School Warden

QUALIFICATIONS CHARACTER Each candidate shall be of good character. HEALTH Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. EDUCATION Candidates should have a good standard of education to enable them carry out efficiently the duties of School Warden. PARTICULARS THE POST The post is part-time School Warden. This panel will be used to fill positions at schools located in Sligo Town only. This is a pensionable part-time position. The employment may be suspended as follows: (i) During periods of closure of the particular school or schools for holidays or any other reason, and (ii) During other such periods as may be determined by the employer. DUTIES Duties of a School Warden include, but are not limited to, the following: During School Term To attend for duty at the prescribed times and perform such duty under the direction of the local authority or any member of An Garda Síochána. To ensure the safe crossing of school children at, or in the vicinity of, schools at schools’ opening and closing times. To carry the official sign (at the discretion of Wardens when high winds prevail) at all times when on duty. (This will be supplied by the employer). To notify the employer, where possible, without delay, should a traffic accident/near miss occur at or in the vicinity of the Warden’s duty point, area of concern. To furnish such records and reports relating to the employment as may be required by the employer. Outside of School Term and on School Closure Days When schools are closed, School Wardens may be assigned litter picking duties in the vicinity of their assigned location (or at such other location as may be directed by the Line Manager from time to time). The hours of work (10 hours per week) for these duties will be agreed with the Line Manager. Any other duties assigned from time to time. Health & Safety Duties School wardens are to receive training appropriate to their role. School wardens are to work in a safe manner at all times and safeguard all children using the crossing. School wardens are to be in attendance at the crossing to which they are assigned at all duty times. School warden uniform must be worn as indicated by Section 96 (4) of the Road Traffic Act 1961. School wardens are to wear a uniform including a Class 3 high visibility coat, hat and protective footwear. School wardens are responsible for the custody and maintenance of the statutory sign provided for duty. Accident/Incidents are to be reported to their Line Manager as soon as possible. Any other duties that may be assigned from time to time. REMUNERATION The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary €39.23 per day SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). PROBATION There shall be a period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, the service of such person is certified as satisfactory. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. METHOD OF SELECTION Selection shall be by means of a competition based on an interview conducted by, or on behalf of, Sligo County Council. Interviews will be held in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panel, and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panel, be employed as appropriate vacancies arise. The life of the panel shall be one year from the date it is formed, unless extended by the Chief Executive. NORMAL WORKING HOURS Normal working hours are 8.30 a.m. to 9.30 a.m. and 2.15 p.m. to 3.15 p.m. Monday to Friday during school term, or as otherwise may be agreed between the employer and the relevant school Principal. The successful candidate may, from time to time, be required to work outside normal office hours, including at weekends as necessary. During periods of school closures, working hours will be as agreed with the Line Manager. The School Warden is obliged to notify the employer without delay should they be unable to attend work due to illness or for any other reason. MEDICAL EXAMINATION For the purpose of satisfying the requirements as to health, it will be necessary for the successful candidate, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. PERIOD OF ACCEPTANCE OF OFFER The local authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and, if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. ANNUAL LEAVE Annual leave and public holidays shall be given in accordance with the provisions of the Organisation of Working Time Act, 1997. SICK LEAVE As per Sligo County Council’s current Sick Leave Scheme and Attendance Management Policy & Procedure, as amended by the Public Service Management (Sick Leave) Regulations, 2014, and any subsequent Regulations made from time to time. GARDA VETTING & REFERENCES The successful candidate will be subject to the Garda Vetting Procedures in line with the provisions of the National Vetting Bureau (Children & Vulnerable Persons) Act 2012 to 2016 as appropriate in advance of appointment. The appointment of any successful candidate will be subject to receipt of references which are satisfactory to the employer. TRAINING Successful candidates will be required to undertake any course of training which is determined relevant by Sligo County Council. The holder of the office shall not engage in any gainful occupation, other than as an officer of MSLETB, to such an extent as to impair the performance of his or her duties as an officer of MSLETB or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an MSLETB Officer. Probation The successful candidate shall serve a probationary period in accordance with the terms set out in MSL ETB’s Probationary Policy. Salary The salary shall be fully inclusive and shall be as determined from time to time. The current salary scale for Grade III Clerical Officers is as follows: €33,299 - €48,425 per year Annual Leave The annual leave allowance for the position of Clerical Officer is 22 days pro rata. This allowance is subject to the usual conditions regarding the granting of annual leave in MSLETB, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of relevant legislation and Department circulars. Location/Base The initial location of this position is MSLETB, Finance Department, Sligo. Mayo, Sligo and Leitrim Education and