Louth County Council is currently inviting applications from suitably qualified persons for the above competition. Louth County Council will, following the interview process, form a panel for the post, from which future relevant vacancies may be filled subject to sanction approval from the Department of Housing, Planning and Local Government. This panel will exist for 12 months and may only be extended at the discretion of the Chief Executive. Duties of the Sports Unit Operative: The duties to be assigned include the following. The applicable pension scheme and retirement age will be determined on appointment based on individual candidate employment history. Salary Salary shall be at Light Equipment Operator Scale – currently €770.66 – €794.39 (LSI 2). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. Salary is non-negotiable outside of Circular rules. Location of post The post holder will be based in any of Louth County Council’s sports facilities including: • Dundalk Sports Centre, Muirhevnamor, Dundalk • Lourdes Athletic Stadium, Boyle O’Reilly Terrace, Drogheda • Dundalk Athletics Track, Churchview House, Hoey’s Lane, Marshes Upper, Dundalk Louth County Council reserves the right to assign the post holder to any council premises, now or in the future subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him or herself at their own expense with the necessary mode of travel to and from work. Superannuation Officers joining the Public Service after 1st January 2013 will be required to join the Single Public Service Pension Scheme. A Class rate of PRSI contribution will apply. A rate of 3% of pensionable remuneration plus 3.5% of net pensionable remuneration (pensionable remuneration less twice the rate of State Pension Contributory) applies, including a contribution to a Spouse’s and Children’s Scheme. Officers who became pensionable officers of the Public Service prior to 1st January 2013 and who are liable to pay the Class A rate of PRSI contribution will be required to contribute at a rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration. A contribution of 1.5% to the Spouses and Children’s Pension Scheme will apply. Officers who became pensionable officers of a Public Service prior to 5th April 1995 and who are liable to pay the Class D rate of PRSI contribution will be required to contribute at a rate of 5% of pensionable remuneration. If an option to join a dependent scheme was made, a contribution of 1.5% applies to a Dependents Pension Scheme. Retirement Retirement is dependent on the superannuation scheme you become a member of and details will be made available upon appointment. Health For the purpose of satisfying the requirements as to health, it may be necessary for the successful candidate, before appointment, to undergo at their expense a medical examination by a qualified medical practitioner nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded. Probation Where a person who is not already a permanent officer of Louth County Council is appointed, the following provisions shall apply: • There will be a probationary period of 9 months from date of employment • The Chief Executive may at their discretion extend this period • The person shall cease to hold office at the end of the probation period unless service is certified as satisfactory Residence The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Annual Leave Annual leave entitlement for the position will be 25 days per annum. Louth County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the Organisation of Working Time Act 1977 (as amended). Start date The successful candidate must take up their appointment not more than 6 weeks from original offer. Failure to do so may result in the Council not proceeding with the appointment. Limerick City and County Council is seeking to fill positions at the grade of Adult School Wardens. Successful applicants may be appointed to permanent, temporary or casual vacancies at Appointed Crossing Places in the Metropolitan area. Limerick City and County Council are also seeking to establish a relief panel for use when cover may be required at short notice. Please note that successful candidates can be assigned or reassigned to any Appointed Crossing Place within the Metropolitan area, on a permanent or temporary basis, if required by business need. Duties The duties of the School Warden will include but will not be limited to: • Responsibility for the safeguarding of any children while using the school crossing or pedestrian Appointed Crossing Place. • Being in attendance at the Appointed Crossing Place to which they are assigned punctually each day during the school term. Terms and Conditions The Post: Subject to the availability of suitably qualified candidates, candidates may be appointed by Limerick City and County Council to fill permanent, temporary and casual positions that may arise for its duration. Annual Leave The annual leave entitlement for Adult School Wardens is two working weeks during the School Summer Holiday period and one week over the Christmas Holiday period. Rate of Pay: The applicable incremental salary scale is €16.88 – €18.93 per hour inclusive. Payment of increments is dependent on satisfactory performance. Remuneration will be for 10 hours per week, or as worked if appointed on a casual basis. Entry point of this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning, Community and Local Government. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee will enter the scale for the position at the minimum point of the scale (currently €16.88 per hour). SALARY The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to Kilkenny or Wexford County Council any fees or other monies (other than inclusive salary) payable by virtue of office or in respect of services required under any enactment. SUPERANNUATION CONTRIBUTION Public Service Pensions (Single Scheme and Other Provisions) Act 2012 New members joining the public sector on or after 1st January 2013 will be required to join the Single Public Service Pension Scheme. It applies to all first-time entrants to the Public Service as well as former public servants returning after a break of more than 26 weeks. Contributions are 3% of gross pensionable remuneration and 3.5% of net pensionable remuneration. Normal retirement age is the age at which the Contributory State Pension can be claimed, with a minimum age of 66 and compulsory retirement age of 70. Persons who commenced in Public Service Employment after 6th April 1995 and prior to 1st January 2013 will join the Local Government (Superannuation) (Consolidation) Scheme 1998. Contributions are 5% of basic salary and 1.5% for spouse and children’s scheme. PENSION ABATEMENT If the appointee was previously employed in the Civil Service or Public Service, abatement provisions under the Public Service Pensions Act 2012 apply where a pension is in payment. PENSION ACCRUAL A 40-year limit on total service that can be counted towards pension applies where a person has been a member of more than one pre-existing public service pension scheme. PROBATION There shall be a probation period after appointment during which the person shall hold office on probation. The period shall be 6 or 12 months and may be extended at the discretion of the Chief Executive. The person shall cease employment at the end of probation unless service is certified satisfactory.
