HAP Place Finder Administrator

Cork City Council operates a ‘Place Finder’ service to identify and source private rented accommodation, with the aim of transitioning individuals and families directly from homeless services into the private rented sector under the Housing Assistance Payment (HAP) Scheme. The HAP Place Finder Administrator (Grade V) will engage directly with letting agencies, private landlords, service providers, An Garda Síochána, support agencies, and individuals and families in homeless services. In addition, the role involves producing statistical analyses and reports to meet the requirements of both the Council and the Department of Housing, Local Government and Heritage. DUTIES AND RESPONSIBILITIES The key duties and responsibilities of the HAP Place Finder Administrator (Grade V) include: • Identify and source private rental properties and engage with prospective landlords. • Negotiate rent in line with Housing Assistance Payment (HAP) rent limits for Cork City (effective from 1st July 2025) and ensure rates comply with Rent Pressure Zone regulations. • Meet with homeless clients and match their needs, including affordability, to suitable vacant properties. • Ensure all forms are correctly completed and track accompanying documentation. Liaise with the HAP team to upload to Sugar and monitor to ensure HAP commences within one month. • Engage with Threshold and negotiate with landlords to prevent individuals or families from entering homeless services where possible. • Balance rent payments to maintain the advance payment of rent. • Set up landlords on JDE using a supplier setup form, ensuring payment of deposit and rent in advance is completed through JDE. • Monitor and track all recoupment of funds from the HAP Shared Services Centre. • Attend Homeless Action Team meetings and take referrals from various agencies. • Compile monthly performance reports for the Chief Executive, using the PASS system to verify information and compile statistics. • Comply with all statutory, legal, and quasi-statutory rules and regulations covering Safety, Health, and Welfare at Work, fully discharging responsibilities in this area and ensuring all staff do likewise. • Carry out other duties as may be assigned from time to time. • Deputise for staff at a more senior level when required. QUALIFICATIONS FOR THE POST Character Each candidate must be of good character. A minimum of one year’s experience of working with landlords and/or letting agents to secure private rental accommodation for social housing in Cork City. ii. An understanding of social housing supports with a particular emphasis on the Housing Assistance Payment Scheme, HAP. iii. An appreciation and understanding of the causes of homelessness and the issues and challenges encountered by people who are homeless or at risk of homelessness. iv. Knowledge of legislation governing the private rented sector. v. Experience of statistical analysis and reporting. vi. An ability to demonstrate competence in the following areas – Delivering Quality Work and Services, Communicating Effectively and Identifying Problems and Contributing to Solutions. Driving Licence Holders of the office may be required to drive a car in the course of their duties and therefore are required to hold a full driving licence for class B vehicles free from disqualifications. Hours of Duty The standard working week will be 35 hours per week. The role may, on occasion, include evening and weekend work. Holders of the post may be called for duty at any time in accordance with arrangements made by local authorities. The Council reserves the right to alter hours of work from time to time.

SECTION 1: THE ROLE Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which temporary seasonal vacancies for Drivers may be filled. Positions may arise in any area of the Council’s functions which cover Cork County. Cork County Council’s three machinery yards are based at Victoria Cross Machinery Yard, Cork, Skibbereen Machinery Yard and Newberry Machinery Yard, Mallow, Co. Cork. The base for working purposes shall be the machinery yard, local roads area depots or work site or as determined by the Council. Candidates are required to indicate the machinery yard they are most interested in being considered for. Separate panels for Temporary Seasonal Driver may be created for the three machinery yards at: • North – Newberry Machinery Yard, Mallow • South – Victoria Cross Machinery Yard, Cork • West – Skibbereen Machinery Yard Candidates are limited to selecting one area only. SECTION 2: DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time and to contribute to the development of the post while in office. The person employed shall carry out, under the direction of their Line Manager/Fleet Manager or Supervisor, where necessary, such duties as may from time to time be assigned to them, including: • The driving and/or operation of any plant including specialised plant in any part of the County under the direction of their assigned Yard. The successful candidate may be required to undertake and successfully complete further training in the use of such specialised vehicles as instructed by their Supervisor/Fleet Manager. • Participation in the Council's Winter Salting Roster System and the Council's Emergency On-Call System, as a requirement of this position. • Other works involved on site, as part of general crew or site work as required either on various Council mobile sites, fixed sites or in the machinery yards. • Duties will require drivers to work in various types of environments including those with hot tar, bitumen, concrete, road construction materials and other chemical substances. • A driver may be required to provide cover/support to locations other than their base and this will be advised by their Line Manager. Allowances and travel will be paid if deemed appropriate by management. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS Character Each candidate must be of good character. Licence Requirements • It is essential to hold a current full European “C” Driving Licence free from endorsement with a current Driver Qualification Card (CPC). • Hold a valid Safe Pass Card. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. Transport When required to do so, holders of the office shall hold a full driving licence for Class B Vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. SECTION 4: SELECTION PROCESS The recruitment selection process will include an Interview and Driving Test. Candidates at the interview will be assessed and marked on the following areas: • Relevant Experience • Interpersonal & Communication Skills • Driving Test SECTION 5: TENURE The position is temporary seasonal and full time. The post is pensionable. This panel may be formed to fill temporary seasonal positions. A panel already exists for Permanent Vacancies. SECTION 6: REMUNERATION The weekly wages scale for the post is: €785.93 – €789.64 – €793.32 – €795.35 – €795.35 – €795.35 – €795.35 – €796.56 – €798.68 – €800.88 – €803.07 – €805.26 – €807.48 Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 7: LOCATION OF POST The Machinery Yards are currently based in the following locations: • Victoria Cross • Newberry Mallow • Skibbereen The base for working purposes shall be the machinery yard, local roads area depots or work site or as determined by Cork County Council. Allowances and travel will be paid if deemed appropriate by management in line with Revenue Commissioner guidelines. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. SECTION 8: WORKING HOURS The successful candidate will be required to work 39 hours per week, Monday to Friday: • Monday – Thursday: 8.30 a.m. to 5.00 p.m. • Friday: 8.30 a.m. to 4.00 p.m. You may be required to work overtime outside of normal working hours as required by his/her Supervisor. These arrangements may be varied and you will be notified of any variation as required. SECTION 9: ANNUAL LEAVE The current annual leave entitlement is 25 days per annum inclusive of Good Friday. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended).
