DUTIES AND RESPONSIBILITIES: The duties of the post are to give the Local Authority and a) the local authorities or bodies for which the Chief Executive is Chief Executive and b)to any other local authority or body with which an agreement has been made by the Local Authority, or by any of the authorities or bodies referred to in sub-paragraph (a) of this paragraph, under the general direction and control of the Chief Executive or of such other employee as the Chief Executive may from time to time determine, such appropriate architectural, technical, administrative, executive, supervisory, advisory and ancillary services as may be required by any Local Authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to him/her by the Chief Executive from time to time including the duty of servicing all committees that may be established by any such local authority or body. The holder of the post will, if required, act for an employee of a higher level. Duties may include but are not limited to the following: - To assist the Civil Defence Officer in the preparation and submission in a timely manner and in consultation with local authority management, of the three-year Civil Defence plan as required under Section 12 of the Civil Defence Act, 2012. - To assist the Civil Defence Officer in co-ordinating the arrangements necessary for the implementation of the Civil Defence plan. - To represent Civil Defence on local emergency planning structures and to promote good relations with key personnel in the Principal Response Agencies where directed to do so by the Civil Defence Officer. - To assist the Civil Defence Officer in providing support to the Principal Response Agencies in emergency and non-emergency situations in accordance with the both the 2015 White Paper on Defence and the Framework for Major Emergency Management. - Where resources permit, to provide support for community, charitable and local authority events, where directed to do so by the Civil Defence Officer. - To implement/comply with policies, circulars and guidelines as set out by the Civil Defence Branch of the Department of Defence in consultation with their Civil Defence Officer. - To liaise with the Civil Defence Branch of the Department of Defence on behalf of the local authority and to attend meetings for that purpose. - To attend training provided by the Department of Defence and the local authority. - To assist the Civil Defence Officer in arranging for the recruitment, organisation and management of Civil Defence volunteers. - To assist the Civil Defence Officer in arranging and ensuring Civil Defence volunteers are appropriately trained including mandatory training, facilitate progression of training for volunteers, including completing an annual training needs analysis. - To follow instructions issued by the Department of Defence in relation to the processing of the annual operational grant and any other grants that are provided. - To follow instructions issued by the local authority/Department of Defence for the purchase, care, maintenance, issue and control of Civil Defence uniforms, vehicles and equipment. - To assist the Civil Defence Officer in maintaining adequate records, including ongoing completion of the Volunteer Register in the manner required and any other reporting requirements as may arise. - To assist the Civil Defence Officer in promoting Civil Defence in the local authority area. - Such other Civil Defence duties appropriate to the office as the Chief Executive of the local authority and/or Department of Defence may assign, including emergency duties and duties in relation to the area of any other local authority. - To participate in corporate activities and responsibilities as appropriate. - To be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work. - To deputise for the Civil Defence Officer as necessary. - To undertake any other duties as may be assigned from time to time COMPETENCIES FOR THE POST Key Competencies for the post include the following and candidates will be expected to demonstrate sufficient evidence within their application form of competence under each of these. PROBATION Where a person is appointed to Galway County Council, the following provisions shall apply – a) there shall be a period after appointment takes effect, during which such a person shall hold the position on probation; b) such period shall be one year but the Chief Executive may, at his discretion, extend such period; c) such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; d) the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts; e) there will be assessments during the probationary period. REMUNERATION: Holders of the post will be paid at the appropriate point on the pay scale in accordance with the relevant Department Circular. ANNUAL LEAVE: 30 Days per annum RESIDENCE: The person holding the office must reside in, or at an address convenient to the Local Authority, as approved by the Chief Executive. GARDA VETTING: Garda vetting will be sought in respect of individuals who come under consideration for appointment. (7) Where the Chief Inspector is satisfied that no resident of the designated centre concerned has been assessed as requiring full time nursing care, paragraphs (3) and (6) do not apply to the person in charge of that centre. The strategy documents set out how services should be structured and delivered in Ireland and in conjunction with our voluntary partners to ensure the meaningful involvement of the service user in the management and delivery of a recovery focused mental health service in line with Vision for Change & Sharing the Vision document. Mayo Mental Health Services are committed to working towards the development of a recovery orientated service that acknowledges the unique nature of each service users’ journey to wellness and health. The focus is on providing assessment and treatment at the least complex level. Mayo Mental Health Services is a community based service. Each Community Mental Health Team is led by a Consultant Psychiatrist. In addition a Consultant Psychiatrist leads Psychiatry of Old Age, Rehabilitation and Recovery service and a Consultant Psychiatrist also leads Mental Health with Intellectual Disability. Mental Health of Intellectual Disability (MHID) Service is a specialist service within Mayo Mental Health Services. Its aims to provide optimal mental health care for adults with a significant intellectual disability and mental illness/suspected mental disorder, with an associated level of complexity that requires input from a MHID service. This includes persons with a diagnosis of moderate, severe and profound intellectual disability. Specifically, the MHID service offers: Multi-disciplinary assessment, formulation and interventions that are person-centred, recovery focused and bases on a bio-psycho-social model. The MHID service is typically provided in the community with outpatient clinics, as well as home and service visits offered as appropriate. The MHID team will also continue to provide assessment and intervention to a person should they require admission to the Adult Mental Health Unit, Mayo University Hospital. The CNS in Mental Health of Intellectual Disability is an integrate part of this community bases team. Community Healthcare West – Galway/Roscommon Mental Health Services East Galway MHID services provides care to residents in a number of houses and independent living settings in Ballinasloe and surrounding area. The service user care model is in transition to a social care model. Service Users have varying levels of intellectual, mental health and physical care needs. The Multi-Disciplinary Team lead by the treating consultant provides input from nursing and allied health professionals to deliver a plan of care which reflects the choice and preference of the service user. And (iii) Have a minimum of 1 years’ post registration full time experience or an aggregate of 1 years’ full time experience in the division of the register in which the application is being made (taking into account (ii) (iii) if relevant) And (iv) Have a minimum of 1 years’ experience or an aggregate of 1 years’ full time experience in specialist area of Intellectual Disability Care And (v) Have successfully completed a post registration programme of study, as certified by the education provider which verifies that the applicant has achieved a Quality and Qualifications Ireland (QQI), National Framework of Qualifications (NFQ) major academic Level 9 or higher award that is relevant to the specialist area of Intellectual Disability care (equivalent to 60 ECTS or above), and in line with the requirements for specialist practice as set out by the National Council for Nursing and Midwifery 4th ed (2008). Alternatively provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 9 or higher standard, relevant to the specialist area of Intellectual Disability care (equivalent to 60 ECTS or above), and in line with the requirements for specialist practice as set out by the National Council for Nursing and Midwifery 4th ed (2008). Intellectual Disability area of care prior to application* (See **Note below). And (vi) Be required to demonstrate that they have continuing professional development (CPD) relevant to the specialist area. (vii) Have the ability to practice safely and effectively fulfilling his/her professional responsibility within his/her scope of practice ** Note 1: For Nurses/Midwives who express an interest in CNS roles and who currently hold a level 8 educational qualification in the specialist area (equivalent to 60 ECTS or above), this qualification will be recognised up to September 2026. 2. Annual registration (i) Practitioners must maintain live annual registration on the appropriate/relevant Division of the register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann) for the role. And (ii) Confirm annual registration with NMBI to the HSE by way of the annual Service user Safety Assurance Certificate (PSAC). 3. Clinical Nurse Specialist Mental Health, Intellectual Disability Terms and Conditions of Employment Tenure The current vacancies available are permanent and whole time. The post is pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.
