Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of the relevant legislation and Department of Education sick leave circulars. Location/Base This post will be based in Mayo, and the successful candidate will be informed of the specific location/base prior to taking up employment with Mayo, Sligo and Leitrim Education and Training Board. Mayo, Sligo and Leitrim Education and Training Board reserves the right to assign you to any other location or base that is under its control, as the need arises. Any change in location or base by the Board will not be deemed as redeployment as provided for under the Public Service Agreements. The Role This is a competition for the position of Principal Emergency Control Operator with the West Region Communications Centre (WRCC), Mayo County Council. A panel may be created, and appointments may be made on a fixed term or permanent basis. The successful candidate will be assigned to WRCC (West Regional Communications Centre) at Fire Brigade HQ, Mayo County Council. WRCC is primarily responsible for the receipt of Emergency Fire Service calls and the despatch of Fire Appliances and other resources within the West Region of all counties in Connacht and Donegal. The WRCC may have to take Emergency Fire Service calls for other regions as deemed necessary by Management.   The Principal Emergency Control Operator, while working under the direction of the Regional Control Centre Manager, has a key role in carrying out operations and administrative responsibilities. This involves, inter alia, the supervision of personnel, training, preparation of budget estimates, the Management and administration of quality control policies, etc. Qualifications   1.     Character Candidates shall be of good character. 2.     Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3.     Education, Training, Experience Each Candidate must, on the latest date for receipt of completed application forms have: (a)           Obtained at least Grade D (or a Pass), in Higher and Ordinary Level, in five subjects from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme or Applied Leaving Cert. and have obtained at least Grade C (or Honours) in Higher Level (or Honours) papers in three subjects in that examination (or two subjects if Irish and/or one of the following is included: Mathematics, Accounting, Business Organisation or Economics) Or National Council for Vocational Awards – Level 2 Or have passed an examination of at least equivalent standard as listed above Or hold a third level qualification of at least degree standard. (b)          A minimum of 5 years satisfactory experience of working in a communications centre/call taking and dispatch environment.       In the event that an offer of employment is made, the candidate will be required to submit all relevant Educational Qualifications to meet the requirements above. Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. 4.     Desirable It is desirable that the successful candidate demonstrates the following through the completion of their application form and at interview, • Excellent communication and interpersonal skills. • Management skills in Finance, Quality Control, Information Systems and Staff Development. • Experience of computer and communications systems. The employment may also include requirement to perform on-call duties as part of WRCC Rostered Senior Officer (RSO) duty. The Council may change the duty system, and it may vary RSO duties from time to time as operations require. Persons employed shall be required to work irregular hours including weekends, Bank and Public Holidays and undertake such overtime as considered necessary from time to time by the Council. A panel will be formed from which permanent and temporary appointments may be made.   2.  The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services, which are required by or under any enactment to perform.   SALARY SCALE: €55,245.45 - €56,963.30 – €58,683.47 - €60,406.00 - €62,141.35 - €64,163.81 - €66,194.41. The starting pay for new entrants will be at the minimum of the scale and the rate of remuneration may be adjusted from time to time in line with Government pay policy. Plus:- Rostered Senior Officer Allowance for on-call duties where applicable. 3.  The duties of the post are to give to the local authority, and  a)      such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive, and b)      to any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a) of this paragraph under the general direction and supervision of the Chief Executive or such other employee as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties to exercise such powers, functions and duties as may be delegated to him / her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The post holder will, if required, act for an employee of a higher level if qualified to do so.   The following are among the principal duties envisaged: General : 1.      The monitoring of and evaluation of operational performance on the assigned operational shifts and reporting on same to the Centre Manager. 2.      Involvement in the design, management and implementation of any evaluation processes implemented in the Regional Communications Centre. 3.      General Administrative Duties for the Centre Manager. 4.      Maintaining own operational abilities to the standard required of the Regional Communications Centre. Substitution Role – ongoing Emergency Control Operator training and operational duty in emergency situations. 5.      Provide Operational cover for the Control Room including during nights and weekends when requested by Senior Management. 6.      Liaising with other Fire Service agencies or outside agencies in relation to the development of the Regional Communications Centre and Fire Service as required. 7.      Ensure full implementation of Performance Management Development System. Training Duties : 1.      Designing, developing, implementing, monitoring and evaluating all training programmes in the Regional Communications Centre and reporting on same to the Centre Manager. 2.      Administration of assigned Budgets relating to the implementation of training in the Regional Communications Centre and reporting on same to the Centre Manager. 3.      Instructing on internal and external training programs as required. 4.      The design, development, implementation, monitoring and evaluation of all training programs provided by the Regional Communications Centre to other Fire Authorities and reporting on same to the Centre Manager. 5.      The training, instruction and evaluation of all new staff members 6.      The training, instruction and evaluation of existing staff.   Finance: 1.      Preparing annual estimates and administering day to day expenditure including the processing of invoices, liaising with Mayo County Council Finance Department and reporting on same as required. 2.      Liaising with suppliers. 3.      Monitoring of annual budget, capital budgets and reporting on status to Senior Management. 4.      The administration of Purchasing – Ordering of goods / services and reporting on same to the Centre Manager. 5.      The administration and monitoring of Capital Expenditure and reporting on same to the Centre Manager. 6.      Liaising with Department of Housing, Local Government and Heritage in relation to Capital Expenditure. Quality Control : 1.      The Management and administration of quality control policies in the West Regional Communications Centre and reporting to Senior Management in relation to same. 2.      The design, development and implementation of Quality Control procedures and processes within the West Regional Communications Centre and reporting to the Senior Management staff in relation to same. 3.      Ensure that ISO9001:2015 Quality Management Standard accreditation is retained in WRCC. 4.      Implement Internal Audit Programme as per internal Audit Schedule procedure. Rostered Senior Officer Duties: 1.      Substitution Role – ongoing emergency control operator training and operational duty in emergency situations. 2.      Call out and attendance at Regional Communications Centre as required. 3.      Training on technical equipment in the event of being paged by the control centre for equipment faults. 4.      Any other Duties as assigned from time to time by the Centre Manager. 5.      To be progressive and positive in implementing new procedures, systems and technologies in the WRCC as deemed necessary by Management. 6.      Ensure that the PMDS Team Development Plans (TDP’s) are completed and reviewed for the team and Personal Development Plans (PDP’s) are completed and reviewed for each staff member on the team. The aim of the National Barrier Mitigation Programme is to improve river hydromorphology and connectivity in Irish catchments by strategically targeting significant barriers to fish passage and structures degrading river form, flow and function. Iconic species such as Atlantic salmon and the European eel are threatened species and IFI is mandated to protect them under law. Removing barriers will open up habitat to various species in an era where habitat loss is impacting severely on biodiversity both nationally and internationally. Reporting to the Civil Engineer (Grade 1), this role will provide an exciting opportunity for an individual with civil engineering experience in the ecological/environmental arena, to play a leading advisory role on the remediation works required to successfully mitigate or remove barriers. The Engineer on this project will be an expert on the planning and management of remediation works concerning barrier mitigation and have the ability to understand the impacts of ecosystem dynamics associated with barrier removal and mitigation. Inland Fisheries Ireland (IFI) has an exciting opportunity for an  Funding Lead  to join our Barrier Mitigation Division. The Barrier Mitigation Division is a newly created team within IFI. IFI has been asked to take on the role of managing a newly established National Barrier Mitigation Programme 2024 - 2027 (NBMP) and as such, this new division has been established with funding from the Department of Housing, Local Government and Heritage (DHLGH) and Department of the Environment, Climate and Communications (DECC).
