THE ROLE The Technician Grade I (Environmental) supports the delivery of environmental services within Cork City Council, assisting in monitoring, inspection, technical analysis and reporting activities across areas such as waste management, water quality and environmental protection. The role involves fieldwork, laboratory work, data analysis, and stakeholder engagement, contributing to regulatory compliance and the implementation of environmental policies and programmes. The post holder works as part of a multidisciplinary team and engages with internal departments, external agencies, and the public to support environmental objectives and service delivery. DUTIES Duties for the post of Technician Grade I (Environmental) will include, but are not limited to, the following: Administrative and Operational Support • Carry out general administrative duties including handling queries, maintaining records, inputting information, and answering telephone calls. • Use IT systems including word processing, spreadsheets, databases, email, and internet applications. • Prepare data and information for line managers and colleagues. • Maintain accurate records and documentation. • Support line managers and colleagues in delivering services and projects. • Work as part of a team to deliver environmental services. Environmental Monitoring, Inspection and Fieldwork • Carry out environmental inspections relating to air, noise, waste, and water. • Take samples of groundwater, surface water, leachate, and landfill gas. • Carry out site visits and fieldwork in a range of environments and conditions. • Use, maintain and calibrate environmental monitoring and sampling equipment. • Carry out laboratory work for water and wastewater analysis. • Complete safety-related work and reporting. • Support compliance with environmental legislation, licences, permits and Council procedures. Technical Assessment and Analysis • Assess contaminated ground and aquifer reports. • Interpret chemical analysis results for groundwater, surface water and leachate. • Analyse groundwater monitoring data and trigger levels. • Review groundwater modelling reports. • Assist in preparing technical reports and environmental documentation. • Assist in preparing Annual Environmental Reports. Waste Management and Environmental Protection • Support waste enforcement and environmental protection activities. • Liaise with Council staff and the Regional Waste Management Office on the National Waste Management Plan for the Circular Economy. • Investigate and respond to environmental and waste complaints. • Liaise with private businesses, contractors, and site operators on environmental matters. • Support environmental sustainability and improvement initiatives. Stakeholder Engagement and Communication • Respond to queries from members of the public and provide information. • Liaise with other Local Authorities, Government Departments and statutory agencies (e.g. EPA). • Prepare and present reports to stakeholders and regulatory bodies. Health, Safety and Compliance • Follow Health and Safety legislation and Council policies. • Assist in preparing risk assessments and safe systems of work. • Ensure safe working practices during inspections, sampling and fieldwork. General Responsibilities • Deputise for the facility manager or more senior staff when required. • Carry out other duties assigned from time to time. • Contribute to service improvement and the development of the role. QUALIFICATIONS FOR THE POST Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience, etc. Candidates shall on the latest date for receipt of completed application forms for the post: (a) Have passed the N.C.E.A. / H.E.T.A.C National Certificate Final Examination in Science in Applied Biology, or in Science in Applied Chemistry, Or Hold an equivalent qualification, And (b) Have at least three years satisfactory relevant experience after attaining the qualification concerned, Or (c) (i) Have satisfactory relevant experience in a technician post at Grade II level, or in an analogous post under a local authority or health board in the State, And (ii) Have at least three years satisfactory relevant experience in a technician post at Grade II level or in an analogous post, Or (iii) Have satisfactory service in a technician post at Grade I or higher level in an analogous post under a local authority or health board in the State, (d) Possess adequate training or experience relating to the control and supervision of staff. Desirable Skills The ideal candidate will: • Demonstrate strong capability in the following competencies: Delivering Results Personal Performance Personal Effectiveness • Have satisfactory experience in a science-related role. • Holders of the office may be required to drive a car in the course of their duties and therefore are required to hold a full driving licence for class B vehicles free from disqualifications. • Possess appropriate ICT skills, including proficiency in Microsoft Word, Excel, email, and other software relevant to specific project work. • Demonstrate the knowledge and skills required to undertake the duties of the post, including the ability to: Follow direction and instructions Organise and prioritise work effectively Work effectively with the public and colleagues Demonstrate flexibility in their approach to work Communicate clearly and concisely Salary The salary scale for the post is: €49,260 - €49,998 - €50,968 - €51,944 - €52,923 - €53,925 - €54,850 - €56,597 (LSI 1) - €58,368 (LSI 2) In accordance with Departmental Circular Letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale at the minimum point. Hours of Duty The standard working week is 35 hours per week. The role may, on occasion, require evening or weekend work. Holders of the post may be required to attend for duty at any time, in accordance with arrangements made by the local authority. The Council reserves the right to alter hours of work from time to time. All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time (Regulations) Act, 2001.
