INTRODUCTION CORLANN– West Region provide a community based, person centred service focusing on the needs and abilities of children and adults with intellectual disabilities. The vision of the services is to support people with intellectual disabilities to achieve a full and valued life in their community, in line with best practice both nationally and internationally. Working in partnership with each person supported by services, and their family and communities, we aim to create opportunities for people supported by the services to have ordinary life experiences and to be closely connected to family and friends. We are committed to supporting people to live a life of their choosing, and the provision of quality services to meet the needs of the people we support. PERSON SPECIFICATION The person appointed will be required to have an understanding and respect for working in accordance with the mission and ethos of the CORLANN. This requires a personal commitment to the Vision expressed both in words and in style of working. PURPOSE OF THE POST Co-ordinate the HIQA registration and renewal process for almost 70 Designated Centres in Counties Galway and Roscommon. Provide guidance and support to Persons in Charge and relevant senior managers in all aspects of HIQA registration and support Persons in Charge with their registration process. Co-ordinate compliance requirements with other agencies, e.g. HSE & Day service requirements. Provide assistance in QED for managing the recording system for all Compliance Documentation/Information. Provide Data as requested by Senior Management, Head of Quality and the Quality team on Compliance information and outcomes. QUALIFICATIONS, SKILLS AND EXPERIENCE The appointee must have: Minimum Level 6 qualification in Business Management, Business Administration, Secretarial Administration or equivalent Experience in Co-ordinating & Management of Compliance registration & information Experience in HIQA registration/renewal processes/ management of compliance systems is desirable Knowledge of HIQA Residential Regulations is desirable Maintaining confidentiality is a fundamental requirement of the registration co-ordination role Willingness to assume significant responsibility, ownership and accountability IT Literate with excellent working knowledge of MS Office to include advanced level skills in Outlook, Word and PowerPoint and at least intermediate level skills in Excel Ability to prioritise and handle multiple tasks simultaneously and meet deadlines Written and spoken communication skills that allow you to inform and advise others clearly Extensive Diary and Inbox Management skills Excellent Minute Taking skills Strong numerical, analytical and attention to detail skills Interpersonal skills that enable you to work with people at all levels An ability to work within a team environment and be self-motivated Ability to engage and communicate with external agencies, such as HIQA and HSE, regarding compliance/Registration/ monitoring issues. General Statement of Duties and Responsibilities Co-ordinate and complete all administrative duties associated with the Registration of New Designated Centres, Renewal Applications and Applications to Vary in line with HIQA and CORLANN guidelines. Including - issuing of relevant guidelines and documentation to PIC's - reviewing, checking and collation of Application Forms; SOP's; Residents Guides; Personal Information Forms and all other supporting documentation; - arranging signature of same with authorised signatory; scanning all documentation and filing on Shared internal system, e.g. ASPIRE. - Send information via registered post to HIQA Registration Liaising with HIQA Personnel re queries pertaining to Registration issues, i.e. Applications/ Variations. Submission of Notifications on HIQA Portal including but not limited to changes in PIC PPIM registrations; creating access to Portal for PIC's and PPIM's and follow up of submission of prescribed information required. Monitoring receipt of all HIQA Inspections reports received; dissemination of same to relevant personnel; uploading of reports onto ASPIRE & managing this system as it develops. Tracking of reports and date of return of Compliance Plans and email reminders to PIC's re same. 6 Monthly Audit Reports & any other audits required- tracking receipt of completed Report and Action and sending reminder emails to PIC's if not received. Reporting to and working with QED, Quality Compliance Team on receiving and tracking of same and the system for this. Annual Reviews -same process as above Updating Designated Centre information in line with system in place, and informing relevant personnel re changes e.g. new Registrations, Change in number of Persons Supported ; Persons in Charge and Persons Participating in Management Answering queries via emails and phone calls from PIC's and Persons Participating in Management and relevant HIQA personnel. Monitoring and ensuring HIQA Schedule 5 Legislation related Polices are up-to-date and maintain this policy folder on the Shared-drive Working within the QED department, providing the Quality Compliance Team with reports and overview of the systems in place and identifying where developments are required. Providing administrative supports to the wider QED team in the delivery of compliance, as well as any other duties assigned by the Head of Department. OTHER DUTIES PARTICULARS OF EMPLOYMENT - Tenure of Employment The post is Permanent Full-Time and pensionable. Performance Review The person appointed shall have formal regular supervision and performance appraisal reviews. Travel The person appointed must provide his/her own car and must furnish an indemnity from Insurers in favour of the employer. Travelling expenses at the appropriate rate will be paid in respect of travel necessarily performed in the discharge of duty. Your base for travel purposes is Kilcornan Clarinbridge, Co. Galway. Garda Clearance / Police Clearance Garda Clearance is a requirement for employment in Corlann. Police Clearance is also required for candidates who have lived abroad as an adult for over six months. Remuneration Department of Health Grade V (Clerical) salary scale (01/8/2025) - €51,718 x 5 increments – €58,078 (Max) pro rata per annum. A Long Service Increment (LSI)-€59,969 pro rata per annum is payable after 3 years on the maximum of the scale. A final Long Service Increment (LSI)-€61,866 pro rata per annum is payable after a further 3 years. Hours of work 35 hours per week – normal hours of work are 9.00am to 5.00pm Monday to Friday. Flexibility in relation to your hours of work will be required in order to meet service needs. Contracted hours of work may change between the hours of 8 a.m. and 8 p.m. over 7 days as future service needs require. Flexibility may be required in order to meet Service demands. Annual Leave The annual leave attached to this post is 28 days per annum. Organizational Area HSE West and North West (working into the areas of Galway, Roscommon, Mayo, Sligo, Leitrim & Donegal) Position Summary Working as part of the Operations and HR team the HR executive for this position will work a 2.5 days per week taking on all aspects of human resource administration for our teams in the West and Northwest. This essential role will adopt people and culture strategies for the support and development of Mental Health Ireland staff in this region, and be involved in all HR matters throughout all stages of an employment lifecycle from recruitment, onboarding, contract management, grievance, performance management and offboarding. The applicant must have the necessary experience and capacity for lone working and to work on their own initiative. The Person The successful candidate will have a minimum of 3 years’ experience working in a HR function, with experience in a relevant mental health and related community/voluntary sector as a clear advantage. CORLANN – WEST REGION 1 X TEMPORARY FULL-TIME TEAM LEADER (CNM1 / Social Care Leader) CAISLEAN SERVICES ORANMORE CO GALWAY JOB REF: 94683 DESCRIPTION AND VISION OF SERVICES Corlann – West Region provide a community based, person centred service focusing on the needs and abilities of children and adults with intellectual disabilities. The vision of the service is to support people with intellectual disabilities to achieve a full and valued life in their community, in line with best practice both nationally and internationally. Working in partnership with each person supported by services, we aim to create opportunities for people supported by services to have ordinary life experiences and to be closely connected to family and friends. We are committed to supporting people to live a life of their choosing. Caislean Services provide a range of community-based servicesincluding day, residential, respite, community outreach, family support and a range of multidisciplinary support services. People are supported in various types of day settings – day centres, supported employment, social and micro enterprises, training and education and these can be in groups or individualised. People are supported in residential settings in their own homes in the community individually and in groups with different staffing support levels depending on their levels of disability. Our Services are person centred focusing on the needs and abilities of adults with intellectual disabilities and autism. We wish to create opportunities for people who use our service to have valued social roles in their communities and to form friendships. We are looking for people who will be flexible and dynamic, can adapt to the needs of particular individuals they supportand be open to change. The Role: The Team Leader has a pivotal role in managing the day to day delivery of services. The Team Leader will provide leadership and supervision to teams while ensuring the development of the service in line with national standards and best practice. The main responsibilities are to assist the Team Manager with the management of Corlann, such as – person centred planning in line with Personal Outcome Measures ethos and practice, resource management and staffing - includingrosters, staff development, facilitating communication and professional leadership in order to ensure a good quality of life for the people supported. It is the Team Leader’s responsibility to ensure that the life of each person reflects the organisation’s core values: · Dignity, respect and a rights based model · Promoting independence in all areas of life through exposure, experience and education · Promoting friendships and relationships in ordinary places in the community and making a contribution · Making choices Reporting To/ Responsible To: Team Manager/Service Coordinator or delegate Qualifications/Experience: · A relevant 3rd level qualification in the Social Care or Health Sector e.g. Nursing qualification and current Live Register Certificate from NMBI or Social Care qualification and live CORU registration or be in the process of registering with CORU. · An appropriate Health Management qualification is desirable (QQI Level 6). On appointment, if the successful candidate does not already hold such a qualification, they must undertake to complete an appropriate management course within a specified time-frame. · Previous experience of effectively managing a staff team and demonstrating proven ability to pro-actively lead, motivate, empower and achieve results through people is an advantage. · A minimum of three 3 years’ post qualification experience, working with people with an Intellectual Disability is essential. · Demonstrate a clear commitment to community integration and active citizenship for all people with disabilities with experience in the area of human rights and advocacy. · Experience of working in the area of autism and behaviours of concern would be an advantage. Skills: · Candidates should be able to demonstrate leadership and communication and team working skills. · Knowledge and experience managing people’s well-being using an evidence based approach to person centred planning e.g. Personal Outcome Measures. · Knowledge and understanding of the National Standards for Residential Services for Children and Adults with Disabilities, the Health Act 2007 (Care and Support of Residents in Designated Centres for Persons (Children and Adults with Disabilities) Regulations 2013 and New Directions for Day Services. · Must have the ability to exercise good judgement, discretion and confidentiality, be creative and self-motivated, communicate effectively in both written and verbal forms and co-operate in a team environment with a person-centred philosophy · Fluency in verbal and written English is an essential requirement of this post. Working Hours: Contracted hours will depend on the grade of the successful candidate - i.e. 78 hours a fortnight (SCL grade) or 75 hours a fortnight (CNM1 grade) rostered flexibly on a 7 day duty roster. The Team leader will work as a frontline member of the team with protected time to carry out specific team leader duties. In addition, a sleep-in and/or night duty commitment may be a requirement of posts in residential services for which the appropriate allowance will be paid Corlann’s model of service is based on Personal Outcome Measures requiring employees to be flexible in their working hours to provide a quality service delivery for each individual. Annual Leave: Leave will be granted according to the agreed leave assigned to the grade of the successful candidates i.e. Social Care Leader or CNM1. Annual leave must be planned in advance with the Team Manager to ensure appropriate and adequate cover is provided for the service. Remuneration: Based on the salary scale attached to the grade of the successful candidates i.e. Social Care Leader or CNM1. Tenure: This post is a temporary full time linked on a specific purpose basis to a permanent employee’s redeployment arrangement. Probation: A probationary period of 9 months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment.
