Our Core Values: • Collaborate • Accountability • Respect • Empathy • Trust JOB DESCRIPTION TITLE: ACCOUNTS ADMINISTRATOR - BUSHYPARK ADDICTION TREATMENT SERVICE DURATION OF CONTRACT: This is a full-time permanent post (subject to satisfactory completion of probation period i.e. 6 months) and continued receipt of funding. ROLE: To provide accounts and administration support for the operation of Bushypark Addiction Treatment Services in addition to providing accounts support to the Head of Finance/IT & Procurement and the Finance Team, thus ensuring the effective operation of the Finance Function within the organisation. OBJECTIVE: The Finance Department aims to provide efficient and effective Finance related activities within Clarecare. JOB RELATIONS: The Accounts Assistant will operate within the Bushypark team and also the wider Finance team in Clarecare. This position reports to the Head of Finance, IT & Procurement with day to day operational reporting to the Deputy Manager of Bushypark Addiction Treatment Service. JOB LOCATION: The position offered is based in Bushypark Treatment Services, Ennis, Co. Clare. Location may be subject to change. You may, if required, be assigned to the Service’s other places of business. You will be given as much notice of any such change of place of work as is reasonably practicable. The successful candidate will be required to travel to other Clarecare centre locations throughout Co. Clare in the course of his/her work as and when required. DAYS/HOURS OF WORK: 37.5 hour working week (inclusive of 30 mins. paid lunch break per day) = net 35 hours working week, on a Monday-Friday basis from 9am to 5pm daily. Flexibility regarding work hours is essential. RESPONSIBILITIES OF THE POSITION: General Responsibilities: • To report to the Head of Finance/IT & Procurement or designate with operational reporting on a daily basis to the Deputy Manager of Bushypark. • To adhere to Clarecare policies and procedures including health & safety in relation to all work with Clarecare. • To maintain files in accordance with Clarecare standards in order to ensure that excellent record keeping practices are in place. • To maintain the strict principles of confidentiality in all areas of work. • To complete files and records as required by the Head of Finance, IT & Procurement or designate. • To work as part of the wider Clarecare Structure and support the work of various departments/services within Clarecare. • To attend supervision sessions with the Head of Finance/IT & Procurement or designate. • To live the “Values” of Clarecare in your every day work and interactions with staff, volunteers and external parties. • To maintain professional boundaries in all work with clients, staff, volunteers, external suppliers, etc. • Attend and participate in all mandatory and other relevant training as advised by your Line Manager. • Attend other meetings as necessary. • To perform such other duties appropriate to the office as may be assigned to you by your Line Manager or designate. Specific Responsibilities: This role is to support the effective and efficient operation of the Finance and Administration functions within Bushypark Addiction Treatment Services 1. Maintaining and Updating Clients List: REQUIREMENTS/QUALIFICATIONS FOR THE POSITION Essential Requirements: • The successful candidate will be based on site at Bushypark Addiction Treatment Centre. Hybrid/remote working is not applicable to this role. • Fully qualified – Accounting Technician Diploma from Accounting Technicians Ireland (formerly known as IATI) or equivalent. • Minimum of 1 year’s post qualification relevant (paid) employment experience. • Must be capable of operating effectively in a fast-paced team environment with ability to prioritise and multi-task effectively. • Experience using accounts packages e.g. SAGE 50, will be a distinct advantage although not essential. • Excellent IT skills required to support the business at Bushypark and its further development, • Maintain principles of strict confidentiality on all aspects of your work. • Be familiar with the principles of Data Protection/GDPR and adhere to those principles in your work. • Strong knowledge/use of Microsoft Excel, Word and MS Outlook. • Must be self-motivated with excellent attention to detail and organisational skills. • Ability to work on own initiative and as part of a team. • Well-developed communication skills (verbal & written) with the ability to communicate effectively with clients and non-accounting personnel across the organisation. • To be flexible and adaptable in one’s approach to work – a “can do” attitude. • To attend relevant Operational & Finance, Staff and inter-departmental meetings as relevant. • To undertake any other duties as assigned. • A positive ‘fit to work’ medical. • A positive Garda vetting disclosure through Clarecare. • Full driving licence with a commitment to use your car for work purposes and to indemnify Clarecare in respect of this • Two positive written references from your current and most recent employer(s). JOB DESCRIPTION A Traffic/Litter Warden is a member of a multi-disciplinary team of front-line services based in the Municipal Districts which deliver a wide variety of key local authority services in the heart of com/unities-services include transportation and traffic management, delivery of social housing and other key infrastructure, environmental works, recreation and amenity facilities and general community development. Local Authorities also play a major role in supporting economic development and enterprise promotion at local level. The Traffic/Litter Warden has specific responsibility for the enforcement of a variety of legislation including Road Traffic, Litter Pollution and Casual Trading acts and regulations. The ideal candidate will be a highly motivated adaptable and flexible person capable of acting on their own initiative, with a strong sense of commitment to delivering quality public services. Candidates will also be expected to