Executive Librarian

DESCRIPTION OF THE POST The Executive Librarian is a frontline middle management position within Wexford County Council and is assigned responsibility for managing the performance of a public library or an area within Wexford County Council Libraries. The Executive Librarian will work under the direction and management of the County Librarian and or Senior Executive Librarian or analogous grade or other employee designated by the County Librarian or Director of Services as appropriate. An Executive Librarian’s operational duties may include the day to day running of a public library, will be responsible for the management and development of library services, the supervision and management of staff within that public library, the planning, allocation and prioritisation of work in order to achieve relevant goals, targets and standards as per Team and Departmental plans. Reporting of progress under relevant corporate plans and strategies is also expected. Other duties may include representing the Library Service or the Council on various committees and contributing through the business planning process. The Executive Librarian will be expected to use initiative and work to a high standard and will be required to operate the Council’s existing and future IT systems as part of their work, requiring excellent administrative, employee management, interpersonal, communication and other particular skills and expertise depending on assignment. The successful candidate will be expected to carry out their duties in a manner that enhances public trust and confidence and ensures impartial decision making. ESSENTIAL REQUIREMENTS FOR THE POST 1. The duties of the Executive Librarian shall be consistent with the provision of a modern public library service that is responsive to the changing requirements of customers of all ages and abilities and will include the following: • Working with the Senior Library Management Team to plan and deliver the local authority Library Development Programme. • Leading change across the library service to enable delivery of quality services to the public. • Leading a Library team. Facilitating Performance Management and Development. Management of administrative functions, including HR, finance and eServices • Branch library development, including building collections, developing services and enhancing and maintaining physical infrastructure. • Forging strong links, through outreach, between the library and the wider community, education and business sectors. • Developing, delivering and promoting an innovative programme of events and user education including exhibitions, lectures and other activities. • Planning and delivering literacy support services • Managing Health and Safety and Child Protection within the Library Service. • Planning and oversight for local budgets, procurement and ICT. • Participation in both national and local council committees for the development and implementation of new, innovative services. • Promoting library services and growing membership. • Preparation of reports and attendance and presentations at meetings. • Other such duties as may be assigned from time to time. Persons appointed shall carry out such duties relating to the management and administration of the library and archive services of the local authority as may be assigned to them, and the duty of deputising for other employees of the local authority, when required, and such duties as may be required in relation to the area of any other local authority. CONDITIONS OF SERVICE 1. Tenure: The post is whole-time, permanent and pensionable. Persons who become pensionable employees of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable employees of a Local Authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the Local Authority at the rate of 1.5% of their net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) in accordance with the terms of the Scheme. For new entrants under the Single Public Service Pension Scheme effective from 01/01/2013, superannuation contributions are 3.5% of net pensionable remuneration and 3% of pensionable remuneration. 2. Probation: Where a person who is not already a permanent employee of Wexford County Council is appointed, the following provisions shall apply:- (a) there shall be a period after such appointment takes effect during which such person shall hold such employment on probation; (b) such period shall be 6 months, however the Chief Executive may, at his discretion, extend such period; (c) such person shall cease to hold such employment at the end of the period of probation, unless during such period the Chief Executive has certified that the service of such person is satisfactory. 3. Salary: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their employment or in respect of services which they are required by or under any enactment to perform. An allowance may also be payable in respect of travel expenses and subsistence. SALARY: €56,754 - €69,337 (LSI 2) per annum (at 1st March, 2025). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Environment, Community and Local Government. Appointees who are not existing public servants will enter at the minimum point of the scale. 4. Hours of Duty The successful candidate must be available to work weekend and evening work as part of normal roster. The working hours shall be within the times of 9.00 a.m. to 9.00 p.m. subject to review from time to time. Rotas may be amended periodically in response to service needs. 5. Work Base There are 5 Branch Libraries in County Wexford in Wexford Town, New Ross, Bunclody, Enniscorthy and Gorey Library, Headquarters is based in Wexford Town. A mobile library service operates countywide. The Council reserves the right to assign the successful candidate to any premises/service in use by the Council now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. 6. Health: For the purpose of satisfying the requirement as to health, it will be necessary for successful candidates, before they are appointed, to undergo, at their own expense, a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. 