Familiar Faces Project Coordinator Fixed-Term Contract The Position The successful candidate will play a pivotal role in facilitating the delivery of Meath Partnership’s Familiar Faces Programme. Primary responsibilities include organising volunteers to participate in our newly established befriending service that seeks to support meaningful integration for new arrivals to Meath. Additionally, the successful candidate will coordinate the volunteer recruitment process, deliver tailored training courses and manage the needs of the befriending service clients. This role demands strong relationship-building skills to cultivate partnerships across different sectors and identify opportunities for future collaborations. Key Accountabilities Reporting to the Meath Volunteer Centre Manager and Chief Executive Officer thereafter, the Familiar Faces Programme Coordinator will be directly responsible for the following duties: · Lead the overall development of the befriending service. · Co-ordinate the befriending service on a day-to-day basis and provide support to volunteer Befrienders and service users. · Implement the monitoring and evaluation arrangements for the programme. · Ensure appropriate administrative arrangements are in place that will provide for the effective management of a large team of volunteers spread geographically across Meath. · Facilitate the successful recruitment of volunteers and participants for the Familiar Faces programme, through the engagement with relevant local organisations. · Enhance the understanding of integration and inclusion concepts among befriending volunteers, while providing them with clear insights into their roles as befriending volunteers. · Foster an increased sense of inclusion and improve local amenity awareness among participants (IPAs). · Raise awareness, knowledge, and critical understanding of integration, migration, and inclusion within local organisations through the delivery of training and capacity building. · Enhance Meath Partnership's capacity for delivering high-quality integration efforts within the community. · Deliver integration training and volunteer safeguarding training to potential volunteers and local businesses and community organisations. · Collaborate with the wider Meath Partnership integration team to promote the values and mission of the project goals. · Manage the social media campaign for the Familiar Faces programme. · Provide monthly reports on the progress of the service to the Volunteer Centre Manager. · Arrange suitable matches between trained volunteer Befrienders and the beneficiaries, and facilitate an introductory meeting. · Provide ongoing support to Befrienders and resolve any concerns, and support the befriending relationships · Maintain effective communication – both internally and externally – to share the success and progress of the programme with key stakeholders. Desirable Skills, Abilities and Experience · Relevant qualification in Social Work, Community Development, Non-profit Management or other related field. · Experience in volunteer management and project delivery. · Strong commitment to the values of community participation, social inclusion, and diversity. · Additional languages are an asset but not compulsory. · Experience in the management of sensitive data and confidential information. Terms of Employment Full-time, fixed-term positions are available, working 37.5 hours per week. The nature of the work may require working some unsocial hours i.e. evenings and weekends. Access to own transport is essential and a full clean driving license. This post may be subject to Garda Vetting in line with Meath Partnerships policy. Location:  Units J & K Kells Business Park, Cavan Rd, Kells Co. Meath. To ensure a work life balance, a hybrid-working offering is in place. Duration This is a 12-month fixed-term contract, until 30th June 2025. Any extension to the contract of employment will be subject to the availability of funding. Salary The salary on offer is €36,000 per annum. Leave The annual leave entitlement is twenty (20) days per annum, pro-rata for shorter periods. Entitlement to leave for Public Holidays is in accordance with the terms of the Organisation of Working Time Act 1997. The Competition The Position Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent & fixed-term contract vacancies for the position of Beach Lifeguard shall be drawn. Purpose, Duties and Responsibilities The duties of the post of the Beach Lifeguard include, but are not limited to: • Attending at place of work in a punctual manner; • Opening the Lifeguard hut and checking weather for appropriate flag to be erected; • Send text within 15 mins of arrival at Beach to WSDO confirming initials of all lifeguards on site; • Wearing the official Lifeguard clothing as provided by the Council at all times when on duty; • Checking the tide; • Putting out temporary signage as appropriate; • Patrolling the beach regularly • Checking all signs and lifesaving equipment including ringbuoys on the beach daily; • Keeping the assigned area clear of all hazards and remove same as required e.g. broken glass etc; • Keeping the welfare unit and area around Lifeguard station clean; • Beach Lifeguards should be on patrol or on look out from outside of the hut and should be inside the hut or welfare unit for breaks only; • Being courteous with members of the public; • Logging all accident and incident reports; • Liaising with supervisor and Communications Department of the Council in relation to media issues. They will be required to maintain a daily training routine unless they are engaged in lifesaving operations. Candidates holding Certificates of Competence in basic first aid and/or VHF radio will gain extra marks. While the above qualification is the minimum requirement for this post the following Pre-Hospital Emergency Care Council (PHECC) qualifications would also be desirable: Cardiac First Responder, Emergency First Responder, and Occupational First Aid. The Position The Administrative Officer is a middle management position within the Local Authority and is responsible for the administration and management of one or more sections or departments handling specific areas of the Council’s activities, including the management of staff. The post holder will be expected to work closely with senior managers and elected representatives in delivering services to the highest standard and to contribute to the development and implementation of strategies and policies. The Administrative Officer is the primary point of contact and liaison with other departments or directorates in relation to all operational matters for the service delivery section or sections for which they are responsible. The Administrative Officer is expected to carry out their duties with an understanding of the political context of local government and in such a manner that enhances public trust and confidence and ensures impartial decision making. The person appointed will work under the direction and control of the Senior Executive Officer or other officer designated by the Chief Executive. Meath County Council will, following the interview process, form a panel for the post of Administrative Officer from which future vacancies may be filled. 