The Role Mayo County Council invites applications, from suitably qualified persons, who wish to be considered for inclusion on a panel from which future relevant vacancies for Clerical Officer (Grade III) may be filled. The Clerical Officer is the entry-level administrative grade in Local Authorities (LA’s) in the country. As part of the Local Authority’s commitment to provide quality services to citizens, the Clerical Officer will assist in delivering a wide range of services across the organization. Clerical Officers provide a point of contact for customers to carry out their business and access information about the Councils services. Each candidate must, on the latest date for receipt of completed application forms – a) have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certification Vocational Programme. (At least Grade B in Foundation Level Mathematics and Grade C in Foundation Level Irish may be considered as equivalent to Grade D (or a Pass), in Higher or Ordinary Level, from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme). or b) have passed an examination of at least equivalent standard. or c) have had at least two year’s previous service in the office of Clerical Officer, Clerk/Typist (Clerical Duties), Clerk Typist (Typing and Clerical Duties) or Clerk/Typist under a local authority, or health board in the State. or Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or A panel will be formed from qualified candidates from which permanent and temporary appointments may be made. This is a pensionable whole-time position on the basis of a 35-hour 5-day week. The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services, which are required by or under any enactment to perform. SALARY SCALE: €30,811, €32,543, €32,972, €33,836, €35,101, €36,367, €37,634, €38,553, €39,596, €40,803, €41,661, €42,860, €44,065, €46,334, (maximum), €47,945 (after 3 years satisfactory service at maximum). The starting pay for new entrants will be at the minimum of the scale and the rate of remuneration may be adjusted from time to time in line with Government pay policy. 3. The duties of the post are to give to the local authority, and a) such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive, and b) to any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a) of this paragraph under the general direction and supervision of the Chief Executive or such other employee as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties to exercise such powers, functions and duties as may be delegated to him / her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The post holder will, if required, act for an employee of a higher level if qualified to do so. The following are among the principal duties envisaged: a) Customer Service & Public Interaction o Dealing with the public and customers in person, by phone, and via email. o Operating at the public counter and reception, providing information and assistance. o Handling queries, complaints, and service requests professionally. b) General Clerical & Administrative Support o Filing, photocopying, scanning, and maintaining records. o Handling incoming and outgoing mail, including electronic correspondence. o Taking minutes of meetings and preparing agendas as required. o Drafting letters, memos, and reports. c) ICT & Data Management o Using Microsoft Office (Word, Excel, Outlook) and bespoke local authority systems. o Inputting, updating, and managing data in databases and spreadsheets. o Using email and internet tools for communication and research. d) Financial & Accounts Administration o Cashiering duties, including handling payments and issuing receipts. o Processing invoices and payroll for payment. o Managing purchasing, creditors, and debtors accounts. o Assisting with budget tracking and financial reporting. e) Document & Records Management o Maintaining accurate and up-to-date records in line with data protection policies. o Archiving and retrieving documents as needed. o Supporting Freedom of Information (FOI) and GDPR compliance. f) Support to Management and Teams o Performing such other duties as may be assigned from time to time, in line with the needs of the service. As an employee of Mayo County Council, you will be assessed in terms of which Pension Scheme is applicable to you. You will become a member and contribute to the relevant scheme as outlined below: 1) Persons who become pensionable employees of a local authority under the Single Public Service Pension Scheme will be required in respect of their superannuation to contribute 3.5% of net pensionable remuneration and 3% of pensionable remuneration. 2) Persons who become pensionable employees of a local authority under the Local Government (superannuation) (consolidation) scheme, 1998 and who are liable to pay class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of State Pension Contributory payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable employees of a local authority under the Local Government (superannuation) (consolidation) scheme, 1998 may be required to contribute to the Dependants Pension Scheme. In order, to qualify for a pension, they must have served a minimum of two years (24 months) employment in an approved public body. CLASS A PRSI The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Minimum pension age of 66 years, rising to 67 years and 68 years in line with State Pension age changes, is applicable. Assignment of base shall be at the absolute discretion of Mayo County Council.
