the Gardai. 7. The Warden should never break up organised convoys, wedding, funerals, parades, or hold up fire appliances or ambulances for the purpose of allowing children to cross but wait for suitable opportunities when they have passed. 8. Report any problems or difficulties to the Local Municipal District Roads & Engineering Offices. 9. All accidents at the crossing point involving the Warden in the operation of his/her duties must be reported immediately after the duty period by telephone, to the Local Municipal District Roads & Engineering Offices. All relevant details must be recorded including car make/model, registration number, name of drivers/pedestrians involved, time and date of accident. The names/addresses of any witnesses must be recorded also and a written report is to be submitted to the Local Municipal District Roads & Engineering Offices within the following 3 days. 10. The Warden must not attempt to apportion blame to any person nor admit liability on his/her (or the Council’s) own part. 11. In connection with the hours of duty any changes made by the school to their class times, which affect your duty periods, must be notified to the Local Municipal District Roads & Engineering Offices. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS 1. Character Each candidate must be of good character and will be subject to Garda Vetting in advance of appointment to the post. 2. Health Each Candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. The Council reserves the right to retire a Warden who in the opinion of the Council’s medical advisor is medically unsuitable to discharge his/her duties effectively due to age or infirmity. 3. Education, Experience Each candidate must have a good general education of a sufficient standard to enable that person to understand fully and carry out the duties of the post. An ideal candidate will; A. Operate at all times at the designated crossing point. This crossing point cannot be altered however temporarily by any person/body other than Cork County Council (with Garda Approval). B. Comply with safety policy and directive in force from time to time and must wear the uniform and carry the sign at all times while on duty. C. Ensure compliance with organisational policies, procedures and legislation. D. Co-operate with the familiarisation/instruction of other employees where appropriate. E. Manage and maintain resources effectively and efficiently. SECTION 4: TENURE The employment is for the duration of the school year. The employment is part-time and pensionable. A panel may be formed to fill vacancies for School Warden Scoil Mhuire N.S, Buttevant, which may arise during the lifetime of the panel. Sick leave does not apply to this part-time employment, however, depending on the number of hours worked a warden may be entitled to claim Disability Benefit from the Department of Social Welfare. The local authority shall require person to whom an appointment is offered to take up such appointments within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. SECTION 5: SALARY The wage for the post is: €19.03 basic per hour. Payment will not be made in respect of normal school holiday periods, i.e. summer, Christmas or Easter or other. The wage shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The contract may be terminated at any time subject to normal legal requirements. SECTION 6: LOCATION OF POST The position will be at Scoil Mhuire N.S, Buttevant, Co. Cork. Cork County Council reserves the right to assign you to any department, premises, or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Holders of the office shall reside in the Municipal District in which their duties are to be performed or within a reasonable distance thereof. SECTION 7: WORKING HOURS The Warden will be required to operate punctually at all times when children are crossing. The hours of work will be determined by the Principal of the school concerned. Please note that times are subject to change at the Council’s discretion. Hours of Duty: As per the school or as required. N.B. The times are subject to review, having regard to changes in class starting/finishing times and/or changing crossing patterns. SECTION 8: ANNUAL LEAVE Annual leave will, if applicable be in accordance with the terms of the Holidays Employees Act, 1973 as amended by the workers Protection (Regular Part-Time Employees) Act, 1991. Please note particularly the Council will determine the times at which annual leave may be taken having regard to the absolute priority of having the school crossing operated while children are attending school. SECTION 1: THE ROLE The Staff Officer is a supervisory/management position within the Council and is assigned responsibility for administration and managing the performance of a section/department/team. The administrative structure ranges from the entry grade of Clerical Officer, through to Assistant Staff Officer, Staff Officer, Senior Staff Officer and Administrative Officer. See Section 10 below. A Staff Officer will generally work under the direction and management of a Senior Staff Officer/Administrative Officer or analogous grade. The Staff Officer has a supervisory role in the day-to-day operations of a work area or as a team leader. The Staff Officer works as part of a team and operational duties may include the day to day running of a section and the supervision and management of staff within the section. This will include assisting with the implementation of work programmes to achieve goals and standards set out in Departmental and Team Plans, Corporate Plan and Annual Service Delivery Plan. This will require the ability to plan, allocate and prioritise work and monitor and report on progress. Other duties may include representing the Department or the Council on various committees and the successful candidate must be capable of representing the Council in a professional and credible manner with all internal and external stakeholders. The Staff Officer role requires excellent administrative, employee management, interpersonal, communication and other particular skills and expertise depending on assignment. The ideal candidate will therefore be a highly motivated person, with a strong sense of commitment to delivering quality public services and be willing to take on a challenge. SECTION 2: DUTIES: The post holder will work under the direction and control of the Senior Executive Officer or analogous grade or other officer designated by the Chief Executive or Director of Services as appropriate. The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office. 