50% of posts filled will be confined to employees of the sector*, 30% will be filled by open recruitment and 20% will be confined to employees of Meath County Council. (a) Have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects (or four subjects if Irish is included) from the approved list of subjects in the Department of Education Established Leaving Certificate Examination of Leaving Certificate Vocational Programme including Irish and/or English and one of the following: Mathematics, Accounting, Business Organisation or Economics, and (b) Have obtained at least Grade C (or Honours) in Higher Level (or Honours) papers in three subjects in that examination (or two subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics) or ii. Have obtained a comparable standard in an equivalent examination, or iii. Hold a third level qualification of at least degree standard and, iv. Have satisfactory experience in administrative procedures, including adequate practical experience in work of an executive nature, office organisation and control of staff. v. Candidate’s must hold a full unendorsed Category B Driving License *Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. Confined Competition – Panel A & C (please see page 15 of this booklet for panel information) a) To be a serving employee in a Local Authority or Regional Assembly and have at least two years’ satisfactory experience in a post of Clerical Officer or an analogous post, and b) Have satisfactory experience in administrative procedures, including adequate practical experience in work of an executive nature, office organisation and control of staff. Requirements, Knowledge, and Skills In the context of the duties and responsibilities for the post of Administrative Officer listed above, the ideal candidate will demonstrate the following knowledge, experience, skills: • Have a satisfactory understanding of the Council’s purpose and priorities and knowledge of public service organisation in Ireland; • Demonstrate relevant administrative experience at a sufficiently high level; • Be self-motivated with ability to work on own initiative; • Have a career record that demonstrates an ability to manage and supervise staff; • Have excellent interpersonal and communications skills and be capable of representing the Council in a professional and credible manner; • Have an awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace; • Understand the changing environment and be capable of implementing change in order to deliver quality services to citizens; • Understand the representational role of the elected members and be capable of working closely with them to deliver quality services and implement policy decisions; • Have experience of budget preparation and management; • Have satisfactory IT skills. Duties may require the successful applicant to work outside of normal working hours i.e. attendance at evening/weekend, training duties etc. as part of normal working hours without additional remuneration. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. You may be required to complete a time-sheet in accordance with the Organisation of Working Time Regulations, 2001. Youthreach is a second chance education and training programme for young people aged between 16 and 20 years who have left school with few or no qualifications. It seeks to provide learners with knowledge and skills to help them to reach their full potential and enable them to progress to further education, training and employment. LMETB supports 8 Youthreach centres across counties Meath and Louth. Each centre offers a wide variety of both accredited and non-accredited programmes, all delivered in caring, supportive and structured environments. Programmes run from September to July each year with referrals accepted throughout the year. Post Summary/Purpose This is a management position with responsibility for the management and delivery of the Youthreach service within its area of operation. Responsibilities include managing budgets and staff, direct classroom contact, managing quality and development of the service, development planning, recruitment of learners and liaison with key internal and external stakeholders. Successful candidates will be flexible, highly motivated and experienced in working with vulnerable young people. Nature of Post Permanent - 35 hours per week. Salary Scale €43,592 – €71,708 (including two long service increments). As per DES guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale, however incremental credit may apply, if, immediately prior to appointment the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy. Location Appointment is to the Louth and Meath Education and Training Board. The successful applicants first assignment will be to Youthreach Navan, Dan Shaw Road, Navan, Co. Meath. Reporting/Accountability Relationship The Youthreach Coordinator reports the Adult Education Officer and/or Director of Further Education and Training in the first instance, reporting also, as appropriate to the Chief Executive of LMETB. ELIGIBILITY CRITERIA Health and Character Those under consideration for a position may at the discretion of the employer be required to complete a health and character declaration and a Garda Vetting Form. References will be sought. Citizenship Requirement Eligible candidates must be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa. To qualify candidates must meet one of the citizenship criteria above by the date of any job offer. Essential Criteria • A Level 8 (NFQ) third level qualification in a relevant discipline. • Registration with the Teaching Council of Ireland on the closing date for receipt of applications. • Experience of working with vulnerable young people. • Experience which demonstrates significant leadership and management skills. Desirable Criteria • Knowledge and understanding of (or the ability to quickly acquire same) certification opportunities and requirements including, but not limited to, QQI and Leaving Cert Applied (LCA). • Excellent administrative and IT skills. • Excellent interpersonal and communication skills. • Well-developed decision-making abilities.
