QUALIFICATIONS FOR THE POST 1. CHARACTER Candidates shall be of good character and references shall be sought. 2. HEALTH Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render an efficient service. 3. EDUCATION, TRAINING AND EXPERIENCE, ETC. Each candidate, on the latest date for receipt of completed application forms, must: (a) Hold a qualification in Planning (at least Level 8 on the National Framework of Qualifications). (b) Have at least five years satisfactory relevant experience of planning work. (c) Possess a high standard of technical training and expertise. (d) Possess a high degree of administrative experience. 5. DRIVING LICENCE Holders of the post must hold a full driving licence for class B vehicles and shall drive a motor car in the course of their duties and, for this purpose, provide and maintain a car to the satisfaction of the local authority. Carlow County Council reserves the right to provide a vehicle to enable you to carry out your duties. The provision of a vehicle will be at the discretion of the Chief Executive. If, during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence which may affect your duties, you are obliged to notify the Council immediately. THE ROLE OF EXECUTIVE PLANNER An Executive Planner is currently the second grade within the tiers of planning posts within Carlow County Council. These range from Assistant Planner, Senior Executive Planner through to Senior Planner. Executive Planners work within the Planning Section and the section works broadly under the following headings: Forward Planning, Development Management and Enforcement. However, an Executive Planner will be required to input into multi-disciplinary project teams on occasion, under the direction and line management of the Senior Executive Planner and/or Senior Planner. Depending on the needs of the department/organisation, the Executive Planner may also be required to carry out duties as assigned by other delegated officers from time to time. Local Authorities also play a key role in supporting economic development and enterprise promotion at a local level. The Executive Planner may, from time to time, be required to deputise for the Senior Executive Planner or more senior personnel and must be willing to take on this challenge. The ideal candidate will be a highly motivated person, with a strong sense of commitment to delivering quality public services and shall demonstrate a clear knowledge and understanding of: • Local authority services, its key stakeholders and relationships • Local government structures and its democratic role and mandate • Current local government issues, future trends and strategic direction of technical knowledge base and experience of planning policy and practices to include the following: • Planning legislation and procedures across the areas of forward planning, development management and enforcement in particular • Current and future planning issues facing County Carlow and its wider region • Administration, report writing and putting across a well-researched and reasoned recommendation • Experience of working within multidisciplinary teams or demonstration of ability to do so • Project or team leadership • Awareness of and management of Health, Safety and Welfare in demands • Working under pressure to tight deadlines Duties and Responsibilities of the Executive Planner The duties and responsibilities to be assigned include the following, although this list is not exhaustive and may be reviewed from time to time as organisational needs require: • Conducting site visits and preparing recommendations on assigned planning applications, including applications made directly to An Coimisiún Pleanála where a local authority report is requested • Preparing responses to pre-planning requests and holding pre-planning meetings • Preparing responses to planning appeals, attendance and input at oral hearings as necessary • Carrying out site visits and preparing recommendations in relation to planning enforcement and derelict sites, including attendance at court cases and the giving of evidence • Preparing responses for submissions on compliance with planning conditions • Advising on and preparation of recommendations on ‘Section 5’ and ‘Section 57’ exempted development declaration applications and other declarations as directed • Giving planning advice on the preparation and processing of “Part 8” Local Authority development applications • Undertaking the planning role with respect to environmental reports associated with these specific statutory requirements in development management planning and policy planning • Planning assessment of value and impacts on built heritage associated with both development management and policy planning • Responding to planning queries, completions of returns, etc. from other Council departments and national and regional Government/statutory agencies/external bodies as directed • Carrying out survey work, research, analysis, drafting policies and proposals, preparing written statements and maps, and other work as required on the agreed Development Plan and Forward Planning work programme • Input into the preparation, management and administration of environmental assessments of planning applications and plans/programmes as required • Assistance in organising and facilitating public consultation and participation, including attendance at meetings and other public forums, making presentations and recording and responding to queries • Dealing professionally, courteously and efficiently with queries from members of the public and their agents • Providing a high level of service to public representatives, including attendance at and presentations to the relevant Strategic Policy Committee and at meetings of the Council and Area Committees • Maintaining, managing where required and proactively developing a culture of Health and Safety in the workplace • Engaging in Continuing Professional Development/Training • Incorporating the use of ICT and efficiencies into work The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his/her duties as a local authority employee. Duties You shall perform such duties as may from time to time be assigned to you in relation to your employment and as may be appropriate to any particular function of any local authority for which the Chief Executive is responsible and carry out such instructions as may be given in relation to the performance of your duties. You shall, if required, act for an employee of a higher level. You may be required to work outside your normal job description from time to time. Salary The scale for the post of the Executive Planner is analogous to the Executive Engineer/Planner (Circular Letter EL 02/2026) as follows: €60,255 – €62,447 – €64,640 – €66,837 – €69,032 – €71,226 – €73,423 – €75,606 – €77,813 – €80,001 – LSI 1 €82,523 – LSI 2 €83,758 Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. The starting pay for new entrants will be at the minimum of the scale. The salary shall be fully inclusive and shall be as determined from time to time. The rate of remuneration may be adjusted from time to time in line with Government pay policy. