Services are provided in a number of different settings including; the individual’s own home, approved centres, outpatient clinics, community mental health centres and medium and low-support community residences. These services are delivered by staff from a range of disciplines including psychiatric nurses, clinical psychologists, psychiatrists, social workers, occupational therapists, and support staff in line with A Vision for Change & Sharing the Vision document. The strategy documents set out how services should be structured and delivered in Ireland and in conjunction with our voluntary partners to ensure the meaningful involvement of the service user in the management and delivery of a recovery focused mental health service in line with Vision for Change & Sharing the Vision document. Mayo Mental Health Services are committed to working towards the development of a recovery orientated service that acknowledges the unique nature of each service users’ journey to wellness and health. The focus is on providing assessment and treatment at the least complex level. Mayo Mental Health Services is a community based service. Each Community Mental Health Team is led by a Consultant Psychiatrist. In addition a Consultant Psychiatrist leads Psychiatry of Old Age, Rehabilitation and Recovery service and a Consultant Psychiatrist also leads Mental Health with Intellectual Disability. Mental Health of Intellectual Disability (MHID) Service is a specialist service within Mayo Mental Health Services. Its aims to provide optimal mental health care for adults with a significant intellectual disability and mental illness/suspected mental disorder, with an associated level of complexity that requires input from a MHID service. This includes persons with a diagnosis of moderate, severe and profound intellectual disability. Specifically, the MHID service offers: Multi-disciplinary assessment, formulation and interventions that are person-centred, recovery focused and bases on a bio-psycho-social model. The MHID service is typically provided in the community with outpatient clinics, as well as home and service visits offered as appropriate. The MHID team will also continue to provide assessment and intervention to a person should they require admission to the Adult Mental Health Unit, Mayo University Hospital. The CNS in Mental Health of Intellectual Disability is an integrate part of this community bases team. Community Healthcare West – Galway/Roscommon Mental Health Services East Galway MHID services provides care to residents in a number of houses and independent living settings in Ballinasloe and surrounding area. The service user care model is in transition to a social care model. Service Users have varying levels of intellectual, mental health and physical care needs. The Multi-Disciplinary Team lead by the treating consultant provides input from nursing and allied health professionals to deliver a plan of care which reflects the choice and preference of the service user. Multi-disciplinary Team meetings are held weekly in St Brigids Campus Ballinasloe The Service is committed to delivery Person Centred Care in theory and in practice. Person Centred Care is a way of thinking and doing things that sees the person using health and social services as equal partners in planning, developing and monitoring care to make sure it meets their needs. This means putting people and their families at the centre of decisions and seeing them as experts working alongside professionals to get the best outcomes. The clinical reporting relationship is to the senior clinical decision maker who has responsibility for the service /service user. Key Working Relationships to include but not limited to The CNS will work collaboratively with a range of internal and external stakeholders including: Director/Assistant Director of Nursing/Midwifery/Line Manager CNS’s, RANP/RAMP’s and other nursing grades Multidisciplinary Team colleagues and other key stakeholders within services, including National Clinical and Integrated Care Programmes Service users/families and/or carers Nursing and Midwifery Board of Ireland Educational Bodies Nursing and Midwifery Planning and Development Units Centres of Nursing and Midwifery Education National Clinical Leadership Centre Other relevant statutory and non-statutory organisations Purpose of the Post The post of Clinical Nurse Specialist Mental Health Intellectual Disability — MHID has a pivotal role in the delivery of effective, recovery orientated, high quality, team based, integrated care for individuals over 18 years of age with comorbid intellectual disability and mental health problems. The purpose of the post is the delivery of care in line with on the five core concepts of Clinical Nurse Specialist role as defined by the NCNM 4th edition (2008) in order to fulfil the role. The concepts are: · Clinical Focus (Direct and Indirect Care) · Service user/client Advocacy · Education and Training · Audit and Research · Consultancy (including leadership in clinical practice) The CNS post holder will deliver care in line with the five