A panel may be formed as a result of this campaign for Radiographer, Staff Grade, Cork University Hospital from which current and future, permanent and specified purpose vacancies of full or part-time duration may be filled. Details of Service: Cork University Hospital (CUH) is the largest acute hospital in the country. The hospital is a primary teaching hospital with close alliances to University College Cork (UCC), nursing, medical and allied health professional training. The hospital also plays a central role in the management of co-located services on-site. CUH is the largest university teaching hospital in Ireland and the only Level 1 Trauma centre in the country – an accreditation given with the presence of 40 different medical and surgical specialities delivered by the hospital – including Neurosciences, Cardiac Services, Orthopaedics, General Surgery, Renal, Internal Medicine, Vascular, Ophthalmology, Urology, Plastic Surgery, Maxillary-Facial, Paediatrics, Critical Care, Cancer Services, and Emergency Medicine. CUH is the tertiary referral centre for the HSE Southern area, and the supra-regional area of Limerick, Clare, Tipperary, Waterford and Kilkenny. CUH therefore acts as a regional centre for secondary and tertiary care for the catchment population of 550,000 served by the HSE Southern area and a supra-regional centre for a total population of 1.1 million. CUH now has 800 beds following completion of the transfer of Cardiac and Renal services to the recently constructed Cardiac Renal Centre. The hospital currently employs 3,400 staff of multiple professions and is the primary teaching hospital for the Faculty of Health and Science in UCC. The Division of Radiology provides comprehensive, high-quality imaging services and image- guided procedures on a 24/7 basis. Imaging in the following sub-specialities is provided by the Radiology Department at CUH: CT, Vascular, Paediatric, Interventional, Screening, Nuclear Medicine, Ultrasound, Breast Imaging, Neuro-radiology, Cath Lab, Chest, Abdominal, Musculoskeletal Imaging and Oncology Imaging. Garda Clearance The Service is in a position of trust with the public and has a duty to protect them. If you have a record of an offence, this will not necessarily disqualify you as all applications are considered strictly on their merit. However, you are required to declare any offence for which you have been convicted. You are advised to declare any charges that are pending; a subsequent conviction could lead to you being discharged from the Service. The main purpose is to teach practical Firefighting skills incorporating search and rescue, and the safe use of equipment such as ladders, pumps and hose. This is followed by two weeks Breathing Apparatus training at a later stage. Failure to satisfactorily complete these training courses will demonstrate a lack of suitability for the position of Retained Firefighter and may result in termination of employment. On completion of the initial training, the recruit firefighter is required to undertake a recruit induction and development program over a specified period of time designed to equip them with the necessary skills in performing the duties assigned to them by the Chief Fire Officer. This will involve an ongoing requirement to attend and pass subsequent training and refresher training courses. Each Retained Firefighter is also required to attend a weekly 2 hour drill night and a 3 day block training course typically held in the Spring. Attendance at training is mandatory. Confined Competition (iv) be a serving employee in a local authority or regional assembly and have at least two years satisfactory experience in a post of Clerical Officer or analogous post. 5. PARTICULARS OF OFFICE 1. THE POST The post is Assistant Staff Officer (Grade IV). This is a pensionable whole-time position on the basis of a 35 hour 5 day week. The panels formed from this competition will be used to fill positions at this grade (the filling of permanent positions is subject to the agreed sequencing set out in the ‘Guidance for the Procedures for the Recruitment to Clerical Administrative Grades IV to Grade VII in the Local Authority Sector’). 2. DUTIES The duties of the employment are to give to: (a) Sligo County Council under the control of the Chief Executive or his nominee and (b) To any other local authority or body with which an agreement has been made by the local authority, Under the general direction and control of the Chief Executive or of such other employee as the Chief Executive may from time to time determine, such appropriate services of a management, administrative, executive, supervisory, advisory and ancillary nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, and to exercise such powers, functions and duties as may be delegated to him or her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the employment will, if required, act for an employee of a higher level, if qualified to do so. The key duties and responsibilities of the post of Assistant Staff Officer include, but are not limited to: 1. To support the line manager to ensure the section or department work programmes are implemented to deliver on the Council’s Corporate Plan and operational plans. 2. To communicate and liaise effectively with employees, supervisors and line managers in other sections and customers in relation to operational matters for their section or area of work. 3. To prepare reports, correspondence and other documents as necessary. 4. To organise and facilitate internal and external meetings and participate and engage in discussions as appropriate. 5. To provide assistance and support in the delivery of projects as required. 6. To ensure high levels of customer service, respond to queries and requests for information in a professional and courteous and timely manner. 7. To support the line manager to communicate, implement and manage all change management initiatives within the relevant area of responsibility. 8. To supervise employees within their team or programmes of work within their area of responsibility, providing support to team members or colleagues as required. 9. To participate in corporate activities and responsibilities appropriate to the grade. 10. To be in compliance with Health and Safety legislative requirements, policies and procedures and safe systems of work. 11. To deputise for the line manage or equivalent as required. 12. To undertake any other duties of a similar level and responsibility, as may be required, or assigned, from time to time. 3. SALARY The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary Scale €35,260 – €37,366 – €40,355 – €42,318 – €44,035 – €45,696 – €47,938 – €49,560 – €51,210 – LSI 1 €52,768 – LSI 2 – €54,367 Salary for the post shall be in accordance with existing practice as set out in relevant circulars. New entrants shall be paid at the minimum of the scale. 4. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 5. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. 7. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. METHOD OF SELECTION (a) Selection shall be by means of a competition based on an interview conducted by or on behalf of Sligo County Council. Interviews will be conducted in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panel and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panel, be employed as appropriate vacancies arise. The life of the panel shall be one year from the date it is formed, unless extended by the Chief Executive. (b) Short-Listing: While a candidate may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, Sligo County Council may decide that a smaller number will be called to the next stage of the selection process. In this respect, the Council provides for the employment of a short-listing process to select a group who, based on an examination of the application forms, appear to be the most suitable for the position. JOB DESCRIPTION Library Caretaker/Attendant is one of the key frontline roles in the library service, working as a member of the library team in a library service point to deliver a safe, friendly, efficient library service to the public. Key responsibilities include securing and opening the library building, ensuring the library can be enjoyed both by customers and staff, and ensuring that facilities and outside areas are well presented. The duties of the Library Caretaker/Attendant shall be consistent with the provision of a modern public library service that includes a My Open Library facility, that is responsive to the changing requirements of customers of all ages and abilities. Library services are provided over a six-day week and shift work is required in line with public opening hours, including a minimum of two late evenings, every Saturday and weekends. The duties of a library caretaker/attendant are varied and can involve assignment to different libraries as well as relief duties across the library network.      As the Library Service is a county-wide service, staff may be required to provide cover at, and may be reassigned to, any service point within County Offaly as required by the County Librarian. Duties & Responsibilities The duties of the post of Library Caretaker/Attendant include but are not limited to the following: ·       Work as a member of the library team to deliver a safe, efficient and friendly service by assisting the public to access the full range of library services. ·       Maintain library areas (internally and externally) in good and secure order, to include but not limited to securing and opening the building, handling of alarm and security systems, alarm call-out duties, My Open Library support and the routine operation of heating, lighting, ventilation and CCTV systems as required. ·       Assist with event and activity programming by maintaining activity areas, e.g. movement of seating, desking, furniture, shelving, exhibition boards, equipment. Setting up and dismantling exhibitions and materials for lectures, classes, workshops etc., including setting up catering and refreshments; and post event re-organising and clean up. ·       Patrol the library premises, control queues and be present in public areas of the building. ·       Support the team in dealing with instances of anti-social behaviour, unaccompanied children, group visits and general library user management in line with Offaly County Council’s Health and Safety Policy and Child Safeguarding Policy. ·       Support the team to prevent the misuse of library equipment and ensure that library facilities are well presented, not interfered with or damaged, and that library property is not removed without authorisation. ·       Support building maintenance by carrying out basic repairs, check the building, equipment and make safe any damaged fixtures or fittings, as may be required from time to time. Report maintenance issues to supervising library manager. ·       Perform cleaning duties inside and outside the library building, to include tidying library grounds, recycling & refuse co-ordination, library toilet checklists as required. ·       Maintain standards of cleanliness and tidiness in all library and events spaces; keep entrances and exits clear. ·       Operate within the terms of Offaly County Council’s Safety Statement and assist with monthly Health & Safety inspections of libraries. Assist with administrative work associated with Health and Safety. ·       Be responsible for dealing with and signing-in and out contractors and liaise with the nominated library manager and/or OCC staff on matters of building maintenance. ·       Assist with maintaining the Fire Register (in conjunction with the supervising library manager), including Fire drills and other duties assigned to the role. Report health and safety hazards, assist with clean ups and respond to incidents. ·       Carry out basic I.T. troubleshooting and maintenance under direction as required. ·       Assist in the management of library collections by shelving and re-organising stock and maintaining storage areas. ·       Assist with deliveries including National Book Delivery services. Undertake messenger work of a local nature and make collections and deliveries between library headquarters, library branches and/or other designated offices as required. ·       Support staff with day-to-day delivery of My Open Library and self-service technologies. ·       Attend training courses as required ·       Any other duties that may be assigned by the nominated library manager or County Librarian. Public Service Superannuation (Miscellaneous Provisions) Act, 2004: There is no mandatory retirement age for ‘New Entrants’ from 1st April, 2004 to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 65 years is the minimum age at which a person may be paid. As a new entrant to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Anyone who is not a ‘New Entrant’ to the public service, defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is subject to compulsory retirement age of 65 years. Travel: When required to do so, holders of the post shall hold a full driving licence for class B vehicles and shall drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. If you are required to travel as part of your official duties, Offaly County Council as your employer must be indemnified on your insurance policy. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Offaly County Council’s Travel and Subsistence Policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately.
