Integration Support Worker

The primary role of the Local Authority Integration Team (LAIT) is to provide ongoing integration supports to IP applicants, Programme Refugees and BOTP to enable them to live independently in the community. This will involve linking these cohorts with local service providers appropriate to their needs. The LAITs will also act as the direct point of contact, providing information, guidance and advice, answering queries as they arise and ensuring that they are in receipt of applicable benefits and entitlements. The ISC will support the Integration Support Worker, in the delivery of services including support in accessing employment and developing English language proficiency, childcare, healthcare services and linkages to sporting and other local / community activities. The LAITs will engage with the Irish Refugee Protection Programme during the period of resettlement. Grant agreements, put in place to support this process through integration projects, will set out the relationship including a referral process to provide integration supports to programme refugees. The LAITs are not intended to replace mainstream service provision but to support IP applicants, Programme Refugees and BOTP in accessing mainstream services. DUTIES AND RESPONSIBILITIES The Integrated Support Worker (ISW) will perform such duties as may be assigned from time to time which will involve the facilitation, implementation and promotion of the policies and objectives of Carlow County Council for the advancement of the LAITs. Integration Support Worker reports directly to the Integration Support Co-Ordinator, or to any other employee of Carlow County Council as the Chief Executive, Director of Services or other appropriate employee may designate for this purpose. Duties and responsibilities shall include but are not limited to: • the social inclusion of IP applicants, Programme Refugees and BOTP into local communities through effective use of community development principles and practices and local integration supports. • Hosting clinics in local areas and using community development principles to support those in attendance. • Collaborating and working with teams in the International Protection Accommodation Service (IPAS) including the customer service, the resident welfare, and the people with status teams. • Implementing and promoting Carlow County Council strategies/policies relevant to those in receipt of integration support services. • Acting as lead on IRPP integration projects, supported by grant agreements, put in place to support the integration of programme refugees. • To support the Integration Support Co-Ordinator to ensure work programmes are implemented to deliver on the Council’s operational plan. • Support with accessing English language classes / courses. • Support with accessing employment activation / volunteering. • Support with accessing education and / or training, capacity building courses and apprenticeships. • Linking with other public services including legal, childcare, healthcare, and dental and optical services. • Providing guidance through application processes for income supports, medical cards, child supports, and any other applicable entitlements. • Support with accessing local groups and activities e.g., sporting, music. • Supporting IP applicants to transition out of the system once they have received a decision from the Department of Justice including guidance on accessing mainstream and NGO supports. • Making appropriate provisions for vulnerable persons, including working with mainstream service providers to facilitate access to additional services if required. • Assisting in addressing any issues / concerns / grievances / complaints that arise in interactions with public services. • To develop and maintain productive working relationships. • To compile, prepare and present reports, presentations and respond to correspondence as necessary. • To represent the office on committees or at meetings and give progress reports as required. • To provide support and assistance in the delivery of projects as required. • To assist the handling day to day issues, ensuring compliance with all council policies and procedures. • To deputise for the line manager or equivalent as required. • To undertake any other duties of a similar level and responsibility, as may be required, or assigned, from time to time. • Preparing interim and annual reports, including data on budgets and expenditure as required. • Be in compliance with health and safety legislative requirements, policies and procedures and safe systems of work. Citizenship Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). THE POST The post is a whole-time, permanent, and pensionable. The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his/her duties as a local authority employee. A panel may be formed at interview stage from which future permanent or temporary vacancies may be filled. HOURS OF WORK The working hours at present provide for a five (5) day, thirty-five(35) hours working week, hours may vary from time to time. Carlow County Council operate a Flexi Time Scheme with an earliest start time of 8.30 a.m. and a latest start time of 10.00 a.m. and earliest finishing time of 16.30 p.m. and a latest finishing time of 18.00 p.m. with a lunch break consisting of a minimum of 30 minutes to a maximum of 2 hours which must be taken between 12.30 p.m. and 14.30 p.m. A copy of the Flexi Leave Scheme is available, on request. There may be a requirement to work additional hours from time to time for which Time in Lieu on a time for time basis will apply. Overtime does not apply to this post. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The working hours may be reviewed at any time by the Council. The post may require flexibility in working outside of normal hours, including evening and weekend work, as necessary. No additional remuneration will be paid in respect of such activities. PROBATION Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointment takes effect during which such persons shall hold such position on probation, (b) such period shall be twelve months, but the Chief Executive may at his or her discretion extend such period, (c) such persons shall cease to hold such position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory, (d) the period at (a) above may be terminated on giving one week’s notice as per the Minimum Notice and Terms of Employment Acts, (e) there will be assessments during the probationary period. SALARY Salary scale: Analogous to Senior Staff Officer €53,345 - €65,172 per annum (EL 02/2023). Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with circulars issued by the department of Housing, Local Government & Heritage. Remuneration is paid fortnightly directly to the employee’s nominated bank account. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. River Lifeguards