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services which are required by or under any enactment to perform. Work Base Carlow County Council reserves the right to assign you to any department or premises in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself, at his/her own expense, with the necessary mode of travel to and from work. Working Hours The working hours at present provide for a five day, thirty-five hour working week. Hours may vary from time to time. Carlow County Council operate a flexible time scheme with the earliest starting time of 8.00 a.m. and the latest start time of 10.00 a.m., and the earliest finishing time of 4.00 p.m. and the latest finishing time of 18.00 p.m. A lunch break consisting of a minimum of 30 minutes to a maximum of 2 hours must be taken between 12.30 p.m. and 14.30 p.m. The Flexi Leave Scheme is available on request. Carlow County Council have implemented a Blended Working Policy which may facilitate remote working for certain staff who have in excess of six months’ service with the Council. A copy of the Blended Working Policy is available on request. There may be a requirement to work additional hours from time to time, for which Time in Lieu on a time for time basis will apply. Overtime does not apply to this post. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The working hours may be reviewed at any time by the Council. The post may require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remuneration will be paid in respect of such activities. Residence The holder of the post shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof, as determined by Carlow County Council. References Applicants are required to advise the names of two responsible persons to whom they are well known but not related (at least one of the referees should be an existing or former employer). In advance of any offer of employment, Carlow County Council reserves the right to seek both written and verbal references from current and previous employers, educational institutions or any other organisations with which the candidate has been associated. Probation Where a person who is not already a permanent employee of a Local Authority is employed, the following provisions shall apply: (a) There shall be a period after such employment takes effect during which such person shall hold such position on probation. (b) Such period shall be one year, but the Chief Executive may, at his or her discretion, extend such period. (c) Such person will cease to hold such position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such person is satisfactory. (d) The period at (a) above may be terminated on giving one week’s notice as per the Minimum Notice and Terms of Employment Acts. (e) There may be assessments during the probationary period. Health For the purposes of satisfying the requirement as to health, it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Annual Leave The current annual leave entitlement is 30 days. Granting annual leave, payment for annual leave and arrangement for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended).

The Role Leitrim County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent vacancies for the position of Assistant Chief Fire Officer (ACFO) may be filled. The Assistant Chief Fire Officer will work as part of a multi-disciplinary team within the Emergency Services Department. The person appointed will work under the direction and control of the Chief Fire Officer or such other officer as may be designated by the Chief Executive. The Principal Terms & Conditions The post is whole time, permanent and pensionable and will be based in the Fire Service Headquarters, Carrick on Shannon, County Leitrim. 1. Duties The duties of an Assistant Chief Fire Officer are to give to the local authority and: (a) Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Act 2001 and Local Government Reform Act 2014, is Chief Executive, and (b) To any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph, under the direction and supervision of the appropriate professional employee, such fire or ancillary services of an advisory, supervisory or executive nature as may be required. These duties shall include assisting the appropriate Senior Fire Officers in the supervision of engineering, fire or cognate services. The successful candidate may also be required to act for higher-ranking officers when necessary. Holders of the post will be required to perform duties in relation to Fire Operation, Fire Prevention, Emergency Management, Civil Defence and Building Control as assigned, and such other duties as may be assigned from time to time. Holders of the post will undergo such training as it is considered appropriate to the performance of the duties of the post and will be expected to conduct in a competent manner the following activities: • Management of Fire Service operational activities in accordance with Fire Service Operational Plan. • Inspections in accordance with the Fire Service Act 1981 & 2003, Building Control Act 1990, and Leitrim County Council’s Community Fire Safety Policy (including during performance inspections), and give evidence in court where required. • Give advice and talks on fire safety to all members of our community, which may be out of normal working hours. • Issue enforcement notices as an authorised officer in accordance with the Fire Service Act 1981 & 2003 and attend and give evidence in court where appropriate. • Attend incidents as an authorised Rostered Senior Fire Officer, drill nights and exercises out of normal working hours. • Validate and process Commencement Notices, Fire Safety Certificates, Disability Access Certificates and Certificates of Compliance on Completion in accordance with the Building Control Regulations 1977 - 2014. • Compilation of information and reporting on inspections, fire service training and operational activity, fleet management and requirements of the Health, Safety & Welfare Act 2005 as amended. • Continuous improvement, review and implementation of Leitrim County Council’s Major Emergency Management Plan and associated guidance documents/protocols in line with the National Framework for Major Emergency Management. • Implementation of the Council’s Safety Management System, including health and safety inspections. • Such other duties and responsibilities appropriate to the grade as may be assigned from time to time. Rostering Agreement The terms of the Senior Fire Officer Rostering Agreement 1996 (or as amended) will apply to this employment, and the successful candidate will be required to participate in the Operational Senior Fire Officers Roster. Prior to entry on the roster, the holder of the position will be required to demonstrate relevant experience, in addition to successfully completing the following training: • QQI Accredited Firefighting Skills course • QQI Accredited Using Breathing Apparatus (Initial Wearer) course • QQI Accredited Using Breathing Apparatus (Compartment Fire Behaviour Training) course • National Incident Command Course • NDFEM Managing Fire Service Incidents, Module 2 Course 2. Salary The salary scale for the position of Assistant Chief Fire Officer (analogous to the Executive Engineer Grade) will be within the range (scale effective 1st February 2026): €60,255 - €62,447 - €64,640 - €66,837 - €69,032 - €71,226 - €73,423 - €75,606 - €77,813 - €80,001 - €82,523 (LSI 1) - €83,758 (LSI 2) Entry point to this scale will be determined in accordance with relevant Departmental Circulars. Offers of appointment to persons who are not serving local authority employees will be based on the minimum of this scale. The holder of the post shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to or received by him/her by virtue of the post or in respect of any services which he/she is required by or under any enactment to perform. 