demonstrate clear knowledge and understanding of • Local authority services, its key stakeholders, and relationships; • Local government structures and the role of Elected Members; • Key legislation relating to road traffic and litter legislation; • Health, Safety and Welfare in the workplace; • Importance of fostering and maintaining wide ranging productive working relationships both internally and externally to the organisation; • Good Public Service values. DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: TRAFFIC • Carrying out the functions specified in sub-section (2) of Section (2) of the Local Authorities (Traffic Wardens) Act, 1975. • To work within the guidelines as laid out in 'Procedures and Guidelines for Traffic Wardens, June 2003' or as otherwise directed. • To patrol the assigned location / town within County Clare in the course of your duties as assigned by the Director of Services or delegated person. • To issue “on-the spot fine” tickets for infringement of the current Clare County Council Parking ByeLaws for the various locations within County Clare and non-display of a current Tax or Registration Disc on parked or stopped vehicles. The post holder will need to be familiar with the various Parking Byelaws currently operating in the County. • To carry out such duties as may be assigned to them by the Director of Services in relation to the enforcement of the Litter Pollution Act 1997, which makes it an offence to throw down, place or leave litter in or on any public place. • To police casual trading throughout County Clare in accordance with the relevant Casual Trading Bye Laws for each location. • To keep accurate records of offences as required for the purposes of Court proceedings, to attend Court and to give evidence as required. • To liaise closely with Administrative Staff in the preparation of evidence. • To write clear and concise reports when required to do so. • To issue notices in relation to vehicles for sale that are parked contrary to the current Roads Act. • To remove and transmit money containers from all Parking Meters to Council Offices as required by the Council. • To count the money from said money containers when required. • To carry out such other appropriate duties relative to the post of Traffic Warden as may from time to time be assigned to them by the Director of Services. • To notify your immediate supervisor of any defects in parking signs, traffic markings and any abandoned vehicles encountered while on duty. ENFORCEMENT: a) Enforcement of Roads Act 1993 with regard to the following: • Abandonment of vehicles on public roads • Unlawful placing or retaining an unauthorised vehicle, sign, caravan etc. on a public road. • Unlawful placing of temporary dwellings on a public road. b) Stationary Traffic Offences – as per traffic warden duties, i.e., illegally parked vehicles. c) Obstructions to Traffic Duties e.g., obstructions on roads such as skips, signs, hoardings etc. d) Maintenance of Pay & Display machines including collection of money and replacement of consumables. LITTER: • To carry out the functions conferred upon you pursuant to the provisions of the Litter Pollution Act 1997 and the Waste Management Act 1996 as amended and other environmental legislation. You will be required to be conversant with such functions and with the relevant sections of the Litter Pollution Act 1997 and the Waste Management Act 1996 as amended and the Regulations made thereunder. • To visit premises and properties if necessary and to consult with the proprietors concerning the collection and disposal of their refuse. • To carry out such other appropriate duties relative to the post of Litter Warden as may be assigned to them by the Director of Services or delegated person. • To perform all duties required in a courteous and efficient manner. • To issue on the spot fines. • To identify and report litter black spots to the Council. • To participate in Environmental Programmes by visiting schools and voluntary organisations, e.g. Tidy Towns Committee. • To advise the Council on the adequacy of litter bins ENFORCEMENT: a) Litter Enforcement – under the Litter Pollution Act 1997, as amended. b) Monitoring of Public Amenities i.e., monitoring of parks and beaches with regard to illegal parking, use of vehicles, littering and other provisions regarding same under the Local Government Act 1994 as amended. MEDICAL AND PHYSICAL STANDARDS Candidates must be in good mental and bodily health and free from any physical defect, abnormality, physiological condition or history of serious illness likely to interfere with the efficient performance of their duties. The following are the minimum physical requirements: a. Height A candidates’ height will be determined at the Medical Examination – see Para. 8. Weight and chest measurements must be in keeping with height and age. Min. height: 157.48cm. Note: BMI will be determined at Stage 2, the Assessment Phase of the competition b. Vision Colour vision must be normal. Both eyes must be free from disfiguring or incapacitating abnormality and free from acute or chronic disease. There must be no evidence of squint or latent squint. The eligibility of applicants who have had previous incisional or laser treatment to correct visual acuity will be determined at the Medical Examination. Please see Annex C for further information. Vision must be not be less than 6/18 in each eye, corrected to not less than 6/6 in one eye and 6/9 in the other. c. Dental Candidates must be free from any serious periodontal disease and possess teeth to a specific standard, which is not less than the equivalent of eleven over eleven natural teeth functionally opposed. In certain circumstances, artificial teeth may be acceptable. d. Hearing A good standard of unaided hearing is essential. Candidates will be required to undergo an audiometric test at which: (1) The sum of the hearing threshold at 1,2,3, 4 and 6 kHz should not exceed the age and gender related warning levels contained in the "Guidelines