Clinical Nurse Manager, University Hospital

Details of Service Cork University Hospital (CUH) has approximately 800 beds and this will increase further to 1,000 beds on completion of the transfer of additional services to the CUH campus. CUH currently employs approximately 4,571 (WTE) staff of multiple professions and is the primary teaching hospital for the Faculty of Health and Science in University College Cork (UCC). UCC is the Academic partner of the South/South West Hospital Group. CUH has very strong relationships with each of the six schools within the Science Faculty of UCC and this is a key area for future development to maximise the opportunities for both the service and academia. CUH is a recommended Major Trauma Centre for the Republic of Ireland due to the wide range of specialties delivered by the hospital – including Neurosciences, Cardiac Services, Orthopaedics, General Surgery, Renal, Internal Medicine, Vascular, Ophthalmology, Urology, Plastic Surgery, Maxillary-Facial, Paediatrics, Intensive Care, Oncology, Haematology, Obstetrics, Gynaecology, Neonatology and Emergency Medicine. CUH is the tertiary referral centre for the HSE Southern area, and the supra regional area of Limerick, Clare, Tipperary, Waterford and Kilkenny. CUH therefore acts as a regional centre for secondary and tertiary care for the catchment population of approx. 550,000 served by the HSE Southern area and a supra-regional centre for a total a population of 1.2 million. Six Health Regions have been established within the HSE, on the basis of the geographical boundaries agreed by the Government in July 2019 and they will be operational from 2024. Each Health Region will be tasked with population specific planning resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision-making closer to the frontline. Health Regions will enable and empower staff to provide services that are: • Integrated, locally planned and delivered • Easier to access and navigate • Available closer to home Health Regions are geographically-based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation, with more service provision developed at a local level. The HSE South West health region will manage and deliver all public health and social care services in Cork and Kerry. HSE South West includes all hospital and community healthcare services in the region. Purpose of the Post The CNM2 has a pivotal role in service planning, co-ordinating, and managing activity and resources within the clinical area. The main responsibilities are: quality assurance, resource management, staffing and staff development, practice development, facilitating communication and professional / clinical leadership. Emergency and Acute Care (EAC) Directorate The Acute Floor currently comprises of the Emergency Department, Acute Medical Assessment Unit and the Acute Medical Decision Unit. The EAC Directorate is managed operationally and professionally by the Assistant Directors of Nursing in collaboration with the Clinical Nurse Manager 3 and the Emergency Department Consultants. The management of the Directorate is overseen by the Clinical Operations Group (COG). There is a strong emphasis on multidisciplinary team work within the department and throughout the Acute Floor with a strong focus on safe and compassionate care. The post holder will work with the Nursing team to ensure that staff have the required and appropriate clinical care skills and competencies to effect timely patient care and intervention, and will provide professional and clinical leadership and vision and facilitate staff team building to provide planned care and develop educational strategies and service goals. Clinical Skills Facilitator The role of the Clinical Skills Facilitator is to deliver education, training, support and mentorship to nurses and the multidisciplinary team within one of the largest Emergency Departments in the country. EMEWS The Emergency Medicine Early Warning System (EMEWS) has been developed in response to concerns that Emergency Department (ED) patients are at risk of clinical deterioration between the time they are triaged and the time they are assessed by a Treating Clinician. The EMEWS guideline has been designed to interface seamlessly with the Manchester Triage System which is the nationally recommended ED triage approach for adult patients. Duties and Responsibilities Main Duties and Responsibilities Management: • To identify emergency accommodation locations for the young people who do not currently have access to an alternative care provision at this time. • To oversee the emergency provision in accordance with Child and Family Agency policies, guidelines and protocols and with the regulations made by the Minister for Health and Children under the Child Care Act 1991 and other relevant legislation. • To support social workers in their role of ensuring that Care and Placement Plans are in place, agreed, implemented, and monitored regularly in respect of every young person placed in the centre. • To participate in on-going planning and strategic development Child and Family Agency Children’s services. • To ensure the appropriate use of available resources. • To consult with young people placed in the emergency placement, placement staff and external stakeholders as appropriate. • To provide such reports, statistics to the Line Manager (or other specified person) as required. • To liaise with the owners of the emergency provision as required. • To ensure compliance in the unit with the provisions of the Health, Safety and Welfare at Work Act (1989) and other relevant legislation. • To liaise with local social work areas in the identification of temporary staff for the emergency provision. • Such other duties as may be assigned from time to time by the Line Manager (or other specified person). Financial Management: • To support the management of the budget for the emergency provision in compliance with approved budgetary procedures, and to ensure that optimum benefit is achieved from available resources. • To ensure that expenditure in the emergency provision is controlled within agreed cash limits and in compliance with approved procedures. • To maintain such records as are required by the Child and Family Agency, or the Minister for Children to ensure that such records are at all times available for inspection by an authorised officer. • To ensure that appropriate financial information for the emergency