General Operative

The Office of Public Works (OPW) invites applications for appointment to position at the grade of General Operative Band 3 (Rural) at Doneraile House & Parklands and Annes Grove Gardens, Co. Cork. The positions, which may, subject to local requirements, be seasonal, fixed-term or permanent, are Non-Established State Industrial posts based on a 39-hour week (full-time) and will be subject to a seven-month probation period which may be extended to 10 months under certain circumstances. Continuation in employment in each post, following the end of the Probation Period, will be dependent upon the appointees fully meeting the requirements of the positions during the Probation Period. The actual hours of attendance are determined by local management requirements. This is an OPW recruitment competition to which applicants with the minimum eligibility requirements may apply. Persons who wish to be considered for appointment to the above position should submit a completed application form, and copies of specified required documentation. Note: The successful candidate will be based at both Annes Grove Gardens, Castletownroche and Doneraile Park, Doneraile, Co. Cork, and will be required to report to and work at either site as and when directed by management. It will be a condition of these working arrangements that no travel or subsistence expenses will be payable in respect of travelling to/from and working at both sites. The hours of attendance will be determined by local management requirements. Persons who wish to be considered for appointment to the above positions should submit a completed and signed application form. A short-listing assessment, on the basis of the information supplied in the Applications Form, will be used by OPW to select those applicants who are to be invited to attend for competitive interview. The competitive interview process, will be used by OPW to select the candidates determined by the Interview Board as being suitable for appointment to fill the position and a reserve panel, effective for a limited period, may be formed. Placement on the panel does not guarantee nor imply that an offer of employment will be made to those placed on same. In the event that an offer of an appointment is made, it will be made in the order of merit of those on the relevant panel regardless of the length of contract period offered and the specific area(s) in which the position would be based. Appointments to approved positions of employment are made as and when considered appropriate by OPW management and will be subject to the candidate meeting the OPW’s requirements with regard to health, references and Garda vetting. In the event that the candidate does not satisfactorily meet the OPW’s requirements with regard to health, references and Garda vetting, the candidate will receive no further consideration under the competition and will not proceed to appointment. OPW Areas of Responsibility The OPW’s areas of responsibility include Heritage Services and Flood Risk Management. The OPW’s Heritage Services has responsibility for the protection, care and maintenance of 780 heritage sites, nationwide, including national monuments, historical parks, gardens and buildings. SECTION 5: TENURE The position is wholetime and pensionable. Panels may be formed to fill permanent and temporary vacancies for IS Technical Support Officer (Grade 5) which may arise during the lifetime of the panels. SECTION 6: SALARY The Salary for the post is: €48,089- €57,572 basic per annum €48,089 - €49,561 - €51,039 - €52,537 - €59,047 (Maximum); - €55,806 - (1st LSI) (after 3 years satisfactory service on the Maximum) - €57,572 (2nd LSI) (after 3 years satisfactory service on the 1st LSI). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at a minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 7: LOCATION OF POST The base for working purposes shall be the location as determined by Cork County Council. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. SECTION 8: WORKING HOURS The working hours at present provide for a five-day, thirty-five hour working week. A flexible working hours’ system is in operation and may be availed of subject to the terms and conditions of the FlexiTime Policy. All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The successful candidate may be required to work hours outside of normal working hours as required by his/her immediate Supervisor. SECTION 9: ANNUAL LEAVE The current annual leave entitlement is 30 days per annum or on a pro-rata basis for period worked. Notice of intention to take leave shall be given to the council at least two weeks before proposed leave commences. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended). SECTION 10: ELIGIBILITY TO WORK IN IRELAND Please note that in order to work in Ireland, a non-EEA National, unless they are exempted, must hold a valid Employment Permit. Should you be successful in the selection process, prior to appointment you will be required to confirm that you are in possession of same.
