Medical Registrar, Supplementary Panel
The HSE Dublin and Midlands serves a population of circa 1,077,639 providing health and social care services to communities living within Dublin West, Dublin South-West, Dublin South City, Laois, Longford, Offaly, Kildare, West Wicklow and Westmeath. Currently, approximately 30k staff work within the HSE Dublin and Midlands Region providing key health and social care services with a budget of €3 billion. The region has 4 Integrated Health Areas, serving a population of around 300,000 and take account of local geographies, population size, needs and services. The IHA areas are HSE Dublin South City and West, HSE Dublin South West, HSE Kildare and West Wicklow and HSE Midlands and the Integrated Healthcare Managers are in post since October 2024. IHAs bring together both acute and community services as well as other non-HSE providers and are crucial to supporting and enabling integrated care. Within the 4 Integrated Health Areas there are 9 acute hospital (model 4s and 3s, mix of statutory and voluntary providers) delivering a full range of acute hospital, women and children’s services, in addition to specialised radiation and oncology care. There are also 6 integrated care hubs/csts and 20 Community Health Networks who together will serve the population health needs of our area. The reform programme for HSE Dublin and Midlands provides an opportunity to shape the future of health and social care in a rapidly changing environment and to continue to implement safer better health care through integrated services. Health Regions will be the primary service coordination and delivery units for the vast majority of health and social care services provided across Ireland. They will provide the governance and organisational arrangements to enable planning, management and delivery of care for people and for communities across their region. The HSE Dublin and Midlands health region is divided into 4 healthcare areas: Naas General Hospital Naas General Hospital is an acute general hospital serving a catchment population of over a quarter of a million people in Kildare and West Wicklow. The majority of the hospital activity results from unscheduled inpatient admissions through the Emergency Department (ED) which operates 24/7. The overall objective of this post is to assist the Principal Medical Officer in carrying out the community medical services function within a designated integrated services area. The Senior Medical Officer working in the Department of Community Health will carry out the range of duties allocated by the Principal Medical Officer within a designated Care Group at Community Care level. Working within the Department of Community Health the SMO will work closely with other SMO’s, Managers of Care Groups, and Heads of Discipline. The Department of Community Health will provide a range of medical services in the areas of Child and Adolescent Health, Immunisations, Services for Older Persons and those with Physical, Sensory and Learning Disabilities. An SMO will be assigned to provide services within a defined care group or groups.

Purpose of the post: The post holder is expected to demonstrate team leadership and management in the maintenance and development of a high-quality service to the unit. The post holder will: Direct, co-ordinate and provide a high quality, evidence-based nursing service in a multidisciplinary environment. Roster and supervise staff, teach and train nursing and support staff and ensure the economic management of resources. Take responsibility for the co-ordination of workload and the assignment of staff to assist the day to day running of the unit. Enable the training and development of nursing staff in the provision of safe and effective practice through team leadership, management and practical expertise. Develop, implement and evaluate programmes of care, set standards of care and review and update nursing policies and procedures based on current and sound research. Maintain effective communication and professional relationships within the nursing, multi-disciplinary teams and clinical support services to ensure that a cohesive effective service is provided within the unit.