Training Board reserves the right to assign you to any location or base that is under the control of Mayo, Sligo and Leitrim Education and Training Board, as the need arises. Any change in location or base by Mayo, Sligo and Leitrim Education and Training Board will not be deemed as redeployment as provided for under the Public Service Agreements. Start Date MSLETB shall require a person to whom an appointment is offered to take up such appointment within a period of not more than 6 weeks and if they fail to take up the appointment within such period or such longer period as the MSLETB in its absolute discretion may determine, MSLETB shall not appoint them. Business Travel When absent from home and headquarters on duty, appropriate travelling expenses and subsistence allowances will be paid subject to the normal ETB/Public Service regulations. Retirement Effective from 1st January 2013, the Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks. The minimum retirement age is 66 with compulsory retirement at age 70. For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, the minimum retirement age is 60 and the maximum retirement age is 70. For Class A “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, the minimum retirement age is 65 with no maximum retirement age. Pension Accrual A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one existing public service pension scheme would apply. This 40-year limit, which is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012, came into effect on 28th July 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment. Pension Abatement If the appointee has previously been employed in the Civil or Public Service and is in receipt of a pension from the Civil or Public Service or where a Civil/Public pension comes into payment during his/her re-employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees under that scheme are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position.

A panel may be created for Early Intervention in Psychosis Key Worker from which future vacancies of full or part time duration may be filled. Details of Service The National Clinical Programme for Early Intervention in Psychosis (EIP) established by the HSE and working in partnership with the College of Psychiatrists of Ireland is developing a Model of Care. It incorporates early detection, specialist assessment of individuals with their first episode of psychosis (FEP) or an at risk mental state (ARMS) followed by engagement with the provision of multidisciplinary evidence based interventions to ensure that people who develop psychosis for the first time are engaged and receive standardised effective treatment in a timely manner. In 2018 the HSE has funded three EIP demonstration sites to deliver services for service users with first episode psychosis (FEP) The HSE Model of Care incorporates evidence from national and international studies over the last twenty years where EIP services have been developed. The MOC applies to everyone from 14 to 65 years of age. It is estimated that 1700 people develop psychosis annually in Ireland although there is limited Irish data available to support this currently. The overall expected incidence is 32 cases per 100,000 population although this can vary considerably depending on demographics, population density, socio-economic factors etc. For individuals referred with a first episode of psychosis it gives clear recommendations for engagement with an EIP key worker, a comprehensive assessment which is led out by the EIP key worker and the Consultant Psychiatrist and the provision of core evidence based interventions to service users and their families/carers for up to three years. The core interventions comprise medication management, CBTp, service user and family psychoeducation, support and interventions, supported employment and physical health and lifestyle interventions The HSE Model of Care is recommending a staged implementation process for this clinical programme commencing with FEP service provision. As part of the National Clinical Programme for Early Intervention in Psychosis the clinical programme established three EIP demonstration sites for the Hub and Spoke model of EIP service provision. The demonstration sites delivered the components of the National Clinical Programme for Early Intervention in Psychosis to all service users with a first episode of psychosis aged (14 -64 years)attending AMHS and CAMHS in the area served by the ‘hub and spoke’ team. The demonstration sites were subject to external evaluation. Reporting Relationship The EIP Key worker post holder is · professionally and operationally accountable to their professional line manager · clinically accountable to the named consultant psychiatrist for named community mental health team · works with the EIP hub team and named consultant clinical leads for the EIP Demonstration site. Purpose of the Post This post of an EIP key worker is critical to the successful roll out of Early Intervention in Psychosis services. Within the National EIP sites the EIP key worker role will focus on First Episode of Psychosis (FEP) service provision. The person will champion and lead on FEP service delivery within their community mental health team based on EIP principles. Key to this role is assertive engagement with service users presenting with a first episode of psychosis, detailed specialist clinical assessment including risk assessment, provision of psychosocial interventions for the service user and their family/carers with follow up for up to three years. Within the MDT led by the Consultant Psychiatrist the EIP key worker will coordinate each service user’s individual care plan and the provision of evidence based interventions by multidisciplinary team members throughout their three year engagement with the clinical programme. A holistic, collaborative, optimistic and recovery approach will underline all of their work with the service user and their family/carers. They will also contribute to the evaluation of the EIP demonstration sites. The key worker will be a member of the EIP hub team and will work to deliver the clinical programme as described for EIP demonstration team.