Qualifications CHARACTER Candidates shall be of good character. AGE Candidates shall be not less than 18 years of age on 1st May 2024. HEALTH Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. EDUCATION, EXPERIENCE, REQUIREMENTS ETC. Candidates shall possess a current Irish Water Safety Inland Open Water Lifeguard Award or equivalent as recognised by the International Lifesaving Federation (ILS). Particulars of Office Each year Carlow County Council recruits River Lifeguards & Relief River Lifeguards for the bathing areas at Bagenalstown (3 No.) and Clashganny (3 No.) for the duration of the bathing season – typically weekends in June and full time in July and August. Successful candidates will be assigned attendance requirements dependant on the location of their placement. River lifeguards will be responsible for the performance of their duties and will work under the immediate supervision of the Water Safety Officer or their nominee. 1. The Post: The post is seasonal and temporary. A panel will be formed from which vacancies for the bathing season may be filled in order of merit. 2. Duties: The Lifeguard shall: • Carry out all appropriate duties as laid down in the Irish Water Safety Lifeguard Handbook • Read, be familiar with and adhere to the Safety Statement for Lifeguards; participate in induction training and cooperate with other safety training provided by the Council as required. Any issues of health and safety concern shall be referred to the Water Safety Officer and/or the Senior Executive Engineer/Health & Safety Advisor. The procedure for reporting issues of concern is set out in the Safety Statement • Check all equipment daily prior to commencement to ensure that it is in working order and ready for use. Any defects notified should be reported immediately to the Council. All lifesaving and first aid equipment shall be inspected on arrival for duty to ensure that adequate stocks are available and in good working order • Check the ring buoys and other safety equipment on the river • Be on patrol or on look-out outside the hut. The Lifeguard should never be inside the hut except when relieved for meals etc. or when they are certain there is nobody at the river. They should not allow their concentration to be diverted in conversations with the public or in reading. The primary duty of the Lifeguard is to prevent accident situations from developing. The can-buoy should be strategically placed so that it may be used at a moment’s notice. Special vigilance is required where there are rocks or an outflow of a river, as there are likely to be undertows or currents • Ensure that except for emergency assistance or official business, no one other than lifeguard personnel are permitted in the lifeguard hut/station • Inspect the patrol area and where possible to remove any dangerous or offensive items. If the lifeguard cannot deal with a matter, he/she should immediately report to the Water Safety Development Officer and/or Senior Executive Engineer • Assist in opening and closing the public toilets (if necessary) at the start and end of their shift or at an agreed time. The Lifeguards shall also report on the condition of the toilets in their Log Books and notify in the case of serious uncleanliness or damage • Ensure Indication flags are placed in prominent positions, are flown, changed or relocated as necessary during the day. The following flag system is to be used: • Red flag signifies that bathing is considered temporarily unsafe • Red over yellow flag signifies that bathing area between any two such flags is under the supervision of the River Lifeguard • No flag is flown if there is no River Lifeguard on duty • Ensure at the conclusion of the duty period each evening that all flags are removed and that all equipment is checked and securely stored in the appropriate place • Shall carry out river patrols and remain as close to the river as possible • provide constant observation and supervision of activities at public bathing places in order to prevent drowning accidents • Shall always be courteous to bathers and give them the necessary information regarding state of currents and parts of river which are not safe for bathing • Shall immediately warn bathers, if, in the Lifeguard’s opinion, they are about to enter water at a point which is considered dangerous owing to currents, etc. and give the reasons. Lifeguards shall practice a philosophy of prevention over reaction in carrying out the service • Provide advice to the public regarding facilities, state of currents, parts of river which are not safe for bathing, hazards, water safety etc. • Shall provide emergency rescue service in the case of accidents • Shall immediately assist persons in difficulties in the water and render to such persons the necessary attention and first aid when possible • Shall contact An Garda Siochana at the earliest opportunity if bathers are acting in an indecent manner • Maintain an “Accident and Incident Record” Book • Complete all appropriate rescue and first aid forms • Ensure that the lifeguard station is kept clean and tidy and in a state of readiness for emergencies • To assist in conducting aquatic events and water safety programs (if required) 3. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post will be paid at the first point of the General Operative scale depending on the attendance requirements. The current salary scale applicable to the post is €15.92 per hour (Circular Letter EL 02/2023 refers). 