Job Summary The purpose of this role is to provide high-level administrative support to Waterford and Wexford Education and Training Board (WWETB). The successful candidate will assist in the delivery of quality services, in line with the organisation's remit, working collaboratively with colleagues across WWETB and the wider community, including schools and Further Education and Training Centres. The post of Adult Guidance Service Information Officer is within the WWETB Adult Education Guidance Service (AEGS) which provides an impartial adult educational guidance and information service on a one-to-one and group basis. The AEGS is a key aspect of the WWETB Further Education and Training service that provides services to participants across our various programmes in addition to serving the wider public. The purpose of this post is: ▪ To implement and maintain agreed administrative procedures ▪ To develop and maintain up to date paper based and computer-based systems in respect of clients, groups and information resources. ▪ To develop, implement and maintain a comprehensive, up-to-date and user-friendly information service which supports the aims and objectives of the project. ▪ To contribute to and organise events, marketing activities, and promotional materials which promote the project to clients, groups and other agencies. ▪ To contribute to the on-going development and maintenance of the service. Key Responsibilities The Adult Education Guidance Information Officer plays a vital role in providing administrative support and ensuring the smooth operation of the assigned area. Working closely with line managers and colleagues, the successful candidate will contribute to the delivery of services and the achievement of organisational goals. Initial duties of the role may include the following: To offer administrative support to the project including: ▪ Establish recording systems and databases in agreement with the project manager. ▪ Implementing agreed administrative procedures. ▪ Maintain client records and statistics in a confidential manner. ▪ Carry out day-to-day secretarial duties such as typing and word-processing, photocopying, telephone/reception, mail and minute taking. ▪ Maintain day-to-day financial records including petty cash, monthly accounts, invoicing, and the purchase of equipment, as appropriate. ▪ Maintain an appointments system for guidance interviews and group sessions. ▪ Take responsibility for day-to-day maintenance issues relating to the building as appropriate. To develop and maintain an up-to-date paper based and computer-based systems in respect of clients, groups and information resources ▪ Develop and maintain paper based and ICT databases which are relevant to the adult learner including: education, training and employment opportunities, funding and support services. ▪ Ensure that the client database is maintained and updated in accordance with NCGE guidelines. ▪ Assist in the preparation and completion of returns to the Department of Education and Skills, NCGE, ETB and other designated bodies. ▪ Assist in the development, maintenance and updating of websites, as appropriate. ▪ Undertake training and keep updated on relevant developments and changes in respect of the client database. ▪ Access information from a range of circulation sources. ▪ Keep informed of relevant ongoing developments at local and national level. ▪ Ensure that guidance personnel are kept updated regarding new information and changes that may affect our clients. To develop, implement and maintain an effective and user-friendly information service which supports the aims and objectives of the project. ▪ Deal with public enquiries by telephone and in person from members of the public, local agencies and community groups. ▪ Provide user-friendly, accurate, and relevant information and advice to enquirers. ▪ Undertake research on behalf of clients, groups and staff and prepare individualised information packs. ▪ Interpret and apply information, such as grant entitlements, to individual needs. ▪ Make referrals and/or arrange appointments for clients to meet with the Guidance Counsellor, other internal staff, and/or external organisations as appropriate. ▪ Maintain comprehensive and up to date information on local job, education and training opportunities. ▪ Input and maintain appropriate client records. ▪ Maintain appropriate links with other service providers. The Position & Role Kildare County Council is entrusted with a vast amount of confidential and private information in the delivery of a wide range of services by over 1,100 staff and various service providers. It is important that such information is gathered, stored, processed, and kept secure in line with legislation, and best practice policies and procedures. The Data Protection Officer will work with all departments in Kildare County Council to establish and maintain effective corporate and departmental information management processes and systems to effectively manage the information life cycle. The successful candidate will be required to manage and monitor standards, processes, communications, training and systems to ensure all information controlled by Kildare County Council is managed in line with relevant policies, procedures and guidelines (or directions of the Data Protection Commission) and relevant legislation, with particular regard to the General Data Protection Regulations (GDPR), the Data Protection Act 2018 (as amended), the Data Sharing and Governance Act 2019 and any successor or newly enacted statutory instruments related to data protection. Liaising regularly with Senior Management in the organisation, the DPO shall ensure that they are involved appropriately and in a timely manner, in all issues which relate to the protection of personal data. Knowledge and experience of operating ICT systems Particulars of Employment The Post The post is wholetime (i.e.,35 hours per week) and appointment may be permanent or temporary. Location Kildare County Council reserves the right to assign the successful candidates to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. Commencement Kildare County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period, or such other longer period as the Council in its absolute discretion may determine, Kildare County Council shall not appoint them. Working Hours The current working hours are 35 hours per week, Monday to Friday. Reporting Arrangements The Data Protection Officer will report directly to the section head or to any other employee of Kildare County Council such as the Director of Service or any other appropriate employee that may be designated for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. Probationary Period of Employment Where a person is permanently appointed to Kildare County Council, the following provisions shall apply – a) there shall be a period after appointment takes effect, during which such a person shall hold the position on probation; b) such period shall be twelve months, but the Chief Executive may, at their discretion, extend such period; c) such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; d) the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts; e) there will be assessments during the probationary period. Remuneration €60,011 per annum to €72,790 per annum (maximum) €75,395 per annum (LSI 1) (after 3 years satisfactory service at maximum) €78,015 per annum (LSI 2) (after 6 years satisfactory service at maximum) On appointment successful candidates will be placed on the first point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g., P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Overall Purpose of the Post: To provide a wide range of reception and administration supports to the Children’s Disability Network Team. Duties: Provide administrative supports to the Team as follows: • Provide all necessary administration supports to teams and clinics to include typing of meeting agendas, team minutes and IFSP’s, updating the management Information System and soft copy records in this regard and any other administration supports as required • Provide switchboard support by answering the phone and directing queries to appropriate members of the team. • Provide typing services to support general clinic administration to include: Letters, reports, submissions, mailings, memos, agendas, minutes (to include attendance at meetings as required), and any other correspondence as delegated • Assist with the preparation of files as requested under FOI and GDPR • Organise client charts for clinics • Establish and maintain efficient office practices as to support the efficient workings of the clinics • Maintain effective filing and archiving (hard and soft copies) of all Service/Service user records • Become proficient in the use of the HSE Service Owner Management Information System and other relevant databases • Process and issue consent packs to all referrals • Provide switchboard support by answering the phone and directing queries to appropriate members of the team. • Responsible for informing families (via telephone and post) of scheduled appointments. • Responsible for ensuring that Covid-19 protocols are followed. • Responsible for management of outgoing and incoming post (i.e. logging same in database, distributing incoming post). • Photocopy and scanning. • Transcription of medical tapes into typed documents and handwritten forms into typed reports. • Provide support to clinicians prior to assessments by booking assessment rooms adequate for purpose and ensuring the assessment room is ready (i.e. chairs, mats, equipment). • Complete tasks with high levels of attention to detail. • Understand and work within Enable Ireland’s code of confidentiality. • Ensures that effective safety procedures are in place to comply not only with the Health, Safety and Welfare at Work act but also within Enable Ireland’s policies and procedures.