3. Residence The holder of the post shall reside in the district in which his or her duties are to be performed or within a reasonable distance thereof and will be required to serve in the Local Authority’s Offices or wherever assigned by the Local Authority. The holder of the post will be based in Fire Service Headquarters, Carrick on Shannon, County Leitrim. Probation All contracts will be subject to a probationary period, during which the performance of the successful applicant will be regularly evaluated. Where a person is permanently appointed to Leitrim County Council, the following provisions shall apply: (a) There shall be a period after appointment takes effect, during which such a person shall hold the position on probation. (b) Such period shall be one year, but the Chief Executive may, at his/her discretion, extend such period. (c) Such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory. (d) There will be ongoing assessments during the probationary period. Employment may be terminated by either party during probation or at the end of the probationary period on one week’s notice. 5. Retirement Age The Single Public Service Pension Scheme (“Single Scheme”), as provided by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012, commenced with effect from 1st January 2013. The Act introduced new retirement provisions for new entrants to the public service appointed on or after 1st January 2013, as well as to former public servants returning to the public service after a break of more than 26 weeks. In accordance with Circular Letter 24/2020, Single Pension Scheme members’ normal retirement age will be in line with the age of eligibility for the State Pension (Contributory). Compulsory retirement age will be 70. There is no mandatory retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Anyone who is “not a new entrant” to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, had been subject to a compulsory retirement age of 65 years. The role of the Beach Lifeguard, Dollymount Beach (Temporary), Summer Season 2026, is to provide a valuable service in ensuring the safety and enjoyment of the beach by all visitors during the summer months. The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council. This is not to suggest that any candidate may be unsuitable or incapable of undertaking the duties of the post advertised, but rather that there may be candidates who have demonstrated that they are better qualified and/or have more relevant experience. The number of persons to be invited, in these circumstances, to interview shall be determined by the local authority from time to time, having regard to the likely number of vacancies to be filled. Step 1: Initial Screening In the first instance, all applications received by the latest date/time for receipt of completed applications are screened for eligibility in accordance with the qualifications for the post as set out in this booklet and declared by the Minister for the Department of Housing, Local Government and Heritage under Section 160 of the Local Government Act 2001. Step 2: Shortlisting Each candidate’s application may be assessed against pre-determined criteria based on the requirements of the position as outlined in this booklet. It is the sole responsibility of the applicant to provide a detailed and accurate account of their qualifications and/or experience in their application form and to outline the relevance of their experience in the examples provided. Step 3: Interview Candidates who are successful in the shortlisting process will be invited to attend for interview(s). Fingal County Council will endeavor to give sufficient notice of the interview to shortlisted candidates. Thereafter, it is the responsibility of the candidate to make themselves available on the date/time selected. Candidates who do not attend for interview will be deemed to have withdrawn their application from the competition. Expenses incurred by candidates in attending for interview, will be at the candidates own expense. An independent interview board will be established by the Senior Executive Officer, People Services, or other designated officer, to assess the candidates shortlisted for interview. The interview board will generally comprise of a Chairperson and two other members, who will have expert knowledge in the relevant field. The objective of the interview board is to identify candidates who best meet the objective criteria and competencies required for the position and to place them in order of merit. Candidates who are successful in the interview will be qualified in order of merit for appointment to the post of Professional Social Worker and placed on a panel. It should be noted that placement on a panel may not necessarily lead to a job offer. Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a local authority will be required in respect of the local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. PROBATION (a)   there shall be a period after such employment takes effect during which such persons shall hold such employment on probation,   (b)   such period shall be one year but the Chief Executive may at their discretion extend such period,   (c)    such persons shall cease to hold employment at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory.   SALARY €55,209, €57,809, €60,432, €63,076, €65,707, €68,342, €70,979 (LSI 1), €72,357 (LSI 2) per annum.   Persons who are not serving local authority employees will be based on the minimum of the scale.   Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their post or in respect of any services which they are required by or under any enactment to perform.   HEALTH For the purpose of satisfying the requirement as to health it will be necessary for successful candidates, before they are employed, to undergo a medical examination by a qualified medical practitioner to be nominated by the Local Authority.   RETIREMENT AGE The retirement age is 70 years.   Recruitment The local authority shall require a person to whom employment is offered to take up such employment within a period of not more than 6 weeks and if they fail to take up the employment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not employ the person.