7. Retirement/Superannuation: Single Public Service Pension Scheme: Effective from 1st January 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks. All new entrants to pensionable public service employment on or after 1 January 2013 are, in general, members of the Single Scheme. Pension Age: Minimum pension age of 66 years (rising to 67 and 68 in line with State Pension age changes). Scheme Members must retire at the age of 70 years. New entrants to the public service appointed on or after 1st April, 2004. Retirement Age will be determined by the terms of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004. The Act introduces new retirement provisions for new entrants to the public service appointed on or after 1st April, 2004. For new entrants there is no compulsory retirement age and 65 is the earliest age at which retirement benefits can be paid. In all other cases, 60 years is the minimum retirement age, with 70 years being the maximum retirement age. 8. DUTIES & RESPONSIBILITIES The successful candidate shall perform such duties as may from time to time be assigned to them in relation to employment and as may be appropriate to any particular function of any local authority for which the Chief Executive is responsible and carry out such instructions as may be given in relation to the performance of your duties. They shall, if required, act for an employee of a higher level. They may be required to work outside the normal job description from time to time. Below are examples of the role and responsibilities of a Technician Grade I within various departments, however, the lists below are not exhaustive, and the duties may overlap or vary within each area. Holders of the office may be assigned to work in all appropriate areas within Westmeath County Council in the course of their employment. Typical work assignments would include areas such as Roads, Housing, Planning or Environment Departments. PARTICULARS OF POST 1. The Office Westmeath County Council is forming a panel of Technician Grade I from which permanent and/or temporary positions may be filled. This office delivers a wide range of surveys and designs to a number of sections within the Westmeath County Council and while initial responsibility will be for road design-based projects there will be an ongoing requirement to provide services to other Departments. 2. Annual Leave The annual leave entitlement shall be 30 days per annum which will increase to 29 days after 5 years service. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act 1997 and local agreements which may apply from time to time. 5. Working Hours The working hours at present provide for a five day, thirty-five hours working week. The working hours may be reviewed at any time by the Council. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations 2001. The provisions of Westmeath County Council’s Time and Attendance Policy is applicable to this grade at the current time. 6. Travel: When required to do so, holders of the post drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. If you are required to travel as part of your official duties, Westmeath County Council as your employer must be indemnified on your insurance policy. Garda Clearance The Service is in a position of trust with the public and has a duty to protect them. If you have a record of an offence, this will not necessarily disqualify you as all applications are considered strictly on their merit. However, you are required to declare any offence for which you have been convicted. You are advised to declare any charges that are pending; a subsequent conviction could lead to you being discharged from the Service. If you fail to disclose information when required to do so, this will render your application void and if you have been employed may result in termination of employment. A Garda clearance check will be carried out prior to your appointment to the Service. Should you be charged with an offence between the date of the application or appointment you must notify the Service in writing, as this may affect your employment in the Service. Training Retained Firefighters are required to attend and pass a three-week initial training course. To complete this training, each recruit will be required to attend a training centre selected by the Chief Fire Officer. The main purpose is to teach practical Firefighting skills incorporating search and rescue, and the safe use of equipment such as ladders, pumps and hose. This is followed by two weeks Breathing Apparatus training at a later stage. Failure to satisfactorily complete these training courses will demonstrate a lack of suitability for the position of Retained Firefighter and may result in termination of employment. On completion of the initial training, the recruit firefighter is required to undertake a recruit induction and development program over a specified period of time designed to equip them with the necessary skills in performing the duties assigned to them by the Chief Fire Officer. This will involve an ongoing requirement to attend and pass subsequent training and refresher training courses. Each Retained Firefighter is also required to attend a weekly 2 hour drill night and a 3 day block training course typically held in the Spring. Attendance at training is mandatory. This may result in absences from your current employment/career. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. JOB DESCRIPTION Library Caretaker/Attendant is one of the key frontline roles in the library service, working as a member of the library team in a library service point to deliver a safe, friendly, efficient library service to the public. Key responsibilities include securing and opening the library building, ensuring the library can be enjoyed both by customers and staff, and ensuring that facilities and outside areas are well presented. The duties of the Library Caretaker/Attendant shall be consistent with the provision of a modern public library service that includes a My Open Library facility, that is responsive to the changing requirements of customers of all ages and abilities. Library services are provided over a six-day week and shift work is required in line with public opening hours, including a minimum of two late evenings, every Saturday and weekends. The duties of a library caretaker/attendant are varied and can involve assignment to different libraries as well as relief duties across the library network.      