Participate fully as a member of the Infection Prevention and Control Team in the Hospital. 7. Co-ordinate the Surveillance Programme within the Hospital in conjunction with the IPCT – as required by HIQA. Eligibility Criteria Candidates must have at the latest date of application: - 1. Statutory Registration, Professional Qualifications, Experience, etc. (a) Candidates for appointment must: (i) Be registered, or be eligible for registration as a Medical Scientist on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU. OR (ii) Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care professionals Act 2005, (see Note 1 Below*), must submit proof of application for the registration Board at CORU. The acceptable proof is correspondence from the Medical Scientists Registration Board at CORU confirming their application for registration as a Section 91 applicant was received by the 30th of March 2021. AND (iii) Possess a Masters Qualification (MSc) or equivalent (NFQ Level 9) postgraduate qualififcation on the National Framework of Qualififcations (NFQ) maintained by Quality and Qualififcations Ireland (QQI) in a Science related discipline, as relevant to the role. Validated bt the academy of Clinical Science and Laboratory Medicine. OR (iv) An equivalent qualification at minimum Level 9 validated by the Academy of Clinical Science and laboratory Medicine (ACSLM) OR (v) Possess Fellowship of the Academy of Clinical Science and laboratory Medicine awarded before July 2018. OR (vi) Have attained the Fellowship of the Institute of Biomedical Science by examination or thesis (Awarded prior to 1999) AND (vii) Possess four years full time clinical experience (or an aggregate of four years full time clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist. AND (viii) Demonstrate knowledge and experience in the appropriate specialist area. The post holder will be responsible for tracking, analysing, and reporting key performance indicators (KPIs) in alignment with HSE targets, such as ED wait times, 9-hour and 24-hour breaches, and the proportion of patients aged 75+ waiting more than 24 hours in the Emergency Department and will present data regularly at Operations and Senior Management meetings to support informed decision-making. In line with the HSE’s national focus on improving outcomes in urgent and emergency care, the Unscheduled Care Lead will work to optimise patient flow from the point of ED triage through to timely admission, discharge, or transfer. A particular emphasis will be placed on the early identification and prioritisation of patients over 75 years of age, ensuring compliance with the National ED Taskforce recommendations and Age-Friendly Hospital standards. The Unscheduled Care Lead will work closely with the Scheduled Care Manager, Patient Flow ADON, Operations Manager, ED Consultant clinical lead, CNM 3, IPC team and other key stakeholders to ensure an integrated and coordinated approach to patient flow across the hospital. The post holder will actively participate in daily bed management meetings and contribute to the delivery of timely and effective patient flow solutions, with a continued emphasis on reducing delayed discharges and length of stay, especially for older persons. The role also includes responsibility for advance planning of weekends and bank holidays, engaging with relevant clinical and operational stakeholders to ensure appropriate capacity, resourcing, and escalation arrangements are in place to manage anticipated demand and reduce risk, particularly during periods of heightened ED pressure. This is a highly collaborative role that requires strong leadership, analytical, and communication skills, with a clear focus on delivering high-quality, patient-centred urgent and emergency care.