1. To be responsible for the supervision of a work area or section within the Council, including supervision of a team. 2. To be involved in the day to day management of resources within their section or team. 9. To identify opportunities for improvements in service delivery within their section or team. 10. To support and implement change management initiatives within their section or team. 11. To supervise employees in supporting roles, including assigning tasks and duties, scheduling and prioritising work and monitoring and reporting on progress. 12. To provide support to team members and employees, handling day to day issues, ensuring compliance with all council policies and procedures. 13. To participate in corporate activities and responsibilities appropriate to the grade. 14. To ensure compliance with relevant policies, procedures, legislation, standards, codes of conduct and general principles of good governance, including grievance and disciplinary, performance management and attendance management, at all times. 15. To be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work 16. To deputise for the line manager or equivalent as required. 17. To undertake any other duties of a similar level and responsibility, as may be required, or assigned, from time to time. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS Cork County Council may, following the interview process, form three panels for the post of Staff Officer from which future vacancies may be filled. 20% will be confined to the recruiting Local Authority, 50% will be confined to the Local Authority Sector, 30% will be filled by Open Competition. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms: (1) (a) Have at least obtained Grade D (or a Pass), in Higher or Ordinary Level in 5 subjects (or 4 subjects if Irish is included) from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme including Irish and/or English and one of the following: Mathematics, Accounting, Business Organisation or Economics, AND (b) Have obtained at least Grade C (or Honours) in higher level (or Honours) papers in 3 subjects in that examination (2 subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics) OR (2) Have obtained a comparable standard in an equivalent examination, OR (3) Hold a third level qualification of at least degree standard. Confined competition (4) Be a serving employee of a Local Authority/Regional Assembly and have at least two years satisfactory experience in a post of Clerical Officer or in an analogous post. 4. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. 5. Transport Holders of the post should hold a full driving licence for class B vehicles and shall be required drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority 6. SECTION 5: TENURE The position is permanent and fulltime. The post is pensionable. Panels may be formed to fill vacancies for Staff Officer that may arise during the lifetime of the panels. SECTION 6: SALARY The Salary scale for the post is: €51,210 - €61,252 per annum €51,210 - €52,739 - €54,301 - €55,895 - €57,501 - (Maximum), €59,373 (1st LSI) (after 3 years satisfactory service on the Maximum), €61,252 (2 nd LSI) (after 3 years satisfactory service on the 1st LSI). Entry point to this scale will be determined in accordance with circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at a minimum point. SECTION 1: THE ROLE The Administrative Officer is the most senior grade within a five-tier administrative structure. The administrative structure ranges from the entry grade of Clerical Officer (grade 3) through to Assistant Staff Officer (grade 4), Staff Officer (grade 5), Senior Staff Officer (grade 6) and Administrative Officer (grade 7). See Section 10 below. The Administrative Officer is a management position within the local authority and is assigned responsibility for the day-to-day administration and management of one or more sections or departments handling specific areas of the Councils activities, including the management of employees. The Administrative Officer is an operational team lead and a crucial level between frontline staff and senior management with responsibility for resource management and service delivery. The successful candidate will be expected to work closely with senior managers and elected representatives in delivering services to the highest standard and to contribute to the development and implementation of strategies and policies. The Administrative Officer is the primary point of contact and liaison with other departments or directorates in relation to all operational matters for the service delivery section or sections for which they are responsible. The Administrative Officer may represent the Council on committees and at meetings and may be asked to report on progress in their respective section(s) at Council meetings, Municipal District meetings, Strategic Policy Committee meetings etc. An Administrative Officer is responsible for the efficient management, direction, and deployment of resources for the department or service to which they are assigned and will generally work as part of a multi-disciplinary team within one of the Council’s Directorates to deliver a broad and diverse range of services. These may include human resources, housing, transportation, planning, infrastructure, environmental protection, recreation, amenity and cultural provision, community development and emergency services.