on Hearing Checks and Audiometry Regulations 2007", issued by the Health and Safety Authority. (2) Candidates under 25 years of age must be able to hear all measured pure tones up to and including 8 kHz at 20dB in each ear. Candidates aged 25 and older must be able to hear all measured pure tones up to and including 8 kHz at 25dB in each ear. Candidates must also be free from acute or chronic ear disorders. Candidates are advised to avoid all sources of loud noise or music for a period of 48 hours prior to this audiometric test, as exposure to such noise may adversely affect the results of the test. N.B. Candidates must satisfy these various medical and physical standards and requirements in order to remain in the Competition. In addition, successful Candidates will be required to undertake compulsory random drug testing throughout their career in the Defence Force in accordance with Defence Force Regulation A7. Stage 1 – Online Psychometric Testing Stage 1 of the selection procedure involves tests that measure a range of skills and qualities that are necessary in the job. These tests provide a consistent and suitable way of screening candidates at the initial stage of the selection campaign. These tests are designed to identify the most suitable people to go forward to the next stage of the Cadetship Competition. The tests have been designed so that they are fair to all applicants and are objectively scored. Candidates will be required to complete an unsupervised psychometric test online. Candidates will be supplied with psychometric test familiarisation material in order to introduce them to the format of the tests. Candidates will be required to complete the unsupervised online psychometric test within the timeframe specified by the Defence Force. Candidates should pay particular attention to ensuring that the contact details specified on their application are correct. Candidates who have attained the requisite score in the unsupervised online psychometric test, at Stage 1 will be required to attend for a subsequent supervised online psychometric test at Stage 2. Note: If a candidate fails to meet the minimum standard at Stage 1, they will not be permitted to proceed to the next stage of the competition. Stage 2 – The Assessment Phase Army, Army (Equitation School), Army (Engineer Corps) and Army (Ordnance Corps) candidates who have attained the requisite score at Stage 1 of the competition, will be required to attend at the Defence Force Training Centre, Curragh, Co. Kildare, for the Assessment Phase (possible overnight duration) of the Competition. The Assessment Phase will consist of the following: Physical Fitness Test: In order to qualify for a Cadetship, candidates will be required to pass a physical fitness test, which is designed to assess their potential to undergo the rigours of military training. Candidates must attain the standard laid down in order to proceed in the competition. A candidate must complete this test as part of their cadetship application; this test is not valid for any other Cadetship applications or other Defence Force competitions. (See Annex ‘D’ for details of the test and suggested training programme). Supervised online Psychometric Test. If a candidate’s performance at a supervised test is outside the expected scoring range from their unsupervised test at Stage 1, they may be excluded from subsequent stages of the selection process. Group Assessment: Candidates will be required to participate in a group assessment. Realistic Job Preview: This involves a familiarisation visit to the Cadet School at the Military College, Curragh, Co. Kildare and informal interaction with instructional staff and Cadets All components will be conducted on the one occasion. Note: If a candidate fails to meet the required standard at the Assessment phase, they will not be permitted to proceed to the next stage of the competition. Online Personality Questionnaire. Candidates who have attained the requisite score at Stage 2 of the competition will be sent an online personality questionnaire to be completed within the timeframe specified by the Defence Force prior to attending for interview. Note: In addition to the above, candidates for Cadetships in the Army Equitation School will be required to undergo and pass a practical equestrian test before attending for Stage 3 - The Interview. If a candidate fails to meet minimum standards of equestrian test, they will not be permitted to proceed to the next stage of the competition. This is a scored test standardised to the ‘Showjumping Ireland National 5 Bar Assessment’ for young riders. The applicant’s score will form part of their overall score in the cadetship competition. Stage 3 - The Interview Successful candidates will be invited to the Cadet School, Military College, Defence Forces Training Centre, Curragh Camp, Co. Kildare to attend a competency based interview, where they will be required to demonstrate competency in a selection of the following areas: • Planning and Organising • Decision Making and Problem Solving • Working with Others • Communication • Leadership and Supervising • Personal Motivation and Discipline • Resilience • Information Handling In the competency based interview, candidates will be asked to give examples from their own experiences of life, school, university, hobbies, work, pastimes etc., to demonstrate evidence in several of the above areas. Candidates who fail any of the competencies at Interview will be deemed unsuccessful in the competition. Feedback is available upon request. All requests for feedback must be received within 3 months of issuance of the individuals result.