Electrical Projects Manager
SECTION 1: INTRODUCTION This position offers an Electrical Projects Manager the opportunity to work as an Electrical Projects Manager in the Road Management Office (RMO) – Public Lighting Unit. The RMO national shared service – Public Lighting Unit provides supports to all 31 Local Authorities in public lighting. Ireland has over 500,000 public lights managed by local authorities, with in excess of 10,000km of cable and ancillary electrical infrastructure, which costs more than €92m to operate each year. The Electrical Projects Manager will play a key role within the Public Lighting Unit focused on asset management of public lighting, the development of standards for lighting and supporting all local authorities in Ireland implementing best practice in the asset management of our Public Lighting Asset. SECTION 2: THE ROLE The Road Management Office, (Cork County Council) is seeking applications from suitably qualified candidates with relevant experience for the position of Electrical Projects Manager (analogous to Executive Engineer). The successful candidate(s) will be assigned to the Road Management Office, RMO a national shared service as an Electrical Projects Manager. It is proposed to form a panel of qualified candidates from which any vacancies permanent or temporary which arise will be filled during the lifetime of the panel. The Electrical Projects Manager will report directly to the Lead Engineer Systems and Development, RMO or such person as may be assigned from time to time by Cork County Council. SECTION 3: DUTIES The persons appointed will work as part of a team under the direction and control of the Lead Engineer Systems and Development, RMO or other officer designated by the Director of Roads or the Chief Executive. The duties for the post of Electrical Projects Manager may include but are not limited to the following: Developing an understanding of current Local Authority public lighting practice and developing best practice in public lighting; Developing and implementing solutions for legacy public lighting issues, for example earthing, cabling, unbundling of public lighting and distribution circuits; Providing support to local authorities and other RMO staff in implementing relevant national, international and industry standards for public lighting and associated infrastructure; Development and implementation of documented national processes to support: I. Asset Management Principles for Public Lighting; II. Energy Efficiency of Public Lighting; III. Rationalisation of the Public Lighting network in conjunction with authorities; IV. Implementation of national processes and solutions for works involving ESB; V. Consistency between government policy and public lighting standards and processes; VI. Carbon reduction and cost savings for authorities; VII. Local authority communication with the public and elected members; Systemising processes through the development of software requirements and assisting in the project management of software vendors; Providing support to Responsible Managers and Live Working Managers working with Public Lighting on ESBN assets; Development of template maintenance contracts and capital projects for lighting; Development of consistent processes for taking in charge of public lighting assets not installed by local authorities including specifications for public lighting installed by developers and others; Providing support to authorities in collating and gathering data and analysis of it; Necessary travelling within Ireland to local authority and stakeholder meetings, site visits, training sessions, conferences, regional workshops etc. as required to deliver the service. SECTION 4: ELIGIBILITY CRITERIA / QUALIFICATIONS Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms: (a) hold an honours degree (Level 8 in the National Framework of Qualifications) in Engineering; (b) have at least five years satisfactory relevant engineering experience; (c) possess a high standard of technical training and experience; and (d) possess a high standard of administrative experience. Required Skillset In the context of the key duties and responsibilities for the post of Electrical Projects Manager listed above, the ideal candidate will demonstrate the following knowledge, experience, skills and competencies: Hold a recognised graduate or post graduate qualification in Electrical Engineering accredited for membership of a professional body in the electrical industry at chartered level. SECTION 7: SALARY The salary scale for the post is €60,858 – €84,596 per annum. €60,858 – €63,071 – €65,286 – €67,505 – €69,722 – €71,938 – €74,157 – €76,362 – €78,591 – €80,801 (Maximum) – €83,348 LSI1 (after 3 years satisfactory service on the Maximum) – €84,596 LSI2 (after 3 years satisfactory service on the 1st LSI). SECTION 8: LOCATION OF POST The base for working purposes shall be the location as determined by Cork County Council. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. SECTION 9: WORKING HOURS The working hours at present provide for a five-day, thirty-five hour working week. A flexible working hours’ system is in operation and may be availed of subject to the FlexiTime Policy. All hours worked will be subject to the Organisation of Working Time Act, 1997 and related regulations. P&D Lydon are seeking Civil Engineering Apprentices to join our team. P&D Lydon is one of Ireland’s most progressive civil engineering contractors with a comprehensive fleet of modern construction plant and equipment. Our projects span many different sectors including Roads and Infrastructure, Utilities, Rail, Marine, Water and Wastewater Management mainly for Local Authorities and State Bodies. We have opportunities in the West of Ireland across various projects. An apprenticeship is a full-time programme that combines work-based learning with a formal training programme. Throughout your apprenticeship, you will work as a full- time member of staff with P&D Lydon, who will release you to attend the structured training program with the training provider, under the 'earn as you learn' approach. The learning component will be delivered through Atlantic Technological University, who act as the co-ordinating provider for Civil Engineering Apprenticeships in Ireland. The academic modules will be delivered online one day per week, with one day per month requiring attendance on the ATU Sligo campus to facilitate laboratory work and face to face tuition. Those who successfully achieve all programme elements will attain an Ordinary Bachelor Degree in Civil Engineering at Level 7 on the National Framework of Qualifications (NFQ). This 3-year programme, in conjunction with Atlantic Technological University, involves both on-the job and off the job training. Apprentices will work on site with our teams and will be released to attend ATU Sligo to complete labs/workshops. Apprentices are required to attend ATU Sligo for the first week of each semester and once a month to complete labs/workshops. Lectures are delivered online one day per week.
