Customer Operations is responsible for managing the customer relationship with the Customer Contact Centre, ensuring timely and accurate customer billing services and effectively implementing the Uisce Eireann customer strategy. The Billing Services team in Uisce Éireann is responsible for delivering meter to cash processes for both Domestic and Non-Domestic customers. Domestic customers are currently managed directly from UE while Non-Domestic customers are currently managed through the Local Authority network. Billing Services operates an outsourced model and is heavily reliant on a number of key business partners for successful delivery of operations. Transaction processing is conducted external to UE and robust management practices form a critical part of the operating model. Reporting to the Payments Analyst, the Payments Coordinator is responsible for supporting the successful operations of multiple payment channels, ensuring successful receipt and posting of all payments and working to continuously improve payments efficiencies. Practitioners must maintain live annual registration on the General Nurse Division of the Register of Nurses & Midwives maintained by Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann). And b. Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC). 3. Health Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 4. Character Candidates for and any person holding the office must be of good character. Note 1* : As per S.I. 415 of 2013, Part 3, 14 (1) which came into effect on 1st July 2017 PART 3 Staff 1. 3. Persons in Charge 14. (1) There shall be a person in charge of a designated centre. (4) The person in charge may be a person in charge of more than one designated centre if the Chief Inspector is satisfied that he or she is engaged in the effective governance, operational management and administration of the designated centres concerned. (5) Where the registered provider is not the person in charge, he or she shall ensure that the documents specified in Schedule 2 are provided by the person concerned. (6) A person who is employed to be a person in charge on or after the day which is 3 years after the day on which these Regulations come into operation shall have— (a) not less than 3 years’ experience in a management capacity in the health and social care area, and (b) a post registration management qualification in health or a related field. (7) Where the Chief Inspector is satisfied that no resident of the designated centre concerned has been assessed as requiring full time nursing care, paragraphs (3) and (6) do not apply to the person in charge of that centre. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Key responsibilities include: · Developing a SSSS for the department/service[1], as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work. · Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems Of Work (SOW) that are planned, organised, performed, maintained and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection. · Consulting and communicating with staff and safety representatives on OSH matters. · Ensuring a training needs assessment (TNA) is undertaken for employees, facilitating their attendance at statutory OSH training, and ensuring records are maintained for each employee. · Ensuring that all incidents occurring within the relevant department/service are appropriately managed and investigated in accordance with HSE procedures[2]. · Seeking advice from health and safety professionals through the National Health and Safety Function Helpdesk as appropriate. · Reviewing the health and safety performance of the ward/department/service and staff through, respectively, local audit and performance achievement meetings for example. The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The role will involve working closely with the volunteer CGUs, Coast Guard and Maritime Administration personnel and other internal/external stakeholders. On the job training will be provided as appropriate. The Sector Officer is required to comply with the organisational values of ‘Pride’ and ‘Respect’ as part of this role. This post also carries a mobility obligation and Sector Officers are required to be available for service at all CGUs within their sector and also to travel to work in other sectors, when required. IRCG road vehicles will be provided for official business use only when the nature of their employment warrants the provision. The Officers driving them will be responsible for their control, cleanliness, and maintenance Principal Duties and Responsibilities The duties of the post may include some or all of those listed below: • Supporting CGUs by undertaking the following tasks: o Conducting routine inspection of vehicles, buildings, boats, and equipment to a fixed schedule, completing appropriate checklists and administrative duties. o Initiating corrective action against defects, monitoring corrective actions, and maintaining defect records. o Managing CGU equipment, inventory and logistical requirements including associated administrative duties. o Managing local inventories. • Supporting management of the planned maintenance system. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the Public Service by any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility) and the Minister’s consent will have to be secured prior to employment by any Public Service body. Incentivised Scheme for Early Retirement (ISER): It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are not eligible to apply for another position in the same employment or the same sector. It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER scheme are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Department of Housing, Planning, Community & Local Government (Circular Letter LG(P) 06/2013) The Department of Environment, Community & Local Government Circular Letter LG(P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012 as detailed above, it is a specific condition of that VER Scheme that persons will not be eligible for re-employment in any Public Service body [as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012] for a period of 2 years from their date of departure under this Scheme. These conditions also apply in the case of engagement/employment on a contract for service basis (either as a contractor or as an employee of a contractor). The appointment is subject to the Civil Service Regulation Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004, and any other Act for the time being in force relating to the Civil Service. A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3(LSI1) and 6(LSI2) years satisfactory service at the maximum of the scale. Important Note Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if you are a currently serving civil or public servant. Subject to satisfactory performance increments may be payable in line will current Government Policy. Payment will be made fortnightly in arrears by Electronic Fund Transfer (EFT) into a bank account of your choice. Payment cannot be made until a bank account number and bank sort code has been supplied on appointment and statutory deductions from salary will be made as appropriate. You will agree that any overpayment of salary, allowances, or expenses will be repaid by you in accordance with Circular 07/2018: Recovery of Salary, Allowances, and Expenses Overpayments made to Staff Members/Former Staff Members/Pensioners. Annual Leave The appointee will be entitled to 23 days annual leave a year rising to 24 days a year after 5 years’ service, 25 days after 10 years’ service, 26 days after 12 years’ service and 27 days after 14 years’ service. This leave is exclusive of public holidays. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours and 15 minutes gross and 35 hours net per week. Extra attendance will be compensated as set out in the requirements of Circular 14/2014. Location The officer’s headquarters will be within their sector or as may be designated from time to time by the Head of the Department. When absent from home and headquarters on duty the appointee will be paid travel expenses subject to standard Civil Service practices. Part II - Conditions which apply generally to this position Tenure & Probation The appointment is to an established position on a probationary contract in the Civil Service. The probationary contract will be for a period of one year from the date of appointment. During the period of the probationary contract, the appointee’s performance will be subject to review by the appropriate supervisor(s) to determine whether the officer: (i) Has performed in a satisfactory manner, and (ii) Has been satisfactory in general conduct, and (iii) Is suitable from the viewpoint of health with particular regard to sick leave. Prior to completion of the probationary contract a decision will be made as to whether or not the appointee will be retained pursuant to Section 5A (2) Civil Service Regulations Acts 1956-2005. This decision will be based on the appointee’s performance assessed against the criteria set out in (i) to (iii) above. The details of the probationary process will be explained to the appointee by the Department of Transport. A copy of Department of Public Expenditure and Reform guidelines on probation will also be made available to the appointee. Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. In the following circumstances your contract may be extended, and your probation period suspended. • The probationary period stands suspended when an employee is absent due to Maternity or Adoptive Leave. • In relation to an employee absent on Parental Leave or Carers Leave, the employer may require probation to be suspended if the absence is not considered to be consistent with the continuation of the probation. • Probation may be suspended in cases such as absence due to a non-recurring illness, and • Any other statutory provision providing that probation shall - (i) stand suspended during an employee’s absence from work, and (ii) be completed by the employee on the employees return from work after such absence. Where probation is suspended the employer should notify the employee of the circumstances relating to the suspension. All appointees will serve a one-year probationary period. If an appointee who fails to satisfy the conditions of probation has been a serving civil servant immediately prior to their appointment from this competition, the issue of reversion will normally arise. In the event of reversion, an officer will return to a vacancy in their former grade in their former Department. Duties The appointee will be required to perform any duties appropriate to the position, which may be assigned from time to time. Travel, both within their sector, and potentially the other five sectors, will be required. When absent from home and headquarters on duty the appointee will be paid travel expenses subject to standard Civil Service practices.