provision is provided to the Line Manager (or other specified person). Staff Management: • To manage the identification of staff for each emergency provision and to ensure that all staff are provided with adequate professional supervision and support. • To arrange the duty roster and manage the designated staff resources, ensuring that staff levels and skill mix are appropriate in so far as possible and within the resource allocation. • To identify in consultation with the Line Manager the training and development requirements for the staff working in the emergency provision. • To maintain staff records within guidelines laid down by the Child and Family Agency and the Department of Children. • To participate in relevant professional development and training programmes. • To attend and participate fully in professional supervision with Line Manager. • To provide on call support to the emergency provision on a roster basis with 4 other Social Care Managers. Cork) or Kerry (Base in Killarney /Tralee/ Listowel) to be determined The Brothers of Charity Services Ireland – Southern Region (BOCSI-SR) provides age related services throughout the Cork and Kerry area. Our services have been reconfigured for those aged 0-18 years under the national model of Progressing Disability Services for Children and Young People (PDS). We are the lead agency for four Children’s Disability Network Teams (CDNTs), two in Kerry and two in Cork. This programme is led by the HSE in partnership with the non-statutory disability organisations. These teams provide services to children with complex disabilities. We also provide a wide range of day and residential, and community support services in Cork to Adults with Intellectual Disability who may also have a dual diagnosis of Autism. The Role: The primary role of the Physiotherapy Therapy Head of Discipline (HoD) is to provide clinical governance and clinical supervision to physiotherapists working in Adult Services and in Childrens Services under the PDS model within the Brothers of Charity Services lead agency CDNTs in CHO4, Cork and Kerry. The person appointed will be required to have a clear understanding of, and commitment to, the role of the Physiotherapy HoD and have inherent knowledge of clinical needs, prioritisation and caseload management to ensure quality service provision within resources available. The role requires strong, proactive leadership and governance, together with a commitment to supporting the delivery of services whilst enabling, empowering and inspiring people. The role will have an assignment of 0.6 wte for Head of Discipline duties and will carry an adult clinical caseload or a children’s caseload in a CDNT where appointment is in excess of 0.6wte. Where the caseload is with a CDNT the postholder’s line manager will be the Childrens Disability Network Manager for that element of the role. Role of the Head of Discipline In PDS, the Physiotherapy HoD is a proactive member of the Brothers of Charity Services clinical governance group and will contribute to the strategic planning and further development of the CDNTs, as required under the PDS model and policies. The person appointed will work collaboratively with the Children’s Disability Network Managers (CDNMs) and their Sector Manager, Heads of Disciplines (HODs) and Director of Service (DOS) in ensuring a quality, best-practice service provision to children and their families within the CDNTs. The person appointed will support the CDNMs in providing clinical assurance and governance regarding Physiotherapy practice and will work with all stakeholders to provide quality service delivery within Brothers of Charity Services CDNTs in Cork and Kerry. In Adult Services, the Physiotherapy HoD is responsible for the line management, and clinical assurance and governance, of the physiotherapists working in the BOCSI-SR. The Physiotherapy HoD is also a member of senior management team, and contributes to strategic planning, Development of Policy Procedures and Guidelines for the organisation and represents the Physiotherapy Discipline at management level within the organisation The Candidate: Statutory Registration, Professional Qualification, Experience etc. Candidates for appointment must: Be registered, or be eligible for registration, on the Physiotherapists Register maintained by the Physiotherapist Registration Board at CORU ( https://www.coru.ie/ ). Provide proof of Statutory Registration on the Physiotherapists Register maintained by the Physiotherapists Registration Board at CORU before a contract of employment can be issued. Have a minimum of 5 years full time (or an aggregate of five years) satisfactory post qualification clinical experience, including health service experience, in particular within the area of disability. A minimum of 5 years’ full time (or an aggregate of 5 years) experience as a senior physiotherapist. Minimum of two years full time (or an aggregate of two years) experience of working as a Physiotherapist in disability services. Demonstrate management competencies with clear support and supervision abilities, excellent communication skills, and follow through on meeting professional and service standards. Experience in disability services is essential and preferably with both children and adults. Demonstrate excellent clinical knowledge and understanding of Physiotherapy evidence-based practices working with children & adults. This ideally would include intellectual disabilities, physical disabilities and autism. Have excellent leadership, communication and organisational skills demonstrating the ability to facilitate and support change management and improve service delivery and/or management is highly desirable. Suitable standard of professional attainments. Requisite knowledge and ability including a high standard of suitability and management ability for the proper discharge of the duties of the office. Demonstrate a command of the English language so as to effectively carry out the duties and responsibilities of the role. A post graduate qualification in Health Service Management or similar is highly desirable. Annual registration On appointment, practitioners must maintain annual registration on the Physiotherapists Register maintained by the Physiotherapists Registration Board at CORU AND Practitioners must confirm annual registration with CORU 3. Health Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 4.
