THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Marine Officer. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The Marine Officer will work under the direction and management of a Senior Executive Engineer or analogous grade or other employee designated by the Director of Services as appropriate. They will be required to work as part of a multi-disciplinary team and projects in the Council’s busy Climate, Environment, Recreation and Amenity Department. The Marine Officer will be required at times to work on their own initiative as circumstances demand on a broad range of projects and locations. The Marine Officer will be required to act as Harbour Master and have functions under the Harbours Acts 1996 for any harbours under the Councils control. The role requires excellent administrative, employee supervisory, interpersonal, communication and other skills and expertise in relation to the marine industry. The successful candidate will be expected to carry out his/her duties in a professional and courteous manner that enhances public trust/customer service and confidence and ensures impartial decision making. ESSENTIAL REQUIREMENTS FOR THE POST QUALIFICATIONS Character Candidates shall be of good character. Health Candidates shall in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience, etc. Candidates must, on the latest date for receipt of completed application forms: (a) Candidates are required, as a minimum, to possess a Certificate of Competency as Master/Chief Officer unlimited, (no GT or area restrictions) as prescribed in the STCW 1978 (as amended) Regulations. (b) Each candidate must also furnish proof that he/she has not less than eight years’ relevant experience at sea or ashore and has acted as Master or Chief Officer in a management capacity, of a vessel, over 3,000GT, for at least six months. (c) Possess a valid seafarers Medical Certificate (ENG11) PLEASE NOTE: Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document. Failure to do so will deem your application inadmissible. The onus is on the candidate to ensure that the relevant qualification is listed on their application form. The position will be fulltime and pensionable. The successful candidate(s) may be assigned as required to any of the Municipal Districts/Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 – 2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional/technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. The post will be based between Wicklow and Arklow Harbours. Duties will be associated with the day-to-day management of the port, harbours (inclusive of harbour master duties) and marinas. It will be necessary to carry out duties in relation to other Wicklow County Council piers, harbours and marinas, as required. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply. (a) there shall be a period after such appointments take effect, during which such persons shall hold office on probation. (b) such period shall be nine months this period may be extended at the Chief Executive discretion. (c) such persons shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such persons in satisfactory. Salary: €60,255-€83,758 per annum includes 2nd LSI EL 02/2026 The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New Entrants will be placed on the minimum of salary scale. Hours of Work The person appointed will be required to work a 35-hour week Monday to Friday, which equates to a 7-hour day to be accounted for within attendance hours of 9 a.m. to 5 p.m. with one hour lunch between 1.00pm and 2.00pm. There may be a requirement to work additional hours from time to time for which Time in Lieu will apply. No overtime applies to this post. Garda Vetting Candidates may be subject to Garda Vetting. Appointment(s) will be considered having regard to receipt of satisfactory Garda Vetting, particularly to determine suitability to work with children/vulnerable adults. Work Permit All non-EU/EEA citizens must hold a valid work permit prior to and for the duration of their contract. The work permit must allow you to work full time for Wicklow County Council. It is the responsibility of individual employees to ensure that you have a valid work permit. If at any stage during your contract, you cease to hold a valid work permit you must immediately advise Wicklow County Council and your employment will cease with immediate effect. Health For the purposes of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Annual Leave Annual leave entitlement will be 30 days per annum exclusive of public holidays and Good Friday. Retirement Age There is no mandatory retirement age for new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004. Persons who are NOT new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act, 2004 and the Public Service Superannuation (Age of Retirement) Act 2018, are subject to a compulsory retirement age of 70 years. Superannuation Persons who become pensionable public servants on or after 1st January 2013 will become members of the Single Public Service Pension Scheme and, as such, will be required to pay contributions of 3% of pensionable remuneration and 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable officers of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of the net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable officers of a local authority will be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.