THE COMPETITION Clare County Council is currently inviting applications from suitably qualified persons for the above competition. Clare County Council will, following the interview process, form a panel for the post of Senior Facilities Attendant from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Local Government and Heritage. Positions will be offered in order of merit as per the panel. This panel will exist for 12 months and may be extended for a further period of 6-12 months at the discretion of the Chief Executive. JOB DESCRIPTION The Senior Facilities Attendant will ensure that the buildings (and their surrounding sites ) within the remit of the Facilities Team are maintained and presented to a high standard, with a key focus on cleanliness and orderliness of all operational areas and ongoing identification of maintenance and health and safety issues for resolution. The Senior Facilities Attendant will ensure that the buildings meet the needs of all staff, elected members and customers and be a driving force in fault resolution and responding to all issues raised to ensure that they are dealt with in a timely manner. ESSENTIAL SKILLS & EXPERIENCE FOR THE ROLE The ideal candidate for the position shall: 1. Have more than five years experience in a Facilities management or Facilities attendant role. 2. Will have a knowledge and prior experience of the operational functionality of buildings and how to identify and resolve basic maintenance issues, that can be resolved without engaging specialist contractors. 3. Will have a keen eye for detail and an understanding of the importance of high standards of presentation, security, cleanliness and general appearance of the properties in question. 4. Will have experience of using IT systems including Microsoft products, email and computerised Building maintenance and Management Systems such as Flex, etc 5. Have experience in the area of post-room management (including registered post) and oversight to include delivery control to other corporate buildings 6. Have experience of managing and motivating staff 7. Be capable of showing initiative and organising work schedules and staff DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: • Line Manager for the Facilities Attendants under the Facilities Department, performing both a Supervisory and Auditory role in overseeing the day-to day tasks of all Facilities Attendants. Coordinate rostering, time sheets and annual leave of Facilities Attendants to ensure adequate cover for all buildings under their remit. • To ensure compliance with the Occupational Health and Safety Management System in operation in Clare County Council and to fully participate in any safety programme that may be implemented, including having input into completion of risk assessments. To wear any PPE, safety equipment/uniform supplied. • Day-to-day Site co-ordination of all activities including Event Management, Waste Management, Deliveries, Cleaning contractors and the in-house Postal / Porterage Service. • Management of Access Control Systems to ensure timely issuance of Access Cards, in particular for new staff. Responsibility for the daily access integrity of the building which may include the custody of keys and upkeep of Key issue Sheets. • Dealing with issues identified through Computerised Maintenance Helpdesk for Staff and supporting the Building Management System (incorporating the ICR / PAR Register) by organising solutions and by monitoring and updating the Council’s Computerised Maintenance Management System. • To monitor and organise car parking areas and maintenance of the Corporate Grounds and to ensure that at all times the grounds are safe and litter free. • Ensuring daily checks on all meeting rooms for presentation, layouts, seating, waste management clutter etc, thus ensuring high standards of presentation in all buildings under their remit. To carry out inspections on all communal areas including toilets/changing facilities to ensure high standards of hygiene and cleanliness and carry out any works that may be required. To ensure any spillages, etc are dealt with promptly. Liaising with all relevant Service Providers to ensure a high level of service. • Ensuring the Council Chamber, Boardroom and the Annex to the Council Chamber are presented in excellent condition for all large meetings and that all tea/ coffee and related services are provided. • Co-ordination of large events, including public consultation events, presentations and exhibitions organised by Corporate Services / other Directorates that may be in atrium, council chamber or other areas. • Assist in conducting ongoing Audits to maintain high standards and progressing work orders where issues are identified. • Organising procurement of regular supplies and materials, including use of Low Value Purchase Card • Supporting the Facilities Manager in delivering Facilities Projects such as Internal Fit-outs, Staff Relocation and New Arrivals. • Dealing with unexpected issues promptly, with escalation as necessary to the Facilities Manager • Assist the Records Management Team in Corporate Services in re-location of file boxes to the various Records Management Stores, using any lifting aids and equipment provided. • To deal with members of the public in a courteous, prompt and efficient manner and to promote a good image of the Council and ensure the delivery of a quality and courteous service to the public, Councillors and Staff. • To organise, under the direction of the Facilities Manager and in consultation with Corporate Services Department, the internal and external postal arrangements of the organisation. • To carry out any repairs, maintenance and cleaning as may be required from time to time, including checking plant and equipment and reporting on any damaged fixtures or fittings. • To set up/relocate workstations and fixtures as instructed. • Ensure arrangements are in place to monitor and respond to intruder alarm/fire / panic alarm systems (as required) and adjust as instructed. • To be available to attend to any emergency work that may arise outside of normal working hours including responding to queries/calls from An Garda Síochana or any other such persons. • To participate in an emergency call out roster, if required. • To ensure that general porterage duties including the movement and storage of materials/ deliveries are carried out promptly.
