Job Title and Grade: Communications Officer (Grade VII) Competition Reference: C02 2020 Location of Post: Oberstown, Lusk, Co Dublin Employer The person appointed will be employed by the Board of Management of the Oberstown Children Detention Campus. The position of Communication Officer will lead the delivery and implementation of the organisation’s internal and external communication to the highest standard. The successful candidate will drive the development and enhancement of Oberstown Communications Strategy. This is a strategic role, which involves leading the communication of all Oberstown activity to a wide range of stakeholders nationally and, in some cases, locally. The purpose of this role is to protect and enhance the reputation of Oberstown. The key elements of the communications role includes:  Media relations - dealing with media queries in an accurate and timely manner.  Drafting media materials and securing media coverage for events, projects and initiatives.  Updating the Oberstown website and social media channels.  Creating and coordinating key documents and materials including messaging documents, media fact sheets, presentations, reports, and speeches.  Internal communications to drive awareness and engagement across the Campus and relationship building both within the Organisation and with key stakeholders. Reporting Relationship The position of Communication Officer will work with and be accountable to the Business & Compliance Manager or his/her delegate. Principal Duties and Responsibilities  Develop, manage and implement the overall communication strategy and approach for Oberstown.  Develop creative social, digital and offline initiatives and campaigns.  Manage the day-to-day internal and external communications activities.  Build on existing and develop new relationships with media, key decision makers, stakeholders and others.  Maintain a strong brand for Oberstown Children Detention Campus, including impactful and fit-for-purpose publications, web site and social media.  Share the value of Oberstown and a commitment to the role that good governance can play in fulfilling Oberstown’s strategic objectives in line with national policy.  Provide data-driven insight and recommendations to the Board of Management and Director.  Monitor media for both Oberstown mentions and wider current affairs developments.  Plan and manage content creation for both internal and external publications, to include drafting copy, overseeing design and production to agreed deadlines.  Draft and issue press releases and respond to media queries in a timely manner.  Work with different departments to generate new ideas and strategies.  Develop and manage Oberstown Children Detention Campus crisis communications strategy.  Ensure that Oberstown Children Detention Campus outputs are of a high standard, respond to the needs of the target audience, and are delivered within agreed budget and timelines.  Continually review and measure implementation of the communication strategy.  Act in accordance with the objectives and ethos of Oberstown Children Detention Campus. Health A candidate must be fully competent and capable of undertaking the duties attached to the position and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Character Each candidate for and any person holding the office must be of good character. Terms and Conditions of Employment Tenure Appointment is as an employee of the Board of Management of the Oberstown Campus. The appointment is to a whole-time permanent position. Successful candidates shall serve a minimum period of 12 months on probation (see below). The employee may not engage in private practice or be connected with any outside business which would interfere with the performance of official duties or conflict in any way with the position. Remuneration The salary scale for the whole time equivalent of this post is (01/01/2019): €49,837, €51,053, €52,478, €53,904, €55,337, €56,615, €57,919, €59,186, €60,444, €62,611 (1st LSI - after 3 years on the max), €64,785 (2nd LSI - after further 3 years). Allowances specific to this post are payable, including Secure Unit Allowance of €2,195.81 and allowances for working unsocial hours. The rates of remuneration and allowances may be adjusted from time to time in line with Government pay policy. Working Week Hours of attendance will be fixed from time to time but will amount to not less than an average of 37 hours net per week. Successful candidates will be required to work on a roster, which may include Saturdays, Sundays and public holidays, and such additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties subject to the limits set down in the working time regulations. Annual Leave The annual leave allowance for this position is 28 days per annum. Superannuation With effect from 1 January 2013 all new recruits to the Public Service will be members of the Single Public Service Pension Scheme (“Single Scheme”), as provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Probation Successful candidates shall serve a minimum period of 12 months on probation. Should the Communications Officer services be satisfactory as regards health, conduct and efficiency generally during the probationary period, the officer will be finally appointed, on completion of the period. Should the Communications Officer services be unsatisfactory, the appointment may be terminated at any time during the probationary period. All employees will comply with supervision and any Performance Management Development system in place. The principal objective of the campus under the Children Act 2001 is to provide care, education, training and other programmes for young people under 18 years of age, with the aim of reintegrating them back into the community, capable of making a positive and productive contribution to society.