It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. QUALIFICATIONS CHARACTER: Each applicant must be of good character. EDUCATION: Each candidate must have obtained a good standard in general education. AGE: Each applicant must not be less than 18 years on the closing date for receipt of application forms. Candidates should not be more than 55 years of age on the latest date for receipt of applications. HEALTH: Each applicant must be free from any defect or disease which would render him / her unsuitable to hold the post and must be physically fit. Before being accepted, he / she will be required to pass a medical examination and any further medical examinations required during his / her employment with the Fire Service. LOCATION: Candidates must reside and work a maximum of 5 minutes of the fire station in which they would like to be stationed. PRINCIPAL CONDITIONS OF EMPLOYMENT Wicklow County Council is recruiting for the following Fire Brigade: • Dunlavin Brigade Each applicant must submit with their application form a letter from their employer which states that he/she has no objection to releasing the applicant as necessary to respond to fire calls. The employment is part-time. The initial employment will be for a probationary period of one year. DUTIES • He / She shall be available and capable at all times when required for attendance at fires or other type incidents. • He / She shall operate any duty rostering or availability scheme required by the Local Authority where rostering is in place. • Response time to Fire Calls shall generally be 5 minutes after the call is received. • He / She will carry one of the Fire Brigade Pocket Alerters at all times and will be responsible to see that it is kept in proper working order at all times. • He / She must reside and work sufficiently close to the Fire Station to enable him / her to respond promptly to all calls. If at any time his / her availability is affected by change of work or any other reason, he / she will be required to resign. • He / She will be responsible for items of personal equipment issued to him / her in connection with his / her employment. • He / She will carry out all instructions issued to him / her in connection with his / her employment. • He / She will attend weekly training sessions at the local fire station or any other training or courses as required by the Fire Authority during their employment with the Fire Service. • When required, he / she will assist or carry out the cleaning, testing or repair of equipment. • He / She shall carry out further duties that may be assigned to him / her from time to time by the Local Authority. • He / She will inform his / her employer that he / she is applying for the post. • Each member of the Fire Brigade will be required to undergo regular medical examinations as required by the Fire Authority. The medical examination will be carried out by a doctor nominated by the Fire Authority, who will be responsible for the payment of their fee. • Absence from practices or fire calls without good reason will debar payment or retaining fee, and continued absence over a six month period will incur dismissal from the Brigade. The role of the County Council as provided for in law is to represent, lead and serve the communities of Fingal. 1.    The Role The role of the School Warden is to ensure the safety of children crossing the road at a designated point between specified times. The discharge of these duties must not be to the detriment of the welfare of other road users. The postholder will be responsible to the Road Safety Unit, under the direction of the designated person in the Environment, Climate Action, Active Travel and Sports Department. The School Warden positions will be based in the Dublin 15 Area and the Howth/Malahide Area. If you are successful and a permanent position becomes available, you will be offered this on the basis of your appointment on the panel Duties The holder of the position shall be responsible for the following duties as assigned by the Supervisor: ·       To attend for duty at the prescribed times, and to perform such duty under the direction of the Council’s Road Safety Officer regarding Health and Safety Procedures ·       Maintain control over children who are awaiting your instructions to cross ·       To use the statutory uniform and equipment required under the Road Traffic Act, 1961, provided for the safety of yourself, children and all other members of the public, in order to stop traffic on the public roadway ·       To wear the statutory uniform at all times when on duty and to ensure that the uniform is kept in a clean and neat condition ·       To use the statutory ‘Stop Sign’ supplied by Fingal County Council ·       Report any problems or difficulties to the appropriate supervisor ·       To furnish records and reports as required ·       Or any such duties that may be assigned to him/her from time to time These tasks are indicative rather than exhaustive and other duties may be assigned. Qualifications and Requirements of the Post CHARACTER Each candidate must be of good character. Garda Vetting is compulsory under the Council’s Child Protection Policy. HEALTH Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. EDUCATION, TRAINING, EXPERIENCE, ETC. Candidates shall have have obtained such a standard of education as would enable the candidate to effectively carry out the duties of the post. Particulars of Employment The employment is part-time, permanent and pensionable. Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a local authority will be required in respect of the local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. PROBATION (a)   there shall be a period after such employment takes effect during which such persons shall hold such employment on probation, (b)  such period shall be one year but the Chief Executive may at his or her discretion extend such period, (c)   such persons shall cease to hold employment at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. WAGES Wages will be paid at the rate of €15.23 per hour .Normal hours of work will be 3.5 hours per day on official duty. Reserve School Warden hours may vary. The Council reserves the right to alter hours of work from time to time. a) Wages will not be paid for days on which wardens are not on duty. b) Payment will be suspended (i) during periods of closure of the particular school or schools for holidays at Christmas, Easter, Summer and mid-term breaks and (ii) during other such periods as may be determined by the County Council c) Payment of holiday pay will be in accordance with the terms of The Organisation of Working Time Act, 1997. In general holiday pay will be paid each year at the end of the school year.   Persons who are not serving local authority employees will be based on the minimum of the scale.   Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their post or in respect of any services which they are required by or under any enactment to perform. HEALTH For the purpose of satisfying the requirement as to health it will be necessary for successful candidates, before they are employed, to undergo a medical examination by a qualified medical practitioner to be nominated by the Local Authority. RETIREMENT AGE The retirement age is 70 years. The Selection Process: Fingal County Council reserves the right to shortlist applications, if required. This is not to suggest that any candidate may be unsuitable or incapable of undertaking the duties of the post advertised, but rather that there may be candidates who have demonstrated that they are better qualified and/or have more relevant experience. The number of persons to be invited, in these circumstances, to interview shall be determined by the local authority from time to time, having regard to the likely number of vacancies to be filled. Step 1: Initial Screening In the first instance, all applications received by the latest date/time for receipt of completed applications are screened for eligibility in accordance with the qualifications for the post as set out in this booklet and declared by the Minister for the Department of Housing, Local Government and Heritage under Section 160 of the Local Government Act 2001. Step 2: Shortlisting Each candidate’s application may be assessed against pre-determined criteria based on the requirements of the position as outlined in this booklet. It is the sole responsibility of the applicant to provide a detailed and accurate account of their qualifications and/or experience in their application form and to outline the relevance of their experience in the examples provided. Step 3: Interview Candidates who are successful in the shortlisting process will be invited to attend for interview(s). Fingal County Council will endeavor to give sufficient notice of the interview to shortlisted candidates. Thereafter, it is the responsibility of the candidate to make themselves available on the date/time selected. Candidates who do not attend for interview will be deemed to have withdrawn their application from the competition. Expenses incurred by candidates in attending for interview, will be at the candidates own expense. An independent interview board will be established by the Senior Executive Officer, People Services, or other designated officer, to assess the candidates shortlisted for interview. The interview board will generally comprise of a Chairperson and two other members, who will have expert knowledge in the relevant field. The objective of the interview board is to identify candidates who best meet the objective criteria and competencies required for the position and to place them in order of merit. Candidates who are successful in the interview will be qualified in order of merit for appointment to the post of School Warden and placed on a panel. It should be noted that placement on a panel may not necessarily lead to a job offer. The selection process is not concluded until such time as references have been sought and clearance checks, i.e. Garda vetting, occupational health, verification of education qualifications, etc, have been carried out to the satisfaction of the Council. Recruitment The local authority shall require a person to whom employment is offered to take up such employment within a period of not more than 6 weeks and if he or she fails to take up the employment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not employ the person.