Staff Officer
The Role of the Staff Officer The Staff Officer is a frontline supervisory position in the Council with responsibility for managing the performance of a section or function within a Department. He/she will work as part of a multidisciplinary team within the Council, assisting with the implementation of work programmes to achieve goals, targets and standards set out in Departmental and Team Development Plans. A Staff Officer is expected to use initiative, work to a high standard and have excellent interpersonal and communication skills. Post of Staff Officer Louth County Council is currently inviting applications from suitably qualified persons for the above competition. Louth County Council will, following the interview process, form a panel for the post, from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. This panel will exist for 12 months and may only be extended at the discretion of the Chief Executive. Essential Criteria Open Panel – Panel B Character Each candidate shall be of good character. Duties The duties of the office are to give to the local authority under the direction and supervision of its appropriate officer such services of an executive, supervisory or advisory nature as are required for the exercise and performance of any of its powers and duties and shall include the duty of deputising for other officers of the local authority when required and such duties as may be required in relation to the area of any other local authority. The duties shall include but are not limited to: · Providing high level administrative support based on a thorough understanding of the overall workings and policy of a section. · Management of Staff. · Representing the Council at a variety of meetings. · Budget preparation and management of same. · Attending inter-departmental meetings on behalf of the section to which you are assigned. · Establishing and maintaining effective working relationships with external agencies as appropriate to the activities of the section. · Continuously monitoring existing procedures to ensure they comply with best practice and the development of new/improved procedures where appropriate. · Policy formation · Attending court as a witness for the Council as required. · Working on inter-departmental teams concerned with introducing organisational change. · To undertake any other duties of a similar level and responsibilities as may be required from time to time. These duties are indicative rather than exhaustive and carried out under general guidance. Salary The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. The salary scale for the position of the Staff Officer is: Salary €51,210 – €61,252 gross per annum. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular Letter EL.02/2011, a person who is not a serving local authority employee on or after 1st January 2011; will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Probation Where a person, who is not already a permanent officer of Louth County Council, is appointed, the following provisions shall apply: · There will be a probationary period of 9 months from date of employment, · The Chief Executive may at his or her discretion extend this period, · You shall cease to hold office at end of the period of probation unless during this period the Chief Executive has certified that your service is satisfactory. Location of post Louth County Council reserves the right to assign the post holder to any council premises, now or in the future subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Superannuation A. Officers joining the Public Service after the 1st January 2013 will be required to join the Single Public Service Pension Scheme. A Class rate of PRSI contribution will apply. A rate of 3% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the rate of State Pension Contributory (SPC). This includes a contribution to a Spouse’s and Children’s Scheme. OR B. Officers who became pensionable officers of the Public Service prior to 1st January 2013 and who are liable to pay the Class A rate of PRSI contribution will be required to contribute at a rate of 1.5% of their pensionable remuneration plus 3.5% of the net pensionable remuneration (i.e. pensionable remuneration less twice the rate of State Pension Contributory (SPC). You will be required to contribute at a rate of 1.5% of your pensionable remuneration to the Spouses & Children’s Pension Scheme. OR C. Officers who become pensionable officers of a Public Service prior to 5th April 1995 and who are liable to pay the Class D rate of PRSI contribution will be required to contribute at a rate of 5% of their pensionable remuneration. If an option to join a dependent scheme was made you will be required to contribute at a rate of 1.5% to a Dependents Pension Scheme. Retirement Retirement is dependent on the superannuation scheme you become a member of and details will be made available to you upon appointment. Health For the purpose of satisfying the requirements as to health, it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. Residence The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance, thereof. General Services Supervisor
