The IRCG’s mission is deliver a world class search and rescue, maritime casualty, and pollution response service and their purpose include: • Reducing the loss of life within the Irish Search and Rescue Region and on rivers, lakes, and waterways. • Protecting the quality of the marine environment within the Irish Pollution Responsibility Zone, Harbours, and Maritime Local Authority areas and to preserve property. • Promoting safety standards, and by doing so, prevent, as far as possible, the loss of life at sea and on inland waters and other areas. • Providing an effective emergency response service. Coast Guard Units & Support Section The Coast Guard Units & Support (CGU&S) is a section within the IRCG. It is responsible for the management, resourcing, and training of the volunteer Coast Guard Units (CGUs). There are 44 CGUs divided into six sectors strategically located around the coast and on the inland waters of Ireland. Each of the six sectors is managed by a Coastal Unit Sector Manager (CUSM). All CGUs are staffed, trained, and equipped to provide a mixture of the current four core functions within their communities: • Coastal search capability • Cliff rescue capability • Boat rescue and support capability • Unmanned Aircraft System (drone) search capability CGUs are declared operational by CGU&S to the Operations section of IRCG who then task the units, as required, to respond in line with their unit capabilities. The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The role will involve working closely with the volunteer CGUs, Coast Guard and Maritime Administration personnel and other internal/external stakeholders. On the job training will be provided as appropriate. The Sector Officer is required to comply with the organisational values of ‘Pride’ and ‘Respect’ as part of this role. This post also carries a mobility obligation and Sector Officers are required to be available for service at all CGUs within their sector and also to travel to work in other sectors, when required. IRCG road vehicles will be provided for official business use only when the nature of their employment warrants the provision. The Officers driving them will be responsible for their control, cleanliness, and maintenance. Dental Candidates must be free from any serious periodontal disease and possess teeth to a specific standard, which is not less than the equivalent of eleven over eleven natural teeth functionally opposed. In certain circumstances, artificial teeth may be acceptable. d. Hearing A good standard of unaided hearing is essential. Candidates will be required to undergo an audiometric test at which: (1) The sum of the hearing threshold at 1,2,3, 4 and 6 kHz should not exceed the age and gender related warning levels contained in the "Guidelines on Hearing Checks and Audiometry Regulations 2007", issued by the Health and Safety Authority. (2) Candidates under 25 years of age must be able to hear all measured pure tones up to and including 8 kHz at 20dB in each ear. Candidates are advised to avoid all sources of loud noise or music for a period of 48 hours prior to this audiometric test, as exposure to such noise may adversely affect the results of the test. N.B. Candidates must satisfy these various medical and physical standards and requirements in order to remain in the Competition. In addition, successful Candidates will be required to undertake compulsory random drug testing throughout their career in the Defence Force in accordance with Defence Force Regulation A7. Stage 1 – Online Psychometric Testing Stage 1 of the selection procedure involves tests that measure a range of skills and qualities that are necessary in the job. These tests provide a consistent and suitable way of screening candidates at the initial stage of the selection campaign. These tests are designed to identify the most suitable people to go forward to the next stage of the Cadetship Competition. The tests have been designed so that they are fair to all applicants and are objectively scored. Candidates will be required to complete an unsupervised psychometric test online. Candidates will be supplied with psychometric test familiarisation material in order to introduce them to the format of the tests. Candidates will be required to complete the unsupervised online psychometric test within the timeframe specified by the Defence Force. Candidates should pay particular attention to ensuring that the contact details specified on their application are correct. Candidates who have attained the requisite score in the unsupervised online psychometric test, at Stage 1 will be required to attend for a subsequent supervised online psychometric test at Stage 2. Note: If a candidate fails to meet the minimum standard at Stage 1, they will not be permitted to proceed to the next stage of the competition. Stage 2 – The Assessment Phase Army, Army (Equitation School), Army (Engineer Corps) and Army (Ordnance Corps) candidates who have attained the requisite score at Stage 1 of the competition, will be required to attend at the Defence Force Training Centre, Curragh, Co. Kildare, for the Assessment Phase (possible overnight duration) of the Competition. The Assessment Phase will consist of the following: Physical Fitness Test: In order to qualify for a Cadetship, candidates will be required to pass a physical fitness test, which is designed to assess their potential to undergo the rigours of military training. Candidates must attain the standard laid down in order to proceed in the competition. A candidate must complete this test as part of their cadetship application; this test is not valid for any other Cadetship applications or other Defence Force competitions. (See Annex ‘D’ for details of the test and suggested training programme). Supervised online Psychometric Test. If a candidate’s performance at a supervised test is outside the expected scoring range from their unsupervised test at Stage 1, they may be excluded from subsequent stages of the selection process. Group Assessment: Candidates will be required to participate in a group assessment. Realistic Job Preview: This involves a familiarisation visit to the Cadet School at the Military College, Curragh, Co. Kildare and informal interaction with instructional staff and Cadets All components will be conducted on the one occasion. Note: If a candidate fails to meet the required standard at the Assessment phase, they will not be permitted to proceed to the next stage of the competition. Online Personality Questionnaire. Candidates who have attained the requisite score at Stage 2 of the competition will be sent an online personality questionnaire to be completed within the timeframe specified by the Defence Force prior to attending for interview. Note: In addition to the above, candidates for Cadetships in the Army Equitation School will be required to undergo and pass a practical equestrian test before attending for Stage 3 - The Interview. If a candidate fails to meet minimum standards of equestrian test, they will not be permitted to proceed to the next stage of the competition. This is a scored test standardised to the ‘Showjumping Ireland National 5 Bar Assessment’ for young riders. The applicant’s score will form part of their overall score in the cadetship competition. To contribute to and implement the strategic and policy decisions of the Council by ensuring that work programmes within their area of responsibility are implemented to deliver on the Council’s corporate and operational plans. 