core concepts of the role set out in the Framework for the Establishment of Clinical Nurse/Midwife Specialist Posts, 4th edition, National Council for the Professional Development of Nursing and Midwifery (NCNM) 2008. Caseload The CNS will focus on the following service user group: Adults with a significant intellectual disability and mental illness/suspected mental disorder, with an associated level of complexity that requires input from a MHID service. The CNS MHID (Mental Health Intellectual Disability) will manage a caseload of service users having responsibility for organising home visits, supporting families and carers on management strategies, psycho-education and liaising with respite and day services as required. Health and Safety These duties must be performed in accordance with local organisational and the HSE health and safety polices. In carrying out these duties the employee must ensure that effective safety procedures are in place to comply with the Health, Safety and Welfare at Work Act (2005). Staff must carry out their duties in a safe and responsible manner in line with the local policy documents and as set out in the local safety statement, which must be read and understood. · Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role. · To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service. In the healthcare setting it incorporates the following key areas: environment and facilities, hand hygiene, catering, management of laundry, waste and sharps, and equipment“ (HIQA, 2008; P2) It is the responsibility of all staff to ensure compliance with local organisational hygiene standards, guidelines and practices. Eligibility Criteria Qualifications and/or experience Candidates must have at the latest date of application: 1. Professional Qualifications, Experience, etc i) Be a registered nurse/midwife on the active Register of Nurses and Midwives held by An Bord Altranais and Cnáimhseachais na hÉireann (Nursing and Midwifery Board of Ireland) or be eligible to be so registered. And ii) Be registered in the Psychiatric division(s) of the Nursing and Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann) Register or be entitled to be so registered. And (iii) Have a minimum of 1 years’ post registration full time experience or an aggregate of 1 years’ full time experience in the division of the register in which the application is being made (taking into account (ii) (iii) if relevant) And (iv) Have a minimum of 1 years’ experience or an aggregate of 1 years’ full time experience in specialist area of Intellectual Disability Care And (v) Have successfully completed a post registration programme of study, as certified by the education provider which verifies that the applicant has achieved a Quality and Qualifications Ireland (QQI), National Framework of Qualifications (NFQ) major academic Level 9 or higher award that is relevant to the specialist area of Intellectual Disability care (equivalent to 60 ECTS or above), and in line with the requirements for specialist practice as set out by the National Council for Nursing and Midwifery 4th ed (2008). Alternatively provide written evidence from the Higher Education Institute that they have achieved the number of ECTS credits equivalent to a Level 9 or higher standard, relevant to the specialist area of Intellectual Disability care (equivalent to 60 ECTS or above), and in line with the requirements for specialist practice as set out by the National Council for Nursing and Midwifery 4th ed (2008). Intellectual Disability area of care prior to application* (See **Note below). And (vi) Be required to demonstrate that they have continuing professional development (CPD) relevant to the specialist area. (vii) Have the ability to practice safely and effectively fulfilling his/her professional responsibility within his/her scope of practice ** Note 1: For Nurses/Midwives who express an interest in CNS roles and who currently hold a level 8 educational qualification in the specialist area (equivalent to 60 ECTS or above), this qualification will be recognised up to September 2026. 2. THE AIR CORPS The Air Corps currently operates twenty six aircraft in multi-role national aviation tasks. The types of aircraft include Learjet 45, CASA CN235 maritime patrol aircraft, Airbus CN295 maritime patrol aircraft, BN Defender, Pilatus PC-9M and PC-12. The Air Corps also operates Eurocopter EC135 and Leonardo AW139 helicopters. The primary role of the Air Corps is to provide support to the Army, Naval Service and An Garda Síochána in countering threats to State security on land, sea and air. The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER scheme are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Department of Housing, Planning, Community & Local Government (Circular Letter LG(P) 06/2013) The Department of Environment, Community & Local Government Circular Letter LG(P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012 as detailed above, it is a specific condition of that VER Scheme that persons will not be eligible for re-employment in any Public Service body [as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012] for a period of 2 years from their date of departure under this Scheme. These conditions also apply in the case of engagement/employment on a contract for service basis (either as a contractor or as an employee of a contractor). The appointment is subject to the Civil Service Regulation Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004, and any other Act for the time being in force relating to the Civil Service. Part 1 - Conditions which particularly apply to this position Pay Personal Pension Contribution (PPC) Pay Scale 1st January 2024 is EO equivalent and is as follows: €35,687 €37,589 €38,663 €40,759 €42,638 €44,455 €46,266 €48,039 €49,830 €51,581 €53,440 €54,685 €56,461 (LSI1) €58,251(LSI2) The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main/personal superannuation scheme. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3(LSI1) and 6(LSI2) years satisfactory service at the maximum of the scale. Important Note Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if you are a currently serving civil or public servant. Subject to satisfactory performance increments may be payable in line will current Government Policy. Payment will be made fortnightly in arrears by Electronic Fund Transfer (EFT) into a bank account of your choice. Payment cannot be made until a bank account number and bank sort code has been supplied on appointment and statutory deductions from salary will be made as appropriate. You will agree that any overpayment of salary, allowances, or expenses will be repaid by you in accordance with Circular 07/2018: Recovery of Salary, Allowances, and Expenses Overpayments made to Staff Members/Former Staff Members/Pensioners. Annual Leave The appointee will be entitled to 23 days annual leave a year rising to 24 days a year after 5 years’ service, 25 days after 10 years’ service, 26 days after 12 years’ service and 27 days after 14 years’ service. This leave is exclusive of public holidays. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours and 15 minutes gross and 35 hours net per week. Extra attendance will be compensated as set out in the requirements of Circular 14/2014. Location The officer’s headquarters will be within their sector or as may be designated from time to time by the Head of the Department. When absent from home and headquarters on duty the appointee will be paid travel expenses subject to standard Civil Service practices. Part II - Conditions which apply generally to this position Tenure & Probation The appointment is to an established position on a probationary contract in the Civil Service. The probationary contract will be for a period of one year from the date of appointment. During the period of the probationary contract, the appointee’s performance will be subject to review by the appropriate supervisor(s) to determine whether the officer: (i) Has performed in a satisfactory manner, and (ii) Has been satisfactory in general conduct, and (iii) Is suitable from the viewpoint of health with particular regard to sick leave. Prior to completion of the probationary contract a decision will be made as to whether or not the appointee will be retained pursuant to Section 5A (2) Civil Service Regulations Acts 1956-2005. This decision will be based on the appointee’s performance assessed against the criteria set out in (i) to (iii) above. The details of the probationary process will be explained to the appointee by the Department of Transport. A copy of Department of Public Expenditure and Reform guidelines on probation will also be made available to the appointee. Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. In the following circumstances your contract may be extended, and your probation period suspended. • The probationary period stands suspended when an employee is absent due to Maternity or Adoptive Leave. • In relation to an employee absent on Parental Leave or Carers Leave, the employer may require probation to be suspended if the absence is not considered to be consistent with the continuation of the probation. • Probation may be suspended in cases such as absence due to a non-recurring illness, and • Any other statutory provision providing that probation shall - (i) stand suspended during an employee’s absence from work, and (ii) be completed by the employee on the employees return from work after such absence. Where probation is suspended the employer should notify the employee of the circumstances relating to the suspension. All appointees will serve a one-year probationary period. If an appointee who fails to satisfy the conditions of probation has been a serving civil servant immediately prior to their appointment from this competition, the issue of reversion will normally arise. In the event of reversion, an officer will return to a vacancy in their former grade in their former Department. Duties The appointee will be required to perform any duties appropriate to the position, which may be assigned from time to time. Travel, both within their sector, and potentially the other five sectors, will be required.
