Clinical Nurse/midwife Manager, University Maternity Hospital

Cork University Maternity Hospital (CUMH) incorporates the Obstetrics, Gynaecology, and Neonatology Services within the Health Service Executive South catering for approximately 7,000 births per annum and is a tertiary referral centre. CUMH is a site for clinical placements for student midwives and student nurses in undergraduate and postgraduate programmes delivered in partnership with University College Cork. The Theatre suite has four operating theatres which caters for approximately 3500 cases per year; two obstetric theatres, where elective and emergency caesarean sections are carried out, and two gynaecology theatres. There is also a recovery room and a high dependency unit where women with complications of gynaecology & pregnancy can be looked after in an appropriate environment. Six Health Regions have been established within the HSE, on the basis of the geographical boundaries agreed by the Government in July 2019 and they will be operational from 2024. Each Health Region will be tasked with population specific planning resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision-making closer to the frontline. Health Regions will enable and empower staff to provide services that are: · Integrated, locally planned and delivered · Easier to access and navigate · Available closer to home Health Regions are geographically-based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation, with more service provision developed at a local level. The HSE South West Health Region will manage and deliver all public health and social care services in Cork and Kerry. HSE South West includes all hospital and community healthcare services in the region. Cork University Maternity Hospital (CUMH) is a 150 bedded Tertiary Referral Centre for Maternity, Neonatology and Gynaecology located on the campus of Cork University Hospital. CUMH incorporates the Obstetric, Gynaecology, and Neonatology Services in the Cork University Hospital Group within the Health Service Executive Southern region. CUMH has approximately 8,000 births per annum and is a tertiary referral centre. Services at CUMH are delivered within the Ireland South Women & Infants Directorate which is based on the principles of partnership and integration and strongly supports the involvement of the multidisciplinary team in service provision. CUMH is the site for clinical placements for student midwives and student nurses in undergraduate and postgraduate programmes delivered in partnership with University College Cork. CUMH Services incorporates the use of the MN-CMS (Maternal Newborn Clinical Management System) into care delivered at CUMH. There are four Maternity Units in the Ireland South Women and Infants Directorate – University Hospital Waterford, University Hospital Kerry, Cork University Maternity Hospital and South Tipperary General Hospital - spanning four of the largest counties in the country. Maternity Services includes Neonatology and Gynaecology as well as Midwifery and Obstetrics. The Group’s Primary Academic partner is University College Cork. A wide range of educational programmes and research is conducted within all hospitals in the Group. SECTION 1: THE ROLE Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which permanent and seasonal vacancies for General Operative may be filled. Positions may arise in any area of the Council’s function areas which include Roads, Housing and Environment. The duties will be of a general, manual or related nature and as may be determined by the local authority. The person/s appointed will work under the direction and control of the Senior Executive Engineer, District Supervisor or General Services Supervisor or other officer designated by the Director of Services or the Chief Executive. SECTION 2: DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS 1. Character Each candidate must be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms - (a) Have a standard of education such as will enable the applicant to satisfactorily perform the duties of the position. (b) Hold a full current Driving Licence in respect of Category “B” Vehicles or equivalent in the E.U. Model Driving Licence, free from endorsement. (c) Hold a Safe Pass Card (It is a condition precedent of any offer of employment to hold a valid safe pass prior to appointment). 4. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. 5. Transport When required to do so, holders of the office shall hold a full driving licence for Class B Vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. SECTION 4: TENURE The position could be permanent or seasonal and are fulltime. The post is pensionable. Panels may be formed to fill permanent and seasonal vacancies for General Operative which may arise during the lifetime of the panels. Rate of remuneration may be adjusted from time to time in line with Government Policy. Where there is an increment entitlement, increments are paid subject to satisfactory attendance, conduct and performance. SECTION 6: LOCATION OF POST Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future (Please see map attached pg. 7). Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. SECTION 7: WORKING HOURS The working hours at present provide for a five day, thirty-nine hour working week. Monday – Thursday: 8.30 a.m. to 5.00 p.m. Friday: 8.30 a.m. to 4.00 p.m. Staff may be required to work overtime outside of normal working hours as required by the Supervisor. These arrangements may be varied and you will be notified of any variation as required. SECTION 8: ANNUAL LEAVE The current annual leave entitlement is 25 days per annum inclusive of Good Friday on a pro-rata basis for period worked. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997(as amended).
