MINIMUM EDUCATIONAL QUALIFICATIONS (a) Naval Service – Operations Branch School Leaver or Non-Graduate Candidates Must possess a minimum of Grade H5 in 3 Higher Level papers, and, Grade 04 in 3 Ordinary Level Papers or Grade H7 in 3 Higher level papers. Candidates must have obtained these grades in a single sitting of the Leaving Certificate examination for CAO computation purposes. AND A candidate’s educational qualifications must include a minimum of Grade 06 at Ordinary level or H6 at Higher Level in the following subjects: (i) Mathematics. (ii) Irish. NUI matriculation exemptions apply. (iii) English. Candidates whose first language is not English must satisfy the English language requirements in accordance with NUI Matriculations Regulations. Further information is available on www.nui.ie • In order to be eligible to apply for a Cadetship, holders of European and International qualifications must satisfy the Matriculation Registration requirements as outlined in the current “NUI Matriculation Regulations available on www.nui.ie. The equivalent grades required for those candidates who sat the Leaving Certificate Examination prior to 2017 can be found at Annex E.3. 3. MEDICAL AND PHYSICAL STANDARDS Candidates must be in good mental and bodily health and free from any physical defect, abnormality, physiological condition or history of serious illness likely to interfere with the efficient performance of their duties. The following are the minimum physical requirements: a. Height A candidates’ height will be determined at the Medical Examination – see Para. 8. Weight and chest measurements must be in keeping with height and age. Min. height: 157.48cm Note: BMI will be determined at Stage 2, the Assessment Phase of the competition. b. Vision Colour vision must be normal. Both eyes must be free from disfiguring or incapacitating abnormality and free from acute or chronic disease. There must be no evidence of squint or latent squint. The eligibility of applicants who have had previous incisional or laser treatment to correct visual acuity will be determined at the Medical Examination. Please see Annex C for further information. • Operations Branch: Vision not less than 6/9 in one eye and not less than 6/12 in the other eye with normal night vision, without the use of corrective lenses. • Engineering Branch: Not less than 6/18 in each eye, corrected to not less than 6/6 in one eye and 6/9 in the other. c. Dental Candidates must be free from any serious periodontal disease and possess teeth to a specific standard, which is not less than the equivalent of eleven over eleven natural teeth functionally opposed. In certain circumstances, artificial teeth may be acceptable. d. Hearing A good standard of unaided hearing is essential. Candidates will be required to undergo an audiometric test at which: (1) The sum of the hearing threshold at 1,2,3, 4 and 6 kHz should not exceed the age and gender related warning levels contained in the "Guidelines on Hearing Checks and Audiometry Regulations 2007", issued by the Health and Safety Authority (2) Candidates under 25 years of age must be able to hear all measured pure tones up to and including 8 kHz at 20dB in each ear. Candidates aged 25 and older must be able to hear all measured pure tones up to and including 8 kHz at 25dB in each ear. Candidates must also be free from acute or chronic ear disorders. Sector Officer in the Irish Coast Guard

The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The role will involve working closely with the volunteer CGUs, Coast Guard and Maritime Administration personnel and other internal/external stakeholders. On the job training will be provided as appropriate. The Sector Officer is required to comply with the organisational values of ‘Pride’ and ‘Respect’ as part of this role. This post also carries a mobility obligation and Sector Officers are required to be available for service at all CGUs within their sector and also to travel to work in other sectors, when required. IRCG road vehicles will be provided for official business use only when the nature of their employment warrants the provision. The Officers driving them will be responsible for their control, cleanliness, and maintenance Principal Duties and Responsibilities The duties of the post may include some or all of those listed below: • Supporting CGUs by undertaking the following tasks: o Conducting routine inspection of vehicles, buildings, boats, and equipment to a fixed schedule, completing appropriate checklists and administrative duties. o Initiating corrective action against defects, monitoring corrective actions, and maintaining defect records. o Managing CGU equipment, inventory and logistical requirements including associated administrative duties. o Managing local inventories. • Supporting management of the planned maintenance system. This includes recording, monitoring, and reviewing periodic service, maintenance, repair, inspection, and defect reports and compiling periodic reports on same. • Supporting maintenance and repair works undertaken by third party contractors, including associated logistical and administrative support. • Supporting the CUSM by assisting in the following tasks: o Effecting corrective actions to findings identified through audit, inspection, and safety meetings. o Managing and implementing the requirements of the safety management system. o Procuring goods, equipment, and services. o Managing the fixed asset register. o Managing inventory, vehicles, buildings, boats, and equipment including the update of computerised maintenance management system. o Providing general unit management support including logistical support and associated administrative tasks. • Carrying out any other duties relevant to the role that may be assigned to the Sector Officer from time to time. The position is a uniformed grade. The successful candidate will be required to wear their uniform in a presentable manner and to maintain a smart and neat appearance, as determined by Coast Guard Management. Working Environment The work will be divided between office and field. Depending on the needs of the business, a typical week may consist of 4 days travel and 1 day of office-based administrative duties. Please note, a significant amount of travel is required as Sector Officers are obliged to travel to various locations within their sector on a regular basis and on occasion to travel to other sectors as needed. Travel and subsistence payments will apply at central civil service rates. Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure and Reform letter dated 28th June 2012 to Personnel Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the Public Service by any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility) and the Minister’s consent will have to be secured prior to employment by any Public Service body. Incentivised Scheme for Early Retirement (ISER): It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are not eligible to apply for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Health and Children Circular (7/2010): The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER scheme are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Department of Housing, Planning, Community & Local Government (Circular Letter LG(P) 06/2013) The Department of Environment, Community & Local Government Circular Letter LG(P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012 as detailed above, it is a specific condition of that VER Scheme that persons will not be eligible for re-employment in any Public Service body [as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012] for a period of 2 years from their date of departure under this Scheme. These conditions also apply in the case of engagement/employment on a contract for service basis (either as a contractor or as an employee of a contractor). The appointment is subject to the Civil Service Regulation Acts 1956 to 2005, the Public Service Management (Recruitment and Appointments) Act 2004, and any other Act for the time being in force relating to the Civil Service. Part 1 - Conditions which particularly apply to this position Pay Personal Pension Contribution (PPC) Pay Scale 1st January 2024 is EO equivalent and is as follows: €35,687 €37,589 €38,663 €40,759 €42,638 €44,455 €46,266 €48,039 €49,830 €51,581 €53,440 €54,685 €56,461 (LSI1) €58,251(LSI2) The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main/personal superannuation scheme. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3(LSI1) and 6(LSI2) years satisfactory service at the maximum of the scale. Important Note Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if you are a currently serving civil or public servant. Subject to satisfactory performance increments may be payable in line will current Government Policy. Payment will be made fortnightly in arrears by Electronic Fund Transfer (EFT) into a bank account of your choice. Payment cannot be made until a bank account number and bank sort code has been supplied on appointment and statutory deductions from salary will be made as appropriate. You will agree that any overpayment of salary, allowances, or expenses will be repaid by you in accordance with Circular 07/2018: Recovery of Salary, Allowances, and Expenses Overpayments made to Staff Members/Former Staff Members/Pensioners. Annual Leave The appointee will be entitled to 23 days annual leave a year rising to 24 days a year after 5 years’ service, 25 days after 10 years’ service, 26 days after 12 years’ service and 27 days after 14 years’ service. This leave is exclusive of public holidays. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours and 15 minutes gross and 35 hours net per week. Extra attendance will be compensated as set out in the requirements of Circular 14/2014. Location The officer’s headquarters will be within their sector or as may be designated from time to time by the Head of the Department. When absent from home and headquarters on duty the appointee will be paid travel expenses subject to standard Civil Service practices. Part II - Conditions which apply generally to this position Tenure & Probation The appointment is to an established position on a probationary contract in the Civil Service. The probationary contract will be for a period of one year from the date of appointment. During the period of the probationary contract, the appointee’s performance will be subject to review by the appropriate supervisor(s) to determine whether the officer: (i) Has performed in a satisfactory manner, and (ii) Has been satisfactory in general conduct, and (iii) Is suitable from the viewpoint of health with particular regard to sick leave. Prior to completion of the probationary contract a decision will be made as to whether or not the appointee will be retained pursuant to Section 5A (2) Civil Service Regulations Acts 1956-2005. This decision will be based on the appointee’s performance assessed against the criteria set out in (i) to (iii) above. The details of the probationary process will be explained to the appointee by the Department of Transport. A copy of Department of Public Expenditure and Reform guidelines on probation will also be made available to the appointee. Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. In the following circumstances your contract may be extended, and your probation period suspended. • The probationary period stands suspended when an employee is absent due to Maternity or Adoptive Leave. • In relation to an employee absent on Parental Leave or Carers Leave, the employer may require probation to be suspended if the absence is not considered to be consistent with the continuation of the probation. • Probation may be suspended in cases such as absence due to a non-recurring illness, and • Any other statutory provision providing that probation shall - (i) stand suspended during an employee’s absence from work, and (ii) be completed by the employee on the employees return from work after such absence. Where probation is suspended the employer should notify the employee of the circumstances relating to the suspension. All appointees will serve a one-year probationary period. If an appointee who fails to satisfy the conditions of probation has been a serving civil servant immediately prior to their appointment from this competition, the issue of reversion will normally arise. In the event of reversion, an officer will return to a vacancy in their former grade in their former Department. Duties The appointee will be required to perform any duties appropriate to the position, which may be assigned from time to time. Travel, both within their sector, and potentially the other five sectors, will be required. When absent from home and headquarters on duty the appointee will be paid travel expenses subject to standard Civil Service practices.

Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointments) Act 2004 and Public Service Management (Recruitment and Appointments) Amendment Act 2013. Working Week The hours of attendance i.e. average of 39 hours per week calculated over a predetermined period of time, involves shift work. You will be expected to be available for duty outside of the rostered hours as and when the need may arise. Shift patterns are normally of 8, 10 or 12 hours duration. A shift pattern may have a period of On Call incorporated. Rosters and periods of duty will involve working at weekends, nights and during public holidays. Post Summary/Purpose The appointees may be assigned to any of a very wide variety of areas or activities carried out in the Kerry ETB Scheme. 1.     To carry out the duties of a Clerical Officer under the supervision of a designated line manager 2.     To carry out general clerical duties e.g. manual and electronic filing, photocopying, answering/making telephone calls, dealing with e-mails etc. 3.     To assist in the drafting and issue of letters, memos and general information to staff/apprentices/employers, as required. 4.     To assist in the implementation of organisational work activities and supporting line managers and colleagues 5.     To provide high quality standards of customer service by dealing with internal and external stakeholders e.g. Kerry College and FET Centre staff, members of governance structures, QQI and other awarding bodies, etc. 6.     To take ownership of assigned tasks and prioritising competing tasks in order to ensure they are completed on time and to a high standard 7.     To be responsible for general administration and administrative efficiency of the assigned area To ensure high quality customer service in dealing with the public/learners/apprentices/employers/staff etc. e.g. responding to queries and providing information effectively and efficiently. 9.     To keep such records appropriate to the post as may be required by the wider team and management 10.  To ensure high quality customer service in dealing with the apprentices/employers/staff etc. e.g. responding to queries and providing information effectively and efficiently 11.  Use of Information Technology e.g. software relevant to the area of work, word processing, spreadsheets, databases, MS Office, e-mail and internet etc. 12.  To draft relevant correspondence as required e.g. letters, memos etc. 13.  To arrange meetings and take minutes as required. 14.  To work as part of a team in delivering services Liaise with staff in other schools, colleges (TUs)/centres/departments, the public and outside agencies in a confidential, courteous and professional manner. Person Specification Eligibility Criteria Candidates must (as per Circular 8/2017): ·       have the requisite knowledge, skills and competencies to carry out the role ·       be capable and competent of fulfilling the role to a high standard ·       have obtained at least Grade D3 in five subjects in the Leaving Certificate Examination (higher, ordinary, applied or vocational programmes) or equivalent or have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being of a comparable to Leaving Certificate standard or equivalent or higher or have appropriate relevant experience which encompasses equivalent skills and expertise Citizenship Requirement Candidates should note that eligibility to compete for posts is open to citizens of the European Economic Area (EEA) or to non-EEA nationals with a valid work permit. The EEA consists of the Member States of the European Union along with Iceland, Liechtenstein and Norway. Swiss citizens under EU agreements may also apply. About the role We have an exciting opportunity for a General Operator in our Kerry Team in Farranfore, Co. Kerry. It is a full-time, permanent position. Working hours are rotating 08:00 to 16:00 and 16:00 to 00:00, Monday to Friday. There will be also overtime on some Saturdays.
