DUTIES OF THE CLERICAL OFFICER MAY INCLUDE: FINANCE · Monitoring, controlling and reconciling all financial allocations to the school e.g. Main School Budget, Home/School Liaison, Free Book Scheme, Exam Fee Scheme, Special Technology Grants, Junior Certificate, Leaving Certificate Applied (the list is not exhaustive). · Checking and ensuring accuracy of traders’ accounts, part-time teachers, teachers claim forms, travel claims, petty cash returns and postal franking machines. · Processing of invoices and payments · Use of Way2Pay and collection of cash for use of premises, enrolment fees, book rental fees, telephone charges (including payphones) and occasional items such as school trips etc. · Ensuring all payments to the school are recorded, receipted, reconciled and lodged to the appropriate bank accounts. Clerical Officer (Grade III)
The Role Mayo County Council invites applications, from suitably qualified persons, who wish to be considered for inclusion on a panel from which future relevant vacancies for Clerical Officer (Grade III) may be filled. The Clerical Officer is the entry-level administrative grade in Local Authorities (LA’s) in the country. As part of the Local Authority’s commitment to provide quality services to citizens, the Clerical Officer will assist in delivering a wide range of services across the organization. Clerical Officers provide a point of contact for customers to carry out their business and access information about the Councils services. Each candidate must, on the latest date for receipt of completed application forms – a) have obtained at least Grade D (or a Pass), in Higher or Ordinary Level, in five subjects from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certification Vocational Programme. (At least Grade B in Foundation Level Mathematics and Grade C in Foundation Level Irish may be considered as equivalent to Grade D (or a Pass), in Higher or Ordinary Level, from the approved list of subjects in the Department of Education Established Leaving Certificate Examination or Leaving Certificate Vocational Programme). or b) have passed an examination of at least equivalent standard. or c) have had at least two year’s previous service in the office of Clerical Officer, Clerk/Typist (Clerical Duties), Clerk Typist (Typing and Clerical Duties) or Clerk/Typist under a local authority, or health board in the State. or Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). Holders of the position shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. · Preliminary interviews to reduce the number of candidates to a more manageable number for the final Interview Board or Each candidate will be required to submit as references the names and addresses of two responsible persons to whom they are well known but not related. Candidates will be required to submit documentary evidence to the Local Authority in support of their application. As an employee of Mayo County Council, you will be assessed in terms of which Pension Scheme is applicable to you. You will become a member and contribute to the relevant scheme as outlined below: 1) Persons who become pensionable employees of a local authority under the Single Public Service Pension Scheme will be required in respect of their superannuation to contribute 3.5% of net pensionable remuneration and 3% of pensionable remuneration. 2) Persons who become pensionable employees of a local authority under the Local Government (superannuation) (consolidation) scheme, 1998 and who are liable to pay class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of State Pension Contributory payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable employees of a local authority under the Local Government (superannuation) (consolidation) scheme, 1998 may be required to contribute to the Dependants Pension Scheme. In order, to qualify for a pension, they must have served a minimum of two years (24 months) employment in an approved public body. CLASS A PRSI The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Minimum pension age of 66 years, rising to 67 years and 68 years in line with State Pension age changes, is applicable. Assignment of base shall be at the absolute discretion of Mayo County Council.
Clerical Officer
The Position The Clerical Officer is the entry-level administrative grade in Local Authorities (LA’s) in Ireland. Clerical Officers are deployed across a vast range of services throughout the organisation providing a vital role through a range of administrative duties. To become a Clerical Officer, one must demonstrate a good general educational standard and be efficient and customer focused. The Candidate The Candidate Should Demonstrate: PARTICULARS OF EMPLOYMENT The Post The post is wholetime (i.e. 35 hours per week) and appointment may be permanent or temporary. Location Longford County Council reserves the right to assign the successful candidate to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. Commencement Longford County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period or such other longer period as the Council in its absolute discretion may determine, Longford County Council shall not appoint them. Working Hours The current working hours are 35 hours per week, Monday to Friday. Longford County Council reserves the right to alter the hours of work from time to time in line with Government Circulars. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997, and the Organisation of Working Time Regulations, 2001. Longford County Council requires employees to record their hours using a Clocking system. Reporting Arrangements Clerical Officers report directly to the appropriate supervisor in the Section or to any other employee of Longford County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. Probationary Period of Employment There shall be a period after appointment during which the appointee will hold the position on probation. The period of probation will be prescribed by the Chief Executive. Employment may be terminated during the probationary period should service be deemed by the Chief Executive to be unsatisfactory. Employment may be terminated at the end of the probationary period unless the Chief Executive has certified that the employee had satisfactory service. Tenure of employment following probation will be subject to satisfactory service. Remuneration The current salary scale for the post of Clerical Officer is €30,811–€47,945 LSI1 gross per annum (Circular EL 03/2025), the rate of remuneration may be adjusted from time to time in line with Government Circulars. On appointment, successful candidates will be placed on the first point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by Pay-Path directly to the employee’s nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. P.A.Y.E. and P.R.S.I. