Canteen Operative
Essential Criteria Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms: Have a good standard of education. Have completed at least a Primary Course in Food Safety as accredited by the Food Safety Authority of Ireland and be able to demonstrate excellent food safety and hygiene standards. Have completed HACCP Training and be willing to undergo further training, when required, and implement the HACCP Plan. Have good communication skills and be able to work well as part of a team. Have excellent customer service skills and personal hygiene standards. The Post of Canteen Operative The office is permanent, part-time and pensionable. The applicable pension scheme will be determined on appointment based on individual candidate employment history. Duties The canteen attendant will have responsibility, under the direction of the Canteen Manager, to operate the staff canteen and kitchenette in County Hall, Town Hall and any other subsequent locations under the control of Louth County Council, and to provide other catering services as required on a daily basis. Duties will include the following: • Setting up of the canteen on a daily basis for staff morning breaks, lunch breaks and catering for all other events, meetings and functions as required. • Carry out all duties in compliance with the principles and practices of food safety and hygiene standards. Administrative duties such as: • Assisting in stock control. • Operation of cash register. • Daily paperwork, where required. • Maintain a high level of hygiene at all times to include the clean-up of the canteen and the kitchenette on a daily basis and ensuring all delph/crockery is cleaned appropriately and presented in an appropriate manner. • Liaise with the Food Safety Authority on any inspections which may occur on site. • Ensuring all Health and Safety standards are adhered to. • The appropriate wear of complete uniform, as issued by Louth County Council. • Ensuring compliance with ISO14001 with regard to food waste and packaging recycling etc. Other Duties The duties and responsibilities as listed are not exhaustive. The canteen attendant and relief canteen attendant may be required to undertake other duties as directed by the Canteen Manager that may be required from time to time in relation to the efficient running of the canteen service, within the general scope of the post. The Canteen Attendant Must: • Be punctual and capable of working on their own initiative with the ability to meet deadlines. • Present a professional and positive image at all times while maintaining good staff relations. Duties will be performed in accordance with quality initiatives and standards. Particulars of Post Wages Wages shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Wages shall be at Local Government General Operative scale €17.55 – €19.62 per hour. Health For the purpose of satisfying the requirements as to health, it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. Location of Post Louth County Council reserves the right to assign the post holder to any department, premises or district in use by the Council, now or in the future, subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Residence The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. Hours of Work You will be required to work a 27.5 hour week at such specific times as will be notified by the Council from time to time. Starting and finishing times will be as notified to you by your Supervisor. All hours worked will be subject to the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Annual Leave Annual leave entitlement for the position will be 25 days per annum (pro rata for the fixed term). Louth County Council’s leave year runs from 1 January to 31 December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1977 (as amended). Probation Where a person who is not already a permanent officer of Louth County Council is appointed, the following provisions shall apply: • There will be a probationary period of 9 months from date of employment. • The Chief Executive may at his or her discretion extend this period. • You shall cease to hold office at the end of the period of probation unless during this period the Chief Executive has certified that your service is satisfactory. Superannuation A. Non-Officers joining the Public Service after 1 January 2013 will be required to join the Single Public Service Pension Scheme. A Class rate of PRSI contribution will apply. A rate of 3% of pensionable remuneration plus 3.5% of net pensionable remuneration (pensionable remuneration less twice the rate of State Pension Contributory). This includes a contribution to a Spouse’s and Children’s Scheme. OR B. Non-Officers who became pensionable Non-Officers of the Public Service prior to 1 January 2013 and who are liable to pay the Class A rate of PRSI contribution will be required to contribute at a rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (pensionable remuneration less twice the rate of State Pension Contributory). You will also be required to contribute at a rate of 1.5% of your net pensionable remuneration to a Dependant’s Pension Scheme. References Applicants are required to advise the names of two responsible persons to whom they are well known but not related (at least one of the referees should be an existing or former employer). In advance of any offer of employment, Louth County Council reserves the right to seek both written and verbal references from current and previous employers, educational institutions or any other organisations with which the candidate has been associated. The Council reserves the right to determine the merit, appropriateness and relevance of such references and referees. Start Date The successful candidate will commence on direction from Directors of Service and/or the Chief Executive. Assistant Arts Officer
The Assistant Arts Officer will be a key post within the Louth County Council Arts Service and will report to the County Arts Officer under the Directorate of Social Development. The Assistant Arts Officer will support the strategic planning for the development and delivery of all arts services. The role involves developing and implementing programmes and initiatives that increase participation and learning in the arts, paying special attention to social and cultural diversity. The role will work with internal and external partners to create opportunities to engage in the arts across the county. This will include working on the development of programmes and initiatives that: • Cultivate artistic excellence for artists, arts organisations and the wider arts sector. • Acknowledge the value of amateur and volunteer participation in the arts. • Recognise the role of the arts in celebrating and interrogating a wide range of social and cultural traditions and values. The ideal candidate shall have: • Have knowledge of the structure and functions of the local government, of current issues and strategic direction of Arts Services and an understanding of the role of the Assistant Arts Officer in this context. • Good knowledge of current arts practice and the organisation of the arts in Ireland. • Good knowledge base of local, national and international policy relating to Culture and Arts Development and Public Art as it applies to Local Authority Arts Service. • Evidence of arts and cultural project management. • Experience of working with artists, arts organisations and various communities of place and interest. • Have effective project and budget management skills. • Have a strong sense of commitment to delivering quality public services and be willing to take on a challenge. • Have experience of planning and prioritising to meet targets and deadlines. • Have experience of problem solving and decision making. • Demonstrate openness and willingness to adopt to new ways of working. • Flexibility to work after hours and at weekends as and when required. The salary scale for the position of the Assistant Arts Officer (Grade V) is: €51,722 – €61,865 (LSI 2) gross per annum. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular Letter EL.02/2011, a person who is not a serving local authority employee on or after 1st January 2011; will enter the scale for the position at the minimum point.
