PARTICULARS OF OFFICE 1. TYPE OF POST T The post is full time and pensionable. A panel will be formed from which full time, permanent and/or fixed term contract posts may be filled. 2. WAGES The current rate of renumeration is based on a Foreman (Craft) pay scale of €1,013.68 to €1,069.52 gross per week as per Circular LetterEL 03/2025 . Remuneration shall be paid fortnightly in arrears. Please note starting pay for new entrants will be at the minimum of the scale. The rate of remuneration may be adjusted from time to time in line with government pay policy. Increments are payable, subject to satisfactory performance and in accordance with current Government Pay Policy and the provisions of the public Service Agreements. 3. ANNUAL LEAVE The annual leave entitlement for this post will be 25 days per annum. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997. 4. WORKING HOURS: Normal hours of work will be 39 hours per week from 8:00 a.m. to 4:30 p.m., Monday to Thursday and from 8:00 a.m. to 3:30 p.m. on Friday, with a half-hour for lunch. The Council reserves the right to alter your hours of work from time to time. All hours worked will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. 5. SICK LEAVE The terms of the Public Service Sick Pay Scheme will prevail. 6. SUPERANNUATION Ne New entrants to the Public Service as defined in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 shall be required in respect of their membership of the Single Public Service Pension Scheme to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social welfare old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable remuneration per pay period. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. Persons not deemed to be new entrants as defined in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social welfare old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) and also in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme 7. RETIREMENT Public Service Pensions (Single Scheme and Other Provisions) Act 2012: The compulsory retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 is 70 years. Minimum pension age of 66 years, rising to 67 years and 68 years in line with State Pension age changes, is applicable. Public Service Superannuation (Miscellaneous Provisions) Act, 2004: There is no mandatory retirement age for ‘New Entrants’ from 1st April, 2004 to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. As a new entrant to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Anyone who is not a ‘New Entrant’ to the public service, defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is subject to compulsory retirement age of 70 years. 8. PROBATION There shall be a period after appointment takes effect during which the person appointed shall hold office on probation. (a) such period shall be one year, but the Chief Executive may at his/her discretion extend such period; (b) the person appointed shall cease to hold office at the end of the period of probation unless during such period the chief executive has certified that the service of the person in such office is satisfactory. The Local Authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. Westmeath County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. 9. Code of Conduct/Organisation Policies Employees are required to adhere to all current and future Westmeath County Council codes of practice including Code of Conduct of Employees and all current and future organisational policies. 10. TRAINING Successful candidates may be required to participate in training programmes relevant to the skills necessary for the performance of the duties of the post. 11. RESIDENCE Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 12. GARDA Vetting Successful candidates may be subject to Garda Vetting in advance of appointment to the position. 13. RECRUITMENT Shortlisting: Normally the number of applications received for a position exceeds that required to fill existing and future vacancies to the position. While a candidate may meet the eligibility requirements of the competition, if the numbers applying for the position are such that it would not be practical to interview everyone, Westmeath County Council may decide that a number only will be invited to same. In this respect, Westmeath County Council provide for the employment of a short-listing process to select a group for interview who, based on an examination of the application forms, appear to be the most suitable for the position based on the specific competencies identified in the job description. On occasion a shortlisting interview may take place. Competitive Interview: Selection will be by means of a competition based on an interview conducted by or on behalf of the local authority.