4. Work Base: Carlow County Council reserves the right to assign you to any bathing area in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. 5. Working Hours: The working hours for River Lifeguards will be approx 30/33 hours per week, 2pm to 8pm daily with half hour for lunch on a rostered basis to ensure that the bathing areas are supervised at all times during the 6 hour period. Relief River Lifeguards working week will be as required. Due to the nature of the work, evening and weekend attendance over a 7 day working week will be required. The Council reserves the right to vary the hours/days worked at any time. 6. Annual Leave & Public Holidays: Granting of annual leave, payment for annual leave and arrangement for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended) and attendance on Public Holidays will be paid at double time. 7. Garda Vetting Successful candidates will be garda vetted before taking up appointment. 8. Residence: The holder of the post shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof as determined by Carlow County Council. 9. Training: It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. 10. Travel & Phone Allowance: Lifeguards assigned to the Clashganny bathing area will receive €20 travel allowance per week. All lifeguards will receive €20 at the end of the season for use of their private phone during their employment. 11. Safety & Welfare: The holder of the post shall co-operate with the terms of Carlow County Council’s Safety Statement and Major Emergency Plan. He/She shall familiarise him/herself with the safety rules and procedures and make proper use of all safety, clothing and equipment. Failure to comply with the terms of the Safety Statement may result in a disciplinary action. 12. Superannuation: This post is seasonal and non-pensionable. RECRUITMENT: Interview & Practical Test: All candidates will be assessed by means of interview and the Irish Water Safety Pre-set Open Water Lifeguard Exam and successful applicants will be placed on a panel in order of merit. Survey interviewing work is carried out across the whole country. However, it is the policy of the CSO to assign interviewers to suitable geographical locations based on their home address. Therefore, the offer of an appointment to a position will depend on both the candidate’s geographical location and their position on the panel. Successful Survey Interviewers may be asked to work on a number of different surveys which may include but not limited to the Labour Force Survey (LFS), the Survey of Income and Living Conditions (SILC), and the Household Budget Survey (HBS). The CSO are also recruiting through this campaign for interviewers to work on the new baby cohort of Growing Up in Ireland – the national longitudinal study of children in Ireland which has been following the progress of c.20,000 children and their families since 2006. More information on CSO Household Surveys can be found on the CSO website: Requirements for the position • Education requirement: intermediate certificate/junior certificate or equivalent; • Hold a current full driving licence and have the full use of a car for the hours spent working on the survey: • Fluent English both written and spoken; • Proven experience of personal interaction with the public ideally through face to face and telephone interviewing, practical social work or related work; • Good IT software skills, e.g., Microsoft Office 365 and MS Teams; • Availability to work flexible hours. Survey Interviewer Duties and Responsibilities: Preparation for interviewing/collection process This involves attending appropriate training sessions as directed by field management/CSO headquarters. Training may be conducted on-site or virtually. A tablet computer and smartphone will be used to manage interviewer workload. Attendance at training is mandatory. Survey Interviewing/Collection Survey work requires interviewers to carry out data collection by means of electronic data capture, using a tablet or other data capturing device. Interviewers will be required to transfer data to CSO headquarters in the manner prescribed for each particular survey. Interviewers will be expected to meet minimum data collection targets and deadlines as outlined by field management. Interviewers are expected to meet high data quality standards in a timely manner. Liaison with Field Management/CSO Headquarters Interviewers are expected to be in regular contact with field management through telephone, email, virtual meetings (e.g., MS Teams) or in-person contact. Administration Interviewers will be expected to complete and submit relevant administrative documentation by specific deadlines using both electronic and paper methods. Data Protection Interviewers will ensure high levels of data governance and information security particularly regarding access to confidential data. Households are willing to give up their free time to participate in our surveys and it is important that you are as flexible as possible to find a time that suits them to participate. Where will I be working? Your work assignments will be based on your home location and will branch out from there. You may need to travel further from home at times and the distance of the travel will depend on whether your location is urban or rural in nature. Flexibility in relation to travel is required at times to meet the demands of individual surveys. Your area of work may change from time to time. What will I be paid? Starting rate of pay effective 1st October 2023 is €333.98 per week. In addition to this, there is also the potential to earn an additional completion payment of up to 13% of gross pay depending on response rates achieved. All household survey interviewers will receive comprehensive training on the role before starting work. This usually involves initial on-site training in the Cork Office over 5 days, with a further on-site and online training sessions depending on which surveys you will be working on. Quarterly, regional in-person training sessions are also