The normal working week is a 35 hours five-day week basis excluding breaks. However, the position of the Youthreach Co-Ordinator may involve additional hours in excess of the standard working week, without additional remuneration. The holder of the office shall not engage in any gainful occupation, other than as an employee of MSLETB, to such an extent as to impair the performance of his or her duties as an employee of MSLETB or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an employee of MSLETB. Probation The following provision shall apply, as appropriate: (a) There shall be a period after such appointments take effect during which such persons shall hold the position on probation; (b) Such period shall be one year but the Chief Executive may at his or her discretion extend such period; (c) Such persons shall cease to hold the position at end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to MSLETB any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. Salary scale as per Circular Letter 0035/2024 Salary scale and entry point on this scale will be determined in accordance with Circulars issued by the Department of Education. Rate of remuneration may be adjusted from time to time in line with Government Policy. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of the relevant legislation and Department of Education sick leave circulars.

Disability Services, Community Healthcare West (CHO 2) encompasses Services for Children/Young People and Adults whom have an Intellectual, Physical and Sensory Disability, Autism or Acquired Brain Injury. It also includes management/monitoring of Service Level and Grant Aid Agreements through which Section 38/39 and Private Providers are funded and development and oversight of new and emerging service delivery models. Community Healthcare West provides a broad range of services that include Primary Care, Older Persons, Disabilities, Mental Health and Health and Wellbeing. These services are delivered through the HSE and its funded agencies to people in local communities, as close as possible to people’s homes. It creates a more sustainable opportunity to transform the health and wellbeing of the population and how and where they access services. Sláintecare sets out the need for the shift from the provision of care from acute to community settings, supporting the prevention and management of chronic disease at a community level. New Directions is the HSE’s approach to supporting adults with disabilities who avail of HSE funded day services. New Directions is based on core values of person-centeredness, community inclusion, active citizenship and high quality service provision. It outlines twelve supports that should be available to people with disabilities participating in day services. Each person should have access to flexible and outcome driven supports to enable them to live a life of their choosing that meets their aspirations, wishes and needs. Interim standards have been developed to provide a framework to assist stakeholders to deliver day support and services in accordance with the vision and objectives outlined in New Directions. There is a national and local structure in place for the implementation of New Directions within the HSE Day service providers. Reporting Relationship The Day Service Opportunities Officerreports directly to the Day Service Opportunities Coordinator or other nominated person. Purpose of the Post The Day Opportunity Department provides people with disabilities with the appropriate guidance, support and direction concerning adult day services and other options which will enable each person to make an informed decision regarding their service requirements. The Day Opportunities Officer will meet with individuals referred to the service and explore their needs, wishes and expectations. Having a detailed knowledge of HSE funded Adult Day Services the Day Service Opportunities Officer will advise on options available and support the individual to make informed choices. If a suitable placement is agreed the Day Service Opportunities Officer will approve and complete the necessary steps required to secure the placement and ensure a smooth transition for the service participant. Identification of gaps and working with the unit to develop new and innovative service responses is also a key function of the post. This includes cross service and cross agency working to ensure the key principles of community inclusion, person centeredness and delivery of high quality services is adhered to. The Day Opportunities Officer role will also involve the completion of various resource allocation tools and other process required to secure and validate funding. Part II - Conditions which apply generally to this position Tenure & Probation The appointment is to an established position on a probationary contract in the Civil Service. The probationary contract will be for a period of one year from the date of appointment. During the period of the probationary contract, the appointee’s performance will be subject to review by the appropriate supervisor(s) to determine whether the officer: (i) Has performed in a satisfactory manner, and (ii) Has been satisfactory in general conduct, and (iii) Is suitable from the viewpoint of health with particular regard to sick leave. A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3(LSI1) and 6(LSI2) years satisfactory service at the maximum of the scale. Important Note Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Annual Leave The appointee will be entitled to 23 days annual leave a year rising to 24 days a year after 5 years’ service, 25 days after 10 years’ service, 26 days after 12 years’ service and 27 days after 14 years’ service. This leave is exclusive of public holidays. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours and 15 minutes gross and 35 hours net per week. Extra attendance will be compensated as set out in the requirements of Circular 14/2014. Location The officer’s headquarters will be within their sector or as may be designated from time to time by the Head of the Department. When absent from home and headquarters on duty the appointee will be paid travel expenses subject to standard Civil Service practices.