3. To develop and maintain productive working relationships with all external agencies, bodies, elected representatives, committee members and other stakeholders, including providing information and assistance when required. 4. To communicate and liaise effectively with employees, managers in other sections, senior managers, customers and elected representatives and other stakeholders in relation to operational matters for their section. 5. To research, analyse and communicate information on specific issues and policies as appropriate, including compiling, preparing and presenting reports, presentations, correspondence etc. 6. To represent the local authority on committees and at meetings and to report on progress in his or her respective section or department as required. 7. To provide support and administrative assistance in the delivery of projects as required. 8. To be responsible for the day to day financial management of capital and operational expenditure in the department or section, including preparation of budgets and maximising funding opportunities where appropriate. 9. To identify opportunities for improvements in the service delivery, value for money and other efficiencies within the relevant area of responsibility and to use performance indicators effectively as appropriate. 10. To communicate, implement and manage change management initiatives within the relevant area of responsibility. 11. To manage and supervise employees in supporting roles, including assigning duties and workload, providing on-going support, handling day to day issues and identifying training and development requirements as appropriate. 12. To ensure that department or section operations are in compliance with all Council policies, procedures, practices and standards and in compliance with the principles of good governance, legislative requirements and Department of Housing, Planning and Local Government circulars and guidance. 13. To provide assistance in the understanding and interpretation of the Council’s policies and procedures to employees in their area of responsibility and to customers and other stakeholders as appropriate. 14. To participate in corporate management activities and responsibilities appropriate to the grade. 15. To be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work. 16. To deputise for the line manager or equivalent as required. 17. To undertake any other duties of a similar level and responsibility, as may be required, or assigned, from time to time. 3. SALARY The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary Scale €55,847 – €57,214 – €58,810 – €60,410 – €62,011 – €63,441 – €64,906 – €66,324 – €67,739 – LSI 1 €70,164 – LSI 2 €72,602 Salary for the post shall be in accordance with existing practice as set out in relevant circulars. New entrants will be paid at the minimum of the scale. 4. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 5. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. 7. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. METHOD OF SELECTION (a) Selection shall be by means of a competition based on an interview conducted by, or on behalf of, Sligo County Council. The Council will not be responsible for any expenses incurred by candidates in attending for interview. Panels will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panels, and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panels, be employed as appropriate vacancies arise. The life of the panels shall be one year from the date they are formed, unless extended by the Chief Executive. (b) Short-Listing: While a candidate may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, Sligo County Council may decide that a smaller number will be called to the next stage of the selection process. In this respect, the Council provides for the employment of a short-listing process toselect a group who, based on an examination of the application forms, appear to be the most suitable for the position. This is not to suggest that other candidates are necessarily unsuitable or incapable of undertaking the job, rather that there are some candidates who, based on their application, appear to be better qualified and/or have more relevant experience. The short-listing criteria may include both the essential and desirable criteria specified for the position. It is, therefore, in your own interest to provide a detailed and accurate account of your qualifications/ experience in your application. Candidates may be short-listed for final competitive interview on the basis of: (a) The information provided on the application form, including both the essential and desirable criteria, relevant experience and competency questions, or (b) A preliminary interview or (c) Appropriate test i.e. aptitude test, etc. or (d) any mix of the above. One or more of the following criteria may apply when short-listing applications either through the application form or preliminary interview: Those deemed most suitable in relation to the relevant criteria will be called for a final competitive interview. 9. GARDA VETTING & REFERENCES The successful candidate may be subject to the Garda Vetting Procedures in line with the provisions of the National Vetting Bureau (Children & Vulnerable Persons) Act 2012 to 2016 as appropriate in advance of appointment. The appointment of any successful candidate will be subject to receipt of references which are satisfactory to Sligo County Council. 10. MEDICAL EXAMINATION For the purpose of satisfying the requirements as to health, it will be necessary for the successful candidate, before they are appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. 11. PERIOD OF ACCEPTANCE OF OFFER The local authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and, if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 12. NORMAL WORKING HOURS Normal working hours are 9.00 a.m. to 5.00 p.m., Monday to Friday, with a minimum of 30 minutes to be taken as lunch break. The successful candidate may, from time to time, be required to work outside normal office hours, including at weekends as necessary. 13. ANNUAL LEAVE Annual Leave shall be 30 days per annum annual leave and public holidays shall be given in accordance with the provisions of the Organisation of Working Time Act, 1997. 14. SICK LEAVE As per Sligo County Council’s current Sick Leave Scheme and Attendance Management Policy & Procedure, as amended by the Public Service Management (Sick Leave) Regulations, 2014, and any subsequent Regulations made from time to time. 15. TRAVELLING & SUBSISTENCE ARRANGEMENTS Travelling and subsistence expenses at the approved rates shall be paid for authorised travel. 16. TRAINING Successful candidates will be required to undertake any course of training which is determined relevant by Sligo County Council. 17.