Retained Firefighter

Qualifications 1. Character Each candidate must be of good character, and the successful applicant may be subject to Garda Vetting prior to any appointment being confirmed. 2. Age Each candidate must be at least 18 years of age on 1 April 2026. The retirement age for retained firefighters is 55 years of age, with the possibility of extension up to 62 years of age subject to conditions. 3. Health Each candidate must be free from any defects that would render the person unsuitable to perform the duties of the post and must be in a state of health that indicates a reasonable prospect of delivering regular and efficient service. To satisfy this requirement, candidates must undergo, at their own expense, an initial medical examination by a qualified medical practitioner nominated by Cork County Council. On taking up appointment, the cost of the medical examination will be refunded. Retained firefighters will be required to undergo regular and ad hoc medical examinations at any time. Given the strenuous nature of firefighting duties, the medical examination will be very thorough. The following conditions will render an applicant unsuitable and lead to disqualification: History of epilepsy Alcohol or drug dependency Obesity Chronic bronchitis, asthma, or other disabling lung disease Organic disease of the cardiovascular system Diabetes mellitus Unaided vision less than 6/12 in either eye Inability to hear a forced whisper or conversational voice separately in either ear at 20 feet Evidence of labyrinthine disturbance A history of vertigo or illness affecting balance History of mental instability It is recommended that retained firefighters be vaccinated against the Hepatitis B virus. The vaccine will be made available free of charge to successful candidates. Fitness Test As part of the pre-employment medical examination, candidates must complete a fitness test. Candidates who are successful at interview must pass the fitness test before employment is offered. The fitness test is the Chester Step Test, which measures aerobic capacity and fitness and involves a moderately vigorous level of physical activity. A good level of fitness is required to pass this test, and it typically takes several weeks or longer to achieve the necessary fitness level. Candidates who fail the initial Chester Step Test will be offered one further fitness test only. This may be either a Chester Step Test or a Shuttle Run test, as determined by Cork County Council. No additional retests will be offered. 4. Residence and Availability Applicants must reside and work within two miles of the fire station of the relevant unit and must not have ordinary activities that take them away from the town where the brigade is located. On receipt of a fire or emergency call, the firefighter must be able to attend the station within five minutes. Unemployed persons may apply, provided they meet the residence and availability requirements. 5. Licence Each applicant must hold a full current Category B European Community Model Driving Licence free from endorsement. 6. Garda Vetting Candidates successful at interview will be required to undergo Garda Vetting, which will be arranged by Cork County Council. Particulars of Employment 1. Employment Type The employment is part time. Panels may be used to fill permanent and temporary vacancies. 2. Pension New entrant retained firefighters who commence on or after 1 January 2013 will be members of the Single Public Service Pension Scheme, established under the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. The Single Scheme does not provide for a retained firefighters gratuity. New entrants will pay superannuation contributions each quarter, with pension lump sum and pension payable on retirement, subject to conditions. 3. Retirement Retained firefighters must retire upon reaching the age limit for the employment, currently 55 years of age, with extension up to 62 years subject to conditions. 4. Training Requirements Successful candidates will be appointed on a probationary basis and must complete the following courses: a) Firefighting Skills Course A full time three week course held in Ireland, requiring attendance away from home from Monday to Friday b) Breathing Apparatus Course A full time course of two weeks duration held outside the county c) Compartment Fire Behaviour Training Course A one week course, normally held outside the county d) Occupational First Aid Course A full time course of approximately three days held within the county e) Class C Heavy Goods Vehicle driving licence Failure to complete these courses satisfactorily will result in termination of employment. 5. Probation Subject to completion of required training, employment is subject to a one year probationary period. During this period, employment may be terminated by either party with one week’s notice. After confirmation, employment may be terminated in accordance with the Minimum Notice and Terms of Employment Act 1973 or without notice in cases of serious misconduct. 6. Grooming Requirement Due to the requirement to wear breathing apparatus, all facial hair below the line of the upper lip must be removed. 7. Additional Training Retained firefighters must be prepared to attend additional training courses in Ireland or the United Kingdom. 8. Availability Retained firefighters are required to be available for 24 weeks per year on a week on and week off basis, excluding four weeks of annual leave. During off duty weeks, firefighters may attend incidents if they wish. If a rostered member is unavailable, they must arrange cover with another member and notify the Station Officer or Sub Station Officer in advance. Firefighters must reside and work within a distance that allows attendance at the station within five minutes. Any change in residence or workplace must be reported to the Chief Fire Officer. Failure to comply may result in termination. The Council may request proof of availability prior to appointment. 9. Annual Leave Four weeks annual leave per year is provided. Payment for annual leave is calculated as 8 percent of earnings from the previous year, excluding retainers, clothing allowance, and leave payments. Payment is made during leave through the fortnightly pay cycle. 10. Regulations and Conduct Firefighters must comply with all rules and regulations issued by the Council. They must follow instructions from the Station Officer or designated officer during drills, incidents, or emergencies. Failure to comply may result in dismissal. Firefighters are under the supervision of senior fire service officers, including the Chief Fire Officer and other designated officers. While on duty, firefighters must use the clothing and equipment provided and must not use them outside duty. All safety policies and directives must be followed at all times. 11. Rostering Rostering arrangements will be determined by the Council. 12. Rate of Pay €16,852 to €20,251 per year