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and/or conduct are not satisfactory. Superannuation & Retirement A person who becomes a pensionable employee of the County Council will be required in respect of their Superannuation to contribute to the Local Authority at the appropriate rate. The terms of the Local Government Superannuation (Consolidation) Scheme 1998 as amended or the Public Services Superannuation (Miscellaneous Provisions) Act 2004 or the Public Service Pensions (Single Scheme & Other Provisions) Act 2012 will apply as appropriate on appointment. Retirement age for employees is dependent on their relevant contract of employment, with due consideration being given to the rules of the Superannuation Scheme to which they belong: For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, retirement is compulsory on reaching 65 years of age. The minimum retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is 65. There is no mandatory retirement age. Effective from 1st January, 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks: Retirement age is set, initially, at 66 years; this will rise in step with statutory changes in the State Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028. Compulsory retirement age will be 70. Annual Leave The current annual leave entitlement for Clerical Officer is 27 days per annum, increasing to 29 days per annum after five years’ service, in accordance with the Council’s Annual Leave Policy. The Chief Executive of Longford County Council retains autonomy with regard to office closures (e.g. Christmas Office Closure). Any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year. Driver’s Licence & Insurance Longford County Council employees may on occasion be required to use their car on official business. In such situations the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance cover for business use and to indemnify Longford County Council with the indemnity specified on your insurance certificate under the heading “Persons or classes of person who are covered.” Documentation to confirm the appropriate insurance cover will be required to be supplied to the Council on an annual basis. QUALIFICATIONS 1. Character Each candidate must be of good character. 2. Candidates shall, on the latest date for receipt of completed application forms for the office: PARTICULARS OF POST The Post The post is wholetime and temporary to cover vacancies that may arise due to maternity leave, reassignments etc. Remuneration The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. The salary scale for the position of Community Development Officer is analogous to the Staff Officer scale as follows: €51,210, €52,739, €54,301, €55,895, €57,501, €59,373 (LSI1), and €61,252 (LSI2) gross per annum – Circular Letter EL 03/2025 refers. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular Letter EL.02/2020, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Duties The duties of the office are to give to the local authority under the direction and supervision of its appropriate officer such services of an executive, supervisory or advisory nature as are required for the exercise and performance of any of its powers and duties and shall include the duty of deputising for other officers of the local authority when required and such duties as may be required in relation to the area of any other local authority. The Community Development Officer, under the direction of the Director of Services or such officer of the Council as may be designated from time to time, will work on community activities as required and in compliance with the County Council Corporate Plan and County Strategy policies, County Carlow Local Economic and Community Plan and County Strategy policies. He/she will also assist the Director of Services in carrying out his/her duties. In particular, the Community Development Officer’s duties may include organising and carrying out surveys of local needs, establishing and maintaining close contact in an advisory role with voluntary groups and local associations, assisting in the carrying out of special community projects assessing value of community activities, canvassing from door to door, organising, addressing or presiding at meetings and maintaining close contact between the County Council and other statutory and voluntary agencies. The Community Development Officer may also be appointed to represent the Council in a formal capacity on statutory boards and companies (whether as a Director or not). Location of Post Carlow County Council reserves the right to assign the post holder to any council premises, now or in the future, subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Working Hours The working hours at present provide for a five-day, thirty-five hours working week. Hours may vary from time to time. Carlow County Council operates a flexible time scheme with the earliest start time of 8.30 a.m. and a latest start time of 10.00 a.m. and the earliest finishing time of 16.30 p.m. and the latest finishing time of 18.00 p.m. Lunch break consisting of a minimum of 30 minutes to a maximum of 2 hours must be taken between 12.30 p.m. and 14.30 p.m. The Flexi Leave Scheme is available, on request. Due to the nature of this post, there may be a requirement to work additional hours from time to time for which Time in Lieu on a time for time basis will apply. Overtime does not apply to this post. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The working hours may be reviewed at any time by the Council. The post will require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remuneration will be paid in respect of such activities. Probation Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) There shall be a period after such appointment takes effect during which such persons shall hold such position on probation. (b) Such period shall be twelve months, but the Chief Executive may, at his or her discretion, extend such period. (c) Such persons shall cease to hold such position at the end of the period of probation unless, during such period, the Chief Executive has certified that the service of such persons is satisfactory. (d) The period at (a) above may be terminated on giving one week’s notice as per the Minimum Notice and Terms of Employment Acts. (e) There will be assessments during the probationary period. Health For the purposes of satisfying the requirement as to health, it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Residence The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER), as set out in Department of Finance Circular 12/09, that retirees under that Scheme are debarred from applying for another position in the same employment or the same sector.