As the Library Service is a county-wide service, staff may be required to provide cover at, and may be reassigned to, any service point within County Offaly as required by the County Librarian. Retirement: There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. The Position Limerick City and County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which temporary vacancies for Local Community Safety Partnership Community Safety Warden may be filled throughout the lifetime of the panel. The establishment of a Community Safety Warden Scheme in Limerick City & County Council is an innovative proposal to support uniformed Gardaí with a high visibility presence of Community Safety Wardens. The intention is that these community champions will be the conduit in facilitating safer communities by ensuring that everyone feels safe as their visible presence deters crime and supports the creation of a safe and resilient City Centre community. Our wardens will not replace Gardaí, but by building relationships between the community stakeholders, visitors to our City will see increased vibrancy and reduced anti-social behaviour. The scope of the Community Safety Wardens will be to provide a visible presence, foster communication with stakeholders and signposting of relevant services to the community. This Scheme will promote community, business, State agency and voluntary sector engagement on safety and to reimagine a pro social space that is safe for all users of the space. The Wardens have no enforcement capacity and will report any criminal activity observed to An Garda Síochána and keep a record of the report and the response time. The scheme will establish effective grassroots communication with state and community services, including detached youth workers, An Garda Siochána, local drug and alcohol programmes and Limerick City & County Council in its management. This will allow for effective and time critical management of community relevant safety issues as they arise. The aim of the Community Safety Wardens scheme is to contribute to a reduction in negative community incidents, crime and the fear of crime by reassuring residents and visitors to Limerick, initially through their highly visible presence but also through a proactive approach in managing issues that traditionally give rise to anti community activity, leading to a perception of being unsafe or engaging with other staff and agencies with the relevant skills to deal with the issues that may present. The Local Community Safety Partnership brings together statutory services, the voluntary and community sector, the Mayor of Limerick, local Councillors, local government officials and community members to work together to identify and tackle community safety issues locally. The Community Safety Warden may be required to support and attend stakeholders' events and support Local environment events/groups and promote and work with community groups to ensure Community safety is promoted and facilitated. Community safety is a broad concept that goes beyond just policing and crime. It is about people being and feeling safe in their communities, and it includes everything from visible Gardaí to safe places for children to play. Community safety needs a multi-agency approach, where services work together to deliver on the needs of individual communities. Key Tasks and Responsibilities of Community Safety Warden Terms and Conditions 1. The Post: Subject to the availability of suitably qualified candidates, a panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Director General. The panel may be used by Limerick City and County Council to fill positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. 2. Annual Leave The successful candidate will have 25 days annual leave inclusive of Good Friday. 3. Salary: Salary scale: €1,525.56 to €1,571.76 per fortnight, inclusive of LSIs. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government & Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at the minimum point (currently €1,525.56 per fortnight). 4. Location: Limerick City and County Council reserves the right to assign the successful candidate to any department or premises in use by the Council, now or in the future. Hours of Work The working hours at present provide for a five day, thirty-nine hours working week, hours may vary from time to time. The Council reserves the right to alter the number of hours worked each day/each week and/or the times at or the days on which the hours are to be worked. The position requires flexibility in terms of working hours as the duties will involve working outside of normal hours as required, including weekends, evenings, nights, bank holidays etc. The provisions of Limerick City and County Council’s Time and Attendance Policy is applicable to this grade at the current time 6. Sick Leave: The terms of the Public Service Sick Pay Scheme will prevail. 7. Superannuation: The Local Government Superannuation Scheme applies. 8. Travel: Holders of the post should hold a full driving licence for class B vehicles and shall be required drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Local Authority Travel and Subsistence Policy. Limerick City and County Council, as employer, must be indemnified on your insurance policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately. 9. Residence: The holder of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 10. Safety and Welfare: The holder of the post shall co-operate with the terms of Limerick City and County Council’s Safety Statement and Major Emergency Plan. The successful candidate shall make themselves aware of the safety rules and procedures and make proper use of all safety, clothing and equipment. 11. Training: It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. 12. Taking Up Appointment: The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of four weeks and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 13. Garda Vetting : The National Vetting Bureau (Children and Vulnerable Persons) Act 2012 to 2016 came into effect on 29th April 2016. The Act places a statutory obligation on Limerick City and County Council to ensure that ‘any work or activity which is carried out by a person, a necessary and regular part of which consists mainly of a person having access to or contact with children or vulnerable persons will be subject of Garda Vetting’. 14. Probation: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: (a) There shall be a period after such appointments take effect, during which such person shall hold such post on probation. (b) Such period shall be set by the Director General and this period may be extended at their discretion. (c) Such person shall cease to hold the post at the end of the period of probation, unless during such period, the Manager has certified that the service of such person is satisfactory. 15. Citizenship: Candidates must, by the date of any job offer, be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (e) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa; or (f) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa 16.