organised, as well as ad-hoc training sessions from time to time. On-going training and support will be provided by your appointed Coordinator, who will be your first line of contact with the CSO and will manage your work on a day-to-day basis. What is expected of me? Minimum expected response rates will apply to each of the surveys on which you work, and you will be expected to achieve these rates. Household survey interviewers are the CSO representatives at doorsteps across the country and must at all times carry out their work in a professional and respectful manner. You will be expected to maintain regular contact and communication with your Coordinator. Eligibility to Compete and Certain Restrictions on Eligibility Citizenship Requirements Eligible candidates must be: (a) A citizen of the European Economic Area (EEA). To qualify candidates must meet one of the citizenship criteria above by the date of any job offer. Selection Process The Selection Process may include the following: • Shortlisting of candidates based on the information contained in their Application Form • A competitive interview • Any other tests or exercises that may be deemed appropriate. Applicants who are successful in this competition will be placed on a panel, in an order of merit. The offer of an appointment to a position will depend on both the candidate’s geographical location and their position on the panel. Permanent Panel: On completion of the selection process a panel of permanent Survey Interviewers will be formed in order of merit from which candidates may be called. The permanent panel will be maintained for no longer than 3 years. The offer of an appointment to a position will depend on both the candidate’s geographical location and their position on the panel. Temporary Panel A panel of temporary Survey Interviewers will be established. The panel will be maintained for no longer than 3years. The offer of an appointment to a position will depend on both the candidate’s geographical location and their position on the panel. Should similar vacancies, including temporary positions, arise elsewhere in the CSO candidates may be drawn from this competition. Shortlisting If the number applying for the position is such that it would not be practical to interview everyone, the CSO may decide that only a certain number will be called to interview. In this respect a short-listing board will examine the application forms and assess them against pre-determined criteria based on the requirements of the position. The board will select a group for interview who, based on an examination of the application forms, appear to be the most suitable for the position. This is not to suggest that other candidates are necessarily unsuitable or incapable of undertaking the job, rather that there are some candidates, who based on their application, appear to be better qualified and/or have more relevant experience. It is therefore in your own interest to provide a detailed and accurate account of your qualifications/experience in your application. Security Clearance You will be required to complete and return a Garda eVetting form should you come under consideration for appointment. This form will be forwarded to An Garda Síochána for security checks on all Irish and Northern Irish addresses at which you resided. If you have lived/worked in a country outside the Republic of Ireland for more than 6 months during the last 5 years, it is mandatory for you to furnish a Police Clearance Certificate from those countries stating that you have no convictions recorded against you while residing there. You will need to provide a separate Police Clearance Certificate for each country you have resided in. Clearance must be dated after the date you left the country. It is your responsibility to seek security clearances in a timely fashion as this can be a lengthy process. Please note you cannot be appointed without this information being provided and being in order. The CSO is an equal opportunity employer. Principal Conditions of Service General The appointment is subject to the Civil Service Regulations Acts 1956 to 2005, the Public Service Management (Recruitmentand Appointments) Act 2004 and any other Act for the time being in force relating to the Civil Service. The appointment is to a permanent position for Permanent Survey Interviewers or to a temporary position for Temporary Survey Interviewers in the Civil Service on a probationary contract for a period of one year from the date of appointment for permanent interviewers and on a pro-rata fixed term contract basis for Temporary Survey Interviewers. Notwithstanding this paragraph and the paragraph immediately following below, this will not preclude an extension of the probationary period in appropriate circumstances. During the period of probation, the appointee’s performance will be subject to review by the relevant supervisor(s) to determine whether the appointee: i. has performed in a satisfactory manner ii. has been satisfactory in general conduct iii. is suitable from the point of view of health with particular regard to sick leave. Prior to completion of probation a decision will be made as to whether or not the appointee will be retained pursuant to Section 5A (2) of the Civil Service Regulations Acts 1956-2005. This decision will be based on the appointee’s performance being assessed against the criteria set out in (i) to (iii) above. The detail of the probationary process will be explained to the appointee by the CSO and the appointee will be given a copy of the Department of Public Expenditure and Reform guidelines on probation. Salary The weekly salary scale with effect from 01st of October 2023 this position is as follows: PPC (Personal Pension Contribution) Scale: €333.98, €352.95, €357.80, €371.83, €385.91, €400, €414.07, €428.15, €441.84, €455.54, €469.26, €485.28, €496.55, €517.77 (NMAX), €534.46 (LSI1), €542.10 (LSI2) The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main/personal superannuation scheme. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3 (LSI1) and 6 (LSI2) years satisfactory service at the maximum of the scale.