Apprentice Fitter HGV & Apprentice Fitter Plant Machinery
1. The Position The Council is seeking applications from suitably qualified candidates, for a fixed term of four years, for an Apprentice Fitter Construction Plant & Apprentice Fitter HGV based in the Machinery Yard, Dungarvan. 2. Background Our apprentices are trained to the highest possible technical standards and acquire, amongst many other skills, the ability to maintain the various systems associated with modern Public Service vehicles and Construction Plant. This includes training on various day to day repairs and preventative maintenance tasks, in addition to vehicle diagnostics/fault finding with some of the most advanced systems of its kind in place. The apprenticeship normally comprises of seven phases, three off the job and four on the job. During all of these phases you are assessed on a structured ongoing basis. On the job training takes place with Waterford City & County Council during phases 1, 3, 5, 7, and off the job training phase 2, 4, 6 is designated by SOLAS. The successful candidate will be required to register with SOLAS within two weeks of commencement and pass all phases of the apprenticeship programme. The apprentice may be required at the discretion of Waterford City & County Council to undertake addtional training as determined from time to time. 3. Duties Core aspect and duties of the apprenticeship o Learning and developing new craft-related skills, knowledge and competencies. o Repairing plant and equipment both in workshop and onsite. o Working with and learning from experienced Craftspersons and developing o team skills. o Comply with all Health and Safety requirements. o Working with machines and mechanical equipment and a wide range of hand and power tools and measuring devices. o Accepting responsibility for the quality of own work. o Being physically active and work in all weather conditions. o Using the special service tools, materials and equipment. o Reading and interpreting technical instructions and diagrams. o Ability to review and study plant maintenance manuals. o Diagnose and repair mechanical, electrical and electronic systems. o Dismantling, examining and re-assembling mechanical systems and components. o Testing electrical and electronic systems and components. o Record and communicate accurate work records or reports. o Development of good communication skills to ensure accurate information gathering. o Taking responsibility for own learning, including the allocation of study time. o Passing all phase exams ( theory, practicals, skills demonstrations) Other Duties o Carry out the duties & tasks as assigned and supervised by the Fitter Foreman in the Machinery Yard or his nominee. o Carry out house keeping duties such as cleaning and tidying in the workshop area and around the yard depot. o Be responsible for the safe keeping of all store parts and equipment. o Assist in the inspecton of vehicles and plant, and related equipment, determine and carry out necessary maintenance work on vehicles and plant, including, welding, body repair and use of diagnostics equipment. o Assist in the repair work, at off-site locations, including responding to road side breakdowns. o Comply with the Machinery Yards vehicle management system including record keeping and attending training. o Assist in the maintainance of records, on all repairs and work performed. Track service dates, and warranties for all council vehicles, and fully adhere to any management system that is in place. o Comply with the relevant Waterford City & County Council’s Health and Safety management system. Qualifications & Requirements of the Post (a) Character Candidates shall be of good character. (b) Age The minimum age at which the employment of an apprentice may commence is 16 years of age. (c) Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Successful candidates will be required to undergo a medical examination carried out by the Council’s Occupational Health Doctor prior to appointment. (d) Education, Experience On the latest date for receipt of completed application forms, candidates shall have obtained the following minimum standards: 1. Grade D in five subjects in the Department of Education & Skills Junior Certificate Examination or an approved equivalent, OR 2. The successful completion of an approved Pre-Apprenticeship course OR 3. Three years’ work experience gained over sixteen years of age in a relevant designated industrial activity as SOLAS shall deem acceptable It should be noted that these are the current approved minimum educational requirements for apprenticeship programmes, however, previous experience of the following subjects would be an advantage but not essential: Mathematics, Technical Drawing/Graphics, Metalwork, Technology and Physics (e) Desirable Skills As an Apprentice you will need to be physically active and be able to work with your hands. An awareness of health and safety and good housekeeping is essential as well as attention to detail. As an Apprentice, the candidate will need: · To be physically fit; · To be able to cope with lifting, bending and stretching; · To have good eye to hand coordination; · To be logical and patient in tracing faults and methodical in organising tasks, especially when taking apart and reassembling machines; · To be able to work at heights (required for certain tasks). 5. Particulars of the Post (a) General Waterford City & County Council proposes to create 2 panels of qualified candidates for the position of Apprentice Construction Plant Fitter & Apprentice HGV Fitter (b) Probation The successful candidate shall be required to be on probation for an initial period, as determined by the Council. (c) Remuneration Remuneration for Apprentice Fitter HGV will be in accordance with Solas apprenticeship programme for the Motor Industry, the weekly rates as set out below are in accordance with the Motor Rates advised by S.I.M.I for – effective from 01 st July 2025. Remuneration for Apprentice Fitter Plant will be in accordance with Solas apprenticeship programme for the Construction Industry, the weekly rates based on 39 hr week as set out below are in accordance with the Construction Rates advised by SEO (Construction Sector) & – effective from 01st August 2025. A training allowance is paid by the local ETB while the apprentice is attending the off-the-job training. This apprenticeship consists of four on-the-job phases (Phases 1, 3, 5 & 7) paid by the employer and three off-the-job phases (Phases 2, 4 & 6) paid by SOLAS. Apprentices will be invited to attend their off-the-job training phases in accordance with the SOLAS scheduling system. On successful completion of the apprenticeship programme, apprentices are qualified to work within the recognised trade or profession. (d) Base The base for the post shall be the Machinery Yard, Dungarvan, Co. Waterford (e) Residence Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. (f) Working Hours / Annual Leave The normal hours of work will be 39 hours per week. The Council reserves the right to alter the hours of work from time to time. The successful candidate may be required to enter into arrangements to work on an on-call rota basis and work out of hours including public holidays. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997. Waterford City & County Council’s holiday year runs from 1st January to 31st December. Your holiday entitlement will be 25 working days per annum pro rota (inclusive of Good Friday) Permission and prior authorization is essential before annual leave is taken. The granting of annual leave at any particular time is always subject to the requirements of the council and all annual leave is liable to suspension during periods of exceptional pressure. The final decision in allocating leave rests with Management. (g) Conflicts of Interest The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his duties as a local authority employee. 6.