SECTION 1: THE ROLE Cork County Council is seeking applications from suitably qualified candidates with relevant experience, who wish to be considered for inclusion on a panel from which vacancies for General Services Supervisor Roads (Bandon/Kinsale MD) may be filled. The initial assignment for the position will be based in Kinsale, Co. Cork . The General Services Supervisor is an outdoor, frontline, supervisory line management role which includes responsibility for the management of staff. The General Services Supervisor is also one of the Council’s key representatives on the ground on a day-to-day basis and is often the first point of contact in emergency and crisis management situations. The ideal candidate will be a highly motivated, adaptable, and flexible person with a strong sense of commitment to delivering quality public services, who must also demonstrate a clear knowledge and understanding of: 4. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. SECTION 4: TENURE The position is permanent and full-time. The post is pensionable. A panel may be created to fill vacancies for General Services Supervisor Roads (Bandon/Kinsale MD) which may arise over the lifetime of the panel. The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. SECTION 5: REMUNERATION The initial wage is €896.28 basic per week (point 1) on assignment, rising after training and satisfactory service by annual increments to €1,056.14 basic per week (point 10) . Where there is an increment entitlement, increments are paid subject to satisfactory attendance, conduct and performance. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Heritage and Local Government. Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 6: LOCATION OF POST The initial assignment for the position will be based in Kinsale, Co. Cork . The base for working purposes shall be the location as determined by Cork County Council. The person appointed may be requested to provide temporary cover in adjoining municipal districts, as required. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The successful applicant will be required to reside in the area in which the duties of the post are to be performed or at a location acceptable to the Council. SECTION 7: WORKING HOURS The working hours at present provide for a 5-day, 39-hour week . You may be required to work overtime as required from time to time. All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001 . SECTION 8: ANNUAL LEAVE The current annual leave entitlement is 25 days per annum inclusive of Good Friday or on a pro-rata basis for the period. Notice of intention to take leave shall be given to the Council at least two weeks before proposed leave commences. Cork County Council’s leave year runs from 1st January to 31st December . Granting of annual leave, payment for annual leave, and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended). SECTION 9: TRANSPORTATION When required to do so, holders of the office shall hold a full driving licence for Class B Vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. Cork County Council may supply a van for use in connection with the work, which will be fitted with a GPS system and which will be monitored regularly.

QUALIFICATIONS 1. Character Each candidate must be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience etc.A. Candidates shall, on the latest date for receipt of completed application forms for the office: PARTICULARS OF POST The Post The post is wholetime and temporary to cover vacancies that may arise due to maternity leave, reassignments etc. Remuneration The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. The salary scale for the position of Community Development Officer is analogous to the Staff Officer scale as follows: €51,210, €52,739, €54,301, €55,895, €57,501, €59,373 (LSI1), and €61,252 (LSI2) gross per annum – Circular Letter EL 03/2025 refers. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular Letter EL.02/2020, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Duties The duties of the office are to give to the local authority under the direction and supervision of its appropriate officer such services of an executive, supervisory or advisory nature as are required for the exercise and performance of any of its powers and duties and shall include the duty of deputising for other officers of the local authority when required and such duties as may be required in relation to the area of any other local authority. The Community Development Officer, under the direction of the Director of Services or such officer of the Council as may be designated from time to time, will work on community activities as required and in compliance with the County Council Corporate Plan and County Strategy policies, County Carlow Local Economic and Community Plan and County Strategy policies. He/she will also assist the Director of Services in carrying out his/her duties. In particular, the Community Development Officer’s duties may include organising and carrying out surveys of local needs, establishing and maintaining close contact in an advisory role with voluntary groups and local associations, assisting in the carrying out of special community projects assessing value of community activities, canvassing from door to door, organising, addressing or presiding at meetings and maintaining close contact between the County Council and other statutory and voluntary agencies. The Community Development Officer may also be appointed to represent the Council in a formal capacity on statutory boards and companies (whether as a Director or not). Location of Post Carlow County Council reserves the right to assign the post holder to any council premises, now or in the future, subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Working Hours The working hours at present provide for a five-day, thirty-five hours working week. Hours may vary from time to time. Carlow County Council operates a flexible time scheme with the earliest start time of 8.30 a.m. and a latest start time of 10.00 a.m. and the earliest finishing time of 16.30 p.m. and the latest finishing time of 18.00 p.m. Lunch break consisting of a minimum of 30 minutes to a maximum of 2 hours must be taken between 12.30 p.m. and 14.30 p.m. The Flexi Leave Scheme is available, on request. Due to the nature of this post, there may be a requirement to work additional hours from time to time for which Time in Lieu on a time for time basis will apply. Overtime does not apply to this post. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The working hours may be reviewed at any time by the Council. The post will require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remuneration will be paid in respect of such activities. Probation Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) There shall be a period after such appointment takes effect during which such persons shall hold such position on probation. (b) Such period shall be twelve months, but the Chief Executive may, at his or her discretion, extend such period. (c) Such persons shall cease to hold such position at the end of the period of probation unless, during such period, the Chief Executive has certified that the service of such persons is satisfactory. (d) The period at (a) above may be terminated on giving one week’s notice as per the Minimum Notice and Terms of Employment Acts. (e) There will be assessments during the probationary period. Health For the purposes of satisfying the requirement as to health, it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Residence The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. References Applicants are required to advise the names of two responsible persons to whom they are well known but not related (at least one of the referees should be an existing or former employer). In advance of any offer of employment, Louth County Council reserves the right to seek both written and verbal references from current and previous employers, educational institutions or any other organisations with which the candidate has been associated. The Council reserves the right to determine the merit, appropriateness and relevance of such references and referees. Vetting Garda vetting is required for certain roles within Carlow County Council. Failure to complete a Garda vetting form on request may prevent your employment with Carlow County Council. In the event of an unsatisfactory Garda declaration being received, Carlow County Council reserves the right not to commence employment. In the event of an existing employee changing role as a result of promotion or otherwise to a role that requires Garda vetting and an unsatisfactory disclosure being returned, Carlow County Council reserves the right to withhold promotion and also to investigate if further sanction/disciplinary action is warranted, on foot of disclosure, on a case-by-case basis. Annual Leave The current annual leave entitlement is 30 days. Granting of annual leave, payment for annual leave, and arrangement for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended). Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Training It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post and to attend all mandatory training. Health & Safety The holder of the post shall co-operate with the terms of Carlow County Council’s Safety Statement and Major Emergency Plan. It is a condition of employment that the successful candidate will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. He/She shall familiarise him/herself with the safety rules and procedures and make proper use of all safety, clothing and equipment. Failure to comply with the terms of the Safety Statement may result in a disciplinary action. Superannuation & Retirement If you are pensionable under the Local Government (Superannuation) (Consolidation) Scheme 1998 and are liable to pay Class A PRSI contributions, you would be required in respect of superannuation to make contributions at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 1.5% of full pensionable remuneration. You are required in respect of spouses’ and children’s pension benefit to contribute at the rate of 1.5% of full pensionable remuneration in accordance with the terms of schemes made under the Local Government (Superannuation) (Consolidation) Scheme 1998. Maximum retirement age is 70. If the Public Service Superannuation (Miscellaneous Provisions) Act 2004 applies to your employment, 65 is the minimum age at which your pension may be paid. As a new entrant to the public service, under the terms of this legislation you will not be required to retire on grounds of age. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. You may also be required to pay Spouses and Children/Widows and Orphans contributions at the rate of 1.5% of gross pay. Maximum retirement age is 70. Persons who become pensionable staff of a local authority for the first time on or after 01 January 2013 are assigned to the Single Public Service Pension Scheme with effect from the date of appointment. The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits. If you are pensionable under the Public Service Pensions (Single Scheme and other provisions) Act 2012, you are liable to pay the Class A rate of PRSI contribution. You are required to pay contributions as follows: 3% of gross remuneration and 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). The minimum age at which you may retire is allied with the State Contributory Pension age (currently 66, rising to 67 in 2021 and 68 in 2028). The maximum retirement age is 70. To qualify for a pension the successful candidate must have served a minimum of two years employment in a local authority. You are reminded that under this agreement the Council may refer you to a medical advisor at any time to determine fitness for carrying out the duties to which you have been assigned. Pension Accrual A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one existing public service pension scheme would apply. This 40-year limit, which is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012, came into effect on 28 July 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment. Pension Abatement If the appointee has previously been employed in the Civil or Public Service and is in receipt of a pension from the Civil or Public Service, or where a Civil/Public Service pension comes into payment during his/her re-employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER), as set out in Department of Finance Circular 12/09, that retirees under that Scheme are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position.
